Abstract

Forest fire is the burning of forest area both large and small. Forest fires often occur and if they do they will burn anything nearby and follow the direction of the wind. Fire it self can occur because of two things, namely natural fires and fires caused by humans. Forest fires occur every year during the dry season. In Rokan Hilir Regency, Riau Province between 2013-2017, forest fires almost occurred throughout the year. The problem of forest fires is supported by the weak economic conditions of the community and the low level of community education which greatly affects the management of resources and the environment. So the need for empowerment efforts with the main goal is to improve the quality of life of the community. The participation of local communities in the context of preventing forest and land fires is very important. The success of forest and land fire prevention activities is highly dependent on the success of bringing local people into emotions, feelings and enthusiasm to maintain forest sustainability because the community is more in control of the location and is expected to have more responsibility because the extinguished area is the community area. The direct involvement of the community in a land and forest fire control activity can also encourage public awareness of the importance of controlling forest and land fires and can also encourage community awareness of the importance of fire control early around their area.Success in community empowerment in preventing forest and land fires in Kubu Subdistrict, Rokan Hilir Regency is the encouragement of the community to the importance of controlling forest and land fires early around their area through the formation of fire-fighting teams at the community level or anti-fire community groups that functioned to tackle forest and land fires since early in the area.The results of the study are the implementation of community empowerment in preventing forest and land fires in Kubu District, Rokan Hilir Regency, which is still less than optimal because there are still obstacles in the field, therefore there are four principles that are often used in the success of empowerment programs, namely the principle of equality, the principle of participation, self-sufficiency or independence. So that community empowerment in preventing forest and land fires in Kubu Rokan Hilir District can run optimally so that the creation of people who are empowered in preventing forest and land fires.Keywords: Forest and land fires, Empowerment, and Community.

Abstract

Governance is everything that is related to actions or behaviors that are direct, controlling or influencing public affairs. As stated in the Pekanbaru Mayor Regulation Number 48 of 2016 concerning Management of Garbage / Cleaning Service Retribution. Management activities in the form of collecting cleaning service fees for the mandatory retribution (community). The purpose of this research is to be able to know and analyze the governance of waste / cleaning service fees in Pekanbaru City and to determine the inhibiting factors in the governance of cleaning service fees in Pekanbaru City. This study used purposive sampling technique with qualitative research using a phenomenological approach and the required data, both primary and secondary data, were obtained through observation, interviews and documentation and then analyzed based on the research problem. The results of this study indicate that the management of cleaning service fees in Pekanbaru City has not been running optimally. Inhibiting factors in the governance of cleaning service fees are human resources, facilities and infrastructure, as well as the application of legal sanctions.Keywords: Governance, Retribution.

Abstract

The Kuantan Singingi Regency Government has issued a Regent Regulation regarding Additional Employee Income (TPP). They hope that the legal product can improve the performance and discipline of the state civil apparatus. This study aims to describe the effectiveness of TPP in supporting employee performance improvement at the Sentajo Raya District office, Kuantan Singingi Regency, Riau Province. We used Mitchell's theory in carrying out the study. According to Mitchell, there are five indicators in measuring employee performance improvement, including quality of work, promptness, initiative, capability, and communication. The research method uses a qualitative approach. The results showed that the TPP positively improved the performance and discipline of employees at the Sentajo Raya District office because the TPP encouraged a clear division of labor. In addition, organizational leaders implement a system of rewards and punishments. Employees who perform well get additional income through the TPP, while employees who perform poorly get a TPP deduction or even get no additional income at all.ABSTRAKPemerintah Kabupaten Kuantan Singingi telah menerbitkan Peraturan Bupati mengenai Tambahan Penghasilan Pegawai (TPP). Produk hukum tersebut diharapkan dapat meningkatkan kinerja dan disiplin aparatur sipil negara. Penelitian ini bertujuan untuk menggambarkan efektivitas TPP dalam mendukung peningkatan kinerja pegawai di kantor Kecamatan Sentajo Raya, Kabupaten Kuantan Singingi, Provinsi Riau. Para peneliti dalam melaksanakan penelitian menggunakan teori Mitchell di mana indikator kinerja diukur dari lima aspek yang terkait dengan kualitas kerja, ketepatan waktu, inisiatif, kemampuan, dan komunikasi. Metode penelitian menggunakan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa TPP secara positif meningkatkan kinerja dan disiplin pegawai di kantor Kecamatan Sentajo Raya karena TPP mendorong pembagian kerja yang jelas. Selain itu, pimpinan organisasi menerapkan sistem imbalan dan hukuman. Pegawai yang berkinerja baik memperoleh tambahan penghasilan melalui TPP, sedangkan pegawai yang berkinerja buruk memperoleh pemotongan TPP atau bahkan sama sekali tidak memperoleh tambahan penghasilan.

