Abstract

This study aims to see the effect of social support and resilience on fishermen's subjective quality of life in Pangandaran Regency. The measurements used to measure fishermen's subjective quality of life include aspects of physical well-being, social well-being, material well-being, development and activity, and emotional well-being. This study uses a quantitative method with survey data collection techniques. The data analysis technique used was the Somers correlation technique which was analyzed through SPSS (Statistical Package for Social Sciences). Data were collected by survey using three instruments from the subjective quality of life variables, social support, and resilience, with 243 fishermen who were heads of families. The results of this discovery revealed that social support has a positive and significant relationship with the subjective quality of life of fishermen, with a p-value of 0.00 and a correlation coefficient of 0.462 (moderate), and the resilience variable has a positive and significant influence on the subjective quality of life of fishermen with a p-value of 0.00 and a correlation coefficient of 0.520 (moderate). Abstract

Abstrack. Some studies explained that the Program Keluarga Harapan (PKH) gave a positive contribution for improving the health, nutritional status and education level of Beneficiary Families (Keluarga Penerima Manfaat). However, this program still had limitation for family-economical improvement, which is shown as graduated KPM for 2019 were only 12% of graduated KPM on 2017 and 2018. Therefore, targeting of graduated-capable KPM became PKH policy objective, not only just ensuring the sosial assistence was on target, but also ensuring poverty alleviation by creating socially and economically independent KPM. To achieve this target, the Ministry of Social Affairs developed a accelerated-graduation strategy by adopting The Consultative Group to Assist the Poor/CGAP model. This research tried to analyze the process of the KPM PKH graduation strategy within the Results-Based Management (RBM) framework in Cianjur. RBM as approach of result-based strategic planning, focused on analyzing assumptions and risk to achieve each result at the output, outcome and impact level (UNDP, 2009). The main data collection used in-dept interviews with 21 informants that represented as the Central Government, Local Government, PKH Human Resources and KPM PKH in Cianjur. From this research resulted 5 (five) processes in the strategy used in Cianjur. There were first, accelerating changes in the mindset and behavior of KPM through Family Development Session; second, ensuring program complementarity for KPM; third, monitoring the socio-economic development of KPM and mapping of KPM's potential graduation; fourth, KPM entrepreneurship assistance; and the fifth meeting of potential KPM (Rembug KPM). Abstrak. Berbagai penelitian menunjukkan bahwa Program Keluarga Harapan (PKH) memberikan kontribusi positif terhadap peningkatan kondisi kesehatan, status gizi dan tingkat pendidikan Keluarga Penerima Manfaat (KPM). Namun demikian, kemampuan program dalam meningkatkan perekonomian keluarga masih sangat terbatas, yang tercermin dari rendahnya proporsi KPM yang lulus (graduasi) hingga 2019 hanya sekitar 12 persen dari KPM tahun 2017 dan 2018 yang graduasi. Oleh karenanya, targeting graduasi KPM berdaya menjadi arah kebijakan PKH saat ini, bukan lagi tentang sekedar memastikan bantuan tepat sasaran, namun utamanya bagaimana mengentaskan kemiskinan dengan menghasilkan KPM mandiri secara sosial dan ekonomi. Untuk mencapai target tersebut maka Kementerian Sosial mengembangkan strategi percepatan graduasi yang mengadopsi model graduasi The Consultative Group to Assist the Poor/CGAP. Penelitian ini mencoba menganalisis process terhadap strategi graduasi KPM PKH dalam kerangka Result Based Management (RBM) di Kabupaten Cianjur. RBM sebagai pendekatan perencanaan strategis berbasis hasil (result), berfokus pada analisis asumsi (assumption) dan risiko (risk) untuk mencapai masing-masing result pada level outputs, outcomes dan impact (UNDP, 2009). Pengumpulan data utama menggunakan in-dept interview pada 21 informan yang merupakan representasi Pemerintah Pusat, Pemerintah Daerah, Sumber Daya Manusia PKH dan KPM PKH di Kabupaten Cianjur. Hasil riset menunjukkan bahwa terdapat 5 (lima) proses dalam strategi graduasi yang digunakan di Kabupaten Cianjur. Diantaranya pertama, percepatan perubahan pola pikir dan perilaku KPM melalui Pertemuan Peningkatan Kemampuan Keluarga; kedua, memastikan komplementaritas program bagi KPM; ketiga, monitoring perkembangan sosial ekonomi KPM dan pemetaan KPM potensial graduasi; keempat, pendampingan kewirausahaan KPM; dan kelima pertemuan KPM potensial (Rembug KPM).

