Abstract

The COVID-19 pandemic has put great pressure on the tourism industry, such as a decrease in the arrival of domestic and foreign tourists, a decrease in the tourism business, and its derivatives. The dependence of tourists on technology and information has recently proven to be quite significant, especially in the covid-19 pandemic situation. Virtual Tour has recently been considered as an alternative but cannot replace the experience gained from direct tourism activities. The study used a systematic review analysis technique by taking data sources through the Scopus.com website page, by having a data search limit in the form of keywords such as: Virtual Tourism; Ecotourism; COVID-19, and the limitations of the research carried out are 2000-2020. Based on the search results on Scopus, with the keywords Tourism and Pandemic, there are 124 studies in question and are divided into three clusters, namely the Tourism industry, Country, and Loss clients. This study uses a literature review method by collecting data from Scopus. Sebumi.id as the subject of this research shows that virtual tours have advantages, namely the messages and meanings conveyed are more channeled to tourists. From the observation and directly experiencing the Virtual Experience package from Sebumi.id, it was found that Sebumi Virtual Experiences is audio, visual with 360 and VR materials specially made to provide environmentally friendly travel experiences and sustainable activities from home. Pandemi COVID-19 telah memberikan tekanan besar pada industri pariwisata, seperti penurunan kedatangan wisatawan domestik dan mancanegara, penurunan bisnis pariwisata, dan turunannya Ketergantungan wisatawan terhadap teknologi dan informasi belakangan ini terbukti cukup signifikan terutama pada situasi pandemi covid-19. Virtual Tour beberapa waktu belakangan ini dianggap sebagai alternatif namun tidak dapat menggantikan pengalaman yang di dapat dari kegiatan wisata secara langsung. Penelitian menggunakan Teknik analisis sistematika review dengan mengambil sumber data melalui laman website Scopus.com, dengan memiliki limit pencarian data berupa kata kunci seperti: Virtual Tourism; Ekowisata; COVID-19, dan Batasan penelitian yang dilakukan adalah tahun 2000-2020. Berdasarkan hasil pencarian di Scopus, dengan kata kunci Tourism dan Pandemic, terdapat 124 penelitian yang bersangkutan dan terbagi dari tiga cluster, yaitu cluster Tourism industry, Country, dan Loss. Penelitian ini menggunakan metode literature review dengan mengumpulkan data dari scopus. Sebumi.id sebagai subjek penelitian kali ini menunjukkan bahwa virtual tour memiliki kelebihan yaitu pesan dan makna yang disampaikan lebih tersalurkan kepada wisatawan. Dari hasil pengamatan dan merasakan langsung paket Virtual Experience dari Sebumi.id, didapatkan bahwa Sebumi Virtual Experiences adalah audio, visual dengan material 360 dan VR yang dibuat khusus untuk memberikan pengalaman perjalanan ramah lingkungan dan aktivitas berkelanjutan dari rumah

Abstract

The formalization of sharia (particularly regional regulations on sharia in Aceh) since 2001 up to 2019 had incorporated economic and political contents between local and national elites. Such condition was a result of local and national elite interests gaining political advantages wherein sharia was utilized as a tool by the elites to dominate civilians. Due to political interests, civilians became marginalized by sharia. The current article demonstrates that local and national political elites had used sharia for their political interests without considering the substantial purpose of sharia itself. Women, in particular, are disadvantaged by the various regulations (qanun) issued by wilayatul khisbah as the guardians of sharia in Aceh. The article also aims to show existing contradictions between the ideal aspirations of wilayatul khisbah and the actual practice of regional regulations pertaining to sharia on the ground, namely the involvement of political elites in advocating sharia, which has not made people become more religious but provoked them to resist in secret instead. Data in the article were acquired through literature study, field observations, and in-depth interviews with a number of informants[Formalisasi syariah Islam di Aceh melalui Peraturan Daerah (Qanun) sejak 2001 telah melibatkan kolaborasi ekonomi dan politik antara elit lokal dan nasional. Situasi tersebut menyebabkan kepentingan elit lokal dan nasional berebut keuntungan politis sebagai alat mendominasi warganya, sehingga menyebabkan kepentingan warga termarjinalisasi. Artikel ini membahas elit lokal dan nasional yang memanfaatkan syariat Islam untuk kepentingannya sendiri tanpa mempertimbangkan tujuan utamanya. Perempuan sering dirugikan oleh sejumlah aturan yang dikeluarkan oleh tim penegak syariat Islam (wilayatul khisbah). Artikel ini juga memperlihatkan kontradiksi antara  aspirasi ideal dan praktik di lapangan lembaga wilayatul khisbah yang mana keterlibatan elit politik dalam advokasi syariat Islam tidak mendorong lebih religius tetapi justru mendorong warga melawan diam-diam. Data artikel ini didapatkan dari studi literatur, observasi lapangan dan wawancara mendalam dengan sejumlah informan.]

