Ijtimaiyya journal is a journal which is managed by the Programme Pascasarajana (PPs) Universitas Islam negeri Raden Intan Lampung. First published in 2008 and regularly published two (2) times a year, in May and in November. Since 2014 this journal began in the online. The script that is loaded is the original manuscript, not yet published in any publication. Scripts can be articles, research results, scientific ideas as well as book reviews. Editors receive from the author of the Madrasah, universities, research institutions and other agencies concerned with the Islamic Community Development.

Abstract

This study analyzes the implementation of Human Resource Management in the Purbadana Village Government, Kembaran District, Banyumas Regency. Focusing on five key aspects—planning, recruitment, selection, training and development, and performance assessment, the research employs a qualitative approach with data collected from 10 HR participants within the village government. The findings reveal that the Purbadana Village Government has effectively applied HR management principles, leading to enhanced performance of village officials, improved administrative efficiency, and more responsive and transparent public services. Key success factors include strong leadership, officials’ commitment, integrity, and adequate infrastructure support. However, challenges persist, particularly in addressing residents’ aspirations and complaints related to the distribution of Village Fund Assistance (Bantuan Dana Desa). To address these gaps, strengthening communication capacity and problem-solving skills is essential for future improvements. The study’s outcomes provide valuable insights for enhancing village governance and sustainable HR development at the local level.

Abstract

This study investigates the integration of green economy principles and community empowerment through the collaboration between Bank Sampah Berkah Kenanga and Posyandu in Desa Sayati. The research aims to analyze how waste management initiatives can simultaneously promote financial literacy, economic resilience, and environmental stewardship at the grassroots level. A qualitative approach was adopted, with data collected through structured interviews involving waste bank managers, Posyandu cadres, and community members. Results show that the “Bawa Sampah Selalu ke Posyandu” (BAWASLU) program links monthly child health monitoring sessions with systematic waste collection, allowing residents to convert household waste into savings redeemable for essential goods or precious metals. Participants reported increased financial literacy, household savings, and social capital, alongside greater environmental awareness and leadership opportunities, particularly for women. Intergenerational transmission of sustainable practices was also observed. However, operational challenges persist, notably manpower shortages, logistical inefficiencies, and limited mechanization. Despite these constraints, the collaboration demonstrates significant potential for replication and expansion through capacity-building initiatives, policy support, and formalization into a cooperative structure. In conclusion, the Bank Sampah–Posyandu model presents an innovative and effective framework for linking public health objectives, environmental sustainability, and socioeconomic development in rural communities. Future efforts should focus on infrastructure investment, digital marketing expansion, and intensified environmental education to optimize program scalability and long-term impact.

Abstract

This study aims to describe and analyze in more depth the correlation between empowerment of gharim competency education and the level of worship of mosque communities in Kanagarian Kapa, West Pasaman Regency, West Sumatra Province. The research method used is descriptive qualitative aimed at creating a systematic, factual and accurate description, picture of the facts, characteristics and relationships between the social phenomena studied. Data collection was carried out through observation, interviews and documentation. Data analysis using Data analysis using data reduction techniques, data presentation, and drawing conclusions. Data validity using triangulation techniques and sources. The results of the study showed that the correlation of empowerment of gharim competency education and the level of worship of mosque communities was very significant. The gharim competency education related to cleanliness applies five important points: 1) cleaning glass, mosque floors regularly; 2) maintaining the cleanliness of mosque carpets; 3) rearranging mukena, sarongs and the Qur'an; 4) maintaining the cleanliness of ablution places and toilets; 5) cleaning dust on mosque shelves and mosque ceilings. The empowerment materials of competency skill education are as follows: 1) Azan and iqamah, 2) Sermon, 3) Tilawah, 4) Lecture. This research is able to be a stimulator of increasing self-potential and professionalism of gharim performance significantly and has a correlation with increasing worship of the mosque community significantly so that this community service research has great potential to be applied in other areas.

Abstract

This study examines the dynamics of religious moderation in Bekasi, Medan, and Bandar Lampung through a regional development lens. By analyzing policies and activities in Bekasi, it identifies transferable factors for fostering religious harmony in other cities. The research addresses two key questions: (1) How do religious moderation and social interaction influence economic development? and (2) What role does social interaction play as a moderating variable in this relationship, particularly within regional development frameworks? Additionally, it explores the dynamics of religious moderation policies and initiatives in Medan, Bandar Lampung, and Bekasi. Employing a mixed-method sequential exploratory design, the study engaged millennials as the primary population and informants from six relevant agencies. Findings reveal that Bekasi’s implementable policies and community participation effectively sustain religious harmony, whereas Medan and Bandar Lampung require stronger approaches. The integration of religious moderation into regional development enhances harmonious social interactions and promotes inclusive, sustainable economic growth, offering a replicable model for other regions.

