Abstract

This study purposes in determining social phenomena regarding the policies of the Teon Nila Serua (TNS) community settlement program in Waipia, Central Maluku. It started from the adaptation process, asset ownership, and knowledge of modern agriculture, challenges, and obstacles in the archipelago. The method conducted in this study is a qualitative method with a phenomenological type. The results show that the resettlement program for the TNS community in Waipia did not produce social welfare because the community had difficulty adapting to their new habitus, there was a mismatch of work culture, a top-down elitist approach, the erosion of social solidarity that lives and belongs to the island community and several other traditions that are increasingly disappearing, are also influenced by the modernization process marked by advances in information and communication technology, as well as a lack of mature planning from the government, resulting in a gap between plans and implementation that is less effective and efficient.

Abstract

The impact of the Covid-19 pandemic is multidimensional. It was not only limited to health sectors, but also to socio-cultural sectors. The Covid-19 Pandemic crisis has increased mental health risks for people of all ages, including children and parents in Indonesia. In an effort to overcome this, the central government of the Republic of Indonesia has released the Mental Health Service Program (SEJIWA) which has received enthusiasm from the community. This research uses qualitative research methods with a literature study approach and Actor Network Theory (ANT) on SEJIWA Services and the concept of Mental Health Policy. The purpose of this research is to develop an innovative SEJIWA Family Care Program which aims to assist families in carrying out their roles and functions and establish appropriate regularity in daily activities. The results of this study indicate that the SEJIWA Family Care Program in the Actor Network-Theory (ANT) review shows that innovation in strengthening family resilience in Indonesia has shown a collective movement of many actors involved, but these efforts need to continue to be strengthened through evaluation and improvement of services that increasingly focus on the governmental policy to relationships and emotions in the family as the most micro sphere of development in the framework of social recovery efforts in the post-Covid-19 pandemic in Indonesia.

Abstract

The purpose of this research is to the satisfaction of public service of the local government of Bandung City. This study is also a recent study conducted in Indonesia in a public paradigm. Several public services focus on this research, such as Health, Education, Economy and Development, and Public Service. This Government Service sector still needs to be measured in how to understand the condition of health services delivered. Education is an important aspect in developing countries. In Indonesia, there are still many people who have not received 9 years of education. The central government has instructed free tuition. Then in economic and development problems also researchers see still many people who are unemployed and previously uneven development in some sub-districts close to the center of power with a far from the center of power. For Public Services related to obtaining certain services, for example, if you want to get Public Health Insurance service (JAMKESMAS) then this community must have ID cards and other information. The method used in this study using the quantitative descriptive method with respondents consisting of 50 people community service users. The measure of community satisfaction is by four sectors using the model EVLN (Exit, Voice, Loyalty, and Neglected) from Hirschman. This model has been used in some developed and developing countries to measure job dissatisfaction or non-discrimination of public services in a local government.

Abstract

In general, the problems of LAPAS in Indonesia are regarding overcapacity and facilities that are not up to standard. However, in Class 1 Sukamiskin LAPAS, among other problems, there are interesting problems to study after the reform. The purpose of this study was to analyze coaching services after governance reform was carried out at Class 1 Sukamiskin Correctional Institution. What improvements have occurred in coaching services at Class 1 Sukamiskin LAPAS need to be studied in more depth because coaching is a very important service. Some aspects of the coaching carried out in governance reform at Class 1 Sukamiskin prison are coaching in the form of spiritual activities, fulfillment of remission rights, assimilation, parole leave, parole, and leave before release, and sports activities. Governance reform at Class 1 Sukamiskin LAPAS was carried out through several effective stages. The success of governance reform in coaching services needs to be investigated because it is very important to know the implementation process. This research uses a descriptive qualitative method with a case study approach at Sukamiskin Class 1 LAPAS. Informants in this study were LAPAS leadership officials, LAPAS staff officers, prisoners and visitors. The results of this study are that there is an increase in coaching services in the form of spiritual activities, an increase in the fulfillment of remission rights, assimilation, parole leave, parole leave, and leave before being released online, the implementation of sports activities becomes more systematic and directed. The results of this study indicate that there is a positive impact from governance reform in Class 1 Sukamiskin LAPAS being able to realize an increase in coaching services through organizational structure changes and change management.