Abstract

Tourism is one of the sectors most affected by the COVID-19 outbreak in in Kulon Progo regency. Efforts to restore tourism from COVID-19 must be comprehensive and sustainable. This article is intended to describe the new normal policy of COVID-19 on tourist destinations in Kulon Progo regency. This study uses a descriptive qualitative method analysis. The results revealed that the tourism sector during the pandemic and the new normal era must implement (1) health protocols for the tourist destinations by paying attention to cleanliness, health, safety, and environmental sustainability (CHSE) by providing hygiene facilities such as hand washing tools, soap, hand sanitizers, and temperature checks, (2) Applying ‘sambanggo’, (3) Limiting the number of visitors to prevent crowds and provide a safe distance to minimize spread, and (4) Tourist destinations are opened step by step.

Abstract

Public budgeting in the context of fiscal decentralization has many problems in Indonesia. The problems can be traced from its contributions to the development such as budget effectiveness, budget impact, budget efficiency, facing big corruption, and also on poverty reduction becomes a serious problem that must be resolved by the Government of Indonesia.  In the area of implementation, public hope that the National and Local budget can improve the welfare of society as a whole. In terms of spending, national spending quality has declined. The budget itself absorbs big portions budget for the personnel expenditure, while capital expenditure is very much limited. Personnel expenditure, capital expenditure, and Social expenditure reflect the Government understanding of the needs of the public at large.  From the perspective of budget policy, public expenditure in Indonesia has still weak in reflected the public needs. There are many interests to intervene budget process and configuration both politically and bureaucratically. The budget policy was not in line with democratic principles that public policy must be based on public consent. When it comes to public consent then should the public budget to accommodate the public interest-oriented public service for the welfare of the public.

Abstract

This article aims to examine the education budget policy allocated for inclusive education programs, wherein providing a budget is highlights. In this context, Yogyakarta City government is submit because of its embracement unto inclusive budget post for education. This paper used a qualitative approach with document-analysis method to analyze the inclusive education budgets from 2017 to 2019. The research findings are; first, the budget allocation for inclusive education is considering to be minimal when compared to other program budget posts. In 2017, budget allocation was only 1.02%, in 2018 amounted to 1.05%, and in 2019 1.19% of six programs set out in the educational development program objectives. Second, a critical review of the budget and realization of 2017 to 2019 inclusive education program has found to be not optimal absorbed as desired achievement targets. Even so, the evaluation of budget absorption includes in the high category on performance appraisal. Third, the number of inclusive schools and the percentage of teachers according to qualifications from 2017 to 2019 has been increasing. Fourth, the budget for the education development program in 2017 to 2019 has declined. Nevertheless, more importantly, the budget heading for inclusive management education in 2017 and 2019 has increased. Therefore, this has proven that the Yogyakarta City government has committed to realize inclusive education and deserves to establish as a region that cares about inclusive education.

Abstract

Penelitian ini berupaya memahami proses dari sistem penganggaran di Indonesia melalui perspektif teori New Institusional dan Spending Review. New Institusional adalah penjelasan yang populer dan tegas untuk menjelaskan tindakan individu dan organisasi. Spending Review adalah metode untuk mengukur kualitas pengeluaran pemerintah dalam struktur Anggaran Pendapatan dan Belanja Aceh (APBA) Provinsi Aceh. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan tinjauan pustaka. Hasil penelitian ini pelaksanaan APBA di Provinsi Aceh pada Tahun Anggaran 2018 telah berjalan dengan baik. Tingginya penyerapan anggaran Dana Desa juga membuktikan bahwa sistem pelaporan sudah praktis dan mampu dipahami aparatur desa di Provinsi Aceh. Hal ini mengindikasikan perbaikan pola penyerapan pada Tahun Anggaran 2018 yang lebih matang dan terencana.

Abstract

This study aims to analyze the effectiveness of the implementation of the 2020 DIY Primary JPT open selection which was carried out during the Covid-19 Pandemic conditions and what factors affect the effectiveness of the selection implementation. This needs to be done considering that open selection through the merit system is one way to create qualified, competent and professional human resources to run the government and realize the country's goals. DIY is also an area with good value in the implementation of the merit system needs to maintain this value so that the implementation of open selection can still run well, so there need to be adjustments to the selection processes given the limitations of activities during the pandemic. Research is conducted using descriptive qualitative research methods and data obtained from interview results and documentation. The results showed that the implementation of the 2020 DIY Primary JPT Open Selection consisting of selection announcements, administrative selection, competency tests (assessment centers), paper writing, idea/interview tests, and announcements of final results has been effective by the implementation planning and also pays attention to the provisions and regulations related to the Covid-19 Pandemic. The effectiveness of the implementation of open selection is influenced by three main factors, namely transparency, accountability, and infrastructure and technology.