Abstract

Criminal law aims to maintain social order by delineating prohibited and permissible conduct. Murder, as a material offense, prioritizes consequences—specifically, the unlawful deprivation of life—and necessitates proof of intent. When perpetrators exhibit mental disorders such as schizophrenia, a specialized assessment of their capacity for criminal responsibility becomes imperative. Article 44 of Indonesia’s Criminal Code (KUHP) explicitly exempts individuals unable to assume responsibility due to mental disorders from punishment. This study therefore examines the criminal liability of perpetrators who commit murder while diagnosed with schizophrenia, employing a qualitative methodology that integrates statutory and case-law approaches (analyzing Decisions 105/Pid.B/2023/PN.Gdt and 108/Pid.B/2021/PN.Stb). Key findings reveal stark disparities in court verdicts, attributable to inconsistent medical-legal evaluations of the perpetrators’ mental capacity. The research underscores that schizophrenia may serve as a valid excuse under Article 44 KUHP if evidence confirms the perpetrator’s inability to comprehend or control their actions. However, divergent judicial interpretations—based on psychiatric examinations (e.g., Visum et Repertum) and trial facts—highlight an urgent need for standardized assessment protocols. Crucially, the study demonstrates that criminal liability hinges not solely on the commission of unlawful acts (unlawfulness), but equally on the perpetrator’s ability to be responsible (toerekeningsvatbaarheid). To ensure justice and consistency, Indonesia must harmonize medical and juridical criteria for evaluating mental capacity in homicide cases involving schizophrenia.

Abstract

This study investigates the phenomenon of digital marginalization in Talang Kemuning Village, where inadequate network infrastructure creates significant barriers to digital inclusion. Grounded in Amartya Sen's Capability Approach, the research conceptualizes development as a process of expanding individuals' substantive freedoms to achieve valued ways of living. The absence of reliable internet access has created multidimensional deprivation, limiting residents' ability to participate in digital communication, access vital information, and engage in socioeconomic opportunities. The study addresses two central questions: (1) How does infrastructure deficiency perpetuate digital inequality in rural communities? (2) What strategies can local change agents employ to mitigate these disparities? Using a qualitative descriptive methodology, we analyze geographical constraints, technical limitations, and the resultant social exclusion. Data collection included in-depth interviews with community members and participatory observation of digital access initiatives. Findings reveal that connectivity limitations create cascading effects: students face educational disadvantages due to inability to access online learning; local entrepreneurs are excluded from digital marketplaces; and social isolation intensifies as community members cannot participate in virtual networks. However, the research documents an innovative community-led solution through the implementation of a voucher-based WiFi system. This intervention demonstrates how localized approaches can simultaneously address technical access barriers while enhancing human capabilities. The study contributes to digital development literature by showing how Sen's framework applies to connectivity challenges. It argues that sustainable solutions require both technological infrastructure and capacity-building initiatives that empower communities to convert access into meaningful opportunities. These insights have important implications for policymakers designing inclusive digital development programs in rural contexts.

Abstract

This study explores client empowerment through life skills training initiatives at Bapas Class II Pringsewu Regency, Lampung Province. The objective of the study was to determine how the life skills program empowers clients at Bapas Class II Pringsewu. A qualitative descriptive approach was used, combining a literature review with direct field observations. Data were collected through field observations, in-depth interviews with 18 informants, and document analysis. The study findings indicate that: (1) clients are actively involved in various vocational trainings, including haircutting, flower arranging, culinary skills, and sewing; (2) participants develop economically valuable skills such as creative sewing and high-quality cooking; and (3) religious education is integrated into the program, which encourages self-awareness, empathy, and ethical behavior. These initiatives significantly support client reintegration, as reflected in a decreased likelihood of recidivism and greater potential for economic independence. In conclusion, the life skills program at Bapas Class II Pringsewu demonstrates a significant impact on clients' personal and social development. Therefore, it is recommended that the government further strengthen and expand this initiative to support sustainable reintegration and prevent future offenses.

Abstract

The paper analysed the essential methodology adopted by Sayyid Qutb in his Tafsir Fî Zilâl al-Qur'an and its instrumental role in projecting a modern Islamic outlook based on his social and dynamic exegetical orientation. Its objective is to identify the exegetical school he propounded and its role in shaping the modern Islamic worldview based on his social interpretation. The study is based on qualitative approaches in the form of textual analysis and a library survey. By using the Miles & Huberman model, it gathered related primary and secondary literature in the field. The data were analyzed based on Qutb's socio-ethico concept. The finding shows that Sayyid Qutb had formulated an inclusive method of philosophical interpretation of the Qur'an that established socio-linguistic and ethico-legal principles as its core ideological roots and basis. The pattern of thought and interpretation was influenced by this idea, reflecting the dynamic (haraki) framework it conceived in the development of his tafsir. This categorically forms the basis of his philosophy and idealism, which underlies its socio-religious outlook and its relevance in shaping the modern Islamic generation to revitalise the cultural-linguistic aspect and perennial values of tawhid in the modern narrative of dakwah.
