Abstract

Tourism is one of the leading sectors that makes a huge contribution, especially in the Riau Islands. However, with the Covid-19 pandemic, the number of tourists visiting the Riau Islands dropped significantly, so the government needed to innovate by adopting a travel bubble policy. The purpose of this study was to see how the process of adopting the travel bubble policy in reactivation of the economy and tourism in Bintan Regency, especially during the Covid-19 pandemic. The research method used is qualitative with a descriptive approach. The results of this study are from several stages in the policy adoption process, namely the knowledge stage, persuasion stage, decision stage, implementation stage, and confirmation stage of the application of the travel bubble that has not been fully implemented properly and effectively by the government. This study suggests the need for an adoption process in implementing policy innovations, namely the need for knowledge and fast decision-making in the adoption process so that tourism in the Riau Islands is not disturbed by the pandemic. This study has limitations in obtaining data because the travel bubble policy has just been implemented, so further research can continue the policy implementation process.

Abstract

The purpose of this study was to determine the implementation of the Zoning System policy in the Admission of New Students in Bandung City at the senior high school (SMA) level and to see how the implementation of the policy was implemented at the high school level in Bandung, West Java. The research method used is descriptive research method with a qualitative approach. In the research conducted, primary data and secondary data obtained through literature study techniques, field studies (interviews and observations) were used, besides that purposive techniques were also used to determine informants in the study. The results of this study were analyzed using the Miles and Huberman model. The results of the study indicate that the government has not been optimal in its implementation, this is viewed from several aspects, namely, organizations where the government has used its resources, interpretations or ways of delivering government that are not easy to understand, and its implementation is in accordance with the direction of goals, and objectives, aspects of the principle Therefore, there is a need for policy consistency and policy evaluation in regulations related to this zoning system in order to realize the objectives of this policy.

Abstract

The purpose of this study was to determine the provision of free land for transmigration development, identify issues, constraints, challenges in implementing transmigration in the era of regional autonomy, formulate material for consideration policies among limited land for the future. The research applied qualitative; types of data required in this research were secondary and primary data. Main data in this research were in the form of transmigration area development planning documents, regulations and research reports. The results of the study found that people who were at the transmigration development site gave their land for free to the local government accompanied by a report of the handover an area of 4 hectares. The novelty of this research focuses on the policy of providing free land in Payahe transmigration area to gain community support and participation without causing conflict of interest so that the development of the transmigration area can proceed smoothly. The analysis process is focused on aspects of policies and strategies for providing land supply processes and mechanisms, constraints and challenges, and the impact of transformation of land provision policies. Based on the results of the data analysis, it will be grouped and formulated as policy information for the formulation of policies for the provision of transmigration land.

Abstract

Bandung City tourism is a potential sector that can be relied upon because it contributes greatly to regional income, but there are problems, namely accessibility due to city congestion which results in slow mobility, and dependence on the local government of Bandung City is another obstacle. This study aims to analyze the penta helix collaboration in increasing the competitiveness of Bandung City tourism, using a qualitative method through a descriptive approach. The method used is qualitative through a descriptive approach. Based on the results of research, Bandung City Tourism has its own uniqueness, especially tourism through the development of various innovations, through active collaboration between elements of the government, businessmen, communities, academics and the media as an effort to increase the competitiveness of regional tourism. Through the development of tourist destinations in increasing the tourism attractiveness of the Bandung City area, it has implications for improving the welfare of the community through local economic growth.

Abstract

Decentralization and regional autonomy (DRA) policies have been implemented in Indonesia for 25 years. However, regional independence is still very low in 33 regions/cities in North Sumatra (North Sumatra) because the local revenue (PAD) is much smaller than the regional income and expenditure budget (APBD). The aim of this study is to analyze this phenomenon and find a conceptual framework for reformulating DRA policies. The research method uses mixed methods. The results of the analysis show that 88.49% of the regions are still dependent on transfer funds from the central government, so the nature of autonomy, namely the independence of autonomous regions, is still far from expectations. In the long run, it is important to reformulate policies through the Policy Reformulation Action-Cycle Framework (PRACYF). Theoretically, PRACYF has conceptual implications for the development of public policy and DRA, while in practice it can have implications for increasing the independence of autonomous regions and the welfare of the people in the regions.