Abstract

Fulfillment of the welfare of children in conflict with the law (ABH) in the spiritual aspect is to changes in behavior of the of children in conflict with the law who are undergoing coaching at the Child Correctional Institution (LPKA). The target of fulfilling the spiritual aspect is increasing religious knowledge and the practice of worship. The purpose of this study was to analyze the fulfillment of the welfare of children in conflict with the law related to spiritual needs in Child Correctional Institute (LPKA) Bandung, Palembang and Tangerang. This study uses a qualitative approach with explanatory research. This study also used a purposive sampling technique. As for the data collection conducted by researchers, namely in-depth interviews, observation and documentation studies. The results of the research explore the spiritual condition of children in conflict with the law, the efforts made, and the existence of risk factors and protective factors that affect children at the micro system level. Changes in the behavior of children are being able to carry out worship even though the implementation of worship is carried out because of obligation not because of their own awareness, children carry out worship because of their own awareness that they get from training. Another change is that children have the initiative to carry out other acts of worship such as reading the Quran before prayer, performing midnight prayers at night.

Abstract

Pencemaran lingkungan akibat limbah peternakan, khususnya kotoran sapi, menjadi permasalahan serius di berbagai daerah pedesaan Indonesia. Desa Sukajaya, Jawa Barat, menghadapi tantangan pencemaran bau dan penumpukan limbah yang mengganggu kehidupan warga. Untuk mengatasi hal tersebut, Kelompok Obor Desa Organik (ODOS) melakukan pemberdayaan masyarakat melalui pengolahan limbah ternak menjadi produk bernilai ekonomis seperti briket dan pupuk organik. Penelitian ini bertujuan mendeskripsikan proses pemberdayaan yang dilakukan oleh Kelompok ODOS serta menganalisis dampaknya terhadap kesejahteraan peternak dan lingkungan sekitar. Pendekatan kualitatif deskriptif digunakan dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Penelitian dilakukan selama enam bulan dengan melibatkan peternak dan pemangku kepentingan di Desa Sukajaya. Hasil penelitian menunjukkan bahwa proses pemberdayaan melibatkan lima tahapan utama, yakni identifikasi masalah, musyawarah komunitas, pelatihan teknologi bio-compound, pemasaran digital, dan uji coba produk di lahan pertanian. Selain mengurangi pencemaran, program ini meningkatkan pendapatan peternak, menciptakan lapangan kerja, dan memperkuat ketahanan ekonomi lokal. Kesimpulan penelitian ini menegaskan bahwa pemberdayaan berbasis komunitas memiliki potensi besar dalam mengelola limbah peternakan secara efektif dan berkelanjutan. Model ini dapat direplikasi di desa lain untuk mendukung pembangunan ekonomi dan menjaga kelestarian lingkungan.

Abstract

Based on Podes BPS RI data collection, Central Jakarta City is the city with the highest number of incidents and the ratio of sub-districts that have experienced mass brawls. Based on the description above, it is certainly interesting that the City of Central Jakarta, which contains many government agencies (where of course many policies are formulated), educational facilities and even office complexes as business centers, actually has widespread social conflict, mass chaos, especially brawls within it. Moving on from these conditions, this research aims to overcome the obstacles that occur in the implementation of policies for handling social conflict in the Central Jakarta City area through the lens of community assets to be able to describe not only the situation of policy makers but also the condition of the social welfare of the community. The research method used is a qualitative descriptive method, information obtained through interviews, observation and documentation studies. The research results show that there are obstacles both in terms of target community factors which include predisposition, behavioral, financial, social-spiritual, physical-environmental elements, even elements of digital capital from teenagers, families and the environment. And in terms of reinforcing factors (officers) include elements of predisposition, work behavior, and resources from officers and related institutions. And finally, in terms of the 'brawl' mass conflict resolution program itself. Abstract

Banyuwangi Regency is considered successful in implementing sustainable tourism policies, as evidenced by the many awards and the designation of Banyuwangi as part of the global geopark chain known as Ijen UNESCO Global Geopark. This cannot be separated from natural potential, rich flora and fauna, cultural diversity and geographical location as well as the commitment of local governments in implementing these policies. Then what becomes interesting is when there is a change of government, whether the implementation of sustainable tourism policies continues or whether there are changes such as differences and similarities between the two periods. The research method uses a descriptive qualitative approach, while data collection is through related documents, non-partisan observation, and in-depth interviews with 16 informants. The results of the research are that there are differences in the implementation of sustainable tourism policies, in the period 2010 to 2021 prioritizing development through tourism instruments for local economic development and creating social welfare, and in the period 2021 to 2024 using instruments to strengthen the local economy with micro and small business policies and medium to generate economic capital in the community during and after the Covid-19 pandemic, but without abandoning the implementation of sustainable tourism policies.

