Abstract

This research purpose is to analyze the “ Serving Quality of public Safety Center At Integrated Healthy Service, Healthy Dines Central Sulawesi Province. The writer use the service quality theory which stated by Zeithaml-Paraurman-Berry (1990).He stated that there are five (5) dimension to measure the service quality,they are tangables, reliability,responsiveness,assurance and empathy. The quality research in its method which brought out a descriptive data through an interview to a respondent. The research located in UPT. Of Public Safety Center At Integrated Healthy Service, Healthy Dines Central Sulawesi Province and also at user of PSC 119 house. There are 4 informants who gives the service and 3 informants who has its service, so there are 7 people totally. Interview,observation and documentation are used for its data collection. Then, The results of the research show that the quality of Public Safety Center services at the Integrated Safety Service Center of the Central Sulawesi Provincial Health Service from the tangible dimension is not good where the facilities and infrastructure supporting PSC 119 in providing services are not adequate, the responsiveness dimension is also not good where there are still service users who say that the officers slow in responding to service users, while the dimensions of Reliability, Assurance and Empathy are good

Abstract

This research aims to analyze SWOT as a strategy for organizational development in Morowali Regency. This research uses a combined approach between qualitative methods to gain a comprehensive understanding of the SWOT factors that influence organizations. Purposive sampling technique was used to determine informants, involving government officials, organizational members, stakeholders and related experts who have in-depth knowledge of Morowali Regency. Data collection was carried out through direct observation, interviews and document study. The data collected includes the opinions, views, experiences of informants, as well as numerical data related to the organization and SWOT factors. Data analysis was carried out using the SWOT analysis method which identifies and analyzes the strengths, weaknesses, opportunities and threats faced by Morowali Regency. The results of the SWOT analysis will provide a comprehensive picture of the current situation and become the basis for formulating organizational development strategies that are appropriate to the conditions of Morowali Regency. It is hoped that this research can contribute to strengthening organizational development and improving the performance of Morowali Regency in achieving its strategic goals.

Abstract

Salah satu upaya pemerintah untuk meningkatkan efisiensi dan efektivitas layanan publik, khususnya dalam pengurusan e-KTP digital, adalah pengembangan layanan e-KTP digital di Kecamatan Mantikulore. Penelitian ini dilakukan secara kualitatif, menggunakan wawancara dan pengumpulan data. Dokumentasi dan wawancara mendalam digunakan untuk mengumpulkan data. Studi menunjukkan bahwa masyarakat lebih puas dengan layanan administrasi kependudukan setelah menerapkan e-KTP digital di Kecamatan Mantikulore. Inovasi ini dibantu oleh kesiapan teknologi, pelatihan karyawan, dan sosialisasi. Namun, beberapa hambatan yang ditemukan dalam penelitian ini termasuk keterbatasan akses internet dan kurangnya pemahaman masyarakat tentang penggunaan e-KTP digital. Penelitian ini diharapkan dapat menjadi referensi bagi pemerintah dalam mengimplementasikan inovasi pelayanan publik berbasis digital.

Abstract

Nurlela Sadu, Stambuk Number B102 22 092, with the research title, Quality of Service at the Academic Bureau of Student Affairs and Planning of Tadulako University. Guided by Abdul Rivai as the main supervisor and Muh Nawawi as the co-supervisor.This study aims to determine the Quality of at the Academic Bureau of Student Affairs and Planning of Tadulako University. This study used a descriptive method with qualitative data. The research location is at the Office of the Academic Bureau of Student Affairs and Planning (BAKP) of Tadulako University. Data obtained from observations, interviews and documentation. The data analysis used is the analysis of Miles and Huberman's data in Herdiansyah (2015) with four stages, namely data collection, data reduction, data display, and conclusions. The theory used in this study is the theory of Parasuraman et all., (1988) by looking at five perspectives, namely Reliability (reliability), Responsiveness (responsiveness), assurance (assurance), Empathy (empathy), and Real Evidence (tangible).The results showed that of the five aspects of service quality used in this study, namely reliability, assurance, empathy, and tangible evidence, had been carried out by the Academic Bureau of Student Affairs and Planning (BAKP) of Tadulako University. Although there are still aspects that need to be developed, namely responsiveness, especially the speed of the Academic Bureau of Student Affairs and Planning (BAKP) in responding to questions and information needs needed by students through social media.

Abstract

Pemilihan Umum (Pemilu) dan Pemilihan Kepala Daerah (Pilkada) merupakan inti dari demokrasi yang mengukuhkan kedaulatan rakyat. Implementasi kebijakan sosialisasi, pendidikan pemilih, dan partisipasi masyarakat oleh Komisi Pemilihan Umum (KPU) Kota Palu pada Pemilihan Walikota dan Wakil Walikota Palu Tahun 2020 menjadi fokus penelitian ini. Penelitian ini bertujuan untuk mengungkap bagaimana implementasi kebijakan tersebut berdasarkan konsep implementasi kebijakan Marilee S. Grindle yang mempertimbangkan aspek "content" (isi) dan "context" (kondisi lingkungan). Metode penelitian yang digunakan adalah kualitatif dengan pendekatan deskriptif. Data primer diperoleh melalui wawancara mendalam dengan berbagai pihak terkait di KPU Kota Palu dan data sekunder dari dokumen dan arsip terkait. Analisis data dilakukan dengan teknik pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa meskipun KPU Kota Palu telah melakukan upaya maksimal dalam sosialisasi dan pendidikan pemilih, partisipasi masyarakat dalam pemilihan hanya mencapai 63,06%, yang menunjukkan adanya tantangan dalam implementasi kebijakan tersebut. Faktor seperti pandemi COVID-19, alokasi sumber daya yang terbatas, dan keberagaman karakteristik masyarakat setempat mempengaruhi proses sosialisasi dan partisipasi. Kesimpulannya, implementasi kebijakan sosialisasi, pendidikan pemilih, dan partisipasi masyarakat memerlukan perhatian lebih terhadap koordinasi lintas instansi, peningkatan akses teknologi informasi, dan strategi yang lebih inklusif untuk meningkatkan efektivitasnya di masa depan.

