Abstract

The Medan City KPU received a grant of Rp 69,349,289,475 from the Medan City Government to implement the 2020 Medan Mayor and Deputy Mayor Elections. The use of funds must be effective, efficient, economical, and accountable. However, the KPU faces several problems in budgeting, administration, and accountability of funds, such as regulatory changes, limited human resources, and delays in reports from the Ad Hoc Body. This study aims to analyze budget governance and grant accountability. The method used is qualitative descriptive, with data obtained through interviews, documentation studies, and content analysis. The study results show that the Medan City KPU has implemented the budget according to applicable regulations and is transparent in budget planning and procurement of goods and services. However, it is less transparent in providing financial information to the public. The Medan City KPU is also accountable, efficient, and effective in managing the Regional Election budget.

Abstract

This research is motivated by a sense of concern about the world of education, which currently often occurs in various cases involving children. Based on data from the Indonesian Komisi Perlindungan Anak Indonesia (KPAI), there were 4,683 child case complaints throughout 2022, including 2,113 complaints related to special protection of children, 429 complaints related to the education and cultural sector, 41 complaints related to violations of children's freedom rights. This study used descriptive qualitative method. The subjects in this study were on the SRA SDN 064979 team, teachers and students with the research object including the implementation of the SRA program at SD Negeri 064979. Data collection techniques used interviews, observation and documentation. The results of the study show that bullying and violence are still common in children's play areas. Then, in its application it is necessary to pay attention to several SRA components, namely; SRA Policy; Trained educators and education personnel on children's rights; Implementation of a child-friendly learning process without violence; child-friendly facilities and infrastructure; Child participation, including: communicating school programs by involving children.

Abstract

Tujuan penelitian ini adalah menganalisis implementas kebijakan Program Asuransi Nelayan Mandiri Terpercaya (Simantep) di Kota Sibolga, dan faktor pendukung dan penghambat implemntasi. Jenis penelitian kualitatif deskriptif. Metode pengumpulan data dilakukan observasi, wawancara dan dokumentasi. Hasil penelitian Implementasi Program  Asuransi Nelayan Mandiri Terpercaya (Simantep)  Dinas Perikananan, Ketahanan Pangan, dan Pertanian (PKPP) Kota Sibolga sudah  berjalan  sesuai  dengan  Peraturan  Direktur  Jenderal  Perikanan  Tangkap Nomor 3 Tahun 2018 tentang Petunjuk Teknis Asuransi Nelayan Mandiri Terpercaya (Simantep), namun masih ada beberapa masalah di dalam pelaksanaannya  adanya  informasi  yang  kurang  jelas,  kurang  menyeluruh,  dan  kemampuan  pikir nelayan  yang  masih  kurang  mengakibatkan  terhambatnya  sosialisasi  program. Menurut George Edwards ada empat indikator implementasi antara lain :Faktor Komunikasi. Dinas Perikanan Asuransi Nelayan telah berkoordinasi dengan PT Jasindo melakukan sosialisasi pelaksanaan program kepada para nelayan. Faktor Sumber Daya, terutama staf yang dimiliki masih kurang. Sehingga pendataan dan verifikasi nelayan terbilang lambat. Faktor disposisi/sikap para elaksana menyambut baik tentang kebijakan jaminan perlindungan atas risiko kecelakaan kerja bagi nelayan sesuai Standard Operating Procedures (SOP) dari petunjuk teknis KKP. Faktor Penghambat dalam implementasi yakni kurangnya partisipasi para nelayan terhadap pemahaman pentingnya jaminan perlindungan atas risiko kecelakaan dan kedua kurangnya staf pelaksana kebijakan program jaminan perlindungan atas risiko kecelakaan kerja bagi nelayan.

Abstract

This study aims to evaluate the performance of the Population Data-Based Information System (SIBISA) in population administration services at the Population and Civil Registration Office (Disdukcapil) of Medan City, using the DeLone and McLean models. The research was conducted using a qualitative descriptive approach, incorporating interviews, observation, and documentation techniques. The results of the evaluation show that, although the SIBISA application provides easy access and transparency of services, several obstacles remain, including limited infrastructure, low digital literacy among the community, and suboptimal data integration between agencies. Additionally, variations in service quality and inadequate officer training also impact user satisfaction levels. This research emphasizes the importance of technical capacity building, digital inclusion strategies, and cross-sector system consolidation to realize inclusive, effective, and sustainable digital-based public services.

