Abstract

Pada penelitian ini, peneliti melakukan observasi pada Kantor kesbangpol Kota Gunungsitoli dengan menemukan identifikasi masalah permasalahan yang terjadi Kantor Kesatuan Bangsa Dan Politik Kota Gunungsitoli, peneliti menemukan masih kurangnya manajemen talenta pegawai dalam memfasilitasi pembinaan pada organisasi kemasyarakatan di Kota Gunungsitoli. Tujuan penelitian ini adalah untuk mengetahui bagaimana menerapkan pentingnya talenta Aparatur Sipil Negara dan untuk mengetahui bagaimana faktor-faktor untuk mendukung kinerja pegawai di Kantor Kesatuan Bangsa Dan Politik Kota Gunungsitoli. Metode peneltian menggunakan metode kualitatif dan teknik pengumpulan data dengan cara observasi, dokumentasi dan penelitian. Hasil penelitian ini mengungkapkan bahwa talenta Aparatur Sipil Negara (ASN) di Kantor Kesatuan Bangsa dan Politik (Kesbangpol) Kota Gunungsitoli sangat penting dan melibatkan serangkaian langkah strategis. Proses ini mencakup identifikasi dan pengembangan talenta melalui program yang bertujuan meningkatkan keterampilan dan kompetensi pegawai potensial, serta implementasi manajemen talenta berdasarkan prinsip merit untuk memastikan keobjektifan dalam seleksi, penilaian, dan promosi. Serta sangat dibutuhkan komunikasi efektif, pengembangan keterampilan, tujuan yang jelas, umpan balik konstruktif, keseimbangan kerja-hidup, motivasi dan pengakuan, pemimpin yang mendukung, serta fasilitas yang nyaman dan lingkungan kerja yang positif, semuanya berperan penting dalam menciptakan lingkungan kerja yang produktif dan memotivasi pegawai untuk mencapai tujuan organisasi. Dengan memperhatikan aspek-aspek ini, organisasi dapat memastikan kesejahteraan dan kinerja optimal dari anggota timnya.

Abstract

This research aims to analyze customer resistance to the internet network tariff policy at Plasa Telkom Gunungsitoli, focusing on the inconsistency of tariffs applied by PT Telekomunikasi Indonesia. Using a descriptive qualitative approach, this study collected primary data through direct interviews and secondary data from documentation, and analyzed the data using the Miles and Huberman model. The results show customer dissatisfaction with tariff inconsistency and service quality that does not match the price paid, leading to customer resistance. The findings also highlight the importance of transparency, improved service quality, and responsiveness to complaints in maintaining customer trust and satisfaction. In addition, incentivizing loyal customers and effective information management are important strategies in overcoming customer resistance. In conclusion, to deal with customer resistance, PT Telekomunikasi Indonesia needs to adopt a holistic approach that includes tariff policy transparency, service quality improvement, and continuous policy evaluation. The implementation of this strategy will increase customer satisfaction and strengthen the company's reputation as a leading telecommunications service provider.

Abstract

The purpose of this research is to analyze the application of the Next Generation Social Welfare Information System (SIKS-NG) in Gunung Gabungan Village, Gomo Sub-district, South Nias Regency, and identify the obstacles faced in its use. The research method used is qualitative, with data collection techniques through observation, interviews, library research, and documentation. This research involved village officials and users of the SIKS-NG application as key informants. The results showed that although the SIKS-NG application has the potential to improve the efficiency of community data management, various obstacles such as the lack of understanding of village officials, limited infrastructure, and human resource capacity issues hinder the optimization of application use. Direct observations and interviews with informants revealed that intensive training and improved technological infrastructure are needed to support the implementation of this application. Further discussion shows the importance of collaboration between central and local governments as well as support from educational institutions in developing the capacity of village officials. This study concludes that the implementation of SIKS-NG in Gunung Gabungan Village requires a systematic and sustainable approach to overcome various obstacles, as well as to ensure the sustainability and effectiveness of the application in improving public services. Recommendations are given for the development of more comprehensive training and improved infrastructure to support optimal use of the application.
