Abstract

The 2019 simultaneous elections are the first experience for the Indonesian people. Simultaneity between the legislative and presidential elections is intended, for one, to produce a coattail effect. Based on this, this study seeks to answer whether, in the 2019 election, there was a coattail effect and what factors caused the coattail effect to occur. This study uses a qualitative and descriptive method, using secondary data from various sources. The results of this study indicate that for the Jokowi-Ma'ruf and Prabowo-Sandi candidate pairs, the coattail effect does not always affect the vote acquisition of the supporting parties. The coattail effect is only evident in the political parties that carry the main candidate pairs, namely the PDIP and the Gerindra Party. However, there was an unusual incident where the PKS mass base gave Prabowo-Sandi a coattail effect, not the other way around.

Abstract

This study examines a collaborative governance (CG) program between the Ambon City Health Agency (ACHA) and USAID APIK (Adaptasi Perubahan Iklim) to improve the capacity of the Geographic Information System (GIS) in the ACHA. The research aims to analyze the processes of CG arrangements, fulfill the capacity of GIS application to health staff, discuss outcomes of collaborative actions to improve the quality of health planning and information services and manage the APIK in the health sector in the local context of Ambon city. The qualitative research applies a case study approach and uses an in-depth interview technique to collect primary data from key informants related to the four dynamics stages of the specific CG program in the local context of Ambon. Secondary data was collected from relevant documents. The main findings are that the CG program has successfully built GIS capacity for over 20 health agency staff, improved health planning and budgeting, and enhanced information services, particularly in delivering community health services in Ambon. The program has been appreciated as one of the successful CG programs in Ambon City, optimizing collaborative processes and aggregating global opportunities for local goals with global impacts.

Abstract

Additional Employee Income (TPP) is an incentive given to employees in addition to their regular pay that is dependent on their performance for a specific time. Increasing employee income has a significant impact on how well they perform, which is expected to increase their motivation when providing services to organizations or communities. It can also improve the welfare of civil servants working for the regional government, Dharmasraya Regency. Path analysis was used in this study method's quantitative analysis. TPP serves as the independent variable in this study, while motivation serves as the intervening variable and performance serves as the dependent variable. This research used a Likert scale with a measurement range of 1 to 5. Online surveys are used for data collection, and SEM  is used for analysis with SmartPLS 3.0 software tools. Respondents are employees of the Regional Government of Dharmasraya Regency, and the study's stratified random selection approach yielded 379 respondents as samples. Validity tests, reliability tests, and hypothesis tests make up the phases of data analysis. The findings indicated that offering TPP has a large impact on employee performance, as does job motivation, and that TPP itself has a considerable impact on employee performance.

Abstract

Experts have widely discussed the concept of inclusive service, and governments in various countries have widely applied this concept. However, there is still much discrimination in the facility's people with disabilities (PWD) sector. Thus this paper aims to concept measurement models and parameters of inclusive public services to people with disabilities (PWD). The method of this paper is reviewing the previous research with a high impact score. Then the result of the data presented uses CiteSpace analysis to prioritize concept inclusive model and parameters in public services. The results of the research are the model and parameters of inclusive public services to PWD are openness, fairness, infrastructure, and responsiveness. Abstract

Populism emerges as an antithesis to government elitism amidst the crisis of democracy. Some experts also note that populism will also create a new elite for the government itself. Some countries show that populism is also the beginning of authoritarianism, such as Poland. This research shows that the same thing happened in Indonesia at the end of Joko Widodo's administration. Through the theoretical approach of Dynastic Politics and Populism, this paper explains that Jokowi built his dynasty through populism, brought Indonesia towards an authoritarian state, and brought democracy to a decline. Jokowi did so through constitutional means so that his dynasty could be democratically legitimized. Gibran was able to run for Vice President with Prabowo Subianto after his uncle, Anwar Usman, the chief judge of the Constitutional Court, granted a motion to change the minimum age of candidacy. Previously, Kaesang managed to become the chairman of the Indonesian Solidarity Party, which also supports Gibran. Meanwhile, in 2020, Bobby Nasution also managed to win the election in Medan as Mayor. Some parties considered the election to be forced. Jokowi is considered one of the actors who brought Indonesia towards authoritarianism.

