Abstract

This study aims to analyze the strategy for strengthening human resource competencies in improving the welfare of the community in Igal Village, Mandah District. This research uses a qualitative approach with a case study method. Data were collected through interviews, observations, and documentation involving 44 informants selected using simple random sampling. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña. The results show that the quality of human resources in Igal Village is still relatively low, as indicated by the dominance of basic education levels, limited and traditional work skills, and low technical knowledge and innovation capacity. These conditions have an impact on community welfare, which is not yet optimal, as reflected in unstable income, limited employment opportunities, and moderate quality of life. Although the village government has implemented several empowerment programs, their effectiveness remains limited due to low community participation. Therefore, more targeted and sustainable strategies for strengthening human resource competencies are needed to improve community welfare.

Abstract

This study aims to analyze the level of effectiveness and efficiency of budget management at the Population and Civil Registration Office of Indragiri Hilir Regency during the period of 2022–2024. Good budget management is one of the important indicators in realizing transparent, accountable, and performance-oriented governance. The research method used is a quantitative approach with a descriptive type of research. The data used consisted of primary data obtained through questionnaires and observations, as well as secondary data in the form of budget realization reports, budget implementation documents, and regional financial statements. The data analysis technique is carried out using quantitative descriptive analysis through the calculation of the effectiveness ratio and efficiency ratio which are then categorized based on the applicable assessment standards. The results of the study show that the level of effectiveness of budget management is in the effective category with an average of 95.5%. Meanwhile, the level of budget management efficiency is in the category of quite efficient with an average of around 88.6%. This shows that budget management has been able to achieve the set targets with relatively optimal use of resources. However, there are still several obstacles such as increasing operational costs and the need to optimize internal supervision. Therefore, improvements are needed in budget planning, improvement of the supervision system, and optimization of the use of information technology to improve the efficiency of budget management in the future

Abstract

This study aims to analyze the financial performance of PT Asuransi Bina Dana Arta Tbk in the era of digitalization by using liquidity ratio and profitability ratio. This study uses a quantitative descriptive method with secondary data in the form of the company's financial statements for 2023 and 2024. The data analysis technique is carried out through the calculation of financial ratios consisting of Current Ratio, Cash Ratio, Return on Assets (ROA), and Return on Equity (ROE). The results of the study show that the company's financial performance has declined from 2023 to 2024. In terms of liquidity, the Current Ratio decreased from 9.96 to 2.43, while the Cash Ratio decreased from 6.92 to 0.38. This condition shows that the company's ability to meet short-term obligations is still quite good, but the availability of cash has decreased significantly. In terms of profitability, ROA decreased from 0.94% to -1.28%, while ROE decreased from 1.60% to -2.30%. This shows that the company has not been able to optimize its assets and equity to generate profits. Thus, the financial performance of PT Asuransi Bina Dana Arta Tbk in the digitalization era still needs to be improved, especially through cash management, operational efficiency, burden control, and the use of digital technology more effectively.

Abstract

This study aims to analyze and determine the influence of financial behavior on savings decisions in formal financial institutions among the people of Sanglar Village, Reteh District, Indragiri Hilir Regency. The research method used is a quantitative approach with a survey method. The research sample consisted of 50 respondents taken from the population of Sanglar Village of 6,182 people using indicator-based observation techniques. Data were collected through a questionnaire with a Likert scale and analyzed using SmartPLS 3.2.9 software. Testing was carried out through evaluation of the outer model (validity and reliability) and the inner model (hypothesis testing). The results showed that financial behavior has a positive and significant influence on savings decisions in Sanglar Village. This is evidenced by a beta coefficient value of 4.657 and a significance value (p-value) of 0.000 (<0.05). The financial behavior variable contributed 23.8% of the influence on savings decisions, while the rest was influenced by other variables outside this study. These findings indicate that the better an individual's ability to manage income, financial planning, and spending control, the higher their tendency to save in formal financial institutions.

Abstract

This study aims to evaluate the management of the PKK program in empowering women in Gembaran Village. The focus of this research includes program planning, implementation, and supervision or control of PKK activities in improving women's capacity and independence in rural communities. This research uses a qualitative approach with a descriptive-evaluative research design. The research informants consisted of PKK administrators, the village head, and PKK members who actively participate in women's empowerment activities. Data were collected through in-depth interviews, observation, and documentation. Data analysis employed the Miles and Huberman model, which includes data reduction, data presentation, and conclusion drawing. The results show that PKK program planning has been carried out through the preparation of work plans adjusted to community needs. Program implementation includes skills training, health education, and social activities that encourage women's participation. Program supervision is conducted through monitoring activities and routine evaluations by PKK administrators. Overall, the PKK program in Gembaran Village has contributed positively to improving women's knowledge, skills, and participation in community social activities, although several obstacles remain such as limited funding and uneven participation among members.

Abstract

Penelitian ini bertujuan untuk menganalisis pengelolaan sumber daya manusia yang dilakukan oleh Kasi Pelayanan serta dampaknya terhadap kualitas layanan administrasi di Kantor Desa Gemilang Jaya. Penelitian ini menggunakan pendekatan kualitatif dengan jenis studi deskriptif. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi terhadap 40 orang masyarakat yang pernah mengurus layanan administrasi pada Kasi Pelayanan minimal satu kali dalam satu tahun terakhir. Analisis data dilakukan menggunakan model analisis interaktif Miles, Huberman, dan Saldaña yang meliputi reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pengelolaan sumber daya manusia pada Kasi Pelayanan telah berjalan secara fungsional, namun belum sepenuhnya optimal. Perencanaan kerja masih bersifat situasional, pembagian tugas masih fleksibel dan kadang menimbulkan tumpang tindih pekerjaan, serta evaluasi kinerja belum menggunakan indikator tertulis. Koordinasi dan komunikasi antarperangkat desa berjalan cukup baik secara informal sehingga mendukung daya tanggap dan empati dalam pelayanan. Namun, belum adanya pelatihan rutin, SOP tertulis, serta sistem evaluasi kinerja yang terukur menyebabkan kualitas layanan belum sepenuhnya konsisten, terutama pada aspek keandalan, daya tanggap, dan ketepatan waktu pelayanan. Dengan demikian, diperlukan pengelolaan SDM yang lebih terstruktur melalui penyusunan SOP, pembagian tugas yang jelas, pelatihan rutin, dan evaluasi kinerja berbasis indikator untuk meningkatkan kualitas layanan administrasi desa.