Abstract

Tourism has a complex activity that includes many aspects, such as social, political, cultural, religious, and economic aspects. Tourism activities also cannot be separated from the existence of local communities as owners of culture, so tourism development efforts must pay attention to the participation of local communities around the Tourism Attraction. This study aims to describe the involvement of residents in the Talun Area of Cirebon Regency in the development of the tourism sector which has experienced a strengthening of commitment and an increase in the intensity of developing the tourism sector since before the Covid-19 pandemic. A descriptive method with a qualitative approach is used in this study. Data collection techniques were carried out through in-depth interviews, literature studies, and documentation studies. Data validation test was carried out by source triangulation. The results of the study show that: First, in the process of developing the area-based tourism sector in Talun, the source of the initiative still comes from the government, in this case, the the District Head (District Head (Camat)). Second, the characteristics of the Talun community, which are open, are more receptive to the idea of area-based tourism development. Third, community involvement in regional-based tourism development requires three prerequisites, namely leadership in administrative areas that become tourist areas, the growth of tourism culture, and active communities as supporters and drivers of tourism.

Abstract

State Civil Apparatus (Aparatur Sipil Negara, abbreviated as ASN) has a crucial role in the success of the bureaucratic reform agenda in government organizations. As executors of government tasks, ASN must meet the demands of a strategic environment marked by the development of the digital world (digital revolution). This study aims to explain the Grand Design of Smart ASN Development and evaluate the implementation of Smart ASN characteristics in Kantor Wilayah XII Badan Kepegawaian Negara Pekanbaru. The research was conducted using a qualitative descriptive method. Data collection was carried out through in-depth interviews, observation, and documentation. Based on the study results, implementing the Grand Design for Smart ASN Development is influenced by factors such as employee composition, digital infrastructure, knowledge management systems, the Team for the Acceleration of Bureaucratic Reform, and the role of agents of change. The output of the Smart ASN program can be seen in improving performance, increasing the achievement of integrity zones and merit systems, improving the quality of human resources through increasing the ASN professionalism index, and increasing welfare. Finally, the results of this research are expected to contribute to the development of Strategic Human Resource Management (SHRM) in developing Smart ASNs in the digital era.

Abstract

The implementation of public services in village government often experiences problems with timeliness, transparency, and effectiveness in services. So that technology-based public service innovation is needed to support this progress. The purpose of this writing is to analyze and identify the performance of the Saiti Mobile application used in public services in Saiti Village. In addition to discussing the performance of these applications, this paper also explains the elements of the benefits and satisfaction of public services received by the community from the development of this technology. This research was conducted using a qualitative approach with data collection techniques in the form of in-depth interviews, participant observation, and documentation. Based on the results of the research that has been done, it shows that the application of the Saiti Mobile application in Saiti Village is very helpful and beneficial for the community because it can increase trust, efficiency and effectiveness in services in Saiti Village.

Abstract

Problems that arise in metropolitan areas are often cross-border in administrative boundaries across districts that require solutions involving coordination of several local governments, such as Bandung Basin Urban Area which consists of Bandung City, Cimahi City, Bandung Regency, West Bandung Regency, and Sumedang Regency. This study aims to examine the implementation of collaborative governance in development management in the Bandung Basin Urban Area. This research was conducted using qualitative methods and descriptive approaches, through analysis and processing of primary and secondary data. Primary data was collected through in-depth interviews with informants from the Bandung Basin Urban Area Management Agency. In previous research, it was found that the Greater Bandung Metropolitan area has already been in a collaborative governance scheme but still has many obstacles thus has not been able to encourage and facilitate cooperation within the relevant local government spheres. The latest research shows that there has been progress towards a better direction for collaborative governance in the context of the Bandung Basin Urban Area in general, even though the collaboration process has only been effectively started since September 2021. The analysis process focuses on the performance of the Bandung Basin Urban Area Management Agency's functions from the aspects of initial conditions, facilitative leadership, institutional design, and collaborative processes. The novelty in this study is directed at the proposed improvement of the collaborative governance model, in the scope of institutional aspects, knowledge and capacity development, collaboration processes, and aspects of authority.

Abstract

The need for a shift towards digital governance is now a crucial issue in various government sectors, ICTs have become an inseparable tool considering the public's demand for more responsive, inexpensive, and inclusive government. The process of shifting, which is better known as digital transformation in Government. This article provides a comprahensive overview of how Slovenian government deliver a digital transformation strategy, as former Yugoslavian republic, Slovenia quickly achieved democratic political stability, implementing the necessary social and economic reforms to help Slovenia progressively strengthen relations in the European continent. Slovenia has made digital government a key priority in recent years through its Public Administration 2020 and Digital Slovenia 2020 strategies. Slovenia adopted key enablers from European Union (EU) to improve access and interoperability of government services. This article uses a case study to collect the necessary data and analyzing the digital transformation phenomenon and exploring the implementation of digital transformation in Slovenia. The results show that Slovenia has increasingly made digital government a key policy priority and has invested in several public policies that stress the importance of technology.
