Abstract

This study proposes an ambidextrous AI governance framework grounded in COBIT 2019 to guide the deployment of artificial intelligence in smart city infrastructures while ensuring robust IT governance and data security. The framework blends exploration‑exploitative governance strategies to support innovation in smart urban management, while maintaining accountability, risk control, and regulatory compliance. State‑of‑the‑art review includes AI governance adaptations of COBIT 2019. The study achieved measurable improvements in governance maturity, with notable increases such as a 69.2% enhancement in DSS05 (Manage Security Services) and a 60.7% improvement in APO12 (Managed Risk). The literature review was based on a targeted analysis of peer-reviewed sources published between 2020 and 2025, ensuring relevance to AI governance in smart cities. Abstract

Sistem load balancing merupakan komponen penting dalam menjaga kinerja dan ketersediaan layanan pada infrastruktur jaringan berskala besar, namun banyak implementasi yang masih menggunakan algoritma statis seperti Round Robin yang belum mampu menyesuaikan kondisi kesehatan server dan latensi jaringan secara real-time, sehingga berpotensi meningkatkan latensi dan downtime ketika salah satu server mengalami gangguan. Penelitian ini bertujuan untuk merancang dan mengimplementasikan sistem Layer-7 Load Balancer berbasis Geo-Aware Failover dengan perhitungan Exponential Weighted Moving Average (EWMA) sebagai solusi untuk meningkatkan stabilitas distribusi beban, reliabilitas layanan, serta pengambilan keputusan adaptif pada lingkungan multi-region. Implementasi dilakukan menggunakan OpenResty (Nginx + LuaJIT) yang dilengkapi modul deteksi lokasi pengguna, pemeriksaan kesehatan backend, dan pembaruan nilai latensi secara berkelanjutan. Pengujian performa dan reliabilitas dilakukan menggunakan Apache JMeter dan PyTest dalam skenario normal, failover, dan failback. Hasil pengujian menunjukkan bahwa sistem mampu mempertahankan waktu respons rata-rata pada rentang 208–300 ms, transisi failover kurang dari 1 detik, serta tingkat ketersediaan layanan di atas 99%, dengan peningkatan performa yang lebih baik dibandingkan metode Round Robin konvensional. Dengan demikian, penelitian ini memberikan kontribusi berupa pengembangan mekanisme load balancing adaptif berbasis lokasi dan latensi yang dapat meningkatkan performa, kontinuitas layanan, dan kemampuan adaptif pada arsitektur layanan berbasis web berskala global.

Abstract

Maman Elektronik Sokaraja has implemented SI / IT, but it is not evenly distributed in all fields. The uneven implementation of the business process is still not effective and efficient. The purpose of this research is to provide an IS / IT strategic plan so that it can assist in the implementation of the company's IS / IT so that it is more equitable. The method used in this research is the Ward and Peppard method which consists of a SWOT analysis, Value Chain, Five Force Model, McFarlan Strategic Grid. The results of the study that have been carried out have obtained a recommendation for the development of several applications such as SI Sale, SI Debt and Receivable, SI Purchase and SI Inventory. Some of the recommended apps, such as SI Sales Distributor, SI Accounting, SI Payroll, SI Attendance. The application is approved in stages over 4 (four) years according to company conditions. Developments in several SIs required several application plans to be implemented within four years.

Abstract

Implementation of Information Systems in company business processes can increase efficiency and effectiveness. However, without adequate planning in the implementation of Information Systems, the performance can not have the desired impact. Therefore, a strategic plan is needed to implement the Information System aligned with the Company's vision and mission, and objectives. The method used in this research is the Ward and Peppard methodology. The background to the use of the Ward and Peppard methodology in this study is because the Ward and Peppard methodology contains a definitive and complete framework that focuses not only on technology but also on the organization's business needs. The results of this research are application recommendations and an application development roadmap for the next four years. It is hoped that this research can help improve the Company's business processes more effectively and efficiently by improving information management within an organization.

Abstract

The development of Indonesian financial technology (fintech) has transformed the financial industry paradigm but has also introduced significant information security risks, particularly for technology-based companies. The fintech companies should establish IT governance through an Information Security Management System (ISMS) which adheres to international standards, ensuring the confidentiality, integrity, and availability of information. This work adopts a qualitative approach deploying observations, interviews, and literature reviews on Indonesian fintech companies, especially digital banking fields, payment gateways, and digital wallet platforms. This study is to identify information security risks and assess the readiness and feasibility of implementing ISO/IEC 27001:2022 using the KAMI Index 5.0, which evaluates domains such as policy, governance, risk management, access control, incident management, asset management, and personal data protection. The research findings indicate that the electronic system of fintech companies plays a strategic role in supporting sustainability and business growth, with an implementation score of 809 and a fairly good level of information security feasibility. In conclusion, this reflects the company’s readiness for further information security implementation. The system not only supports basic operations but also serves as a key element in achieving business objectives, both internally and externally, including regulators, banking partners, and customers.

Abstract

The increasing adoption of artificial intelligence (AI) in smart city public services has intensified governance challenges related to accountability, data security, transparency, and risk management. Existing AI governance studies tend to emphasize either innovation enablement or control mechanisms, offering limited guidance on how public institutions can balance both simultaneously. This study addresses this gap by proposing an Ambidextrous AI Governance Framework grounded in COBIT 2019, which systematically integrates exploration-oriented innovation and exploitation-oriented control within public-sector governance. Using a Design Science Research (DSR) approach, the framework was developed and evaluated through a 2025 case study at the Jakarta Provincial Communication and Information Agency. Validation was conducted via expert interviews, document analysis, and simulation-based governance maturity assessments. The findings indicate that baseline AI governance maturity remains at Levels 2–3, while simulation results suggest potential advancement toward Levels 4–5, particularly in risk management (APO12) and security services (DSS05). The study contributes theoretically by operationalizing organizational ambidexterity within public-sector AI governance and practically by offering structured guidance to support secure, transparent, and sustainable AI adoption in smart city environments.

Abstract

Technological developments greatly influence the increasing disruption to the system and system used by the user. Therefore, it is necessary to see how optimal the system is being used by an organization. The Regional Revenue Management Unit (UPPD) of Salatiga City is also inseparable from the development of information technology. By using several information systems, they try to keep up one of the technological developments by using the Asset Management Information System (SIMASET) based website for data collection of goods in and out of the UPPD Salatiga City. In this study using the IT Balanced Scorecard method as a planning solution in terms of performance measurement and monitoring the realization of the value or business benefits and benefits of Information Technology which the IT Balanced Scorecard has four perspectives namely Company Contribution Perspective, User Orientation Perspective, Improvement Perspective Operations and Future Orientation Perspectives. Results and discussion of the 4 Perspectives on Balanced IT Scorecard in this study, it is expected that the User Orientation Perspective and the Future Perspective is doing some improvement because in the User Orientation Perspective the system used often has errors and is quite convoluted in use, the Future Orientation Perspective is almost the same as the User Orientation Perspective, where the quality of the new system still needs to be improved again.
