Abstract

Preliminary study in Trenggalek city showed that there was a mismatch between the students’ skills learned at vocational high schools with their fields of work. It indicated that the role of vocational career center as a mediator between school and industry have not maximally yet. This study aimed to (1) describe how the vocational career center do its jobdesk, (2) categorize its performance, and (3) find the deficiency from the implementation of a career center in vocational high schools. The data analysis used a descriptive analysis from both quantitative and qualitative approaches. The result of study showed that the jobdesk of career center were collecting graduates databases, grouping the students who want to look for a job or study to higher education, and facilitating the students and world of work in the labour recruitment process. The performance of career center in Trenggalek Regency was good. From some predictors, those were job vacancy information, cooperation with world of work, alumni networking, data collection, communication between alumni, and alumni contribution, the career center’s aspect that need to be upgraded was the cooperation with the world of work.

Abstract

Penelitian ini bertujuan menghasilkan asesmen instalatur listrik (AILIS) berbasis industri jasa konstruksi ketenagalistrikan. Penelitian AILIS dikembangkan melalui tiga tahap, yaitu: desain atau perencanaan, uji coba terbatas, dan uji coba diperluas. Tahap desain meliputi: kegiatan prasurvei, studi hasil-hasil penelitian, analisis masalah, dan analisis kinerja instalatur listrik. Kegiatan tahap uji coba terbatas meliputi: validasi pakar dan pengguna, analisis dan revisi. Uji coba diperluas meliputi: pengumpulan data, analisis, revisi, dan diseminasi. Data penelitian dikumpulkan dengan menggunakan instrumen berupa angket dan lembar observasi. Subjek uji coba berjumlah 210 responden para manajer perusahaan industri usaha jasa konstruksi ketenagalistrikan di Provinsi Sumatera Barat. Teknik analisis data untuk memvalidasi bahwa AILIS yang dihasilkan fit digunakan confirmatory factor analysis (CFA). Hasil penelitian menyimpulkan AILIS sangat baik untuk mengakses kinerja instalatur listrik industi usaha jasa konstruksi ketenagalistrikan, dengan indikator perancangan instalasi listrik, pengkonstruksian instalasi listrik, komisioning instalasi listrik, pengoperasian, dan pemeliharaan instalasi listrik.Kata kunci: asesmen, confirmatory factor analysis, instalatur listrik AN ASSESSMENT OF ELECTRICITY CONSTRUCTION BASED ON THE NEED OF SERVICE INDUSTRY OF ELECTRICAL INSTALLERAbstractThe aim of this research was to produces an assessment of electricity construction service industrial needs-based electrical installer (AILIS). The research was developed through three stages, namely: the design, the limited trial, and expanded trials. The design consists of: pre-survey, studies on the research findings, problem analysis and analysis of electric installer performance. The limited trial included: validation of the AILIS through expert judgment and the user, analysis and revision. The expanded trial included: data collecting, analysis, revision, and dissemination. The research instruments consisting of a questionnaire and observation sheets were distributed to capture the data needed for the analysis. The subjects for the implementation were 210 respondents as the managers of electricity construction service industrial companies in West Sumatra Province. The CFA was used to verify that the developed model fit the AILIS. The finding shows that AILIS is excellent at assessing electrical installer performance in the electricity construction service industry, with indicator the design of electrical installation, the construction of electrical installation, the commissioning of electrical installation, the operation, and the maintenance of electrical installation.Keywords: assessment, confirmatory factor analysis, electrical installer

