Abstract

This study aims to analyze the effectiveness of the use of the Jamsostek Mobile (JMO) application and to identify strategies for facilitating its use among company workers in the working area of Musi Rawas Regency. This research employed a qualitative descriptive approach. The informants consisted of five individuals selected through purposive sampling. The results indicate that the effectiveness of the Jamsostek Mobile (JMO) application can be categorized as fairly effective. This is reflected in the clarity of program objectives that have been well understood by users, the existence of planning that supports service digitalization, the availability of supporting facilities and infrastructure, although not yet evenly distributed, and the implementation of the program that has provided convenience and efficiency in services for workers. However, improvements are still needed in internet network infrastructure, electricity supply stability, as well as digital socialization and education for workers to further optimize the effectiveness of JMO usage. The main strategies to facilitate the use of the JMO application include enhancing education and socialization programs for workers, providing assistance through companies, improving internet network infrastructure, simplifying the application system, enhancing service quality, and strengthening collaboration among BPJS Ketenagakerjaan, companies, local government, and workers.

Abstract

This study aims to analyze the implementation of agricultural extension policy and identify the constraints encountered in its implementation in Rejang Lebong Regency. The study employed a descriptive qualitative approach, with data collected through interviews, observations, and documentation. The informants consisted of the Head of the Agriculture and Fisheries Office of Rejang Lebong Regency, the Coordinator of the Agricultural Extension Center (BPP), Agricultural Extension Workers (PPL), and Farmer Group Leaders. Policy implementation was analyzed using Edward III’s framework, which includes communication, resources, disposition, and bureaucratic structure, while implementation constraints were examined using the framework of Mazmanian and Sabatier. The results indicate that the implementation of the agricultural extension policy in Rejang Lebong Regency has generally been carried out effectively. Communication has been facilitated through continuous dissemination of information and assistance to farmers. Resource support is reflected in the availability of extension workers and supporting facilities, although limitations in personnel and infrastructure remain. The disposition aspect demonstrates a strong commitment among policy implementers, while the bureaucratic structure is supported by implementation guidelines and inter-agency coordination. The main constraints include the complexity of agricultural issues, limited resources, regulatory changes, and farmers’ socio-economic conditions affecting the adoption of agricultural innovations. Therefore, strengthening extension workers’ capacity, improving facilities and infrastructure, and enhancing institutional support are necessary to improve policy implementation effectiveness.

Abstract

Unemployment remains a significant challenge in labor development in Bengkulu Province, highlighting the need for effective labor placement policies to improve employment opportunities. This study aims to analyze the implementation of the Minister of Manpower Regulation Number 39 of 2016 concerning Labor Placement at the Placement and Job Expansion Division of the Bengkulu Province Manpower and Transmigration Office and to identify the supporting and inhibiting factors affecting its implementation. This research employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving key informants, including government officials, implementing staff, company representatives, and job seekers. Data were analyzed using the Miles and Huberman interactive model supported by NVivo 12 software. The findings indicate that the implementation of the labor placement policy has generally been effective based on George Edward III’s policy implementation dimensions, namely communication, resources, disposition, and bureaucratic structure. Communication among implementers and stakeholders was conducted effectively through various information channels and employment programs. The availability of resources, authority, information, and facilities supported policy implementation; however, challenges remained in terms of limited human resources and the mismatch between job seekers’ competencies and labor market demands. Supporting factors included collaboration with companies, training institutions, and the utilization of information technology, while inhibiting factors consisted of limited human resources, competency gaps among job seekers, and the uneven dissemination of employment information across several regions. Therefore, strengthening coordination, enhancing workforce competencies, and expanding access to employment information are necessary to improve the effectiveness of labor placement policy implementation.