Abstract

Penelitian ini bertujuan untuk menganalisis efektivitas kinerja PNS dalam menggunakan aplikasi e-Performance dan mengidentifikasi faktor-faktor yang mempengaruhinya di Dinas Komunikasi, Informatika, Kriptografi, dan Statistika Kabupaten Indragiri Hilir. Metode yang digunakan adalah pendekatan kualitatif dengan jenis studi deskriptif. Teknik pengumpulan data dilakukan melalui wawancara, observasi, dan dokumentasi, dengan seluruh PNS di kantor diambil sampelnya menggunakan teknik sampling jenuh. Analisis data menggunakan model interaktif Miles, Huberman, and Saldaña (2014) yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa efektivitas aplikasi e-Performance berada dalam kategori cukup efektif namun tidak optimal. Penggunaan aplikasi ini telah meningkatkan keteraturan pelaporan kinerja, namun masih ada kelemahan dalam disiplin pengisian, akurasi data, dan konsistensi pemanfaatan fitur. Faktor-faktor yang mempengaruhi efektivitas ini termasuk keterampilan literasi digital karyawan, kualitas sistem dan infrastruktur jaringan, disiplin dan kesadaran karyawan, serta dukungan organisasi dan pengawasan kepemimpinan. Penelitian ini menyimpulkan bahwa keberhasilan implementasi e-Performance tidak hanya ditentukan oleh kualitas teknologi, tetapi juga oleh kesiapan sumber daya manusia dan komitmen organisasi

Abstract

This study aims to analyze the financial performance of Tekulai Bugis Village, Tanah Merah District, Indragiri Hilir Regency based on the independence ratio, effectiveness ratio, and growth ratio. The research method used is quantitative descriptive with an approach to analyze financial ratios to the realization data of the Village Revenue and Expenditure Budget (APBDes) for 2024–2025. Data was obtained through documentation of village financial statements which were then analyzed using the calculation of the ratio of independence, effectiveness, and growth. The results show that the ratio of village financial independence is in the very low category, which is 0.02% in 2024 and increases to 0.03% in 2025, which indicates the high dependence of villages on transfer funds from the central and regional governments. The effectiveness ratio shows effective performance with an achievement of 100% in 2024 and 2025, which means that the realization of Village Original Income (PADes) has been in accordance with the set target. Meanwhile, the PADes growth ratio shows a positive trend, namely 170.07% in 2024 and 21.62% in 2025, although nominally it is still relatively small. In conclusion, the financial performance of Tekulai Bugis Village shows good effectiveness in achieving revenue targets, but the level of financial independence is still very low so that the village is still dependent on transfer funds. It is necessary to optimize the potential of Village Original Income (PADes) to increase village fiscal independence.

Abstract

Penelitian ini bertujuan untuk menganalisis peran Karang Taruna dalam pengembangan sumber daya manusia di masyarakat, khususnya pada Karang Taruna Desa Gemilang Jaya. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui observasi, wawancara, kuesioner, dan dokumentasi. Subjek penelitian berjumlah 40 orang anggota Karang Taruna Desa Gemilang Jaya. Analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa Karang Taruna Desa Gemilang Jaya berperan dengan baik dalam pengembangan sumber daya manusia masyarakat. Hal ini terlihat dari peran Karang Taruna dalam perencanaan program kerja, pelatihan dan pemberdayaan pemuda, pembinaan sosial masyarakat, kegiatan ekonomi kreatif, serta peningkatan kualitas sumber daya manusia. Secara keseluruhan, Karang Taruna berkontribusi positif dalam meningkatkan pengetahuan, keterampilan, sikap, dan produktivitas pemuda desa. Penelitian ini diharapkan dapat menjadi bahan masukan bagi pemerintah desa dan organisasi Karang Taruna dalam upaya meningkatkan peran pemuda dalam pembangunan masyarakat.

Abstract

The community service program was carried out in Kecamatan Kempas, Kabupaten Indragiri Hilir, Riau, aiming to empower coastal communities through optimization of Google My Business (GMB) to expand the market for local products. The coastal communities in Kecamatan Kempas have abundant natural resource potential, yet they face challenges in marketing their products due to limited digital literacy and access to online marketing platforms. This program employed a Participatory Action Research (PAR) approach consisting of needs analysis, training, mentoring, and evaluation stages. The training involved 40 participants consisting of local entrepreneurs, fishermen, and village officials. The results showed a significant improvement in participants' understanding and skills in creating and optimizing GMB business profiles, managing product photos, responding to customer reviews, and utilizing GMB insights for business decision-making. After the program, 85% of participants were able to independently manage their GMB accounts and experienced an average increase of 35% in online customer inquiries. This program demonstrates that Google My Business optimization can be an effective strategy for expanding the market for local products in coastal areas and improving the economic welfare of coastal communities in Kecamatan Kempas, Kabupaten Indragiri Hilir, Riau.
