Abstract

Hasil penelitian sebelumnya perihal optimalisasi pengelolaan perikanan tangkap jaring udang di perairan sekitar Cirebon utara Jawa Barat menunjukkan bahwa kuantitas unit penangkapan jaring udang di wilayah perairan Kabupaten Cirebon masih dapat dikembangkan, sehingga iklim investasi pada unit penangkapan jaring udang di wilayah tersebut dapat memberikan harapan yang baik. Namun sebelum investasi terhadap pengembangan kuantitas unit penangkapan jaring udang direalisasikan, perlu kiranya dikaji secara mendalam terhadap kelayakannya dan kapasitasnya tanpa mengganggu aspek kelestarian sumberdaya udangnya. Penelitian bertujuan : (i) menganalisis kondisi optimal tingkat pemanfaatan sumberdaya udang penaeid dengan didasarkan pada pengelolaan sumberdaya perikanan dibawah rezim optimasi dinamik, (ii) menganalisis peluang pengembangan investasi pada unit penangkapan jaring udang, dan (iii) menganalisis kelayakan finansial investasi tersebut. Penelitian ini menggunakan data runtut waktu (time series) perikanan pada periode 1983 – 2006. Sementara data primer diperoleh melalui wawancara terhadap 90 nelayan Jaring Udang. Hasil penelitian dengan menggunakan pendekatan model bioekonomi menunjukkan bahwa : (i) tingkat pemanfaatan sumberdaya udang penaeid pada kondisi aktual dengan tingkat harvest sebesar 4 851 278 kg dan effort sebesar 1 137 unit armada penangkapan jaring udang ternyata masih lebih kecil daripada kondisi optimal pengelolaan sumberdaya perikanan rezim optimasi dinamik yang memiliki tingkat harvest sebesar 7 995 410,45 kg dengan effort 4 642,51 unit armada penangkapannya, (ii) peluang pengembangan investasi pada unit penangkapan jaring udang masih dapat dilakukan hingga senilai Rp 40 097 024 651,07 (± 40 milyar rupiah) setara dengan motorisasi 3 506 unit armada penangkapan jaring udang, dan (iii) hasil analisis finansial dari kegiatan usaha penangkapan jaring udang masih layak diusahakan dengan kriteria nilai NPV sebesar Rp 36 093 761,19 dan net B/C sebesar 6,5. Upaya pengembangan investasi terhadap armada unit penangkapan jaring udang mensyaratkan agar pelayanan jasa pelabuhan perikanannya ada dalam kondisi yang baik.

Abstract

PPS Kutaraja is a very strategic port and is being developed by the Government of Aceh to become the economic center of fisheries. This study aims to analyze the production of captured in PPS Kutaraja and project the production of captured fish for the year (2020-2024). The research was conducted in June-July 2019. The method used was a case study with forecast analysis using a simple linear ranking model and calculating the value of determination and SEE. Based on the analysis, it is known that the development of IHT production in 2012-2018 has increased every year with an average of 17%. Forecasting results for 2020 reached 92.637,85 ton, in 2021 reached 159.162,54 ton, in 2022 it reached 260.598,23, in 2023 it reached 268.820,21 ton, and in 2024 reached 272.978,67 ton. The conclusion is the forecasting of production results has increased very dramatically in the next 5 years.

Abstract

Activities at the Kuala Tuha Fish Landing Base (PPI) are not optimal because the existing facilities are inadequate, so it needs to be improved again. The purpose of this study was to determine the strategy to improve the PPI Kuala Tuha facility. The research was conducted at PPI Kuala Tuha in February-March 2020 using the case study method. The analysis used is the utilization level and SWOT analysis. The results of the study there are 2 main facilities and 3 functional facilities studied, where all facilities are still inadequate. The results of the calculation of the level of utilization of basic and functional facilities have not been reached optimally. The SWOT analysis produced 8 alternative strategies that could be used to improve basic and functional facilities at PPI Kuala Tuha.

Abstract

Nizam Zachman Oceanic Fishing Port of Jakarta (PPSNZJ) is the largest fishing port in Indonesia, as the center of industry and fishery product exports. On the other hand, PPSNZJ has various environmental problems such as water quality degradation and waste handling. The problem solved by the ecofishingport parameter approach (environmentally friendly port). The objective of the research is to assess the existing conditions of the PPSNZJ based on the ecofishingport parameters by determining the ecofishingport index. The research was carried out from January to March 2017. The data collection used a purposive and accidental sampling method. Data analysis using standard ecofishingport parameters which consisting of the physical environment aspects, socio-economy, fisheries catch, institutional and monitoring. The results showed that score was 0,63 for the environmental aspect, 0,27 for the socio-economic aspect, 0,40 for the fisheries catch aspect, and 0,50 for the institutional and monioring aspect. The analysis of ecofishingport index showed that PPSNZJ obtained an index value of 1.77 (toward ecofishingport).

