Abstract

The volume of waste from the people of Jakarta reaches 7,500 tons every day, 14% or 1,000 tons are single-use plastic waste. It is estimated that every day there are 650-800 thousand pieces of plastic bags entering the Bantargebang TPST. What needs to be worried about the massive use of plastic shopping bags, plastic shopping bags made from plastic (polyolefin or polyvinyl chloride) can be a threat to humans and the earth, in this case plastic shopping bags take 10 to 20 years to decompose, even taking up to hundreds of years to decompose completely. This study uses a qualitative method with a descriptive approach using the policy implementation theory from Grindle (1980) with primary and secondary data sources. Data collection techniques are carried out through interviews, observations and documentation, data analysis techniques used are data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta has been running well in the dimension of the policy context, but in the dimension of the content of the policy, namely the types of benefits that will be generated and resources that are still not optimal. Inhibiting factors for the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta, namely: limited socialization and communication, resistance from business actors, less than optimal supervision, lack of interest from business actors in providing environmentally friendly shopping bags. Efforts made to overcome obstacles to the implementation of the policy of mandatory use of environmentally friendly shopping bags in DKI Jakarta, namely: socialization and public education, support and incentives for traders and business actors, strengthening regulations and supervision, and affordable shopping bag alternatives.

Abstract

This study aims to analyze the effectiveness of the performance of Individual Other Service Providers (PJLP) in managing archives within the DKI Jakarta Provincial Government, focusing on five main agencies, namely the Library and Archives Service (Dispusip), Regional Asset Management Agency (BPAD), Regional Personnel Agency (BKD), Regional Financial Management Agency (BPKD), and the Public Works, Spatial Planning, and Land Agency (DCKTRP). The study uses a descriptive qualitative approach, with data collection techniques through in-depth interviews with structural officials and PJLP, as well as documentation studies. The theoretical framework used is the performance theory from Kasmir (2018) which includes six work criteria: quality, quantity, timeliness, cost efficiency, supervision, and work relationships. In addition, this study also uses a government science approach through the principle of good governance and the Kybernology theory from Taliziduhu Ndraha to understand the position of PJLP in the regional government bureaucracy system. The results of the study show that the performance of PJLP is considered quite effective in supporting archive management, especially in terms of quality and cost efficiency. Agencies such as Dispusip and BPKD noted the performance of PJLP which had minimal errors, was disciplined, and complied with SOPs. Work productivity was also high, with a clear daily workload and measurable reporting. In terms of cost efficiency, all agencies stated that the existence of PJLP was more efficient and safer than outsourcing. However, there are still significant challenges that affect overall effectiveness, such as the educational background of PJLP which is not yet appropriate, the annual contract status that does not guarantee sustainability, limited work facilities, the lack of ASN archivists as supervisors, and the absence of uniform standard operating procedures between agencies.

Abstract

This article aims to provide an overview to students of the importance of social interaction when online learning is implemented at Makassar State University. The method used in the preparation of this article is descriptive-qualitative with a purposive sampling approach based on certain criteria so that the data obtained is in accordance with existing facts until it is known that, in terms of education, the application of online learning reduces the educational function for students due to reduced interaction, which results in reduced student learning quality such as lack of understanding of learning materials, communication that can be interrupted due to the network, or more interested in online games than the learning material itself. And in terms of family, online learning is able to strengthen the relationship between parents and children so that they can understand each other because of the frequent interactions that occur.

Abstract

The problems studied in this research are regarding the practice of sharing cattle and livestock results in the community in Limpomajang sub-district, Majauleng sub-district, and Wajo Regency. The purpose of this research is to find out how profit-sharing contracts (mudharabah) are practiced in the community and to find out the perspective of Sharia economic law regarding the system used. In this research, the method used is field research with a normative approach; and the data analysis used is the Miles and Huberman model of data analysis. The informants in this research are people who keep cattle and who own cattle in Limpomajang Village. The results of the research show that in the practice of sharing cattle products from a Sharia economic law perspective in the community, there are no elements of gharar and dharar contained in this collaboration because the cooperation implemented is based on the principles of trust and kinship. The cattle owner (shahibul mal) bears the costs of medicine and rope, and the cattle breeder (mudharib) is responsible for looking after the cattle entrusted to him. The principles applied are based on the principles of trust and kinship as well as the pleasure of both parties. Apart from that, mutual trust and a spirit of mutual assistance are also the main foundations for the community to implement this kind of cooperation agreement.