Abstract

Artikel ini dikembangkan berdasarkan penelitian yang mengkaji mengenai pemberdayaan masyarakat melalui Koperasi Pemulung Berdaya dengan menggunakan pendekatan kualitatif dan metode wawancara secara mendalam kepada enam informan yang terlibat langsung dalam kegiatan serta memahami dan dapat memberikan informasi secara baik dan benar yang berkaitan dengan fokus penelitian yang dilakukan. Temuan dari penelitian ini menunjukkan bahwa mereka yang tergabung dalam Koperasi Pemulung Berdaya ini merasakan kesejahteraan baik secara ekonomi maupun sosial. Bentuk pemberdayaan yang dilakukan dengan cara mengedukasi, mendampingi dan menumbuhkan kesadaran serta memberikan pelatihan agar komunitas pemulung yang tergabung dalam koperasi mempunyai keterampilan untuk mengolah potensi yang mereka miliki dan dapat mengembangkan kualitas hidup mereka.

Abstract

There are generally agreed by both professional workers and laymen that the resilience of families is influenced by emotional climate of the family. This study aims to provide an overview of resilience in families with children who have cerebral palsy, who attend YPAC (Foundation for Disabled Children), which is the only centre for cerebral palsy services in Jakarta. Qualitative research was used to analyse a case study featuring three (3) separate families, with each family having two (2) children with cerebral palsy. The result of this study describes the Family Resilience by looking at risk factors and protective factors in families with Cerebral Palsy children and all their limitations. Risk factor is the condition of the informant, who has insufficient and unstable income. On the other hand, family members also receive discrimination regularly, and even experienced physical violence. Meanwhile, protective factor is a source of strength from their personality or values of each member of the family, commitment, and support from the surrounding environments, such as extended family, friendship groups, neighbours, and institutions. Social support becomes a source of strength for the family and keeps their fight with their children with cerebral palsy. Apart from internal factors, their relation to their environment also supports the family’s resilience.

Abstract

The purpose of this article is to describe the target accuracy concept in the Cash Social Assistance Program in the South Banjarmasin District. This article was arranged using a literature review method based on previous research. The literature review stage begins with identifying, evaluating, and interpreting all literature related to the research topic. Identification was carried out by searching online databases and the Internet, including Google Scholar and the UI Library, on research published between 2014 and 2023 using the keywords Target Accuracy and Cash Social Assistance Program. The evaluation was done by sorting the published search results in English or Indonesian so that 38 (thirty-eight) studies regarding targeting accuracy were completed. Based on a literature review of 38 (thirty-eight) previous research results, there are two conclusions based on literature review. In policy implementation, it is necessary to consider the factors that influence it. These namely factors influence the Implementation of the Cash Social Assistance Program, such as the apparatus quality, competence of the apparatus, availability of infrastructure, supervision of distribution, the use of old data, communication, resources, disposition, bureaucratic structure, facilities & Infrastructure, lack of awareness of bureaucrats in carrying out their duties, internet access, community identity that is not updated, form and content of policies, implementing organizations and policy environment, and the existence of gender issues. Meanwhile, in the context of policy evaluation, the performance, impact, and effectiveness of the Cash Social Assistance program need to be considered.

Abstract

This study examines the reformulation of Indonesia’s minimum wage policy under Government Regulation (GR) No. 51 of 2023, which was introduced following Constitutional Court decisions that mandated revisions to the Job Creation Law. The policy reform aims to balance worker protection, business certainty, and economic equity within the broader framework of social welfare. Using a qualitative research approach, data were collected through in-depth interviews with government officials, labor unions, employer associations, and members of the National Wage Council, complemented by document analysis of regulatory texts and consultation records. The findings reveal that the reformulation was driven by four structural issues: mistargeted application of the minimum wage, industrial burden, recurring labor conflicts, and weak implementation of wage structure and scale. The formulation process combined rational, political, and incremental decision-making models, reflecting bounded political rationality. Empirical results indicate that the policy’s implementation has led to informal compromises between employers and workers, weak enforcement mechanisms, and persistent wage inequality. Although the regulation introduces a shift toward a productivity-driven wage system, its effectiveness remains limited by institutional and administrative constraints. The study concludes that aligning policy intentions with social welfare values requires strengthening institutional enforcement, expanding the application of structured wage systems, and promoting inclusive social dialogue to ensure that the minimum wage functions effectively as both a social safety net and an economic stabilizer in Indonesia’s evolving labor market.
