Abstract

Disaster management must be carried out in a structured manner, involving many parties or stakeholders, so that the government cannot be the sole actor. The problem formulation in this study is how to implement an effective government collaboration model. The objective of this study is to find the most ideal model of collaboration in disaster management in Ponorogo Regency. This study uses a descriptive qualitative method. The results of the study show that the practice of Collaborative Governance is key to the process of resolving disaster issues in Ponorogo. as seen from various collaborations that demonstrate the complexity of the actors involved, resulting in faster recovery and normalisation of community life after a disaster. In addition, the intensity of coordination and communication is an absolute requirement in the process of resolving disaster events. It should be remembered that prevention is paramount in disaster management, so prevention efforts need to be optimised. In this study, we have limitations, one of which is that the disaster management model is sometimes ineffective due to the involvement of many actors with different interests, which hinders the resolution of disaster events. Therefore, it is necessary to examine the roles of each actor in more depth.

Abstract

UMKM  terbukti memberikan kontribusi signifikan dalam mendorong pertumbuhan ekonomi, menciptakan lapangan kerja untuk mengurangi  pengangguran, dan mensosialisasikan manfaat pembangunan. Jumlah UMKM di Indonesia meningkat sangat pesat dan kini mampu menampung hampir 97,2% dari total angkatan kerja. Tantangan yang dihadapi pengusaha UMKM bermacam-macam. Hambatan tersebut berupa keterampilan, kompetensi, keahlian, manajemen talenta, kewirausahaan, pemasaran, keuangan, dan lainnya. Hal ini berdampak pada kurang maksimalnya penjualan para pelaku UMKM tersebut. Dampak dari lambatnya perkembangan bisnis inilah yang membuat kebanyakan pelaku bisnis di Ponorogo gulung tikar atau menghentikan kegiatan usaha mereka. Dalam mempertahankan usahanya, para pelaku UMKM Ponorogo sangat membutuhkan uluran tangan dari Pemerintah. Dari kondisi tersebut maka permasalahan yang dapat diangkat adalah Peran Dinas kebudayaan Pariwisata Pemuda dan Olahraga Dalam Mempromosikan UMKM Ponorogo. Penelitian ini bertujuan untuk mengetahui Peran Dinas kebudayaan Pariwisata Pemuda dan Olahraga Dalam Mempromosikan UMKM Ponorogo dengan studi penelitian UMKM Sambal Mumase dan UMKM Getuk Sugeng dalam event Pekan Kreatif Ponorogo. Jenis Penelitian ini peneliti menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik penentuan informan menggunakan purposive sampling. Dari hasil peneltian diperoleh data bahwa dengan adanya event Pekan Kreatif Ponorogo bisa membantu UMKM Ponorogo untuk mempromosikan produknya dan meningkatkan kualitas UMKM.

Abstract

Corruption is a serious problem that impacts national development and public trust. Universities have a strategic role in instilling anti-corruption values ​​through character education that teaches honesty, integrity, responsibility, and academic ethics. This research used a literature review method, analyzing various national and international scientific journals published between 2023 and 2025. The results indicate that internalizing anti-corruption values ​​can be achieved through the integration of anti-corruption education courses into the curriculum, support from campus policies, exemplary lecturers, and active student involvement. A healthy academic culture is a crucial factor in fostering honest and responsible behavior. The use of digital technology can also increase the effectiveness of anti-corruption learning. The implementation of this strategy is expected to produce a generation of students with integrity who are ready to become agents of change in corruption prevention.

Abstract

The rapid development of information and communication technology has fundamentally reshaped governance practices, particularly in how regional leaders communicate with the public. Digital leadership has emerged as a critical factor in enhancing transparency, public participation, and political legitimacy within regional government contexts. This study examines the role of digital leadership in regional governance through the lens of social media utilization, focusing on West Java Province, Indonesia. A library research method was employed, drawing on scientific journals, academic articles, national news sources, and relevant official social media platforms published within the past five years. Data were analyzed using a descriptive qualitative approach, with information organized thematically according to digital leadership practices, public communication strategies, and community interaction patterns. The findings reveal that social media platforms, particularly YouTube, Instagram, and TikTok, function as effective instruments of public communication, enabling rapid, transparent, and interactive dissemination of governance-related information. The digital leadership practices observed are characterized by a conversational communication style, direct engagement with community members, and the integration of local Sundanese cultural values into digital content. These practices strengthen emotional proximity between leaders and the public while building an image of responsive governance. The study also highlights that, although social media significantly enhances leadership legitimacy, its effectiveness depends on ethical and consistent use grounded in genuine governance performance.

