Abstract

The Lampung election supervisory body has performed its role effectively byprocessing these findings and reports. Although, in the process, only one criminal case reached a trial and was decided by the Court. The Lampung general election supervisory body has a number of obstacles faced in prosecuting 2019 Election violations. These include the inadequate role of the Integrated Law Enforcement Center (Gakkumdu). This is due to differences in backgrounds and good views between the General Election Supervisory Agency, the Police and the Attorney General's Office in observing cases of election violations. Another factor is Human Resources. Human resources owned by the General Election Supervisory Agency are still very few, coupled with the number of budgets and inadequate facilities. In the process, only one criminal case has reached trial and is decided by the Court. Abstract

The development of Islamic bonds (sukuk) has a great potential. Islamic bonds (sukuk) is an investment instrument which can be utilized by the government to build nation economy and create public welfare. In 2019, the total value of sukuk emissions amounted IDR 48,240.40 billion with an sukuk outstanding value of IDR 30,203.50 billion from a total of 145 corporate sukuk circulating on the Islamic capital market. The role of Islamic bonds (sukuk) for the government in increasingly important, especially as an alternative source of funding for the state budget. Of course, if national development in Indonesia uses sukuk, it will be better direct debt. At least, the orientation of the issuance of state Islamic bonds (sukuk) is based on three things: 1) infrastructure development, 2) labor-intensive sectors, 3) and, optimization of potential.

Abstract

The holding of Regional Head and Deputy Regional Head Elections, especially in Pesawaran Regency in 2020 in the midst of the Covid-19 pandemic disaster, threatens many people who abstain from voting. The lack of public participation has caused the number of voters that the Pesawaran Regency KPU wants to achieve to be proof that its performance is still lacking, the disappointment of some people towards the leaders, among other things, gave birth to an attitude of abstaining from voting in elections. The implementation of regional elections is of course the full authority of the Pesawaran Regency KPU, in the midst of the Covid-19 pandemic the Pesawaran Regency KPU must think of a strategy so that public participation in exercising their political rights does not have an impact on the number of abstentions. Socialization is important because the legal basis for holding general elections is always changing and developing, which results in changes to the holding of the general election itself. Theoretically, a rule will apply effectively if it is based on three philosophical validity, namely the ideal principle, juridical validity in the sense that the provisions are made by an authorized institution and sociologically enforceable if these rules can be binding and are recognized effectively by the community , this sociological validity certainly has something to do with the quantity of socialization carried out by officials who are authorized to the existing provisions.

Abstract

This community service aims to evaluate the impact of fermented cocoa fruit peel feed on the growth of Ettawa Crossbreed (PE) goats. The research was conducted using a completely randomized design involving 20 goats aged 6-12 months, divided into two groups: the first group was fed fermented cocoa fruit peel, while the control group received regular feed. During the experiment, weight gain, health quality, and feed intake of the goats were measured weekly. The results showed that goats fed with fermented cocoa fruit peel had an average weight gain of 119 g/day, significantly higher than the control group, which gained only 64 g/day. Health quality and feed intake also improved significantly. This study highlights that fermented cocoa fruit peel can serve as a nutritious and efficient feed alternative, benefiting goat growth and reducing waste from the cocoa industry. These findings are expected to support the development of sustainable agricultural practices.ABSTRAKPengabdian ini bertujuan untuk mengevaluasi dampak pemberian pakan kulit buah kakao fermentasi terhadap pertumbuhan kambing peranakan Ettawa (PE). Pengabdian dilakukan dengan menggunakan rancangan acak lengkap yang melibatkan 20 ekor kambing umur 6-12 bulan, dibagi menjadi dua kelompok: kelompok pertama diberi pakan kulit buah kakao fermentasi, sedangkan kelompok kontrol diberi pakan biasa. Selama masa percobaan, pertambahan berat badan, kualitas kesehatan, dan asupan pakan kambing diukur setiap minggu. Hasil Pengabdian menunjukkan bahwa kambing yang diberi pakan kulit buah kakao fermentasi memiliki pertambahan berat badan rata-rata 119 g/hari, jauh lebih tinggi dibandingkan kelompok kontrol yang hanya 64 g/hari. Kualitas kesehatan dan asupan pakan juga meningkat secara signifikan. Pengabdian ini menekankan bahwa pakan kulit buah kakao fermentasi dapat berfungsi sebagai alternatif pakan yang bergizi dan efisien, memberikan manfaat bagi pertumbuhan kambing dan mengurangi limbah dari industri kakao. Temuan ini diharapkan dapat mendukung pengembangan praktik pertanian berkelanjutan.

Abstract

Background: The implementation of concurrent elections in Indonesia represents a major political reform aimed at improving electoral efficiency and strengthening democratic governance. Despite these intentions, its application has generated ongoing debates regarding whether the system truly enhances democratic quality or instead introduces new challenges, such as increased electoral complexity and voter burden. Aims: This study aims to evaluate the concurrent election system and analyze its impact on democratic quality in Indonesia. Methods: This research adopts a quantitative approach by utilizing secondary data obtained from official election reports and democratic indicators. The analysis focuses on key dimensions of democratic quality, including voter participation, electoral competitiveness, and institutional performance. The data were examined using both descriptive and inferential statistical techniques to identify patterns and relationships between the implementation of concurrent elections and democratic outcomes. Result: The findings indicate that the implementation of concurrent elections tends to increase voter participation and improve administrative efficiency. However, the complexity of the electoral system also affects voters’ understanding and may influence the clarity of political representation as well as institutional effectiveness. Conclusion: Overall, the concurrent election system in Indonesia produces mixed effects on democratic quality. Therefore, policy adjustments and institutional strengthening are necessary to ensure that the system contributes more effectively to democratic consolidation.

Abstract

Background: The persistence of political oligarchy and dynastic power in Indonesia suggests that power tends to be concentrated within certain groups, even within a formally democratic system. This condition raises questions about the extent to which existing state theory remains relevant in explaining contemporary political realities. Aims: In response to this issue, this study aims to rethink state theory by examining its capacity to explain and address political oligarchy and dynastic power in Indonesia, while also identifying its theoretical limitations and exploring possible contextual reinterpretations. Methods: This study adopts a qualitative conceptual approach based on a critical review of the literature. It draws on key perspectives in political science, including state theory and elite theory, and engages with prior studies and documented political developments in Indonesia through a process of analytical synthesis. Result: The literature-based analysis indicates that conventional state theory does not fully capture the dynamics of concentrated power and the persistence of elite dominance across political generations. The presence of oligarchic structures and dynastic practices suggests that formal democratic institutions alone are insufficient to ensure an equitable distribution of power. These findings point to the need for a more context-sensitive understanding of the role and function of the state. Conclusion: Rethinking state theory offers a more grounded and contextually relevant framework for interpreting contemporary power relations in Indonesia. This study contributes to narrowing the gap between theoretical assumptions and political practice, and highlights the importance of integrating empirical realities into the analysis of the state in emerging democracies.
