Abstract

Employee performance is seen from what he does and "provides" work that is in accordance with what has become the goal of the organization or company where he works. Thus the problem of employee performance becomes a very "urgent" concern in any organization, both government organizations and private companies that need very serious handling. This study aims to analyze the effect of work discipline, organizational commitment, and work motivation on employee performance. Sampling using proportional random sampling method, data obtained by using a questionnaire to 67 respondents at the Prisma Dana Bank of North Sulawesi. The data were analyzed using a structural equation model with the help of the SmartPLS 3 application. The results show that work discipline has a positive and significant effect on employee performance, work discipline has a positive and significant effect on work motivation, organizational commitment has a positive and significant effect on work motivation, organizational commitment has a positive and significant effect on work motivation, and work motivation has a positive and significant effect on employee performance.

Abstract

The aim of this research is to examine the leadership style of women as public officials in the Minahasa Regency Regional Government. The method in this research is a qualitative method with persuasive, facilitative, contributive and transformational indicators. Data analysis uses a qualitative descriptive approach starting from data reduction, data presentation and data verification. The results of the data analysis show that the leadership styles practised by public officials within the Regional Government of Minahasa Regency are persuasive, facilitative, contributive and transformational. Of these four leadership styles, the persuasive leadership style approach is more dominant. In the persuasive leadership style, female leaders seek to persuade and inspire others. Persuasive leaders do not always use authority or power to achieve obedience but instead use trust and honesty to gain followers. Persuasive leadership also reflects an empathetic and other-oriented personality. Because leaders with a persuasive style can understand the needs and psychological conditions of their followers, they can convey messages and instructions in a way that is relevant and meaningful for each individual.

Abstract

Artikel ini mengkaji kinerja Dewan Perwakilan Rakyat Daerah (DPRD) Kabupaten Minahasa Tenggara. Dengan metode kualitatif kinerja DPRD akan dilihat dari bagaimana upaya yang dilakukan dalam meningkatkan pembangunan perkampungan dan pesisir di Desa Borgo Kecamatan Belang, Kabupaten Minahasa Tenggara. Kinerja DPRD akan diukur dengan menggunakan pendekatan yang dikemukakan oleh Dwianto, 2006, tentang indikator mengukur kinerja, yaitu: produktifitas, kualitas layanan, akuntabilitas, dan responsifitas. Hasil penelitian menunjukkan kinerja DPRD Kabupaten Minahasa Tenggara dilihat dari 4 (empat) indikator tersebut belum dapat menunjukan kinerja yang baik. Kata Kunci: Kinerja; Dewan Perwakilan Rakyat Daerah: Minahasa Tenggara ABSTRACT This article examines the performance of the Regional House of Representatives (DPRD) of Southeast Minahasa Regency. With the qualitative method, the performance of the DPRD will be seen from the efforts made in improving the development of villages and coastal areas in Borgo Village, Belang District, Southeast Minahasa Regency. DPRD performance will be measured using the approach proposed by Dwianto, 2006, regarding indicators for measuring performance, namely: productivity, service quality, accountability, and responsiveness. The results of the study show that the performance of the DPRD of Southeast Minahasa Regency seen from the 4 (four) indicators has not been able to show good performance. Abstract

