Abstract

In the era of the Covid-19 pandemic, the world of education has entered the digital era, where the learning process no longer runs face-to-face in the classroom but has taken place on the internet network (online) that utilizes advances in information technology. Students are required to be able to keep up with technological developments so that they have basic knowledge about digital literacy which is used to operate various forms of online learning platform media such as Zoom, Zoom Meeting, Google Classroom, WhatsApp, and e-mail. The purpose of the training activity is to provide digital literacy skills to students so that they can access information technology-based information sources. The method of conducting the training is online using the Zoom Meeting, WhatsApp, and Gmail.com email applications. The results of the training activities show that after participating in digital literacy training activities, students' abilities can increase, especially in terms of utilizing the Zoom Meeting application, and searching for literature through Google Scholar, Mendeley.com, and other search engines. A high level of digital literacy can indirectly affect student learning outcomes. So good digital literacy skills are needed so that the use of information and communication technology in the implementation of online learning can run according to the specified goals. Digital literacy skills play an important role in supporting the success of online learning and the success of student studies.

Abstract

Community-based tourism relies on the community as its main component, and the community plays an important role in developing local tourism with the aim of developing local potential related to natural, socio-cultural, and economic conditions. Coastal tourism in Soropia District, Konawe Regency, has not yet reached an optimal level of progress, so it has no impact on increasing people's income in the area. Human resources are an important element in tourism communication, especially in terms of tourism activities related to community care and community welfare. Three main components determine community participation in tourism: the opportunities given to the community to participate in tourism, the community's desire to participate in tourism development, and the community's ability to participate in tourism progress. The solution offered is to inform the community and increase their awareness about the benefits of coastal tourism in Tapulaga Village. Main contribution to the target audience: Increasing understanding of maritime tourism development management by village officials, tourism business actors, tourism workers, and local communities in the coastal area of Soropia District, Konawe Regency

Abstract

The purpose of this study is to determine the implementation of the Family Hope Program in improving the welfare of poor families. This research is a qualitative research using a case study approach, where information data is collected through observation, interviews, and documentation. The results of this study show that the implementation of the Family Hope Program (FHP/CCT) in improving the welfare of poor families includes: first, the field of Education, which is a forum for improving human resources, namely through (CCT) to increase the access of the poor in education, as well as to reduce the number of children who drop out of school, and or difficulties in financing to continue education. Second, the health sector, which opens access for the poor to reach health services for infants, toddlers, and pregnant women, and the elderly and disabled. This paper contributes to the development of science related to the theme of social welfare programs

Abstract

Village planning and budgeting in Indonesia is now reaping many problems, including human resources and the planning and budgeting model applied to several village heads in the country. One of the areas studied in Indonesia is Southeast Sulawesi Province with research locations in Muna Regency, namely 7 seaside villages and 8 non-seaside villages. This research aims to develop a collaborative mentoring model to improve the effectiveness of village planning and budgeting. This study uses a qualitative approach with a case study method in Muna Regency, Southeast Sulawesi, involving 15 villages with document analysis and in-depth interviews. Based on research that has been carried out, the village documents in Muna Regency already have village medium-term development plan documents, but most villages have expired village medium-term development plan documents. In addition, village assistance in budgeting has also not been maximized, such as the number of budgets in the field of community empowerment that are not planned in the deliberations of the village community development plan but then appear when the village revenue and expenditure budget changes and most of the activities are repeated for less than 4 (four) years. For an effective mentoring model in village planning and budgeting is the Stakeholders Collaborative Model in Village Planning and Budgeting in Muna Regency involving Ministries, Provincial Governments, Regency/City Regional Governments, District Governments, Village Community empowerment cadres and/or Third Parties.

Abstract

This study examines the dynamics of poverty and the role of social support among urban households, with a focus on understanding how welfare conditions evolve over time. The research aims to analyze patterns of chronic and transient poverty, as well as the influence of formal and informal support systems on household resilience. The study is based on a qualitative longitudinal design involving 30 poor urban households selected through purposive sampling. Data were collected through in-depth interviews, participant observation, and document analysis, and were analyzed using thematic analysis to identify key patterns and relationships. The findings reveal that urban poverty is highly dynamic, with households frequently transitioning in and out of poverty due to economic shocks and unstable livelihoods. Social support plays a crucial role as both a coping mechanism and a protective factor; however, its effectiveness is constrained by weak social networks and unequal access to formal assistance. The study also finds that survival strategies adopted by households are often short-term and insufficient to ensure long-term economic stability. This research contributes to the literature by integrating poverty dynamics and social support within a longitudinal qualitative framework, offering a more comprehensive understanding of urban poverty. It also provides important policy insights for strengthening inclusive and sustainable social protection systems.

Abstract

This study aims to evaluate the implementation of the Program Keluarga Harapan (PKH), in Sawa Village, Sawa District, North Konawe Regency, Southeast Sulawesi Province. Using a qualitative case study approach, data were collected through in-depth interviews, participant observation, and document analysis involving beneficiary families, program facilitators, local officials, and community leaders. The study applies a policy evaluation framework focusing on effectiveness, targeting accuracy, compliance, and program impact. The findings reveal that PKH has contributed significantly to reducing the financial burden of poor households, particularly in accessing education and healthcare services. However, several critical challenges remain. First, targeting inaccuracies persist, as evidenced by inclusion and exclusion errors due to outdated and less adaptive social welfare data. Second, beneficiaries’ compliance with program conditions tends to be administrative rather than substantive, limiting behavioral change outcomes. Third, the limited number and capacity of program facilitators affect the quality of assistance and monitoring processes. Fourth, while PKH effectively functions as a short-term social protection mechanism, its impact on long-term economic empowerment remains limited. Additionally, issues of transparency, community participation, and weak monitoring systems hinder optimal program performance. The study concludes that the effectiveness of PKH is not solely determined by its policy design but also by implementation quality, institutional capacity, and local socio-economic context. Strengthening data systems, enhancing facilitation, integrating empowerment programs, and improving governance are essential to maximize program outcomes. This research contributes to the development of evidence-based social protection policies, particularly in improving conditional cash transfer programs in localized contexts.