Abstract

his study aims to determine the effectiveness of the implementation of the Program for the Elimination of Administrative Sanctions for Motor Vehicle Tax Fines in the Technical Implementation Unit of Samsat Palu. This study uses a method with descriptive qualitative data. The data obtained in this study are from the results of observations, interviews, and documentation. The data analysis methods are Data Collection, Data Condensation, Data Presentation, and Conclusion/Verification Drawn. The results of this study showthat the Effectiveness of the Implementation of the Program for the Elimination of Administrative Sanctions for Motor Vehicle Tax Fines at the Technical Implementation Unit of Samsat Palu has not been carried out effectively, this is due to the lack of achievement of the effectiveness indicators used in this study, based on the Achievement of Objectives indicator seen from the first aspect, namely, the Realization of Tax Revenue Targets has not been effective judging from the achievements of the three-year realization presentation last. Furthermore, based on the Integration indicator, it is seen from the first aspect, namely Coordination. From the results of the study, it is known that from the aspect of coordination internally and externally, it has not been effective. Second, Socialization. As for those related to the implementation of socialization with taxpayers, it has been carried out effectively. Adaptation indicators, seen from the aspect of Tax Collection Apparatus Resources, are inadequate. Second, Tax Collection Facilities, especially those related to the System Application, have not been optimized so that the management of tax revenue data and information has not been effective. Similarly, field operational support facilities have not been available as needed, the Third Tax Collection Mechanism, where it is known that at the time of the Elimination of Motor Vehicle Tax Fines and the exemption of Motor Vehicle Name Return Duty for the management of UPTB Region I Palu tax collection is not optimal because it does not have a Standard Operating Procedure (SOP) set and still uses SOPs as usual as regulated in regulations

Abstract

This research aims to analyze the implementation of non-communicable disease (PTM) prevention policies at the Sangurara Community Health Center, Palu City. Descriptive qualitative methods are used to explain the implementation of integrated PTM services with a focus on communication, resources, disposition and bureaucratic structure. The research location at the Sangurara Community Health Center was chosen because it will become a training center related to PTM after 2022. Data was obtained through in-depth interviews, field observations and documentation. The research results show that communication still faces obstacles in disseminating policies to the public. Human resources and physical facilities at the Sangurara Community Health Center are considered inadequate, while the disposition of the management and health workers is quite good. The bureaucratic structure shows the existence of SOPs and coordination, although attention needs to be paid to internal communication between units. In conclusion, the implementation of the PTM policy at the Sangurara Community Health Center is going well with obstacles, especially communication and resources. This research provides insight into increasing the effectiveness of PTM policy implementation.

Abstract

This study aims to explore and analyze the effectiveness of office management systems in Poso Kota District, focusing on goal achievement, departmental integration, and adaptation to change. Using a qualitative descriptive approach, the study describes, analyzes, and interprets current conditions in Poso District, Poso Regency. The research was conducted over one fiscal year using primary data from in-depth interviews and systematic observations, as well as secondary data from literature and official documents. Informants were selected purposively based on their understanding of the phenomenon under study. The research instruments included interview guidelines and the researcher as the main instrument. Data analysis followed an interactive model, encompassing data collection, condensation, presentation, verification, and conclusion drawing. Findings indicate that despite structured steps to manage policy and technological changes, the office management system faces significant challenges in achieving administrative efficiency, optimal public service, effective integration between departments, and adaptation to a dynamic work environment. In terms of the three main dimensions—goal achievement, integration, and adaptation—the office management system in Poso Kota District still requires improvements in internal communication, enhanced use of information technology, and staff training to optimize operations and organizational responsiveness.

Abstract

This study aims to explore and understand the dynamics of community participation in the village development planning process (Musrenbangdes) in Tambayoli Village, Soyo Jaya District, North Morowali Regency. Using a qualitative approach, data were collected through purposive sampling, open data collection methods, and analysis of both textual and visual materials. The primary methods of data collection included participatory observation, in-depth interviews, and document review. The findings reveal that, although some awareness of Musrenbangdes has been achieved through existing announcement systems, the overall effectiveness of community participation remains limited. Many residents perceive the process as a formality, with decisions dominated by specific stakeholders, leading to low levels of trust and engagement. The study identifies significant barriers to active participation, such as inadequate information dissemination, lack of transparency, and limited involvement in both the implementation and benefit-sharing of development projects. The research suggests that for Musrenbangdes to be more effective, there needs to be a concerted effort to enhance transparency, ensure equitable information distribution, and create a more inclusive participatory framework. These findings have implications for improving governance and promoting sustainable development at the village level.
