Kemudahan informasi dan komunikasi telah membuat pergeseran pusat informasi dan komunikasi dimana semakin memudahkan orang mencari, membaca tanpa harus pergi ke perpustakan. Hal ini merupakan tantangan bagi Pepustakaan yang secara fisik masih diperlukan, dilestarikan dan dikembangkan sebagai jendela informasi dan pengetahuan. Ditingkat masyarakat sendiri terjadi pergeseran dari budaya membaca menjadi budaya menatap/menonton layar. Untuk itu diperlukan inovasi perpustakaan baik dari paradigma (perpustakaan secara fisik) maupun bentuk layanan. Sebagai upaya menggerakkan minat baca tersebut, Kabupaten Bantul mengeluarkan Perbub dimana salah satu pasalnya tentang “Pembudayaan Kegemaran Membaca” yang dilakukan melalui Keluarga, Satuan Pendidikan dan Komunitas Baca Masyarakat. Karang Taruna sebagai bagian dari keluarga dan komunitas merupakan kelompok strategis yang dapat dijadikan sebagai actor pembangunan desa/dusun. Karang Taruna juga di tingkat pemerintahan memiliki payung hukum yang bersifat lintas sektoral serta dapat dijadikan sebagai kawah candradimuka pemuda pemudi dalam mengaktualisasikan diri di desa/dusun. Aktualisasi Karang Taruna pernah dilaksanakan di Perpustakaan Jayari Serut palbapang Bantul namun mengalami stagnasi. Upaya menjawab persoalan dan kebutuhan di Perpustakaan Jayari dilakukan melalui membangun inovasi di perpustakaan dengan memfasilitasi WIFI, perangkat komputer dan sistem informasi perpustakaan.

The purpose of this research is to see the open selection mechanism in the government of Bantul district. Because the success of bureaucratic reform is a part of human resources within the government bureaucracy. Therefore it is necessary to have human resource management to realize a state of civil apparatus with integrity, professionalism and competence. In this study, researchers used qualitative approach methods. Where in the technique is done in-depth interviews to get information and gather other supporting documents on this research. Human resource management could be done by structuring employees through an open selection mechanism. The Government of Bantul District has conducted an open selection in structuring employees who are in their government. Because the open selection is considered a solution in the screening of the state civil apparatus. Moreover, the Bantul Government in the open selection process uses several stages including administration selection, competency tests, interviews, and paper presentations. With the existence of several stages carried out in the open selection process by the Bantul Government, it is expected to capture and create a state civil apparatus who are professional and competent in running of bureaucracy in the government. So the existence of the state civil apparatus competent then will be influenced in its performance.

Citizen Engagement to the Anti-Drug Campaign: the Case of Philippines Queenie Pearl V. Tomaro; Dyah Mutiarin

The study identifies mechanisms wherein Filipino students are able to engage in promoting a drug-free community and the efforts of the Philippine National Police to provide avenue for citizen engagement. Employing the Spectrum of Public Participation introduced by the International Association for Public Participation, the study investigates specific actions that the citizens would willingly partake in support of Duterte’s Drug War. From a sample of 194 students, the research was able to gather responses through close-ended self-reported questionnaire survey and from reports of the Philippine National Police. The study revealed that in all levels of the Public Participation Spectrum, the students are willing to be engaged with the Anti-Drug efforts. Also, efforts from the end of the Police were revealed to have not only be secluded in the inform level but has also reached the level of ‘empower’. Hence, the government of the Philippines must capitalize on these avenues to promote a sustainable and community-based Anti-Drug Campaign.

We currently live amid the rapid development of communication systems and the media's tightness, which makes everyone aware of any information conveyed. The coverage of lies or hoaxes is the focus of attention, especially in online media. Hoax is information that is engineered to cover up real information. Based on the Community Service Team's interviews and observations with partners, PCA members and administrators are acting as consumers of mass media, especially TV and internet media, namely WA, as daily information media. In its management activities, media literacy has never been carried out, even though media literacy needs an empowered and information literate society. Thus, Community Service will be carried out through this community service activity in the form of Empowerment of Aisyiyah Ngampilan Branches through Healthy Media Literacy. The method carried out by the community service team is workshops related to the importance of media literacy in dealing with hoaxes; media literacy assistance in dealing with hoaxes; digital-based "Tabayun on information to be smart as a media literate person"; making a guide book for Healthy Media Literacy; Smart As Media literate individuals face hoaxes"; providing facilities for the Aisyiyah Ngampilan Branch office that can be used to support management activities of the Aisyiyah Ngampilan Yogyakarta Branch. This Muhammadiyah-based community service is the increased ability of the board and members, especially related to healthy media literacy in dealing with hoaxes.