Abstract

From the end of 2019 up to 2022, Covid-19 has spread in Indonesia. The government also tries to handle; one of which is through the use of application-based information technology, namely PeduliLindungi. This application was launched to help preventing the spread of Covid-19 by sharing the data and information between people. Therefore, this study examines the public participation level in the use of PeduliLindungi application for handling Covid-19 (Yogyakarta Special Region) and finds out the role of PeduliLindungi application in dealing with the spread of Covid-19. The data used were from the primary data through administering the questionnaire and secondary data (including: journals, books, and official government websites). This study used 2 variables and 7 measurement indicators. The first variable focus on the public participation in the use of PeduliLindungi application, which measures 4 indicators, involving the identification of Covid-19 cases in the Special Region of Yogyakarta, the public understanding of the PeduliLindungi application, the ease of using the PeduliLindungi application and the public attitudes in using the PeduliLindungi application. Then, the second variable was about the application of (PeduliLindungi) in handling Covid-19 which focused on 3 indicators, namely the PeduliLindungi application and its features, the uses and benefits of the PeduliLindungi application, and the PeduliLindungi application as the socialization strategy. The results indicated that the public participation in the use of PeduliLindungi application was sufficient since this was related to the mandatory vaccination for the public although its use was still not optimal, but so far this application had been operated sufficiently and produced positive results for the government and the public, so until now Indonesia situation was getting better from covid-19. Moreover, the government should focus on their aims and highlight the point lines, so the people did not feel confused between one policy to another. Abstract

Perkembangan digitalisasi yang semakin pesat menghasilkan perubahan yang cepat terutama terkait informasi dan layanan publik seperti sistem informasi melalui website dan media sosial yang memberikan kemudahan dalam pelayanan dan peningkatan produktivitas, serta memajukan suatu desa di era digital. Permasalahan di Kalurahan Sendangarum yaitu pelayanan berbasis digital masih sangat kurang dikarenakan minimnya kompetensi masyarakat desa yang memahami tentang teknologi informasi serta kurangnya pelatihan dan pendampingan terkait pelayanan berbasis digital dan media sosial. Program Digitalisasi Kalurahan merupakan program pengabdian masyarakat yang dilaksanakan oleh Universitas Muhammadiyah bersama Dosen yang kompeten dengan tujuan utama yaitu untuk membawa perubahan dan kemajuan dalam pelayanan berbasis Kalurahan sebagai langkah peningkatan kompetensi serta kemajuan Kalurahan Sendangarum, Minggir, Sleman, Daerah Istimewa Yogyakarta. Metode yang digunakan yaitu pelatihan dan pendampingan pembuatan Badan Usaha Milik Desa (BUMDes), website, dan sosial media oleh tim pengabdian yang merupakan kerjasama antara dosen Universitas Muhammadiyah Yogyakarta dengan mahasiswa pada Kuliah Kerja Nyata (KKN) dari berbagai lintas jurusan. Hasil dari program kalurahan ini diantaranya yaitu terlaksananya dua klai pelatihan dengan mengusung tema: Pendampingan Optimalisasi Website dan Media Sosial Sebagai Layanan Berbasis Digital.

Abstract

Tujuan dari tulisan ini adalah untuk mendeskripsikan tentang kondisi masyarakat adat Kokoda yang ada di Papua yang mana merupakan sangat terbelakang dibandingkan dengan suku-suku yang ada di sekitarnya, maka dengan kehadiran tim MBN yang bekerja sama beberapa stakeholder untuk melakukan pemberdayaan diharapkan mampu mengubah masyarakat yang dulunya terbelakang dan tertinggal menuju masyarakat yang mandiri dan sejahtera.Kampung Warmon yang dihuni oleh suku Kokoda merupakan komunitas adat yang bermukim dilingkungan komunitas pendatang (Jawa, Bugis dan Makassar), namun terjadi ketimpangan diantara mereka yang mana komunitas Kokoda sebagai OPA (Orang Asli Papua) justru tertinggal dan terbelakang dibandingkan komunitas pendatang yang telah sejahtera di semua sektor. Hasil survei yang dilakukan tim MBN menunjukkan bahwa kampung warmon dari segi pendidikan, kesehatan dan kehidupan sosial masih terbelakang tercatat dari 158 kepala keluarga belum memperoleh jaminan dan kepastian ruang hidup dan penghidupan. Mahardika Bakti Nusantara (MBN) sebagai Tim KKN yang didelegasikan Universitas Muhammadiyah Yogyakarta (UMY) sebgai tim pengabdi yang mengabdikan diri kepada masyarakat adat Kokoda yang berada di Kampung Warmon. Adapun prioritas yang perlu dikembangkan oleh tim MBN yaitu: a). Penguatan sektor pendidikan anak-anak dan pemuda, karena melalui pendidikan mereka memperoleh pengetahuan dan keterampilan. b). Pemberdayaan pengelolaan sumber daya lokal dengan tujuan masyarakat adat Kokoda mampu mengelolah sumber daya yang dilingkungannya. c). Pemeberdayaan sektor ekononomi melalui pengembangan UMKM dengan tujuan masyarakat lebih mandiri secara ekonomi. Metode pemberdayaan yang tepat diterapkan adalah pelatihan, pendidikan, dan pendampingan. Hasil dari pemberdayaan ini untuk sektor pendidikan yaitu anak-anak dan pemuda mulai menyadari pentingnya pendidikan yang mana 5 orang anak diantaranya memiliki tekan untuk melanjutkan pendidikannya di wilayah Jawa, sektor ekonomi yaitu mayarakat kokoda mulai melakukan usaha mikro sehingga harapannya masyarakat kokoda dapat mandiri secara ekonomi.