Abstract

Law enforcement in Jakarta’s urban tourism industry faces complex challenges, ranging from licensing violations and labor exploitation to environmental degradation and weak tourism security oversight. This study aims to analyze the effectiveness of collaborative governance in tourism law enforcement through the interaction between state and community actors. The research design employs a qualitative approach, collecting data through semi-structured interviews with key stakeholders (Tourism Office, Civil Service Police Unit/Satpol PP, Police, Pokdarwis, and FKPM), field observations at strategic tourism locations in Jakarta, and analysis of policy documents and institutional reports. The analysis draws on the collaborative governance framework and is further enriched by the ASOCA strategy (Ability, Strength, Opportunities, Culture, Agility) to evaluate inter-agency collaborative capacity. The findings indicate that inter-agency forums, digital reporting, joint operations, and community legal education have improved supervision effectiveness and fostered public ownership of tourism regulations. However, these efforts remain limited by regulatory fragmentation, resource disparities, weak coordination SOPs, and bureaucratic resistance to community participation. The study’s original contribution lies in the application of the ASOCA strategy as an institutional analytical tool in the context of urban tourism governance—a methodological innovation that broadens the understanding of plural policing and community-based law enforcement. This study recommends institutionalizing cross-actor task forces, introducing performance-based participatory incentives, and strengthening digital reporting systems as action plans to develop a responsive, collaborative, and sustainable tourism governance framework.

Abstract

The ability to write scientific papers that adhere to academic standards is an important skill for students, especially those in the Economics Education Study Program. One of the common challenges faced by students is the proper management of references and citations. To address this issue, a training program was conducted on the use of the Zotero application as reference management software. The service activities were carried out thru lectures, discussions, and hands-on practice, attended by students from the Economics Education program at the Faculty of Teacher Training and Education, Halu Oleo University. The training results show that participants were able to understand the basics of reference management, install and integrate Zotero with Microsoft Word, import references from various sources, and generate automatic citations and bibliographies according to APA style. Although there were some technical constraints, such as difficulty installing the plugin in Word and fixing metadata, these constraints were overcome thru direct guidance. Overall, this training successfully improved students' ability to manage references effectively, efficiently, and in accordance with academic standards.

Abstract

Program Kuliah Kerja Nyata Membangun Desa Merdeka Belajar Kampus Merdeka (KKN-MD MBKM) Universitas Halu Oleo bertujuan untuk meningkatkan keterlibatan mahasiswa dalam pembangunan desa melalui penerapan ilmu dan keterampilan yang telah diperoleh di perguruan tinggi. Penelitian ini mengkaji implementasi program KKN-MD MBKM di Desa Arongo, Kecamatan Landono, Kabupaten Konawe Selatan, dengan fokus pada transformasi budaya, pendidikan, ekonomi, dan pertanian. Metode pelaksanaan program meliputi survei lapangan, penyusunan program kerja, pelaksanaan kegiatan, serta penyusunan laporan. Hasil kegiatan menunjukkan bahwa mahasiswa berperan aktif dalam mengembangkan berbagai aspek desa, seperti peningkatan kualitas pendidikan melalui kegiatan mengajar di SMA Negeri 11 Konawe Selatan, pemberdayaan seni dan budaya melalui pelatihan sanggar seni, serta penguatan sektor ekonomi dan pertanian melalui pembuatan kebun kolektif dan pelatihan penyusunan pembukuan koperasi. Kegiatan ini memberikan dampak positif bagi masyarakat Desa Arongo, meningkatkan kesadaran akan pentingnya pendidikan, ekonomi berbasis komunitas, serta budaya gotong royong dalam pengelolaan sumber daya desa. Sementara itu, mahasiswa mendapatkan pengalaman nyata dalam menghadapi permasalahan sosial dan ekonomi di desa, serta mengasah keterampilan kepemimpinan dan kerja sama lintas disiplin. Dengan demikian, program KKN-MD MBKM tidak hanya memberikan manfaat bagi masyarakat desa, tetapi juga menjadi sarana efektif dalam mempersiapkan mahasiswa sebagai agen perubahan yang siap menghadapi tantangan di masa depan.
