Abstract

Penelitian ini bertujuan untuk mengetahui program dalam mengentaskan kemiskinan dalam perspektif ekonomi melalui SDGs Di Kabupaten Bone. Dengan mendeskripsikan pemerataan ekonomi, akses pelayanan yang merata serta memberikan jaminan atas terjadinya bencana yang akan berdampak pada kerugian secara ekonomi masyarakat. Adapun metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan mendeskripsikan program SDGs dalam mengentaskan kemiskinan di Kabupaten Bone Desa Massangkae. Proses pengumpulan data dilakukan dengan cara observasi, wawancara dengan informan kunci dan melakukan dokumentasi. Dengan demikian maka diperoleh hasil penelitian bahwa pemerintah Desa telah melakukan upaya dalam mengetaskan kemiskinan yang terjadi dengan langkah strategis melalui peningkatan pendapatan masayarakat kurang mampu; memberikan jaminan dan kemudahan dalam mengakses pelayanan pada pemerintahan desa; memberikan jaminan dan perlindungan terhadap masyarakat dari berbagai ancaman bencana; dengan beberapa indicator tersbut sehingga pemerintah desa memiliki peranan yang sangat kuat dalam meningkatkan kesejahteraan masyarakat. Namun, dalam implementasi kebijakan tersebut masih membutuhkan koordinasi lintas stakeholder yang memiliki keterkaitan dan kewenangan karena kemiskinan merupakan masalah secara multidimensi. Sementara itu implikasi penelitian ini kedepan diharapkan agar dilakukan kajian secara lebih komprehensif terutama metode yang digunakan dengan lokasi penelitian yang menjangkau daerah yang lebih besar.

Abstract

Salah satu permasalahan yang dihadapi dalam mewujudkan Kota Layak Anak adalah perundungan anak. Perundungan anak merupakan isu sosial yang sudah cair di masyarakat, khususnya di Kota Bogor. Isu perundungan anak di Kota Bogor merupakan isu yang kerap terdengar selain tawuran pelajar. Kemudian tingkat pelaporan kasus yang rendah berimplikasi pada sulitnya mengentaskan perundungan anak. Penelitian ini menggunakan metode penelitian kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa dalam mengentaskan perundungan anak, Kota Bogor melibatkan stakeholder lintas sektor dan multilevel sesuai dengan Perda Kota Bogor Nomor 3 Tahun 2017 dengan menerbitkan SK Gugus Tugas KLA. Metode yang digunakan dalam upaya ini menitikberatkan pada pemberdayaan masyarakat dan pemberian edukasi, kendati demikian ditemukan usaha menutupi kasus perundungan oleh sekolah serta kurangnya intensitas pertemuan antar stakeholder untuk membahas isu perundungan anak. Kota Bogor telah memiliki komitmen untuk mengentaskan perundungan anak, namun dalam praktiknya diperlukan aturan khusus mengenai perundungan anak di Kota Bogor agar tercipta kesepahaman antar stakeholder dalam memahami konsep perundungan serta dapat mengelaborasi pelaksanaan kolaborasi yang diusahakan agar kolaborasi menjadi efektif.

Abstract

This study examines the influence of performance and technological readiness on the operational effectiveness of police officers in the Kenya Police Service, with a focus on Machakos County. Employing a descriptive survey design and a stratified random sampling of 203 police constables and four station commanders across twelve stations, the research integrates both quantitative and qualitative data to evaluate the intersection of technology adoption and institutional performance. Findings indicate a strong positive correlation between technological preparedness and police performance, emphasizing that enhanced administrative capacity, especially in digital tools and support systems plays a critical role in improving law enforcement effectiveness. However, the study also reveals a significant gap in the implementation of such capacity improvements at the station level, leading to underperformance among frontline officers. These insights highlight the importance of targeted reforms in human resource development, workload management, and technological integration to strengthen the overall governance and service delivery of public security institutions. Situated within a broader discourse on public sector modernization in developing contexts, the study contributes to policy discussions on administrative reform, digital governance, and institutional performance.

Abstract

Problems related to population administration and civil registration, such as identity falsification and duplicate data due to lack of accurate details of population data documents, the process of obtaining a Population Identity Card and issuing a civil registration certificate still takes a long time because the data input process is still done manually. In this regard, the Garut Regency government, in this case the Tarogong Kaler District, is trying to collect valid population data so that it can develop mapping to overcome this problem. Currently there is an information system that makes it easier to provide services for creating and issuing resident document certificates, namely by implementing a website-based integrated administration service system or PATENT. This research aims to analyze Effectiveness of the Integrated Administrative Information System (PATEN) in Public Service. This research uses a qualitative descriptive type of research with four informants.   Data collection techniques start from direct observation, interviews, and documentation.  The data analysis techniques used are data collection, data reduction, data presentation and drawing conclusions and verification. The results of the research show that the community can enjoy the quality of services provided in Tarogong Kaler District. This can be seen from several things. The reliability dimension can be seen from the district operators who are reliable in providing services to the community. The responsiveness dimension related to the ability to respond is said to be good if the PATENT system has immediate disruption. can be overcome by not reducing services to the community. The obstacles are that the availability of human resources is still insufficient, as well as the need for socialization to the community about understanding the system.