Abstract

This study explores the use of the State Civil Apparatus Information System, known as Sistem Informasi Aparatur Sipil Negara (SIASN) in Bangli Regency and examines various factors that affect its implementation. Researchers use qualitative descriptive research methods with an empirical approach. Data collection is done through interviews, observations, and document studies. The findings show that the implementation of e-Government and SIASN in Bangli Regency is very successful, especially in the field of personnel services such as Needs Planning, Data Rejuvenation, Promotion, Employment Status, Agency Mutation, and Dismissal of Civil Servants. SIASN also offers excellent accessibility, transparency, effectiveness, and service efficiency. However, there is a need to increase the availability of computers to improve SIASN implementation. The success of e-government in Bangli Regency is supported by effective communication, adequate human resources and technology, commitment from implementers, and a well-organized bureaucratic system. On the other hand, inhibiting factors include limited computer availability, budget constraints, system repairs, and meeting needs. Overall, the implementation of e-Government and SIASN has had a positive impact on the quality of services provided to the State Civil Apparatus in Bangli Regency, thereby increasing accessibility, transparency, effectiveness, and efficiency of services

Abstract

This research aims to analyze the maturity level of Electronic-Based Government Systems, both at the National, Central and Provincial Levels in 2022 using quantitative data sourced from the Decree of the Minister for Empowerment of State Apparatus and Bureaucratic Reform Number 108, 2023 concerning Results of Monitoring and Evaluation of Results Electronic Based Government. The quantitative data analysis technique used is descriptive statistical techniques, while the evaluation technique covers four SPBE domains, eight SPBE aspects, and forty-seven SPBE indicators. The research results show that the SPBE maturity level at the national level is 2.40, at the central level is 2.49 and at the provincial level is 2.37. The three SPBE indices show that the Indonesian SPBE process is at the managed level, while the SPBE service is at the interaction level. This means that both the managed level and the interaction level show that Indonesia's SPBE is still far from the optimal level. Based on these findings, it can be recommended to policy makers that economic institutions as a value and bureaucratic reform as a modern organization are more optimized in their implementation.

Abstract

This study aims to explore levers for increasing regional revenues. The problem in this study is how regional autonomy can increase regional income and the possibility of developing regional income potential while regions have limited resources. This study is the result of a qualitative study. The research location is in Bitung City, North Sulawesi Province. Data collection was conducted through interviews with selected stakeholders. With purposive sampling techniques and direct observation at the research site. Data analysis is done through coincidences: data reduction, data presentation, coding, data conceptualization, and conclusions/verification. The findings of this study are that three levers play a role in the success of increasing regional revenues, primarily provincial taxes, namely digitization of taxpayer data, the part of business knowledge transfer in taxation, and grouping potential local taxes. Digitalization of taxpayers is carried out to facilitate tax administration and supervise tax collection. Transferring knowledge about the business is needed to improve the general circulation of money. With more and more people trying and increasing quality in doing business, it will increase the circulation of money in society. Meanwhile, grouping potential taxes is needed to map revenue targets through taxes to be right on target. The implication of this study is a follow-up study on making a predictive model of local tax revenue, taking into account the characteristics of the local economy.

Abstract

The development of information technology has entered various fields. Utilization of information and telecommunications technology in public services. It is no longer something new for developed countries. Apart from that, there is demand from the public for information which requires the Government to provide public services that suit the needs of the community. Policy implementation is one of the stages of public policy, between policy formation and the policy consequences for the communities it influences. If a policy is inappropriate or cannot reduce the problem that is the target of the policy, then the policy will probably fail even if the policy is implemented very well. Meanwhile, a policy that has been planned very well may also fail if the policy is not implemented well by the policy implementers. The aim of this research is to determine the Policy Dynamics of the Zoning System for Admission of High School Students in Kampar Regency, Riau Province. This research uses a qualitative method with stages including preparing a research design, determining the location and research informants, collecting data, analyzing data, presenting data and drawing conclusions. Research findings show that the school and local government cannot confirm zoning boundaries so that prospective new students cannot register and fail to enter the nearest school even though they are in the zone and end up enrolling in private schools which require a lot of education costs.

Abstract

Occupational Safety and Health (OSH) is an effort to create a safe and healthy work environment and reduce work accidents and work-related diseases, which will have an impact on employee work productivity. This research aims to find out how occupational health and safety (OSH) is implemented to prevent employee accidents at the Regional Disaster Management Agency of Purworejo Regency, the inhibiting factors, and the efforts made to overcome obstacles in implementing OSH. This research uses a qualitative method with an inductive approach. Interviews, observation, and documentation were carried out during data collection, while data analysis was carried out through data reduction, data presentation, and conclusion. The research results show that OSH implementation is relatively good. There are still obstacles, namely weak management control, the OSH management system needing to be implemented, and a lack of employee awareness of the use of Personal Protective Equipment (PPE). Efforts to overcome obstacles were carried out by reintroducing the employee health care program into the 2023 budget, involving department heads in the monitoring process and socializing the use of Personal Protective Equipment.
