Abstract

Salah satu aspek penting yang menunjang suatu kegiatan dalam mewujudkan kinerja pelayanan publik agar berjalan efektif dan efisien, diperlukan suatu panduan dengan memperbaiki Administrasi Pemerintahan dengan menyusun dan menerapkan Standar Operasional Prosedur (SOP) dengan baik. Penyuluhan tentang standar pelayanan prosedur (SOP) untuk meningkatkan pelayanan publik di Kantor Desa Batupute sangatlah penting. Penyuluhan di laksanakan pada bulan Oktober 2023. Kegiatan penyuluhan di lakukan dengan beberapa tahap yaitu : tahap sosialisasi, tahap diskusi dan tahap evaluasi. Dari kegiatan yang berlangsung dapat disimpulkan bahwa pelayanan publik pada kantor desa Batupute sudah berjalan baik dan perlu dipertahankan. Dan alangkah baiknya jika kantor desa Batupute menerapkan sistem digitalisasi untuk mempermudah pelayanan.

Abstract

This research aims to analyze the implementation of the Education Management Information System (EMIS) in Religious Education Institutions of Sidenreng Rappang Regency. The research method used is qualitative with a descriptive approach. Research data was obtained through observation, interviews, and documentation. Data analysis techniques, including data reduction, presentation, and conclusion drawing, were carried out interactively. Data triangulation was used to ensure the validity of the findings. The data management process was carried out using Nvivo 12 Plus software. The results showed that the implementation of EMIS in religious education institutions in the Office of the Ministry of Religious Affairs of Sidenreng Rappang Regency. The findings show that in the communication aspect, there are obstacles in the dimension of message clarity that need to be optimized, causing uncertainty in implementation. In terms of resources, there are shortcomings in equipment and budgets that still need to support the smooth running of EMIS fully. However, aspects of disposition and government structure bureaucracy were running well, showing positive commitment and involvement from relevant parties. This research highlights the challenges and potentials of EMIS implementation within religious education institutions. Although there were constraints in communication and resources, positive dispositions and support from government structures helped to offset these challenges. The implication of the findings is the need to improve communication and optimize resource allocation to improve the effectiveness of EMIS implementation in the future.

Abstract

Women often face discrimination or patriarchal barriers in their involvement in decision-making related to development. Despite efforts to improve gender equality for women and encourage women's inclusion in various fields, there are still negative perceptions and stereotypes that hinder their participation. This research uses qualitative methods by conducting interviews to collect the necessary data. The informants in this study were as many people as PKK mothers, women's farmer groups and Posyandu cadre mothers. The analysis used to process data is by using Nvivo 12 Plus Software and Nvivo 12 Plus.. The results of the research using the Gender Framework Analysis (GFA) analysis technique show that the role of gender in decision making at the development planning meeting in Maiwa District is still low, this causes the amount of women's participation to be minimal, for example, the presence of women in Maiwa District is still low from the total number of participants. Even though the number of women's attendance is low in the forum, these women are not only present but also active by providing a lot of input in the forum. The role of gender in decision-making at the development planning meeting in Maiwa Sub-district is still lacking, which causes the level of women's participation in musrenbangkec to still experience high obstacles, namely 38.89% and the indicator of stigma in participation, namely 36.36%. The lack of women's involvement in decision-making is also due to their own factors and the stigma that has been embedded in them.

Abstract

This research aims to determine the transparency of the village government and the management of direct cash assistance in Mario Village, as well as the influence of village government transparency on the management of direct cash assistance in Mario Village, Kulo District, Sidenreng Rappang Regency. The independent variable used is village government transparency and the dependent variable used is the management of direct cash assistance. The sampling technique in this research is based on a saturated sampling technique or the entire population is used as a sample because the population is less than 100, namely 58 recipients of direct cash assistance. This type of research is quantitative descriptive. The data collection techniques used were observation, literature study, and questionnaires. The data analysis technique uses descriptive statistical analysis, validity test, reliability test, and simple linear regression analysis which is processed using the SPSS type 21 application. The results of this research show that village government transparency (X) was obtained with a percentage of 66%, indicating that transparency is quite good, indicating that there is a significant effort from the village government to strive for clear and easy transparency. However, further evaluation is still needed on what factors can increase transparency. For the management of direct cash assistance (Y), the resulting percentage of 71% is quite good, although there is still room to reach a higher level with further evaluation to help identify areas that need improvement. In addition, the significance value of tcount is greater than ttable (3,458 > 1,671), so it can be concluded that Ha is accepted and Ho is rejected, so that village government transparency has a positive and significant effect on the management of direct cash assistance in Mario Village, Kulo District, Sidenreng Rappang Regency

