Abstract

The COVID-19 pandemic hitting Indonesia has created new habitual adaptations, including working from home for civil servants. This policy presents a new challenge, namely maintaining performance through achieving the effectiveness of working from home. The present study investigates the implementation of the work from home policy through Spearman's rank-order correlation analysis to examine the correlation between research variables. Furthermore, after the Kruskal-Wallis significant test, the Dunn-Bonferroni post hoc method was used to look for the differences between the factors affecting the effectiveness of working from home of the civil servants based on gender and age and education, and years of service. Data were collected through questionnaires to 437 civil servants from various government agencies, both central and regional. The study's findings indicate differences in the factors influencing the effectiveness of working from home and the skills required depending on gender, age, education, and years of service. The results also show that information technology support is not evenly distributed in implementing the work from home policy. The implication of this study suggests that the evaluation of the implementation of the work from home policy for the civil servants is beneficial for the government in considering sustainability and quality development in the future.

Abstract

This study examines the implementation of the District Integrated Administrative Services (PATEN) in the Tarogong Kaler District Office, Garut Regency. Despite the policy's goal to bring services closer to the community, empirical data shows suboptimal effectiveness, indicated by a 78.4% service completion rate, delays, and a decline in the SAKIP predicate from BB to B. This paper addresses the research question of how the implementation of the Garut Regent's Regulation on the Delegation of Authority and employee performance influence PATEN effectiveness. The novelty lies in combining policy implementation parameters with employee performance metrics within the specific bureaucratic context of Tarogong Kaler. A quantitative descriptive-associative research design was employed. The population and sample consisted of 47 respondents (21 sub-district employees and 26 village apparatuses) selected through a saturation sampling (census) technique. Data were collected via Likert-scale questionnaires, interviews, and observation, then analyzed using multiple linear regression with SPSS version 23. The empirical findings revealed that the variables are categorized as 'good'. The hypothesis testing demonstrated that the implementation of the delegation of authority policy and employee performance jointly exert a positive and sufficiently strong effect on PATEN effectiveness. Enhancing policy implementation and employee performance significantly increases PATEN effectiveness. However, field findings indicate that available budget support, employee work experience, and information regarding service times and costs are still suboptimal and require immediate management attention.

Abstract

Village economic development is a strategic effort to improve community welfare by utilizing local potential. Mekarsari Village has the potential to develop bamboo crafts as a basis for the village's creative economy, but its development still faces various obstacles, such as limited village governance, weak development administration, and low-quality production and marketing systems. This study aims to analyze the role of village governance, the application of the concept of continuous improvement, and village development administration in supporting the development of the bamboo craft economy in Mekarsari Village. The study used a descriptive qualitative approach with a case study method. Data collection was conducted through in-depth interviews, field observations, and documentation. The results indicate that the implementation of continuous improvement contributes to improving product quality, encouraging design innovation, and strengthening community business institutions. Furthermore, integrated village development administration through planning, budgeting, and monitoring can support the sustainability of village economic development programs. The synergy between good village governance, continuous improvement, and effective development administration has the potential to strengthen bamboo craft development and enhance local economic resilience in a sustainable manner.

Abstract

Penelitian ini menganalisis kesenjangan implementasi berlapis dalam kebijakan Dana Desa Tahun 2026, dengan menyoroti ketidakselarasan struktural antara regulasi pusat dan realitas lokal di Desa Mekarsari, Kabupaten Garut. Studi kualitatif ini mengandalkan wawancara mendalam, observasi partisipan, diskusi kelompok terarah, dan analisis dokumen yang melibatkan enam informan kunci. Penurunan pagu dana sebesar 68,75 persen terjadi setelah proses perencanaan desa selesai, sehingga memicu tekanan operasional berat, termasuk batas maksimal 3 persen yang diatur dalam peraturan kementerian. Hasil penelitian mengungkap bahwa kesenjangan implementasi terbentuk secara sistemik sejak tahap perencanaan, meluas pada penganggaran, dan mencapai puncaknya pada strategi adaptasi reaktif di tingkat lapangan. Aparatur desa menjalankan diskresi terbatas melalui penggunaan dana talang pribadi dan prioritisasi program selektif, sembari menghadapi beban administratif yang memberatkan serta pelemahan legitimasi partisipasi masyarakat. Penelitian ini memperluas teori administrasi publik dengan menunjukkan bahwa ketimpangan dalam desentralisasi fiskal dikelola melalui mekanisme informal, bukan penyesuaian kelembagaan. Temuan menegaskan bahwa ketidakterpaduan kebijakan nasional dan kapasitas tata kelola lokal mengikis otonomi desa yang substantif.
