Abstract

The aim is to evaluate the effectiveness of public services provided by Indonesian National Police in achieving optimal security levels for these vital objects. The research employs data analysis methods, literature review, as well as surveys and interviews with relevant stakeholders. The research findings indicate that, despite Indonesian National Police's efforts to enhance the security of vital objects, there are still obstacles in the effectiveness of public services, including resource limitations and a lack of inter-agency coordination. Therefore, improvement efforts are needed in management, resource enhancement, and better cooperation among relevant stakeholders. Abstract

Anthropogenic activities have degraded peatlands in various regions worldwide. To protect and restore peatlands and their ecosystems, sustainable peatland restoration efforts have been undertaken. These efforts have attracted the attention of researchers to assess the success rate, benefits, and protection of restored ecosystems. This study highlights trends, issues, and recent developments through a bibliometric analysis of articles on peatland restoration from an environmental security perspective, published in the Scopus database. The researcher identified 94 journal articles published between 1994 and 2022 and analyzed them using VOSviewer and NVivo 12 Plus software. The results show that research on peatland restoration is playing an important role from an environmental security perspective with increasing recent progress, and has high relevance for rewetting, revegetation, and cost benefits. In contrast, the main issues in peatland restoration are water, ecosystem, and carbon. Experts measure restoration progress through water levels and related issues. Then the peatland ecosystem absorbs about 30% of the world’s carbon and vice versa; when degraded, they release carbon. Recommendations for future research focus on harmonizing peatland restoration efforts with an environmental security perspective and educating local communities about the benefits that can increase the success of restoration and preservation of peatland ecosystems, as well as efforts to increase protection through advocacy for these marginal ecosystems.

Abstract

This study aims to analyze the implementation of the 2024 Self-Help Housing Stimulant Assistance Program (BSPS) policy at the Bitung City Public Housing, Settlement Areas and Land Agency. Government assistance for low-income communities to encourage and increase self-reliance in improving the quality of homes and building new homes along with infrastructure, facilities, and public utilities is self-help housing stimulant assistance, hereinafter abbreviated as BSPS. In connection with carrying out development, the community must prepare their own resources, because this assistance is realized in the form of goods, to realize the building of the house the community must be self-help. The adequacy of area, quality, and health that must be met by a house building are the requirements for livable standards. The unfulfilled need for livable housing for low-income communities is the government's responsibility. In accordance with Law Number 1 of 2011 which states that the government and local governments need to provide ease of obtaining housing for low-income communities through a gradual housing development planning program in the form of providing easy financing and/or construction of infrastructure, facilities, and public utilities in residential areas. This study uses qualitative research methods. Using the Policy Implementation theory from Van Meter and Van Horn, the research results show that the implementation of the self-help housing stimulus assistance program is running well, but the level of public understanding is still lacking.

Abstract

This study aims to analyze the implementation of the Fisheries and Marine Investment Policy in Bitung City. Investment policies generally aim to improve the overall investment climate, while investment promotion strategies have more measurable objectives that refer to the target amount of foreign investment a country or region wishes to attract within a specific timeframe. In an effort to increase the number of investors in Bitung City, the Bitung City government issued Regional Regulation No. 11 of 2019 concerning the Provision of Incentives and Facilitation of Investment to the Community and Investors in 2019. Investment growth in the fisheries sector in Bitung City still faces obstacles, with the number of investors remaining insignificant despite regulations facilitating investment in Bitung City, particularly investment from foreign capital or large companies, which are significantly outnumbered by small businesses operating in the fisheries sector. This study used qualitative research methods. The results indicate that the implementation of investment policies, particularly in the fisheries sector, is generally progressing well, but it requires resource support, particularly a sufficient budget, for its development.