Abstract

In fact, fish processing industry is very importance to support development a fishing port. It is the same with the case of territorial fishing port (PPN) of Palabuhanratu. So that a research to determine the condition of fish catch production that was able to support the development of fish processing industry, need to be done. A case study on the underdeveloped of fish processing industry in PPN Palabuhanratu was done. Data analysis using descriptive numerical projection of the catch by estimating the need for the development of fish processing industry. Processing type that exist in PPN Palabuhanratu and nowadays are the processing on fish freezing, fish boiling, fish salting, crisp chips, meatball fish and abon fish. Based on the result of projection, the best fish production prospective as raw material for fish processing industry are skipjack tunas, eastern little tuna, tunas, hairtails, shark, ponyfish, ray, Indo-Pacific marlin, scads and wolf herring. A preceding ten year period of 2008-2017, the production of skipjack tunas, eastern little tuna, tunas, ponyfish, Indo-Pacific marlin, scads and wolf herring tend to increase, while the others will decrease. The development of other types of processing industries can be done for freezing, canning, fillet, loin, surimi and nuggets fish.

Abstract

Pelabuhan Perikanan Nusantara Palabuhanratu telah ditetapkan sebagai lokasi proyek minapolitan perikanan tangkap.Pemerintah daerah menetapkan tuna dan layur sebagai komoditas unggulan minapolitan. Salah satu aspek penting yang harus diperhatikan dalam pengembangan komoditas unggulan adalah  integrasi pasar. Dalam integrasi pasar, harga suatu komoditas sangat responsif terhadap perubahan harga produk yang memiliki kualitas yang sama di pasar lainnya. Hubungan harga spasial dapat menunjukkan kinerja pasar secara keseluruhan.Kinerja pasar yang efisien dapat digunakan sebagai salah satu daya saing komoditas unggulan minapolitan di Palabuhanratu.Penelitian ini bertujuan untuk menganalisis integrasi pasar tuna dan layur di kawasan minapolitan perikanan tangkap Palabuhanratu. Model Ravallion digunakan untuk menganalisis integrasi pasar tuna dan layur antara pasar lokal dan  pasar ekspor. Metode Index of Market Connection digunakan untuk menghitung derajat integrasi di antara kedua pasar. Hasil penelitian ini menunjukkan bahwa pasar bigeye tuna segar dan layur di Palabuhanratu terintegrasi baik untuk jenis pasar lokal maupun pasar ekspor.Kata kunci: perikanan tangkap, integrasi pasar, minapolitan, Palabuhanratu

Abstract

ABSTRACTFishing port which is an important infrastructure in the marine fisheries sector, need to be managed optimally so that its functions are fulfilled by existing provisions. However, in some areas, fishing ports function is hampered because many tangkahan are in around the location of the fishing port. This condition occurs as it does in the Territorial Fishing Port (PPN) of Sibolga and Belawan fishing port so the utilization is less than optimal. This study aims to determine the impact of tangkahan to the catch landing in Sibolga fishing port. The study was conducted in June-July 2009 in the five Tangkahan (UD Ilham, Sabena, Budi Jaya, Renta Sari, Sari Hope Sea) and Sibolga fishing port. This research was conducted by the case study method. The data are taken from primary and secondary. Primary data retrieved through observation and interviews with respondents: tangkahan owners, managers of Sibolga fishing port and fish quality measurement with organoleptic analysis. The analysis is done qualitatively and quantitative descriptive through the presentation of tables and graphs. The analysis showed that the presence of a negative impact on landed catch production in Sibolga fishing port. Production of Sibolga fishing port only 4.3 percent when compared with the production in tangkahan reaching 95.7 percent of total catch landed in the Teluk Tapian Nauli. Largest fishery business center is currently in many tangkahan not in Sibolga fishing port. The potential increase in the number of catches in Sibolga fishing port very large if all the ships could be transferred to this port. Comparison between the quality of the catch in Sibolga fishing port and tangkahan is very small (less than 1 scale) or the quality of the catch in both types of the landing site is almost the same.Keywords: impact, Sibolga fishing port, tangkahan------ABSTRAKPelabuhan perikanan merupakan prasarana penting pada sektor perikanan laut. Namun di beberapa daerah, fungsi pelabuhan perikanan terhambat karena banyaknya tangkahan yang berada di sekitar lokasi pelabuhan perikanan. Kondisi ini terjadi seperti halnya di Pelabuhan Perikanan Nusantara (PPN) Sibolga dan PPN Belawan sehingga pemanfaatannya kurang optimal. Penelitian ini bertujuan untuk mengetahui dampak tangkahan terhadap pendaratan hasil tangkap-an di PPN Sibolga. Penelitian dilakukan pada bulan Juni-Juli 2009 di lima tangkahan (UD Ilham, Sabena, Budi Jaya, Renta Sari, Harapan Sari Laut) dan PPN Sibolga. Penelitian ini dilakukan dengan metode studi kasus. Data yang diambil adalah primer dan sekunder. Data primer diambil melalui pengamatan dan wawancara kepada responden pemilik tangkahan, pengelola PPN Sibolga serta pengukuran mutu ikan secara organoleptik. Analisis dilakukan secara deskriptif kualitatatif dan kuantitaif melalui penyajian tabel dan grafik. Hasil analisis menunjukkan bahwa keberadaan tangkahan berpengaruh negatif terhadap produksi ikan yang didaratkan di PPN Sibolga. Produksi PPN Sibolga hanya 4,3 % apabila dibandingkan dengan produksi di tangkahan-tangkahan yang mencapai 95,7 % dari jumlah ikan didaratkan di Teluk Tapian Nauli. Pusat bisnis perikanan terbesar saat ini berada di tangkahan-tangkahan bukan di PPN Sibolga. Potensi peningkatan jumlah hasil tangkapan di PPN Sibolga sangat besar jika semua kapal bisa dialihkan ke pelabuhan ini. Abstract