Abstract

Cleanliness, comfort, and safety are essential factors that must be met to ensure a tourist destination is suitable for visitors. Sometimes, disasters become one of the causes of failed destination management, as they render the area unsafe and uncomfortable. Therefore, a mitigation plan is necessary in tourist areas, making the mapping of existing tourist attractions crucial for disaster planning efforts. Desa Biting, Badegan, Ponorogo is a village with 9 (nine) tourist destinations, most of which are natural tourist attractions that have the potential to cause disasters. Given this situation, the disaster management team from Muhammadiyah University of Ponorogo, in collaboration with the village authorities, conducted several activities to create a disaster risk map. The methods used include: 1) conducting focus group discussions (FGD) with all stakeholders to discuss disaster potential, 2) conducting disaster mapping by identifying disaster-prone areas, 3) establishing a disaster response task force by leveraging existing institutional frameworks, and 4) installing disaster maps in tourist areas. From these activities, three dominant potential hazards were identified, namely forest fires, landslides, and floods. Based on the mapping results, mitigation efforts can be carried out to complement the organisational structure and supporting infrastructure. We recommend conducting a study on institutional readiness in preparing for disasters.

Abstract

The village head asked for an extension of office for 9 years with 3 terms equal to a term of office of 27 years because for them a term of office of six years actually sharpened the competition between village head candidates. According to him, a nine-year term of office for village heads can reduce conflict in political competition in village head elections. Apart from the question of extending the term of office, village heads spoke out regarding village sovereignty. There are reasons for extending the term of office of the village head, one of which is to maximize village development. The reason is, the election of the village head causes polarization in the village to be quite prolonged. Therefore, it is better if the village head's term of office is extended to nine years. This research aims to analyze the dynamics of village heads' requests to extend their terms of office to 20 years or 3 terms. Discusses the background to the request to extend the position of village head, related laws, and suggestions for the government. This research uses qualitative methods, namely descriptive research and uses concrete data analysis. The position of village head has lasted more than 20 years, this is a deviation from the 1945 Constitution because it narrows democracy in the village. This also causes injustice in occupying leadership positions in village government and gives rise to exploitation of positions by certain people. The researcher advised the government to reject the proposal to extend the Village Head's term of office to 9 (nine) years and can be served for 3 (periods). The government should focus more on structuring village government in order to realize village development in order to improve the quality of life and welfare of village communities.

Abstract

The Ngebel District Government developed website technology in collaboration with Akedimis to advance the tourism potential sector towards the digital era. The purpose of this study is to describe the collaborative development of the dolanngebel.com website as tourism information on Ngebel's potential. The method used in this study is a qualitative method, the data used can be obtained from observation, in-depth interviews, and documentation. This website was developed to facilitate access for tourists to find Ngebel tourist information through social media. The results of this study in Collaborative Governance resulted in a strategy carried out by the Ngebel District government in collaboration with academics, namely inviting business people to be able to operate websites to increase tourist visitors and carry out promotions through social media regarding the development of the dolanngebel.com website to attract visiting tourists.

Abstract

Kenaikan tarif Pajak Pertambahan Nilai (PPN) dari 11% menjadi 12% sebagaimana diatur dalam Undang-Undang Nomor 7 Tahun 2021 tentang Harmonisasi Peraturan Perpajakan (UU HPP) bertujuan untuk meningkatkan penerimaan negara dalam rangka pembiayaan pembangunan nasional. Namun, kebijakan ini menimbulkan berbagai dampak ekonomi, terutama terhadap daya beli masyarakat dan konsumsi rumah tangga. Penelitian ini menggunakan pendekatan kualitatif melalui studi pustaka untuk menganalisis dampak kebijakan tersebut terhadap masyarakat daerah, sektor UMKM, serta stabilitas ekonomi nasional. Hasil kajian menunjukkan bahwa kenaikan PPN berpotensi meningkatkan harga barang dan jasa, menurunkan daya beli masyarakat berpenghasilan rendah, serta memperlebar kesenjangan ekonomi antara daerah dan perkotaan. Oleh karena itu, diperlukan kebijakan mitigasi seperti subsidi barang pokok, insentif untuk UMKM, penguatan infrastruktur distribusi, dan perlindungan sosial untuk mengurangi dampak negatif kebijakan ini. Dengan pendekatan kebijakan fiskal yang lebih inklusif dan responsif, diharapkan penerimaan negara dapat meningkat tanpa mengorbankan kesejahteraan masyarakat.

Abstract

Purpose of the article is to analyze the preservation of puppets “Krucil” andthe politic of powers happens in Tempuran village, Sawoo Sub-District,Ponorogo Regency. The method of the article is qualitative descriptive researchand it uses in-depth interview for collecting the data. The finding of the studyshow that; the preservation of the puppets “Krucil” held by the government ofTempuran village annually is by having performance in “BersihDesa”(annually societies’ activity for thanking to God after they get crop)activity. The performance of puppets “Krucil” in “Bersih Desa” activity toentertain the society have been doing since the village founded. The series ofevents of preservation of puppets “Krucil” are “Ruwatan” ritual conducted byevery (head of hamlet), “Brokohan” and recitation of holy Qur’an. While,politic of powers was conducted by including “Bersih Desa” activity andperformance of puppet “Krucil” to the village regulations. It was conducted bythe head of village in Tempuran District based on the strong of society’s myth.The societies believe that there will be crop failure and prolonged disaster if“Bersih Desa” activity don’t performance puppets “Krucil”.