Abstract

Stunting is an urgent issue that must be addressed immediately because it will affect the quality of Indonesia's human resources in the future. Human resources are the essential factor that determines the success of a country. This research aims to examine the development of stunting research in 2017-2022. Bibliometrics helps communicate discipline developments for other research purposes. This research aims to map the development of stunting research in 2017-2022. The findings of this study can be a starting point for further research on stunting. The research method employed was quasi-qualitative and bibliometric analysis. The research data is from articles from Google Scholar metadata for 2017-2022. The keyword "stunting" for screening articles and journals must be indexed on Google Scholar or SCOPUS. The results of this study indicate that the 994 articles indexed in Google Scholar and SCOPUS are indexed research articles. Trends in public administration research topics include policy implementation, policy evaluation, government, innovation, and community participation and potential for further research related to the study of collaborative governance within the framework of cooperation and effective institutional models for stunting.

Abstract

Technology is present in human life with the intention of facilitating all kinds of activities that can be accessed by the community. As a result, technology is considered to have a fairly high efficiency value. Along with the development of the technological era, the government has managed to take advantage of this to carry out activities related to public services that have a clear legal basis for implementation, but there are still people in Jayapura Regency who do not know about the website, due to different constraints in each sub-district. The purpose of this study is to find out whether the Jayapura Regency Regional Government Website has been operating properly, as well as to identify the challenges faced and possible solutions. Alvaro Roscha's theory is used in this qualitative descriptive research method on the Jayapura Regency Government website. The method used to collect data includes observation and interviews. Research Results The Jayapura Regency Regional Government website is considered to function well, although the complaint system is still problematic and has not been able to provide a satisfactory response to the public. In addition, the Jayapura Regency Communication and Informatics Office has succeeded in effectively managing the Jayapura Regency Government website, although it still encounters obstacles such as pages that cannot be accessed, complaints that have not been handled, and the appearance of the website which is still simple to improve quality. Jayapura Regency Government, in this case the Ministry of Communication and Informatics can provide website technology training.

Abstract

This research was conducted at the Marine and Fisheries Service of Biak Numfor Regency. This research uses qualitative research methods with a case study approach. The techniques used in collecting this research data through observation and interviews. To obtain truly valid data, the data is tested by triangulation. The results showed that the empowerment of indigenous Papuan fishing communities in the implementation of the Papua Special Autonomy Law carried out by the government through the Marine and Fisheries Service of Biak Numfor district, including; provision of training on catch processing skills, provision of home industry facilities and infrastructure, and formation of indigenous Papuan fishermen groups. conclusion is the government's efforts to encourage active participation of indigenous Papuan fishing communities in the process of developing the fisheries sector, so as to strengthen relations between the government and the community and increase public trust and support for development efforts in their own regions.

Abstract

The Maluku Provincial Government still faces various issues in achieving equitable regional development. The challenges are not only extraordinary events such as the Covid-19 pandemic, but also the main factors are the dissatisfactory regulation and policy frameworks and synergy between the national, provincial and city/district governments. This will certainly affect the collaboration efforts with partners, whether they are domestic, third-party, or international partners. Based on such realities, this research aims to identify the depiction of partnership governance in regional development in Maluku Province. The method used in this research is descriptive-exploratory of qualitative approach. The results reveal that collaborative governance in regional development in Maluku Province has not been properly implemented due to several factors, including: 1) the improper governance of regulation and policy frameworks for collaboration in Maluku Province, as evidenced by the absence of regulations at the regional level as an elaboration of laws and government regulations governing collaboration with partners; 2) the ineffectiveness of  institutional collaborations in Maluku Provincial Government; and 3) the improper implementation of collaboration, both with domestic and international partners in various sectors such as education, energy, and maritime. With efforts to improve and enhance collaborative governance, it is expected that the development in Maluku Province is moving for the better.

Abstract

This study aims to evaluate collaboration-based tourism management during a pandemic. The design used in this study is descriptive qualitative with a literature study approach. The survey results show that collaboration in tourism management in Indonesia during the pandemic refers to three dominant research themes: accelerated recovery based on cooperation between institutions, a partnership between the government and tourism actors, and collaboration in developing tourism villages. However, further study must explore the concern for capacity building and organizational learning in rural communities. So the results of this study require further research that reviews more capacity building and organizational learning to increase village community collaboration in the tourism sector.

Abstract

One of the underlying characteristics of a “smart governance” notion is responsive government. The public expects the government to be its receptive partner. However, prior research has indicated that a growing lack of public trust in government is a common phenomenon in most developing countries; thus, expecting a responsive government is difficult. This paper aims to determine whether smart governance works in traditional indigenous markets, known as pasar, in Indonesia. The study employs a qualitative case-study method. A semi-structured interview of pasar key informants gathered empirical evidence for the case study. The findings indicate that the bureaucratic culture, via the role of supervisory boards, in Pasar has restrained the managers’ responsiveness to public demands. Consequently, complaints that surface in Pasar cannot be solved immediately. In conclusion, it can be said that they cannot implement smart governance in Pasar.