This research discuss about innovation “Keluar Bersama” in Danurejan Subdistrict Yogyakarta City. The research was carried out with the aim of finding out the implementation of the "Keluar Bersama" program in public service innovations. The problem in this study is that after the "Keluar Bersama" program there was still a significant difference between the ownership of Birth Certificates which reached 95%, while Child Identity Card only reached 62%. The creation of this innovation is the integration between 1 document and other documents, so there should be a similarity in the number of documents made. Thus, this study will look at the implementation of this "Keluar Bersama" innovation. The type of research used is mixed methods research, with data collection techniques using questionnaires, observation, and documentation. The results of this study are seen from implementation of innovation “Keluar Bersama” by the Danurejan Subdistrict society seen from Public Governance, the society responded positively, this was influenced by the society participation in innovation, the ease of accessing information was also facilitated. The Danurejan Subdistrict Government is quite transparent in providing services, and is also accountable in carrying out its duties. Whereas for the aspect of utilizing public services getting good value because the innovation “Keluar Bersama” is able to overcome population administration problems, the technology used in innovation is also easy to use by the society. In addition, the innovations “Keluar Bersama” also able to simplify, facilitate services, benefit to society, also increases service productivity and effectiveness.

Penelitian ini bertujuan untuk melihat bagaimana pengelolaan keuangan Desa dalam perspektif akuntabilitas di pemerintahan Desa Tanjung, Desa Teniga dan Desa Malaka. Bagaimana pengelolaan keuangan Desa dan apakah tepat sasaran pengelolaan keuangan Desa serta pertanggungjawaban pemerintahan Desa terhadap keuangan Desa. Metode yang digunakan adalah metode kualitatif dengan mendeskripsikan dan eksplorasi hasil dari analisis. Hasil penelitian menunjukan bahwa Desa Tanjung dalam pengelolaan keuangan Desa pada anggara tahun 2017 bisa dikatakan cukup baik dilihat dari hasil pertanggungjawaban dan penilian kecamatan dan BPMDES, Desa Teniga dalam pelaporan pertanggungjawaban anggran tahun 2017 dikatakan baik juga karena menempati posisi ke tiga di tingkat kecamatan tanjung, namun berbeda dengan Desa Malaka yang pengelolaan keuangan terjadi permasalahan dengan mengakibatkan keterlambatan pertanggungjawaban kepada intasnsi yang lebih tinggi, pertanggungjawaban secara administrasi bisa dikatakan baik namun pada tahap pelaksanaan pemerintah Desa masih mendapatkan banyak kritikan oleh masyrakat karena ketidakpuasan terhadap pembangunan infrastruktur yang cepat rusak sehingga menimbulkan banyak pertanyaan dari masyarakat Desa terkait akuntabilitas keuangan Desa.

Artikel ini bertujuan untuk menganalisis sejauh mana spending review berbasis Performance-Based Budgeting (PBB) terhadap APBD Kabupaten Sleman tahun 2017-2018. Selanjutnya, artikel ini menggunakan metode kualitatif yaitu untuk mengidentifikasi dan menafsirkan sebuah konteks terkait spending review yang perlu di identifikasi secara mendalam. Kemudian, perolahan data dilakukan melalui studi kajian literature (online dan offline). Sebagaimana penggunaan teknik analisis data dalam penelitian ini dilakukan dengan tahapan kodifikasi data, penyajian data dan hasil data penelitian. Hasil penelitin ini menunjukan bahwa kondisi anggaran belanja daerah Pemerintah Kabupaten Sleman Tahun 2017 dan 2018 mengalami kenaikan, namun ditinjau pada sektor anggaran belanja pegawai Pemerintah Kabupaten Sleman mengalami penurunan. Selanjutnya hasil review alokasi yang dilakukan terhadap realisasi anggaran belanja daerah terjadi penghematan anggaran belanja dari tahun 2017 ke 2018. Kemudian, untuk review tolak ukur dan kinerja melalui layanan kesehatan dan pendidikan menunjukan adanya peningkatan angka indeks pembangunan manusia. Lebih lanjut, Analisis Deviasi Kebutuhan menunjukkan dalam dua tahun anggaran Pemerintah Kabupaten Sleman yakni tahun 2017 dan 2018 memiliki tingkat rata-rata deviasi kebutuhan dengan alokasi anggaran belanja daerah sebesar (11,85%).Abstract: This article aims to analyze the extent of spending based on Performance-Based Budgeting (PBB) based Regional Expenditure Budget (APBD) of Sleman Regency in 2017-2018. Furthermore, this article uses a qualitative method to identify and interpret a context related to spending review that needs to be identified in depth. Therefore, data processing through literature studies (online and offline). As the use of data analysis techniques in this study carried out with the stages of data codification, data presentation and results of research data. The results of this research indicate that condition of regional expenditure budgets of the Sleman Regency Government in 2017 and 2018 has increased, but in terms of expenditure budget sector the Sleman Regency Government employees have decreased. Furthermore, the results of a review of the allocations made to the realization of the regional expenditure budget savings spending occurred from 2017 to 2018. In addition, for a review of benchmarks and performance through health and education services showed an increase in the index of human development. Moreover, the Need Deviation Analysis shows that in the two fiscal years the Sleman Regency Government, namely 2017 and 2018, has an average deviation of needs with a regional budget allocation of (11.85%).Keywords: Spending Review; Performance-based Budget; Regional Expenditure Budget; Sleman Regency

