Abstract

The present study aims to explain the formulation and implementation of the tourism village policy in West Kalimantan, Indonesia. The existing tourism village policy and the fact that the village is centred on the national development agenda in Indonesia has shifted more attention towards all villages. By doing explanatory qualitative research through interviews, observation, and literature study at Pentek Sustainable Tourism Village in Mempawah Regency from August to October 2021,this research discovered that the tourism village manager can improve the management of natural, historical, and cultural tourism potential. Our finding showed that Pentek Tourism Villages' condition is classified as embryonic. However, according to social capital concept, the synergy between the government and the community can be an asset for accelerating the development of sustainable tourism villages in the future. Thus, this paper suggests a thorough review of Pentek Sustainable Tourism Village's available potential and resources, increased cross-sectoral collaboration that involves the community, the use of information technology to promote tourism villages, and conducting comparative studies from best practices of other national and international tourism villages.

Abstract

The present study explores the good governance processes of border management in Entikong Subdistrict. The Entikong Subdistrict in West Kalimantan is a priority district that receives special attention from Indonesian central and local governments. The Entikong border post started operating in 1989, making it the first land border in Indonesia. Nevertheless, despite its aged history and many development efforts within the area, the economic growth and welfare of the border community remained stagnant. The data for this article were collected through a field work in Entikong for four months in 2022 in which we conducted observation, interviews, and focus group discussion with local residents and government officers. This study reveals that good governance became the focal issue explaining Entikong’s lack of development by providing two problems in the border development at Entikong: 1) the government’s inconsistency on the road widening project and 2) the complexity of governance and bureaucracy. This paper further elaborates on the essence of locality in good governance practices while simultaneously addressing the authority division problems and communication towards the demands of the local community. This study argues that better public communication patterns should be implemented to avoid misunderstandings within the community and increase the participation of local citizens, government, and civil society in the development process of the border area.

Abstract

Perkembangan teknologi yang pesat, khususnya dalam literasi digital dan politik, menimbulkan tantangan bagi masyarakat di Singkawang. Meningkatnya penyebaran hoaks dan konten negatif melalui media sosial menciptakan ketegangan dan ketidakstabilan politik. Informasi yang cepat dan tidak terverifikasi memerlukan edukasi agar masyarakat dapat menyaring keaslian informasi. Program literasi digital sangat penting untuk meningkatkan pemikiran kritis, terutama di Singkawang, yang merupakan kota multi-etnis. Meskipun upaya pemerintah ada, tantangan tetap ada, terutama di daerah terpencil. Sehingga dilakukanlah penguatan literasi digital melalui program pengabdian masyarakat yang bertujuan meningkatkan literasi digital warga Kota Singkawang agar lebih bijak dalam menerima dan membagikan informasi secara online. Metode yang digunakan melalui Focus Group Discussion (FGD) dengan narasumber terkait untuk menggali permasalahan yang dihadapi masyarakat. Selain itu, kegiatan sosialisasi  diberikan kepada masyarakat sebagai upaya pemberdayaan. Kegiatan ini melibatkan kolaborasi antara akademisi dan masyarakat untuk menciptakan strategi peningkatan literasi digital yang efektif. Transformasi politik melalui literasi digital membawa dampak signifikan dalam mengatasi hoaks dan konten negatif di Kota Singkawang. Program literasi digital telah memberdayakan masyarakat untuk mengidentifikasi dan mengevaluasi informasi tidak valid. Hasilnya adalah meningkatnya kesadaran akan pentingnya literasi digital dalam menghadapi tantangan informasi palsu. Program ini berhasil meningkatkan pemahaman masyarakat mengenai ciri hoaks, dampak konten negatif, serta langkah mitigasinya. Diharapkan, melalui sosialisasi ini, warga Kota Singkawang mampu menyaring informasi dengan baik sehingga tidak menjadi korban hoaks dan konten negatif. Dengan meningkatnya literasi digital, penyebaran informasi keliru dapat ditekan, membentuk masyarakat yang lebih kritis, responsif, dan adaptif terhadap dinamika politik modern di masa kini maupun mendatang.

Abstract

This study analyses the implementation of integrated public diplomacy through the Korea Week 2023 program in Indonesia within the framework of a middle-power state. The study utilises the five elements of public diplomacy identified by Nicholas J. Cull: listening, advocacy, cultural diplomacy, exchange diplomacy, and international broadcasting, employing a qualitative descriptive approach based on secondary sources. The findings indicated that Korea Week does not focus on creating new cultural appeal, but rather on consolidating existing soft power. The practice of listening capitalises on the high level of enthusiasm among the Indonesian public for Korean culture. Advocacy is integrated into economic and digital forums. Cultural diplomacy is realised through performances and culinary activities. Exchange diplomacy encourages active participation, whilst international broadcasting expands reach through digital media. The integration of these five elements demonstrates a middle-power state's ability to transform popularity into sustainable diplomatic capital. This study confirmed that event-based diplomacy can function as a strategy for managing soft power, rather than merely as image projection. These findings also indicate that diplomatic influence is maintained through the synchronisation of culture, policy, and narrative, thereby strengthening legitimacy and strategic partnerships without coercion.