Abstract

The use of e-absence for government servants is currently an innovative way to improve the efficiency of work activities in local government. The focus on how the system is implemented and used by government servants is also important to discuss. The research aims to explore how government servants intend to use the e-absence application provided by the Dumai city government. The unified theory of acceptance and use of technology (UTAUT) model is used for examining research problems in which the model has been modified to include a new variable, attitude. This study used a quantitative approach and quota sampling technique that included 100 respondents, all of whom were government servants working for different Dumai government agencies. Questionnaires were distributed using Google forms, with questions adapted from previous research. The study showed that performance expectancy, social influence, and attitude are all significantly and positively connected to intention to use e-absence dan effort expectation and social impact are not significantly and negatively to the intention to use e-absence. Several recommendations for theoretical advancement and the development of the e-attendance system itself have been provided.

Abstract

The Indonesian government has ratified the 2015 Paris Agreement, thereby committing itself to a climate commitment to achieve zero carbon emissions by 2060 and to keep the Earth's temperature rise within 1.5 degrees Celsius above the pre-industrial average. This commitment is being implemented in various ways, including the decarbonisation of the electricity sector. This policy was promulgated in Presidential Regulation 112/2022 regarding acceleration of renewable energy development and Ministry of Finance Regulation 103/2023 on the fiscal support of energy transition. In this case, many aspects such as institutionalisation, visibility, intentionality, risk avoidance, and differences of interest appear to lead to procedural policy outcomes which later determine th decarbonisation rate of Coal-Fired Power Plants (CFPP). This article seeks to examine the procedural aspects of the early coal-fired power plant retirement policy innovation, based on Howlett's (2014) theory of climate policy innovation. This research employs qualitative methods, including in-depth interviews with stakeholders and literature studies. This article explains that the policy formulation in Presidential Regulation 112/2022 tends to be procedurally negative and hampers several CFPPs' early retirement processes in West Java and Banten. The weaknesses of this policy are clearly visible in the form of administrative delays and criteria restrictions. By contextualizing energy policy within the broader framework of public governance in Southeast Asia, the article emphasizes the relevance of inclusive, non-Western approaches to policy reform and public service delivery.

Abstract

This study offers a conceptual and critical analysis of how citizen engagement has evolved within the e-governance framework, emphasizing the transition from traditional public administration to New Public Governance (NPG) in the digital era. By mapping four waves of governance transformation—from hierarchical bureaucracies to smart governance—the article highlights the redefinition of citizens' roles from passive service recipients to proactive partners in public service co-production. Drawing on international best practices, including from Japan, Norway, and the UK, the study identifies the determinants of effective digital participation, such as ICT infrastructure, policy design, and civic readiness. The key finding is that meaningful e-participation is contingent on both the supply side (government initiatives and digital tools) and the demand side (citizen willingness and digital literacy), forming a two-way governance relationship. The research proposes a model of “Smart Citizen Governance” that integrates co-decision, co-implementation, and co-evaluation as central pillars of inclusive and sustainable public service delivery. This analysis is especially relevant for non-Western public administration contexts, where digital transformation intersects with diverse institutional traditions and citizen expectations. By addressing existing research gaps in digital governance and citizen empowerment, the article contributes to the broader discourse on public sector reform, democratic innovation, and local policy effectiveness in the Global South.

Abstract

Gender inequality is widespread in Nigeria, resulting in women facing unequal opportunities and repercussions. The research focused on organizational efficacy and gender discrimination inside public hospitals in Abia State. This study examines the impact of gender discrimination on organizational performance in public hospitals in Abia State. This study employed a quantitative research methodology, utilizing questionnaires for data collection. The study's population is 3,220, and the Taro Yamane formula was employed to ascertain a sample size of 356 employees. Descriptive statistics examined the data, and the hypothesis was evaluated using Pearson Product Moment Correlation. The study indicated that gender discrimination adversely impacts organizational performance, encompassing operational efficiency, business reputation, and diminished consumer happiness. The research highlights the significance of eliminating gender discrimination in the workplace to enhance organizational performance.

Abstract

This study investigates the spatial relationship between fiscal policy and economic growth across twelve member states of the Southern African Development Community (SADC) between 2000 and 2017. Utilizing spatial econometric techniques, the analysis reveals significant interdependence among member countries, particularly in the effect of tax revenues, which negatively impact the economic growth of neighboring states—suggesting the presence of harmful tax competition. While government expenditures show a positive but statistically insignificant impact on growth, the study identifies fiscal policy spillovers as a critical factor shaping regional outcomes. The absence of spatial dependence in public debt distribution further indicates that debt accumulation strategies remain largely country-specific. These findings underscore the need for coordinated regional fiscal frameworks, particularly in tax harmonization, to mitigate cross-border distortions and foster collective economic resilience. The study offers practical insights for enhancing regional integration and advancing shared development goals, especially in light of growing fiscal pressures and the pursuit of sustainable growth in post-pandemic contexts.

Abstract

This study investigates the effectiveness of a digital-based public service innovation targeting non-permanent population management in the Surakarta City Government, Indonesia. Using a qualitative descriptive approach, including interviews, field observations, and document analysis, the study assesses the program’s accuracy, public outreach, goal attainment, and monitoring mechanisms. The results show that the program has significantly improved data collection and service delivery for non-permanent residents, offering both online and offline registration channels. Key outcomes include shortened processing times for population-related documents and improved data integration within the local civil registry system. However, technical limitations of the digital platform and disparities in digital literacy among users present persistent challenges. This research illustrates the critical role of digital governance in enhancing public service delivery at the regional level. It emphasizes the importance of inclusive technological infrastructure, community digital readiness, and sustained administrative support in ensuring effective service outcomes. The case offers practical insights into how digital innovation can be adapted to local governance contexts in developing countries, contributing to broader discussions on administrative reform and citizen-oriented policy implementation.
