Abstract

The purpose of the research is to describe and analyze the Village Government Strategy in Improving Village Development in the Era of Village Autonomy, what obstacles are experienced, and the efforts made by the Government in Improving Development in Mahakam Regency. This research is a qualitative research with a level of descriptive analysis, with data collection techniques using interviews, observations, and documentation. The data analysis technique in this study uses Miles and Huberman interactive data analysis techniques. The results of the study show that the Village Government Strategy in Efforts to Improve Village Development in Mahakam Regency is carried out with several steps, including development planning is carried out based on the musaywarah of the village development plan based on data from the lowest scope, namely the RT/RW environment based on Musrenbamg then outlined in the Village Development Work Plan. The implementation of development is carried out based on the Development Budget Plan, namely what priorities will be implemented, which are managed on a local scale through village self-management, village cooperation with third parties. The process of monitoring and evaluating development is carried out at the village and sub-district levels assisted by community institutions that check the list of activities listed in the Development Work Plan document stipulated in the Village Budget. The development supervision process is carried out through community institutions and community leaders. Obstacles in the development of villages in Mahakam Regency include, among others, the desired development has not been achieved, this is due to the difficulty of obtaining a budget. Efforts made include proposing a village Musrenbang next year, making a medium-term long-term development plan for a term of 5 years and including RKA and RKP.

Abstract

Disparities in energy access across Indonesia's underdeveloped, frontier, and outermost (3T) regions have long hindered equitable national development. In response, Pertamina launched the BBM Satu Harga program, aiming to equalize fuel prices and availability throughout these regions. This study explores the effectiveness of the program in achieving its intended goals. Employing a qualitative descriptive approach, the research utilizes in-depth interviews, field observations, and document analysis as primary data collection methods. Informants include Pertamina officials, BBM Satu Harga gas station operators, and community members residing in 3T areas. Data were analyzed using an interactive model, encompassing data condensation, data display, and conclusion drawing. The findings indicate that the BBM Satu Harga program significantly improved energy accessibility, reduced travel distances for fuel acquisition, and received generally positive evaluations from stakeholders. Operational challenges remain, particularly concerning logistical distribution and infrastructure maintenance in remote locations. Nonetheless, the program’s annual implementation targets were largely achieved, affirming its critical role in reducing energy disparities. It is concluded that the BBM Satu Harga program has been effective in fostering more equitable energy access within Indonesia’s most isolated regions. Future research should focus on long-term socioeconomic impacts of energy accessibility and explore strategies to optimize logistical support and infrastructure resilience in 3T regions.

Abstract

Tourism based on local culture in Madura Regency has great potential in supporting economic growth and cultural preservation. This study aims to analyze the impact of local culture-based tourism development on community welfare (SDGs Goal 8) and cultural sustainability (SDGs Goal 11). The method used is a qualitative descriptive approach with thematic data analysis from in-depth interviews, observations, and literature studies. The results of the study show that the development of tourism based on local culture creates new economic opportunities, such as an increase in employment of up to 20%, an increase in community income of 15%, and local participation of up to 40%. In addition, tourism also plays an important role in the preservation of cultural traditions, with an increase in the number of annual cultural festivals and the preservation of cultural sites by up to 15%. However, challenges such as low public education and the threat of modernization require a comprehensive management strategy. With collaboration between the government, the community, and business actors, the development of local culture-based tourism in Madura can continue to provide economic benefits while preserving cultural heritage. This research provides recommendations to strengthen community training, improve tourism promotion, and utilize digital technology in the preservation of local culture

Abstract

This research seeks to examine the function of the East Java Provincial Agency for National Unity and Politics (Bakesbangpol) in enhancing community organizations via wayang art, highlighting aspects of public policy and administration grounded in local wisdom. The study utilized a qualitative case study approach. Data were gathered via in-depth interviews, participatory observation, and examination of policy documents and activity reports. Data analysis involved reduction, visualization, and conclusion formulation to uncover consistent trends in policy execution. The results show that Bakesbangpol functions as a regulator, as well as a facilitator, mediator, and catalyst. Empowerment initiatives are executed by enhancing organizational capabilities, promoting cross-sector collaboration, digitizing wayang art, and incorporating cultural values into education and local policies. These initiatives have enhanced social unity, boosted youth involvement, encouraged the creative sector, and solidified East Java’s cultural identity. The research showcases a blended framework of public policy that merges contemporary governance with heritage principles, resulting in flexible and enduring results. The uniqueness of this study is in presenting wayang art as a tool for community empowerment and a public policy approach to tackle modern social, political, and cultural issues.

Abstract

This study aims to describe and analyze: Accountability of budget management of the Maybrat district secretariat and inhibiting factors of accountability of the budget management of the Maybrat district regional secretariat. The research is a qualitative descriptive analysis. The data analysis technique uses a technique developed by McNabb (2002), namely Grouping the data according to key constructs, identifying bases for interpretation, developing generalizations from the data, Testing Alternative interpretations and Forming and/or refining generalizable theory from case study. The results of the study show that the Budget Preparation Procedure of the Maybrat Regency Regional Secretariat is carried out by a budget team that is prepared and implemented for a period of one year. The stages of the budget preparation system start from the guidelines of the SEKDA Work Plan that has been determined using the mixed preparation method (Top Down and Bottom Up). The evaluation process of planning the operational cost budget at the Maybrat Regency Regional Secretariat begins with an evaluation of the budget preparation process schedule guided by Permendagri No. 13 of 2006 and Permendagri No. 59 of 2007. The implementation and administration of the budget at the Maybrat Regency Regional Secretariat is carried out by the Treasurer of the Maybrat Regency Regional Secretariat through recording by the treasurer using general cash books, tax assistant cash books and bank books. The evaluation of the budget financial statements refers to Permendagri No. 113 of 2014 where the Treasurer of the Maybrat Regency Regional Secretariat submits a report on the realization of the implementation of the Budget to the Regional Secretary in the form of a budget realization report. Obstacles Faced in the Accountability of Budget Management of the Maybrat Regency Regional Secretariat include the Low Quality of Human Resources. In addition, the lack of information system facilities related to the financial reporting system is rarely updated or updated.