ABSTRAK Artikel ini mengkaji proses implementasi program pemberian beasiswa yang dilakukan oleh Pemerintah Daerah Kabupaten Minahasa Selatan dalam upaya meningkatkan Sumber Daya Manusia. Penelitian ini menggunakan metode kualitatif untuk melihat bagaimana tindakan yang dilakukan oleh Pemerintah Kabupaten Minahasa dalam pemberian beasiswa dimaksud. Kajian dilakukan dengan menggunakan pendekatan yang dikemukakan oleh Van Meter dan Van Horn (1975), yang mengemukakan bahwa untuk mengkaji implementasi sebuah program dapat dilihat dari Standar dan Sasaran Kebijakan, Sumber Daya, Karakteristik Organisasi Pelaksana, Disposisi implementor/sikap para pelaksana, Hubungan Antar Organisasi, dan Lingkungan Ekonomi, Sosial dan Politik. Hasil penelitian menemukan bahwa dilihat dari standar dan sasaran kebijakan pemberian beasiswa yang dilakukan oleh pemerintah Kabupaten Minahasa Selatan sudah sesuai dengan tujuan awal dari pemberian beasiswa. Dari sisi sumber daya terlihat bahwa sumber daya waktu dari implementasi program ini sudah cukup baik. Namun dari sumber daya manusia seperti staff yang bertugas masih kurang, masih perlu ada staff tambahan yang bertugas dan untuk sumber daya finansial seperti sarana harus ada penambahan agar program ini dapat terlaksana lebih cepat. Untuk indikator Karakteristik organisasi pelaksana, sikap dari pelaksanasudah sangat baik, begitu juga dengan indikator hubungan antar organisasi juga sudah sangat baik. Dari indikator lingkungan ekonomi, sosial dan politik juga sangat mendukung. Namun begitu penelitian ini juga menemukan bahwa masih terdapat beberapa faktor yang perlu diperbaiki atau di tingkatkan untuk lebih mendukung keberhasilan program ini, seperti misalnya perlu dilakukan penambahan anggota di tim seleksi program beasiswa minsel perubahan, agar program ini bisa berjalan lebih cepat dan efektif. Untuk pengumuman sebaiknya dilakukan di desa atau kelurahan dengan cara diadakan sosialisasi dengan lurah dan kepala desa yang di Kabupaten Minahasa Selatan agar informasi tentang beasiswa ini lebih jelas. Selain itu, pemerintah diharapkan menambahkan fasilitas sarana seperti komputer pada tim seleksi agar dapat menunjang keberhasilan dari program beasiswa ini. Kata Kunci: Implementasi; Program Pemberian Beasiswa; Pemerintah; Minahasa Selatan ABSTRACT This article examines the implementation process of the scholarship awarding program carried out by the Regional Government of South Minahasa Regency in an effort to improve Human Resources. This research uses a qualitative method to see how the actions taken by the Government of Minahasa Regency in awarding the intended scholarship. The study was carried out using the approach put forward by Van Meter and Van Horn (1975), who argued that to study the implementation of a program can be seen from the Policy Standards and Targets, Resources, Characteristics of Implementing Organizations, Disposition of implementers/attitudes of implementers, Inter-Organizational Relations , and the Economic, Social and Political Environment. The results of the study found that judging from the standards and objectives of the scholarship granting policy carried out by the South Minahasa Regency government, it was in accordance with the original purpose of awarding scholarships. In terms of resources, it can be seen that the time resources for the implementation of this program are quite good. However, human resources such as staff on duty are still lacking, additional staff is still needed on duty and for financial resources such as facilities there must be additions so that this program can be implemented more quickly. For the indicators of the characteristics of implementing organizations, the attitude of the executors is very good, as well as indicators of inter-organizational relations which are also very good. The indicators of the economic, social and political environment are also very supportive. However, this research also found that there are still several factors that need to be improved or increased to further support the success of this program, such as for example the need to add members to the selection team for the Minsel Change scholarship program, so that this program can run more quickly and effectively. The announcement should be made in the village or sub-district by means of socialization with the village heads and village heads in South Minahasa Regency so that information about this scholarship is clearer. In addition, the government is expected to add facilities such as computers to the selection team in order to support the success of this scholarship program. Abstract

This study aims to analyze the perspective of the Papua provincial government on the acceptance of the new autonomous region in Papua province. The research was conducted from March to April 2023 in Papua Province as the parent province among the three new autonomous regions. The data analysis technique used in this study is an interactive qualitative technique. The results of the research are that other regional governments also consider that the expansion of the New Autonomous Region (PDOB) in the provinces of Papua and West Papua is indeed a necessity and can be assessed as the impact of Papua's mismanagement so far. The policy of the central government must side with the regional government in Papua, but this is not democratic and does not understand the history and character of the indigenous Papuans, so that the state's goals can be fulfilled in carrying out the Expansion of the New Autonomous Region (PDOB) in Papua with political strategies that are dominated by the government with an action that can realize the ability to carry out development and welfare for the people of Papua and in general for the Indonesian state.