Abstract

Kuantan Singingi Regency is one of the regencies that has excellent tourism, namely the well-known track runway culture. Pacu Jalur cultural tourism is a canoe race that is competed in the Kuantan River every year in order to commemorate the Birthday of the Republic of Indonesia. This study aims to determine how the pathway tourism development strategy towards the National event in Kuantan Singingi Regency. Then, to find out the inhibiting factors in tourism development, drive the path to the National event. The location of this research was conducted in Kuantan Singingi Regency, at the Department of Tourism and Culture of Kuantan Singingi Regency. Furthermore, data collection techniques are carried out by interviews, documentation and literature study. The result of this research is the tourism development strategy on the pathway to the national event in Kuantan Singingi Regency is still not optimal. this is caused by several factors such as lack of budget and human resources.Keywords: Strategy, Development, Pace Path

Abstract

Pandemi covid-19 telah mempengaruhi seluruh sektor-sektor kehidupan manusia, termasuk sektor pariwisata. Sektor pariwisata saat ini termasuk paling berdampak dengan adanya pandemi covid-19. Bahkan sudah banyak operator wisata dan tempat wisata yang tutup serta memberhentikan karyawannya, tak terkecuali objek wisata Pantai Selat Baru di Kabupaten Bengkalis. Meskipun beberapa objek wisata saat ini kembali buka, tetapi jumlah wisatawan yang berkunjung mengalami penurunan secara signifikan. Hal ini tentu membuat ekonomi menjadi sulit, masyarakat miskin dan penggangguran akan meningkat. Apalagi di pantai selat baru ini juga mengalami degradasi lingkungan karena adanya abrasi pantai. Tujuan penelitian ini untuk mencari faktor penentu dalam merumuskan strategi pengembangan wisata dengan menggunakan metode analisis prospektif. Hasil penelitian menunjukkan bahwa ada empat faktor penentu dalam merumuskan strategi yang perlu dilakukan untuk mengembangkan ekowisata Pantai Selat Baru, yaitu menciptakan lapangan kerja baru, meningkatkan kunjungan wisatawan, promosi wisata yang menyasar target pasar spesifik dan mitigasi bencana abrasi melaui kegiatan penanaman mangrove, pembangunan pemecah ombak dan turap.

Abstract

This research was carried out in Oktober – November 2019 at Jadirejo Village, Sukajadi Village, Umban Sari Village and Rumbai Bukit Village. The purpose of this study is to analyze the community’s understanding of green open space green as part of environmental management in Pekanbaru City, analyze people’s view about green open space to protect the environment and analyze the community’s assessment of green open space existence to protect the living environment. Research approach used is descriptive quantitative with proportional random sampling technique using a questionnaire as instrument. The data obtained were processed using the Skala Liker’s. The results of this study are the community perception about green open space in Pekanbaru City was considered good, the level of respondent’s understanding are good category, majority of respondent’s views are in high category, majority of respondent’s assessment of green open space are not good enough category, and the location of residence doesn’t affect to community’s perception of green open space.

Abstract

This paper analyzes the many problems caused by errors in peatland management in Riau Province. In the province which is the largest peat area on the island of Sumatra, there is a decline in the quality of peat swamp land caused by various interests, especially the exploitation of natural resources that considers the level of sustainability and sustainability. This study uses a policy analysis approach. The results of the study show that there is a lack of attention to the importance of peatlands in supporting sustainable development and that there is no institution that is given the responsibility for managing and protecting the existence of peatlands. Peatlands are heavily affected by various conflicts and overlapping policies. As a result, various forms of peatland management activities in Riau Province are still carried out by certain agencies with an inadequate level of understanding of conservation issues. In the case of clearing agricultural land or settlements on deep peatlands that do not pay attention to water and land conservation aspects, even though such areas must be protected

Abstract

Corruption crime in Indonesia is widespread in society, its development continues to increase from year to year. This increase occurred both in the number of cases and in the number of state financial losses as well as in terms of quality which were increasingly systematic and in scope that entered all aspects of people's lives. As a result, the title as one of the most corrupt countries in the world has become an unavoidable harsh reality for our nation. The government has tried to fight corruption in various ways. For example, by strengthening existing legal instruments and creating an institution to eradicate corruption. The KPK as an independent institution that specifically handles corruption has become a real effort to prevent and take action against corruption. But on the other hand, enforcement efforts require a lot of money. Not to mention if it is calculated from the impact on the life of society and the state.

Abstract

The purpose of this research is to analyze the relationship between consciousness,rules, organization, income, skills and means of participation of civil societyorganizations concerned with fire either partially or simultaneously and thenanalyze the relationship between the participation of civil society organizationsconcerned with fire prevention and control of forest fire in Pelalawan. The methodused was a survey method. Sources of data in this study were people who joined inthe concern groups contained fire in Pelalawan numbered 320 people in 16 groupsand set up as many as 175 samples (55%) by using proportional random samplingmethod. Techniques of data analysis using ordinal data with Spearman rankcorrelation formula. Based on the survey results revealed that there is a positive andsignificant factor awareness, rules, organization, income, skills and means ofparticipation of civil society organizations concerned with fire in Pelalawan, notethat the factor of skill / expertise is the biggest factor has a relationship with theparticipation of civil society organizations care fire that is 0.730 when comparedwith other factors; later also proved that there is a positive and significantrelationship awareness, rules, organization, income, skills and facilities togetherwith the participation of civil society organizations concerned fire in Pelalawan, themagnitude of the relationship for 0741. Proved that there is a positive relationshipand significant participation of civil society organizations concerned with fireprevention and control of forest fire in Pelalawan with Spearman rank correlationvalue of 0.800.
