Abstract

Tujuan dari tulisan ini adalah untuk mendeskripsikan tentang kondisi masyarakat adat Kokoda yang ada di Papua yang mana merupakan sangat terbelakang dibandingkan dengan suku-suku yang ada di sekitarnya, maka dengan kehadiran tim MBN yang bekerja sama beberapa stakeholder untuk melakukan pemberdayaan diharapkan mampu mengubah masyarakat yang dulunya terbelakang dan tertinggal menuju masyarakat yang mandiri dan sejahtera.Kampung Warmon yang dihuni oleh suku Kokoda merupakan komunitas adat yang bermukim dilingkungan komunitas pendatang (Jawa, Bugis dan Makassar), namun terjadi ketimpangan diantara mereka yang mana komunitas Kokoda sebagai OPA (Orang Asli Papua) justru tertinggal dan terbelakang dibandingkan komunitas pendatang yang telah sejahtera di semua sektor. Hasil survei yang dilakukan tim MBN menunjukkan bahwa kampung warmon dari segi pendidikan, kesehatan dan kehidupan sosial masih terbelakang tercatat dari 158 kepala keluarga belum memperoleh jaminan dan kepastian ruang hidup dan penghidupan. Mahardika Bakti Nusantara (MBN) sebagai Tim KKN yang didelegasikan Universitas Muhammadiyah Yogyakarta (UMY) sebgai tim pengabdi yang mengabdikan diri kepada masyarakat adat Kokoda yang berada di Kampung Warmon. Adapun prioritas yang perlu dikembangkan oleh tim MBN yaitu: a). Penguatan sektor pendidikan anak-anak dan pemuda, karena melalui pendidikan mereka memperoleh pengetahuan dan keterampilan. b). Pemberdayaan pengelolaan sumber daya lokal dengan tujuan masyarakat adat Kokoda mampu mengelolah sumber daya yang dilingkungannya. c). Pemeberdayaan sektor ekononomi melalui pengembangan UMKM dengan tujuan masyarakat lebih mandiri secara ekonomi. Metode pemberdayaan yang tepat diterapkan adalah pelatihan, pendidikan, dan pendampingan. Hasil dari pemberdayaan ini untuk sektor pendidikan yaitu anak-anak dan pemuda mulai menyadari pentingnya pendidikan yang mana 5 orang anak diantaranya memiliki tekan untuk melanjutkan pendidikannya di wilayah Jawa, sektor ekonomi yaitu mayarakat kokoda mulai melakukan usaha mikro sehingga harapannya masyarakat kokoda dapat mandiri secara ekonomi.

Abstract

The Kulon Progo Regency Government, Special Region of Yogyakarta, experienced a significant decrease in the number of employees from 2014 to 2019. This is due to the number of State Civil Apparatus who reached the retirement age limit and made outgoing mutations far more than the number of state civil apparatus received through the State Civil Apparatus Candidate recruitment route and mutations that entered the region. In fact, the number of Kulon Progo State Civil Apparatus is the lowest when compared to other districts in Yogyakarta. Therefore, this study aims to determine the institutional arrangement of the Kulon Progo regional apparatus and the factors that influence it. This research uses a qualitative descriptive method, namely by describing clearly and in depth the information obtained and then systematically compiling the findings of    the findings from the results of the study. Data, information, and research findings are then summarized in such a way as to provide conclusions related to the object of research.  The results show that the institutional arrangement of the regional apparatus of Kulon Progo Regency is fairly good. This is due to the existence of strong and clear regulations, the availability of qualified and competent human resources, and the bureaucratic reform measures that are being implemented. Nevertheless, there are still obstacles faced, namely constraints in providing guidance to functional positions.