Abstract

Smuggling and trade of illegal goods in the Indonesia-Philippines border continues to this day. This study aimed to discern the routes and methods used for those illegal activities and identify the types of goods smuggled and traded from the Philippines to Indonesia from a transnational organized crime perspective. This study used a descriptive qualitative method. Data were obtained using the following techniques: in-depth interviews, observations, literary studies, and comparison of field findings with theoretical frameworks. The results suggested three main routes for smuggling and illegal trading. The operation is carried out disguised as fishermen bartering fishery products using small, modified boats such as pump boats, supported by information from existing smuggling networks on the land. The smuggled goods are identified as fighting roosters, vitamins and medications for roosters, ethyl alcohol-containing beverages/MMEA, cosmetics, plywood, and firearms.

Abstract

Village institutions are essential to the Village Fund governance. This study analyzes the factors contributing to the failure of these institutions in managing Village Funds and proposes strategies to enhance their capacity. The research was conducted in Warembungan Village and Kamangta Village in Minahasa Regency using a qualitative descriptive method. The findings indicate that the management of Village Funds is predominantly focused on short-term programs, such as Direct Cash Assistance. Key strategic policies related to this management include the Village Medium-Term Development Plan (VMTDP), Village Government Work Plan (VGWP), and Village Regulations regarding the Village Budget. Internal factors that hinder the efficiency of village institutions include the election of village heads not based on the majority, political interference, low transparency in recruitment processes, limited human resources, and inadequate welfare for officials. External factors include overlapping regulations, weak coordination among agencies, and ineffective supervision. As a result, budget efficiency is compromised, which increases the potential for mismanagement and conflicts of interest. To strengthen village institutions, it is essential to revise overlapping regulations, allow flexibility in the election of village heads, and enhance human resource capacity through competency-based selection. Furthermore, improving transparency in fund management, ensuring strict oversight from the government and community, and involving universities, media, and migrant communities are vital components for ensuring better village governance. With these strategies, village institutions are expected to support optimal and sustainable rural development.

Abstract

The Hukum Tua, or Village Head in North Sulawesi, holds unique authority and power compared to other village leaders. However, this authority and power have not been fully understood or optimally utilized. This study aims to identify the types of power exercised by the Hukum Tua in leading the administration of village government and society. A qualitative method was employed, with informants drawn from various village stakeholders. Data collection techniques included observation, interviews, literature review, and focus group discussions. The findings reveal that the Hukum Tua possesses both positional and personal power, though these have not been maximized in the leadership of village governance. The results also indicate that regulatory innovations have shifted and, in some cases, weakened the customary authority of the Hukum Tua, leading toward more democratic arrangements. These findings imply that the leadership of the Hukum Tua can be strengthened by harmonizing formal law and customary law to optimize the implementation of village governance.

Abstract

This research aims to analyze the social welfare of the community in the sustainable development of the Bitung Special Economic Zone in Bitung City, North Sulawesi Province. The research employs a qualitative descriptive method based on social welfare indicators according to the Republic of Indonesia Law Number 11 of 2009, Article 6, regarding social welfare, which stipulates that achieving social welfare involves several indicators, including social security, social empowerment, and social protection. The research informants were obtained using purposive sampling techniques, totaling 16 informants. Data analysis comprised stages of data reduction, data presentation, and drawing conclusions. The research findings indicate that in terms of social security, the government ensures access to health needs, encompassing clean water, adequate housing, and environmental sanitation, as well as educational needs. The government provides educational infrastructure for the residents in the Bitung Special Economic Zone, including the Program Indonesia Pintar (PIP) and Kartu Indonesia Pintar (KIP). Regarding social empowerment, the government assists the community through Micro, Small, and Medium Enterprises (MSMEs), supported by the Cooperative and MSME Office of Bitung City. Furthermore, the government provides social protection, including contributions for national health insurance (JKN) and the Prosperous Family Rice Program (Rastra). The conclusion of this research is that social welfare for the community in the sustainable development of the Bitung Special Economic Zone in Bitung City is carried out in accordance with the applicable laws and regulations.