Abstract

Tujuan dari penulisan ini adalah untuk mengkaji intensitas serta karakteristik konten yang dibagikan melalui akun media sosial pasangan calon presiden dan wakil presiden Prabowo Subianto – Gibran Rakabuming Raka, khususnya di platform Instagram, X (Twitter), dan TikTok, sebagai strategi pemasaran politik pada Pemilihan Presiden 2024 di Kota Medan. Selain itu, tulisan ini juga bertujuan menelaah sejauh mana pemanfaatan media digital tersebut memengaruhi preferensi pemilih Generasi Z dalam menentukan dukungan terhadap pasangan calon tersebut. Masalah difokuskan pada Pemanfaatan media digital telah menjadi elemen strategis yang krusial dalam kampanye politik modern Guna mendekati masalah ini dipergunakan acuan teori dari John Postill menekankan bagaimana teknologi digital dan media sosial telah mengubah praktik politik serta hubungan kekuasaan dalam masyarakat kontemporer. Data-data dikumpulkan melalui metode wawancara dan dianalisis secara Metode Campuran. Kajian ini menyimpulkan bahwa Media digital memiliki pengaruh yang kuat terhadap kemenangan Prabowo Subianto dan Gibran Rakabuming untuk Generasi Z di Kota Medan pada Pemilihan Presiden 2024 untuk, dengan kontribusi sebesar 76,3% terhadap hasil tersebut.

Abstract

This study aims to describe the social network owned by migrant farm workers in Kelurahan Gundaling I Kecamatan Berastagi Kabupaten Karo in facing difficult times. This research method is descriptive qualitative with life story case studies. The main informants in this study were three migrant farm workers who had worked as farm laborers and resided in Gundaling I Village, Berastagi District, Karo Regency for at least 5 years and had a family, the key informant in this study was the head of the Gundaling I Village and additional informants were elders in Gundaling I Village. Data were collected through observation, interviews and documentation. The results of this study show how a broad social network can help in dealing with difficult times, and good social network relationships can result in a patron-client relationship.

Abstract

Indonesia as a developing country faces a problem where many people still live below the poverty line. Low levels of education, lazy to work, limited natural resources, limited employment opportunities, limited capital and others, are one of the reasons why people cannot compete for jobs and do not have the capital to improve their socio-economic conditions, causing unemployment. From the phenomena encountered in this condition, namely the emergence of migrant farm workers in several areas. The area that absorbs a lot of migrant farm workers in Kelurahan Gundaling I Kecamatan Berastagi Kabupaten Karo. This study aims to obtain an overview of the socio-economic conditions of migrant farm workers before and after migrating. In this study, the main informants of this study were three migrant farm workers who had lived for at least 5 years and had been married, the key informants were village officials, and additional informants were two land owners or service users of migrant farm workers in Kabupaten Karo. Data collection techniques were carried out by literature study, observation, interviews, and documentation. The data obtained in the field are then analyzed qualitatively to produce conclusions.