This study focuses on participation in the implementation and influence of community participation on the application of Smart Village in Village-Owned Enterprise. In the theory of community participation in the implementation phase, there are indicators to measure community participation, namely participation with energy, participation with money, participation with goods, and also participation with ideas. This research uses a quantitative approach with data collection, namely questionnaires and literature study. The population number of studies was 28141 people. The sample calculation results in this study were 100 respondents. The survey results are then processed using SmartPLS 3.0 software. The results show that of the four indicators of community participation mentioned above, two of them influence the development of Smart Village. At the same time, the other two do not affect the development of Smart Village. Indicators that influence the development of Smart Village are participation with energy and participation with goods. In other words, residents of Panggungharjo Village participated in the implementation of the Smart Village in Village-Owned Enterprise and donated some of the items needed to develop the Sustainable Village-Owned Enterprise Panggung Lestari. Whereas participation with money and participation with ideas do not influence the development of Smart Village. The recommendation in this study is that the village government or Village-Owned Enterprise managers can increase community participation in various ways such as involving the community directly in the management of Village-Owned Enterprise and providing space for the community to contribute actively to the form of physical participation

The BUMDes of Katon Margo Sembada is one of the BUMDes affected during the covid-19 pandemic. This impact can be seen from the decrease in income by 30%. This happens because so far BUMDES Katon Margo Sembada, still uses conventional methods in marketing. There is no website or social media related to the BUMDES business unit of Katon Margo Sembada, making this BUMDES undeveloped and unknown to many people. In addition, BUMDES Katon Margo Sembada also lacks human resources who can manage BUMDES well through the marketplace and digital marketing. Furthermore, this community service aims to aid BUMDES Katon Margo Sembada based on technology, information, and communication so that the managed business units can be known by the wider community. Through the community empowerment approach, this service is expected to change the existence of the community to be more independent, productive, and prosperous. Based on the results of the initial assessment of the problem, the team has aided in website creation, social media, mentoring and training in media, digital marketing, and marketplace. In addition, the team also initiated by establishing strategic collaboration between BUMDES Katon Margo Sembada and the Government Science Laboratory, University of Muhammadiyah Yogyakarta in the implementation of Information and Communication Technology-Based Management and Assistance.

Aisyiyah is a Muhammadiyah women’s organization and has a mission to fight for a true Islamic society. This study aims to determine how organizational communication is carried out by the Aisyiyah Ngampilan Branch Manager (PCA) to create a true Islamic society in Ngampilan Village, Yogyakarta. The method used in this study is the mix-method to measure the effectiveness of organizational communication carried out. The results of the quantitative data test with Standard Deviation 1.96 show that downward communication is 2.213, up is 2.321, horizontal is 2.7801, and interline is 2.8011, which has a positive and significant effect on Organizational Communication in realizing true Muslims. PCA Ngampilan realizes true Islam through various social, educational, and religious activities, Business Charities, giving compensation. In addition, PCA Ngampilan prioritizes the persuasive communication of Hablumminannas, which prioritizes good relations and helping others, so that the Aisyiyah Organization is more readily accepted in the community.