Abstract

Research on gender differences in communication can help understand how gender stereotypes affect the way people communicate This study aims to determine the development of research with the theme "Gender Differences In Communication" from 1988 to 2022. The research method used is qualitative research using literature review. Data collection was carried out by accessing journals on Scopus and obtaining 40 articles with high citations between 1988 and 2022. The data collected was analyzed using the Vosviewer and Nvivo 12 Plus applications. The results showed that there were 40 journals that discussed "Gender Differences In Communication" with the United States being the largest contributor of articles. The limitation of this research is that the articles reviewed are only obtained from the Scopus database, so they do not have comparable data. Consequently, further research needs to use a comparative analytic approach involving the Scopus database and the Web of Sciences

Abstract

Penelitian ini bertujuan menganalisis implementasi aplikasi SIPATO dalam meningkatkan efisiensi dan efektivitas layanan kepegawaian di Kantor Kementerian Agama Kabupaten Sidenreng Rappang. Jenis penelitian ini adalah penelitian kualitatif deskriptif. Penelitian ini dilakukan di Kantor Kementerian Agama Kabupaten Sidenreng Rappang. Data penelitian ini meliputi data kualitatif berupa informasi lisan dan tulisan dari pegawai dan pimpinan, serta data kuantitatif berupa angka. Pengumpulan data dilakukan dengan teknik kuesioner, observasi, dan dokumentasi. Analisis data dalam penelitian ini menggunakan metode deskriptif analitik dengan tiga tahapan yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Penelitian ini menyimpulkan bahwa implementasi aplikasi SIPATO telah berhasil meningkatkan efisiensi dan efektivitas layanan kepegawaian, dengan mayoritas pegawai merasakan peningkatan kinerja, meskipun masih ada tantangan teknis dan kebutuhan akan penyempurnaan lebih lanjut. Tingkat kepuasan pegawai terhadap aplikasi ini umumnya positif, namun perbaikan masih diperlukan untuk memenuhi kebutuhan semua pengguna dan memastikan optimalisasi kinerja yang merata di seluruh organisasi.

Abstract

This study aims to analyze the influence of social media use, particularly WhatsApp, on community participation in the government administration process in Kulo Sub-district, Sidenreng Rappang Regency, Indonesia. Complex Central Symptoms model was used to understand the central factors that encourage citizen participation. Data was collected through in-depth interviews, participatory observation, and document analysis using a descriptive qualitative approach. The results showed that WhatsApp improved communication efficiency between the community and the government, accelerated the service process, and increased transparency and accountability. Most respondents rated the use of WhatsApp as easy and the response of officers as fast. However, the study also identified key constraints, such as low digital literacy and limited technological infrastructure in rural areas. The implications of this study include the need to strengthen digital literacy through training programs for communities and government officials and the development of more inclusive technological infrastructure. This research makes a theoretical contribution to the e-government literature and offers practical solutions for technology-based public service innovation in rural areas.

Abstract

This research aims to analyze the factors that influence community participation in village governance and the role of the village government in increasing such participation. This study also examines the relationship between village government leadership, transparency, public services, and coordination with community leaders on the level of community participation in village development. The method used in this research is a qualitative approach with a descriptive research type. Data were collected through in-depth interviews, observation, and documentation studies. The data were analyzed using thematic analysis. The collected data were analyzed using thematic analysis to identify patterns that exist among the variables studied. The results showed that transformational leadership, transparency, and active community participation play a significant role in improving the quality of village governance. Communities tend to participate more actively in village meetings and decision-making when there is clarity of information and good public services. In addition, the role of community leaders and the use of information technology also have a positive impact on the community participation process. The implication of this study is the importance of increasing the capacity of village governments in improving transparency mechanisms and public services, as well as strengthening coordination with community leaders to expand community participation.

Abstract

Applying accountability and transparency in the vote recount (PSU) process is crucial in ensuring good governance and electoral integrity. This study aims to analyze the implementation of these principles in Sidenreng Rappang District, particularly during the recount process in response to electoral violations. Using a qualitative approach with descriptive-analytical methods, the research involved in-depth interviews with key informants, document analysis, and participatory observation. The results show that while transparency efforts were made through information dissemination via official channels, many citizens still relied on informal sources for updates. Furthermore, the accountability process faced challenges, such as a lack of standardized reporting and weak communication between election authorities and the public. The study concludes that despite normative principles of good governance, the actual practice of PSU in Sidenreng Rappang District falls short regarding transparency and accountability. It is essential to improve the technical capacity of election organizers, enhance public participation, and strengthen oversight mechanisms to ensure legitimacy and public trust in the electoral process.

Abstract

This study aims to analyze the implementation of the Polri Super App in the service of issuing Police Record Certificates (SKCK) at the Parepare District Police, by highlighting user responses, officer readiness, and technical and social challenges in the utilization of this digital service. A qualitative approach was employed through in-depth interviews, surveys, and field observations conducted from March to April 2025. The findings show that although the application is considered to improve service efficiency, there are still barriers in the form of low user digital literacy, limited officer training, and technical constraints such as data synchronization and system errors. Additionally, infrastructure gaps in certain areas also hinder equitable access. This research recommends strengthening application features, regular training for officers and users, and inclusive policies that accelerate the transformation of technology-based public services