Abstract

Artikel ini membahas tentang implikasi penerapan sistem e-voting dalam pemilihan kepala desa dalam konsep agile government di Kabupaten Sleman. Tujuan dari penelitian kali ini adalah mengukur kedalaman penggunaan sistem e-voting ini melalui pemilihan kepala desa ataupun lurah. Metodologi penelitian yang digunakan adalah dengan penelitian kualitatif berbasis narrative policy framework. Sumber yang didapat adalah data sekunder dari artikel jurnal, buku, policy brief, Undang-Undang, data rujukan dari Komisi Pemilihan Umum terkait dan kajian pemerintahan digital yang ada dari lembaga think tank untuk menunjang adanya pelaksanaan sistem e-voting. Selain itu, artikel ini memanfaatkan VOSViewers dalam pengolahan data agar lebih mudah dalam memetakan gap research dan posisi dari artikel yang dibahas. Hasil penelitian menunjukkan bahwa dalam pelaksanaan e-voting tentu banyak kalangan masyarakat khususnya lansia mengaku dimudahkan dalam pelaksanaan sistem e-voting ini dan dalam implementasinya akan menekan angka golongan putih yang ada. Namun sistem e-voting ini juga memiliki kerawanan dalam proses pelaksanaan karena sangat berpotensi untuk di hack oleh oknum yang tidak bertanggung jawab. Pemilihan e-voting di Sleman telah diikuti oleh 35 kelurahan dari 86 kelurahan yang ada di kabupaten sleman. Kedepanya pemerintah kabupaten sleman harus mensosialisasikan dan mengajak untuk semua kaluarahan menerapkan sistem e-voting

Abstract

Jogja Smart Service (JSS) is a digital-based public service innovation created by the Yogyakarta city government, the purpose of creating Jogja Smart Service (JSS) is to meet the needs of the public service sector to the citizens of Yogyakarta which was driven by the high number of Covid-19 cases in Yogyakarta at that time, this forced the city government to continue to provide services to the community even amid a pandemic. This research aims to test the theory of Agile Governance developed by Kruchten to innovate digital-based public services Jogja Smart Service (JSS). Researchers will test 3 indicators contained in the theory of Agile Governance against Jogja Smart Service (JSS), namely indicators: 1) Based on Quick Wins, which will assess Jogja Smart Service (JSS) in terms of speed and accuracy. 2) Systematic and Adaptive Approach, which will assess systematic and adaptive aspects. 3) Simple Design and Continuous Refinement which will assess the aspects of the ability of the Yogyakarta city government to develop Jogja Smart Service (JSS)

Abstract

Berkembangnya Ilmu Pengetahuan dan Teknologi, membawa perubahan besar dalam proses pemilihan lurah yakni menggunakan metode e-voting alat yang digunakan untuk pemungutan dan perhitungan suara dalam pemilihan lurah mengganti metode konvensional. Pemilihan lurah menggunakan metode e-voting telah diadaptasi di Kabupaten Sleman. Penting untuk menekankan bahwa implementasi e-voting harus bersifat dinamis. Tujuan dari kebijakan yang dinamis dalam e-voting adalah untuk memastikan adaptabilitas sistem dengan perkembangan teknologi, memperbarui keamanan dan efisiensi, serta meningkatkan partisipasi publik dalam proses pemilihan. Penelitian ini bertujuan untuk meneliti implementasi e-voting dalam pemilihan Lurah Kabupaten Sleman. Studi ini menginvestigasi penerapan Dynamic Governance dalam sistem e-voting pemilihan Lurah di Kabupaten Sleman. Metode yang digunakan pada penelitian ini adalah metode penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data menggunakan data primer diperoleh dari hasil wawancara dengan Kepala Bidang Pengembangan Kelembagaan dan Aparatur Kalurahan dan Sub-Koordinator Kelompok Substansi Aparatur Kalurahan Dinas Pemberdayaan Masyarakat dan Kalurahan Kabupaten Sleman, dan data sekunder diperoleh dari kumpulan artikel jurnal, studi kepustakaan lain berupa dokumen terkait penelitian. Hasil yang diperoleh dari indikator Think Ahead menunjukkan bahwa upaya DPMK mempersiapkan apa saja yang dibutuhkan dalam pengimplementasian e-voting. Hasil yang diperoleh dari indikator Think Again menunjukkan bahwa upaya DPMK Kabupaten Sleman dalam mengkaji ulang pengimplementasian e-voting dalam pemilihan lurah di Kabupaten Sleman. Hasil yang diperoleh dari indikator Think Across menunjukkan bahwa upaya DPMK Kabupaten Sleman dalam melakukan kolaborasi dengan Web Developer dalam pembuatan platform untuk e-voting.