Abstract

Penelitian ini merupakan penelitian evaluasi menggunakan model CIPPO (context, input, process, product, and outcomes) yang bertujuan mengungkapkan tingkat employability lulusan SMK 4 tahun dengan menggunakan SMK 3 tahun sebagai base line. Sampel penelitian adalah delapan SMK 4 tahun dan delapan SMK 3 tahun dengan melibatkan 544 orang sebagai subyek penelitian. Pengumpulan data menggunakan metode observasi, kuesioner, wawancara, dan dokumentasi, kemudian dianalisis secara kuantitatif menggunakan statistik deskriptif. Hasil penelitian menunjukkan: (1) Kurikulum SMK 4 tahun dan 3 tahun menggunakan kurikulum nasional yang dikembangkan berdasarkan kebutuhan Dunia Usaha Dunia Industri (DU/DI); (2) Kompetensi lulusan SMK 4 tahun seluruhnya berkategori sangat baik, sedangkan SMK 3 tahun 64% sangat baik; (3) menurut DU/DI, lulusan SMK 4 tahun unggul dalam kedisiplin, keuletan, kemampuan teori, kemampuan praktek, rasa percaya diri, ketelitian, kreativitas, dan kepemimpinan; (4) Kompetensi guru SMK 4 tahun unggul dalam membimbing siswa, menghasilkan bahan ajar, mengembangkan bengkel, dan membangun kerja sama dengan DU/DI; (5) sarana dan prasarana SMK 3 dan 4 tahun memiliki kemiripan kondisi; (6) pembiayaan SMK 4 tahun melibatkan alumni sedangkan SMK 3 tahun tidak; (7) Kecepatan mendapat pekerjaan, jumlah lulusan yang bekerja, dan penghasilan lulusan SMK 4 tahun lebih baik dari pada SMK 3 tahun; dan (8) Kepuasan kerja lulusan SMK 4 tahun lebih baik daripada lulusan SMK 3 tahun. EVALUATION OF THE IMPLEMENTATION OF 4-YEAR PROGRAM POLICY OF VOCATIONAL SECONDARY SCHOOL IN IMPROVING GRADUATES’ EMPLOYABILITYAbstractThe aim of this research is to disclose the employability level of 4-year Vocational Secondary School (or Sekolah Menengah Kejuruan (SMK)) graduates by using 3-year SMK as the base-line. This research is an evaluation research using CIPPO (context, input, process, product, and outcomes) model. The sample of the research is eight 4-year SMK and eight 3-year SMK, and it involves 544 persons as the research subjects. The data were collected by observation, questionnaire, interview and documentation, and analyzed quantitatively by using descriptive statistic analysis. The research result shows that: (1) 4-year and 3-year SMKs are using national curriculum developed based on the needs of Bussiness Insdustrial Performer (DU/DI), (2) the competency of all (100%) the 4-year SMK graduates are ‘very good’, while only 64% 3-year SMK graduates is ‘very good’, (3) based on DU/DI’s stand point, the 4-year SMK graduates is better in 8 aspects (discipline, tenacuty, theoretical knowledge, practical skill, self-independence, carefullness,  creativity and leadership), (4) 4-year SMK teacher is better in guiding the students, producing learning material, developing workshop, and cooperating with DU/DI, (5) 4-year SMK has similiar condition of facilities with 3-year SMK, (6) 4-year SMK funding system is better than the 3-year SMK by involving the alumni, (7) 4-year SMK graduate is better in number of working graduates, income, and speed to get jobs, (8) 4-year SMK graduate are more satisfied with their job than the 3-year graduate.

Abstract

This study aims to determine the effectiveness of the implementation of Referral Vocational School (SMK Rujukan) program in financial management of production units in the DI. Yogyakarta province. This research was an evaluative research which described problem of financial management of production unit at SMK Rujukan. The approach used of this research were mixed methods which combined quantitative and qualitative research. The evaluation model of this research were an adversary model. An adversary evaluation model were an evaluation that seeked to uncover all the important aspects of the program being evaluated. The results showed that of the 5 SMK studied, there is only 1 SMK that had adequate financial management system of production unit, while 4 other SMK not yet adequated. Forms of protection to financial management of production units for SMK in the DI. Yogyakarta province had not been established yet. No school of the 5 schools studied, had implemented a pattern of financial management in accordance with applicable regulations.