Abstract

Program Kartu Prakerja merupakan program pengembangan kompetensi kerja dan kewirausahaan yang ditujukan untuk pencari kerja, pekerja/buruh yang terkena pemutusan hubungan kerja, dan/atau pekerja/buruh yang membutuhkan peningkatan kompetensi, termasuk pelaku usaha mikro dan kecil. Program Kartu Prakerja ini pada awalnya tidak di desain untuk masa pandemi covid-19, namun seiring berjalannya waktu program ini mendapatkan beberapa modifikasi sehingga program ini dijadikan sebagai upaya percepatan pemerintah dalam menghadapi gejolak sosial dan ekonomi akibat dampak pandemi covid-19. Penelitian ini bertujuan untuk mengetahui dan menggambarkan mengenai tanggapan masyarakat penerima manfaat terhadap penggunaan manfaat Program Kartu Prakerja pada masa pandemi Covid-19 di Kelurahan Pasar Doloksanggul. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan pendekatan deskriptif. peneliti memilih penelitian kualitatif desktriptif adalah karena dengan metode ini peneliti dapat mengetahui dan memahami fonomena (need to know) yang berfungsi untuk menggambarkan fakta, membuktikan, menggambarkan dan menemukan pengetahuan terkait suatu objek yang diteliti. Program Kartu Prakerja ini hadir sebagai solusi atas masa krisis ditengah-tengah masyarakat akibat gejolak sosial dan ekonomi yang disebabkan oleh pandemi covid-19. Kata Kunci: Program Kartu Prakerja, Masyarakat Penerima Manfaat, Pandemi Covid-19   Abstrak   Kartu Prakerja Program is a work competency and entrepreneurship development program aimed at job seekers, workers/labourers who have been laid off, and/or workers/laborers who need to increase their competence, including micro and small business actors. This Kartu Prakerja Program was not originally designed for the COVID-19 pandemic, but over time this program has received several modifications so that this program is used as an effort to accelerate the government in dealing with social and economic turmoil due to the impact of the COVID-19 pandemic. This study aims to determine and describe the response of the beneficiary community to the use of the benefits of Kartu Prakerja Program during the COVID-19 pandemic in Pasar Doloksanggul Village. This study uses a qualitative research method using a descriptive approach. Researchers choose descriptive qualitative research because with this method researchers can know and understand the phenomenon (need to know) which serves to describe facts, prove, describe and find knowledge related to an object under study. This Kartu Prakerja Program is here as a solution to the crisis in the community due to the social and economic turmoil caused by the COVID-19 pandemic. In the study, researchers went directly to the field to be able to see firsthand how the public's response to the use of the benefits of Kartu Prakerja Program during the Covid-19 pandemic in Pasar Doloksanggul Village was. The Beneficiary Community of Kartu Prakerja Program in Pasar Doloksanggul Village considers that the benefits offered by Kartu Prakerja Program ranging from incentive funds, training, and competency certificates are the best alternatives today to save people's lives from the economic and financial crisis as a result of the social and economic turmoil in the past. the time of the Covid-19 pandemic. Abstract

Prestasi siswa sangat dipengaruhi oleh motivasi dalam diri siswa, dimana motivasi yang tinggi dapat mendorong siswa untuk belajar dengan giat, mengatasi rintangan, dan mencapai tujuan yang telah ditetapkan. Sekolah yang menjadi tempat dilaksanakannya PKL yaitu SDN 060934 Medan Johor. Metode pembelajaran yang seringkali terkesan kaku dan monoton menyebabkan siswa SDN 060934 Medan Johor merasa jenuh saat belajar, dimana mempengaruhi kualitas belajar siswa. Untuk mengatasi hal tersebut, praktikan menerapkan metode pembelajaran fun learning pada siswa SDN 060934 Medan Johor. Pembelajaran dengan metode fun learning mampu menciptakan pembelajaran yang hangat dan menyenangkan melalui elemen-elemen yang menarik selama proses pembelajaran, dimana dengan tujuan untuk meningkatkan motivasi dan keterlibatan siswa. Metode yang digunakan praktikan untuk melaksanakan program adalah metode Intervensi Groupwork oleh Zastrow, dimana dibagi ke dalam enam tahapan yaitu Intake/Engagement, Assesment, Perencanaan, Rencana Aksi dan Implementasi, Evaluasi, dan Terminasi. Implementasi pembelajaran menggunakan metode fun learning di SDN 060934 Medan Johor yaitu dengan cara (a) menciptakan lingkungan belajar yang menyenangkan, (b) menggunakan media menarik dan interaktif, (c) menggunakan media menarik dan interaktif, (d) proyek aktif, (e ) menggunakan permainan edukatif, (f) memberi reward, (g) melibatkan wali kelas/guru.

Abstract

This Community Service Program is one of the efforts made so that people with disabilities can be economically independent by providing skills training. The skills training provided is a skill that is tailored to the interests and types of disability. One type of skills provided is training in making bouquets. Flower wreath making services at this time, especially in big cities like Medan City are needed. The results of this training the participants were able to make a bouquet of flowers according to the trainer's team. This training makes the disabilities as trainees have economic resources for survival both as family members and family heads.