Abstract

This paper was aimed to measure the integrityof public service at Kutai KartanegaraRegency, East Borneo Province, Indonesia.The public service integrity can be seen frommany perspective such as how the citizenssatisfied with the public services provided bythe government, how the public perception oncombating corruption, and how success thegovernment providing minimum servicestandard to the public at large. This threeforms of public service integrity was the mainfocuses of this research in Kutai Kartanegararegency. The phenomenon of public service inKutai Kartanegara Regency shown out of thetracks and missing to convey the importanceof public service values, characterized byuncertainty of charges, time, and procedures.The research used the quantitative methodsby scoring 3 indexes, which are the CitizenSatisfaction Index, Corruption PerceptionIndex, and Minimum Service Standard Index.This research used Non- probability Samplingmethod, also Judgment Sampling procedure,in the development and compilation of thecitizens satisfaction index. Abstract

This research aims to determine the level of readiness or maturity of Employment Data Interoperability in supporting One Employment Data at the Ministry and Regional Government Level. Analyzing the maturity level of E-government interoperability across organizations in the Central Government and Regional Government in the Management of One Employment Data, namely: Preparedness, Understanding, Command Style and Ethos. This type of research is a type of mix method between critical discourse analysis. The research results show that the Preparedness indicator with a percentage of NVivo 12 Plus analysis results is 20.00% with the implementation of strengthening the implementation of one employment data policy by coordinating between central and regional employment agencies which aims to unify perceptions between the Ministry of Manpower and the Department in charge of employment regarding data standards, metadata, and employment data reference codes. Understanding with a percentage of 27.00% is well implemented and can provide implementation references and guidelines for central and regional agencies in order to realize the availability of quality, easily accessible and shared Employment Data between central and regional agencies. Command style (24.00%) is committed to building coordination and consolidation in order to achieve data interoperability. Ethos (27.00%) by carrying out the revitalization of One Employment Data's network and data security devices and hashtags in the data interoperability process which indicates that information related to work, training and the labor market can be better integrated for analysis and decision making purposes which is more effective.

Abstract

This research aims to explore the practice of the Sustainable Livelihood Tourism Framework (SLTF) in post-disaster management in the Mount Merapi area, Sleman, Yogyakarta. The focus of SLTF achievement in this study encompasses ecological, economic, sociocultural, and institutional dimensions. Research on the SLTF has indeed become a significant focus in tourism studies. However, most of these studies are confined to a single research methodology, resulting in limited scope and a lack of comprehensive discussion.  This study used a mixed-method approach with an explanatory sequential design. The study found that tourism positively impacts the increase of economic activities in the community. However, on the ecological side, tourism presence degrades environmental quality due to issues such as carbon emissions, industrial waste, climate change, the greenhouse effect, illegal logging, and illegal mining. Furthermore, other policies were identified, such as mineral water mining permits that degrade the environment and the establishment of landfill sites in the Kaliurang area, which spoils the natural beauty. Tourism practices also have a negative impact on institutional aspects, as the community perceives government policies as too complex and not meeting their expectations. Lastly, in the socio-cultural aspect, tourism preserves traditional values, as tourists tend to respect them. This mixed-method approach underscores the need for balanced strategies that address environmental concerns while maximizing economic benefits, improving institutional involvement, and supporting socio-cultural enhancement.

Abstract

Nglanggeran Village has been recognised as a smart tourism destination and earned the "Best Tourism Village" title from the World Tourism Organization (UNWTO). This study delves into the analysis of collaborative governance within Nglanggeran Village, which has earned this esteemed recognition and explores tourism branding development through cross-sector efforts. Employing a qualitative research method with a case study approach focused on Nglanggeran Village, this research draws data from multiple sources, including mass media (10 sources related to the tourism branding of Nglanggeran Village) and the village's Twitter account. Data analysis is conducted using Computer-Assisted Data Analysis Software (CAQDS). The study applies branding theory, considering the following indicators: Product, Price, Place, and Promotion. The findings reveal that Nglanggeran Tourism Village's collaborative governance efforts have been fostered by the Tourism Awareness Group (Pokdarwis), which has forged partnerships with the Regional Government of Gunungkidul Regency, Special Region of Yogyakarta, and the Ministry of Tourism and Creative Economy. These collaborations involve mentoring and training to enhance tourism governance, focusing on aspects of natural, cultural, and educational tourism. Regarding tourism branding, mass media is pivotal in disseminating information about key tourism offerings, location coverage, and facilitating online ticket purchases. Furthermore, the @GunungApiPurba social media account collaborates with government entities to promote natural tourism, lodging packages, and various local food products, positioning itself as the central hub for branding while providing valuable information on access to the destination.
