Abstract

Flooding is one of the most frequent hydrometeorological disasters in urban areas in Indonesia and causes significant social, economic, and humanitarian impacts (BNPB, 2024). Medan City, particularly the Kampung Lalang area in Medan Sunggal District, is an area that experiences repeated flooding due to high rainfall intensity and overflowing of the Deli, Babura, and Sunggal watersheds. Data from the Deli Serdang Regional Disaster Management Agency (BPBD) in November 2025 recorded 16 fatalities, 40,094 houses submerged, and 207,441 people affected by flooding and landslides in the Medan area. Meanwhile, the Medan City BPBD reported that 3,181 houses and 10,391 people were affected by flooding in October 2025 with no fatalities. In disaster situations, communication plays a strategic role as a means of coordination, conveying emergency processes, and raising public awareness of disaster management policies. The Medan City BPBD serves as a disaster communication command center that coordinates information between agencies, volunteers, and affected communities. This study aims to analyze the communication strategy of the Regional Disaster Management Agency (BPBD) in handling the flood disaster in Kampung Lalang, focusing on the role of communicators, coordination patterns, and obstacles in disseminating messages to the community. This study uses a qualitative descriptive approach through interviews, observations, and documentation studies. The results indicate that the effectiveness of the BPBD's communication strategy is influenced by the credibility of the communicators, the clarity of information flow, and synergy between agencies. However, challenges remain, such as low community risk literacy and the complexity of field conditions in flood-prone areas.

Abstract

This study examines how empathic interpersonal communication practiced by Family Assistance Teams (TPK) contributes to stunting prevention in Labuhanbatu Utara District, Indonesia. Using a qualitative case study design grounded in Interpersonal Communication Theory and the Communication for Development (C4D) approach, data were collected through in-depth interviews, participatory observation, and focus group discussions with TPK cadres, families at risk of stunting, and local policymakers. The findings demonstrate that empathic communication characterized by openness, responsiveness, and emotional sensitivity plays a critical role in fostering parental behavioral change related to child nutrition and health. Home visits, interpersonal dialogue, and the use of everyday language enhance families’ understanding and acceptance of healthy practices by strengthening trust and reducing resistance. However, the effectiveness of these practices is constrained by geographical barriers, social stigma, and limited communication training among cadres. This study’s main contribution lies in highlighting empathic interpersonal communication as a key behavioral-change mechanism within community-based stunting prevention, reinforcing C4D as a practical framework for advancing Indonesia’s zero-stunting agenda.

Abstract

Flood disasters in North Sumatra Province show an increasing trend, both in terms of the frequency of occurrences and the magnitude of their impacts, thereby necessitating adaptive and responsive crisis communication strategies that address community needs. In this context, Instagram has become an important medium for disseminating disaster-related information to the public. This study aims to analyze the role of Instagram in the dissemination of flood disaster information in North Sumatra through a case study of the official accounts @bpbdprovinsisumut and @infobmkgsumut, using the perspectives of contemporary communication theory, crisis communication theory, and agenda-setting theory. The research employs a descriptive qualitative approach with content analysis techniques applied to posts and user interactions during the disaster period. The findings indicate a complementary division of roles: the @infobmkgsumut account is more dominant in the pre-disaster phase by delivering early warning information based on meteorological data, while the @bpbdprovinsisumut account focuses on the emergency response and post-disaster phases through evacuation information and the coordination of aid. The use of visual elements such as infographics and field documentation has proven effective in simplifying technical messages so they are easily understood by the public. However, the communication pattern applied remains predominantly one-way and institutional in nature, with limited emphasis on empathy and the narratives of victims’ experiences. In addition, the management of two-way interactions in the comment sections has not been optimally utilized as a channel for reporting residents’ emergency conditions. This study concludes that Instagram has evolved into a dynamic social space in disaster management, yet strengthening human-centered message framing strategies is still necessary.

Abstract

This study aims to analyze the role of participatory communication among volunteers in managing disaster command posts for flood victims in Pengkolan Village, South Tapanuli, and to identify obstacles encountered in its implementation. The study uses a qualitative method with a case study approach. Data were obtained through semi-structured interviews, participant observation, and documentation of three volunteers directly involved in disaster command post management. The results show that participatory communication by volunteers plays an important role through the application of two-way dialogue, active community involvement, equality of roles, adaptation to the local context, and community empowerment in disaster command post management. The implementation of participatory communication still faces obstacles in the form of language and cultural differences, limited communication networks, and differences of opinion in emergency situations. The conclusion of this study confirms that adaptive and empathetic participatory communication can improve the effectiveness of disaster command post management and strengthen the participation and independence of the affected community.