Abstract

The study was to generate a valid, practical and effective competence-based training model for the electricity program vocational high school teachers. The type of the study was research and development that referred to the development stages proposed by Plomp. The data gathering instrument for the study consisted of: (1) validation sheet; (2) observation sheet; and (3) response questionnaire for the training participants and the trainers. In order to measure the level of reliability and the level of agreement consistency among the raters, the researcher implemented the Cohen’s Kappa coefficient statistics has a minimum value of ≥ 0.70. The subjects of the study were the electricity program vocational high school teachers in the City of Makassar and the Regency of Gowa totaling 22 people. The results of the study were as follows: (1) the training model had fulfilled the criteria of validity so that the model might be implemented for the training activities of electricity program vocational high school teachers; (2) the training model had fulfilled the criteria of practicality that were measured from the level of model stage (syntax) implementation; (3) the training model had fulfilled the criteria of effectiveness that had the following indicators: (a) the level of knowledge and understanding exposed by the training participants, (b) the level of teaching skills exposed by the training participants, (c) the quality of training participants’ portfolio and (d) the response of the training participants and the trainers.

Abstract

The objectives of this research is to know the pattern of causal relationships inter-variables on the decision-making empirical model in Vocational High School (SMK). The decision-making empirical model in Vocational High School, consisting of variables: (a) the adequacy of Information and Communication Technology (ICT), (b) the benefits of using information systems, (c) the ethics in decision making, (d) the contribution of school and social environments, (e) the intentions of behaviour, and (f) the patterns of decision-making. Relation between variables was tested statistically using path analysis. The results of the research are as follows. The varian explained by each variable is mathematically formulated in: ZY = 0.134 A + 0.141 B + 0.102 C + 0.486 D + 0.193 E. The most dominant effect for direct effect is D to E has ρDE = 0,47 and the correlation coefficient = 0,709.

Abstract

Perencanaan pendidikan merupakan tahap awal dadaktivitas institusi pendidikan dan latihan yang harus dilakukanpada saat yang tepat dan didukung oleh data yang akuratsehingga program yang direncanakan dapat diimplementasikandengan baik dan dapat dicapai hasil yang optimal. Data yangakurat hanya diperoleh dari orang yang mengetahui permasalahanyang terkait dengan aktivitas organisasi, denganmenggunakan instrumen yang benar, dan ditempuh melaluipendekatan yang sesuai.Dalam perencanaan pendidikan dapat dilaksanakandengan menggunakan pendekatan kualitatif. pendekatan kuantitatif,dan pendekatah gabungan antara kualitatif dengankuantitatif•.Pendekatan kualitatif dicapai dengan menentukanprakiraan keberhasilan dan proyeksi di masa yang akandatang lewat musyawarah dan mufakat di antara para pakar.Cara ini disebut Teknik Delphi. Penerapan Teknik Delphitampaknya sangat sesuai dengan pola berpikir bangsa Indonesiayang mengan~t falsafah Pancasila, di mana makna padasila ke-4 adalah musyawarah uotuk mencapai mufakat dalammenyelesaikan masalah.Penerapan Teknik Delphi didasarkan pada 3 asumsi: (1)pendapat beberapa orang secara konsensus lebih baik danlebih komprehensif daripada hanya pendapat seseorang; (2)untuk memperoleh data yang akurat, para panel~s hendaknyaorang yang berpandangan luas tentang masa depan danmengetahui permasalahan yang terkait dengan tujuan organisasi;(3) untuk memperoleh data yang bebas dari rancu, parapakar diusahakan tidak saling berkomunikasi. PenggunaanTeknik De1phi dapat dicapai 3 sasaran: (1) penentuan tujuanlembaga; (2) penentuan jenis pertanyaan dalam instrumenanalisis ~ebutuhan; dan (3) penentuan persyaratan yang harusdipenuhi dan formulasi strategi untuk mencapai tujuan.