Abstract

Fire is one of the serious threats that can disrupt the security, safety, and survival of the community, especially in areas with limited disaster management systems. Ngawi Regency as a developing area requires an effective fire management system to provide maximum protection to the community. This study aims to evaluate the effectiveness of the fire management program implemented by the Civil Service Police Unit and the Ngawi Regency Fire Department in improving community protection. This study uses a qualitative approach with a descriptive study type. Data were collected through in-depth interviews, participatory observation, and documentation. All data obtained were analyzed using the Miles and Huberman interactive analysis model, through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the program is not yet fully effective, characterized by planning that is less based on risk data, uneven implementation across regions, and low socialization and community participation. The conclusion of this study states that the success of the program is highly dependent on adaptive planning, equitable distribution of resources, and active community involvement. For further research, it is recommended to develop an integrated quantitative and qualitative indicator-based evaluation model, as well as a comparative study between regions to obtain a broader picture of best practices in fire management at the regional level.

Abstract

This research is a descriptive qualitative research, data collection techniques using interviews, observations, and documentation. The purpose of the study is to describe the role of the Manpower Office in the prevention of Manpower and to find out what obstacles are experienced by the Manpower Office in the context of preventing Illegal Labor in Sampang Regency. The research informant is the Head of the Office, Head of Placement and Expansion of TKI of the Sampang Regency Manpower and Transmigration Office. Data analysis uses an interactive model. The results of the study show that the Sampang Regency Government Manpower Office has a role as a regulator carried out through the provision of socialization and counseling to the community, providing supervision for normative issues to be handled. The role as a mediator is carried out by collecting data on prospective migrant workers who register themselves. The role as a facilitator is to respond to incoming reports and will later be handled according to existing procedures and regulations. The obstacles of the Manpower and Transmigration Office in the context of preventing Illegal Labor in Sampang Regency consist of Internal Obstacles related to the instability of this system as evidenced by the dual functions of BNP2TKI. Weak coordination between government agencies in charge of managing migrant workers. Weak supervision of PJTKI whose operational permits have expired. External obstacles include background, educational factors, knowledge/experience, condition of prospective kindergartens, low quality of human resources from prospective migrant workers

Abstract

This research examines the growth of SAMOTA tourism and the increase in income of small and medium enterprises (MSMEs). The author of this study used a qualitative descriptive data analysis method primarily to collect information about the tourist attractions used as research locations. Qualitative research is based on interpretive philosophy or postpositivism and is used to conduct research in natural conditions, where the researcher acts as the primary tool. The data is usually qualitative because it combines observation, interviews, and triangulated documentation. Data is analyzed inductively or qualitatively, and the results are the result of research. The research results show that tourism in the Samota region is experiencing development. The area on Sumbawa Island called SAMOTA has been designated a Biosphere Reserve by the UN and UNESCO. The tourism development process increases the number of visitors to the SAMOTA tourist area. That can increase income and encourage people to build new MSMEs to meet increasing visitor demand. Developments in the SAMOTA tourist area have tremendously impacted the MSME sector. Samota's tourism development helps make more money. MSME players are happy with the many events in Sumbawa because they benefit from them

Abstract

Digital Population Identity (DPI) is one of the application program innovations created by the Directorate General of Population, as DPI will be a replacement for physical Identity Card which will be carried out in a process or in stages. The aim of this research is to describe how effective the community's responsiveness is regarding the DPI application program as a form of Identity Card reprinting service. We also want to know what problems exist in this DPI application innovation when it is applied to the community. This is the goal as well as community support for the service. DPI. This research uses descriptive qualitative methods, data collection uses observation, and also in-depth interviews with the community. The results of this research show that not all people responded positively to the DPI application which was implemented as a reprinting requirement Identity Card so there is quite a lack of implementation of this DPI application innovation to the people of Pegirian Village because there are so many people who are classified as underprivileged and have low education so there is a lack of followingupdate The existing population and civil registration technology in Indonesia is quite realized and quite optimal, both in terms of the Service Operational Standards implemented by the City of Surabaya. This has resulted in a lack of conduciveness for the public in creating the latest application as one of the conditions for reprinting the Klampid New Generation (KNG) application as documentation for making DPI

Abstract

Stunting remains a significant health issue worldwide, particularly in developing countries like Indonesia. The Indonesian government has implemented various strategic nutrition programs to address stunting issues. Through strong collaboration among the government, communities, non-governmental organizations, and the private sector, efforts to reduce stunting are expected to proceed effectively and efficiently. This research uses scientific methods, specifically data collection and data analysis techniques, with a qualitative descriptive approach. The data collection methods include primary data, interviews, observations, and documentation. The results of the policy evaluation on stunting prevention through the "Bridal Class" program at the Family Learning Center (Puspaga) in Surabaya City show a reduction in stunting rates, which has positioned Surabaya as the city with the lowest stunting rate at the national level. Surabaya's government is also targeting Zero Stunting and Zero New Stunting by 2024. The study's findings indicate that the "Bridal Class" program has been successfully implemented in Keputih Village, Surabaya City, according to established procedures. This is evidenced by the ease of community participation in the "Bridal Class," offered through various methods, including online, offline, and hybrid formats. The stunting rate in Keputih Village, Surabaya City, has remained stable from January 2024 to October 2024, with continuous monitoring in place