Abstract

Penelitian ini bertujuan untuk menganalisis peran komunikasi partisipatoris relawan Muhammadiyah Disaster Management Center (MDMC) Sumatera Utara dalam fase tanggap darurat bencana banjir di Kecamatan Batang Toru, Kabupaten Tapanuli Selatan tahun 2025, serta mengidentifikasi hambatan yang dihadapi dalam pelaksanaannya. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara semi-terstruktur dengan relawan dan koordinator MDMC, observasi non-partisipan di posko utama MDMC Sumatera Utara, serta studi dokumentasi berupa laporan situasi dan data kebencanaan. Analisis data dilakukan menggunakan model analisis interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa komunikasi partisipatoris relawan MDMC Sumatera Utara berperan strategis dalam proses identifikasi kebutuhan masyarakat terdampak, validasi data lapangan, serta penyesuaian prioritas bantuan melalui komunikasi dua arah dan koordinasi internal. Namun, pelaksanaan komunikasi partisipatoris menghadapi sejumlah hambatan, antara lain keterbatasan akses dan jaringan komunikasi, tekanan waktu dalam situasi darurat, kelelahan relawan, serta perbedaan persepsi kebutuhan antara relawan dan masyarakat terdampak. Penelitian ini menegaskan bahwa komunikasi partisipatoris merupakan elemen penting dalam meningkatkan efektivitas respons tanggap darurat dan memperkuat peran relawan sebagai aktor komunikasi strategis dalam manajemen bencana.

Abstract

Pemilu 2024 menjadi momentum penting bagi demokrasi Indonesia, di mana digitalisasi memainkan peran yang semakin signifikan dalam membentuk opini politik masyarakat. Salah satu fenomena yang mencolok adalah peran influencer dalam memengaruhi partisipasi politik, terutama di kalangan pemilih muda. Penelitian ini bertujuan untuk menganalisis strategi yang digunakan oleh influencer dalam membangun opini politik dan dampaknya terhadap partisipasi politik dalam Pemilu 2024. Melalui wawancara dengan influencer, tokoh masyarakat, dan pemilih muda, penelitian ini menemukan bahwa influencer memanfaatkan platform media sosial seperti Instagram, TikTok, dan YouTube untuk menyampaikan pesan politik dengan cara yang lebih menarik dan mudah dipahami. Dengan menggunakan bahasa yang santai, infografis, dan kolaborasi dengan pakar politik, influencer berhasil menjangkau audiens yang sebelumnya kurang tertarik pada politik. Namun, penelitian ini juga menyoroti tantangan terkait kredibilitas dan potensi penyebaran informasi yang tidak akurat. Secara keseluruhan, hasil penelitian menunjukkan bahwa digitalisasi, melalui peran influencer, telah meningkatkan keterlibatan politik masyarakat, meskipun diperlukan literasi digital yang lebih baik untuk menghindari disinformasi.

Abstract

This study aims to analyze how the Aceh Tamiang flood is constructed as a social reality on TikTok through practices of sensationalism, emotional amplification, and algorithm-based digital mediation. The study departs from the understanding that social media no longer functions merely as a channel for information dissemination, but rather as a central arena for the formation of meaning, collective emotion, and public attention toward disaster events. Within this context, flooding is not only presented as a natural phenomenon, but as a visual and emotional narrative that is produced, selected, and highlighted in accordance with the logic of digital platforms.The research adopts a qualitative approach using interpretive content analysis of TikTok content related to news coverage of the Aceh Tamiang flood. Data were collected through digital observation, content documentation, and monitoring of public conversations using Brand24 to identify emotional patterns, keywords, and the dynamics of audience attention. Data analysis was conducted using the Miles, Huberman, and Saldaña model, encompassing data condensation, data display, and conclusion drawing, and was strengthened through data source triangulation. The findings indicate that TikTok coverage of the Aceh Tamiang flood is dominated by dramatic visual representations and emotional narratives emphasizing suffering, solidarity, and humanitarian action. Emotions of sadness, admiration, and joy emerge as the primary affective spectrum shaping audience resonance and driving high levels of engagement. Audience reception reveals diverse positions of meaning-making, ranging from dominant acceptance of humanitarian narratives, to negotiated readings through structural critique, and to oppositional interpretations that politicize the disaster. These findings underscore that within the logic of the Network Society, flooding is transformed into clickbait operating as a commodity of attention, in which emotion, algorithms, and audience participation are deeply intertwined in shaping the reality of disaster in the digital public sphere.