Abstract

This article is based on a research conducted to know the implementation and result of the New Entrepreneurs' Training (NET) and the Productive Economic Institution Training (PElT) held as some of the efforts to solve the problem of unemployment handled by the part of the Social Security Network Program taken care of by the Province of the Yogyakarta Special Territory's Regional Office ofthe Employment Department. The focus of the research was on determining how far the training programs could help overcome the unemployment in particularly that province as a result of Indonesia's recent economic crisis. All the 1140 trainees became the research populatioILand 450 of them were taken as a proportional sample. The data were obtained by means ofa questionnaire composed on the basis of adifferential semantic scale. From the research it is found that (1) the NET has produced good results, with 88% of the trainees having produced proposals for the establishment of new business companies complete with planned programs and costs and 66% of the trainees having already started running their business; (2) the business companies started have good prospects in the current situation of crisis and the degree ofhow well they run is categorized moderate; (3) the knowledge. and skills acquired in the training suit the trainees' needs and are beneficial to them in runningtheir business; (4) further intensive guidance and advisory assistance fortrainees as the follow-up of the training are also made available bythe institution conducting the training; (5) the PEIT has produced moderately good results, with 60% of the trainees having been absorbed, channeled, and positioned as employees at companies they are apprenticed to or at companies pioneered by the NET; (6) 40% ofthe trainees have not received employment because they have refused the positions found for them for the reason that the salary offered has been lower than the required Regional Minimum Fee, because of the economic slump, and because of no fault of the institution conducting the training; (7) the knowledge and skills acquired in the training suit the trainees' needs and beneficially arm them in looking for work; and (8) the apprenticeship and guidance programs run by the institution conducting the training are running moderately well and extremely helpful in job seeking.

Abstract

Perkembangan ilmu pengetahuan dan teknologi dimanfaatkan olehmanusia untuk mengatasi kesuIitan-kesuIitan dan memenuhi kebutuhanhidup. Bangsa atau manusia di negara maju dapat memanfaatkan teknologimutakhir, sementara sebagian besar manusia yang lain menanggungdampak negatif sebagai akibat penerapan teknologi. Manusia mencarialternatif teknologi yang akan dikembangkan dan diterapkan, denganmelakukan pengkajian terhadap teknologi, agar dapat memanfaatkanteknologi seoptimal mungkin dengan mengantisipasi dampak negatifyang mungkin teIjadi.JImu pengetahuan manusia terdiri dari 4 ranah: Descriptive,Prescriptive, Ponnal Knowledge dan Praxiology, mempunyai hubungantimbal balik dengan kehidupan manusia yang memiliki empat sistemideology, sociology, technology, dan environment. Pengembangan danpenerapan IPTEK bersumber dari penemuan dan inovasi, atau lewat alihteknologi dari negara maju dengan mempertimbangkan keuntungan danresiko yang mungkin teIjadi. Penemuan dan inovasi yang dilakukan olehpara perguruan tinggi, perIu ditunjang dan didukung oleh peraturan danpengakuan legalitas hak cipta dan paten sebagai intelectual right.Beberapa keiJdala yang dialaroi perguruan tinggi dalam mewujudkanhak cipta dan hak paten terhadap hasil temuan: (1) kurang tersedianyadana, (2) rendahnya motivasi untukpenelitian dasar, (3) belummemadainya penghargaan fmansiil terhadap penemuan,(4) terbatasnyatenaga profesional dalam penelitian dasar, (5)penelitian di perguruantinggi kurang terkait dengan teknologi yimg diterapkan industri, (6)pemahaman tentang hak paten dan hak cipta masih kurang, dan (7)belum ada upaya nyata untuk memasyarakatkan peraturan hak cipta danhak paten di lingkungan kampus. , .Ada tiga hal yang perIu diperhatiklin dalam pengusulan hak ciptadan hak paten: persyaratan, organisasl, dan prosedur pelaksanaan.Prosedur pengajuan usulan melalui 4 tahapan: (a) usulan pengajuanpenemuan; (b) kelengkapan lampiran bukti hasil temuan, gambar disaindari hasil penemuan, dan pernyataan tentang hasil temuan; (c) menyampaikanusulan kepada Ketua Jurusan dan Dekan, dan diteruskan ke panitiadaerah; (d) pengesahan oleh Rektor dan diajukan ke Panitia Nasionallewat Direktorat Pembinaan Penelitian dan Pengabdian pada Masyarakat.