ABSTRACTLampulo Coastal Fishing Port is not working optimally after the 2004 tsunami. A total of 9,563 units boats without motor, outboard boats and inboard boats were damaged by the tsunami, including the PPP Lampulo, 30 Fish Landing Base (PPI), ice plant, cold storage, Fish/Shrimp Seed Center Office, and the fish market. This study aimed to obtain information about the existence and condition of facilities in the PPP Lampulo, Banda Aceh; determining the level of existence, needs, and facility conditions to support their activities; and determining the ratio between the existence and needs of the facilities. The case study method was applied in this research with scoping on existence, needs, and facility conditions and the ratio between the existence and the need for facilities to support activities in the PPP Lampulo. Data were analyzed by descriptive statistical approach. The result showed that, in general, the existence and condition of facilities in supporting the activities of the PPP Lampulo had been going well. The ratio between the existing facilities toward the should exist facilities, namely on the vital facilities 1:1,12 (good), significant 1:1 (very good), and complement 1:1,43 (good) and this indicated that all activities in the PPP Lampulo had already been going properly. Key words: Banda Aceh, fishing ports, PPP Lampulo, the facilities-------ABSTRAKPelabuhan Perikanan Pantai Lampulo merupakan pelabuhan perikanan pantai (PPP) yang belum berupaya secara optimal setelah tsunami. Sebanyak 9.563 unit perahu tanpa motor, perahu motor tempel dan kapal motor hancur/hilang/rusak akibat tsunami, termasuk juga PPP Lampulo, 30 Pangkalan Pendaratan Ikan (PPI), pabrik es, cold storage, Balai Benih Ikan/Balai Benih Udang, dan Pasar Ikan. Penelitian ini bertujuan untuk mendapatkan informasi tentang keberadaan dan kondisi fasilitas yang terdapat di PPP Lampulo; menentukan tingkat keberadaan, kebutuhan, dan kondisi fasilitas dalam menunjang aktivitasnya; serta menentukan rasio antara keberadaan dan kebutuhan fasilitasnya. Metode penelitian yang digunakan adalah studi kasus yang melingkupi keberadaan, kebutuhan, dan kondisi fasilitas serta rasio antara keberadaan dan kebutuhan fasilitas dalam menunjang aktivitas di PPP Lampulo. Analisis yang dilakukan secara deskriptif melalui pendekatan statistik. Secara umum keberadaan dan kondisi fasilitas dalam menunjang aktivitas di PPP Lampulo telah berjalan dengan baik. Perolehan rasio antara fasilitas yang ada terhadap fasilitas yang seharusnya ada, yaitu: pada kelompok fasilitas vital 1:1,12 (baik), penting 1:1 ( baik sekali), dan pelengkap 1:1,43 (baik). Hal ini mengindikasikan bahwa segala aktivitas di PPP Lampulo sudah dapat berjalan dengan baik.Kata kunci: Banda Aceh, pelabuhan perikanan, PPP Lampulo, fasilitas

Abstract

ABSTRACTCluster model in fisheries industry base on leading commodity is a policies initiated by the Ministry of Fisheries and Marine Affairs to promote the accelerated development of marine and fisheries sector. Palabuhanratu is one of the areas designated as fisheries industry cluster development. The successful development of the program needs to be evaluated by measurable indicators. This study aims to formulate strategic goals as a measure of the success of the development model of capture fisheries industrial clusters in Palabuhanratu. SWOT analysis and balanced scorecard are used to formulate a strategy and a benchmark for the success of the program. The study states that the strategic objectives of capture fisheries industry cluster development in Palabuhanratu should be able to synergize the interests of actors and interests among sectors in order to create industries competitiveness and productiveness. Factors of successinclude8 strategic targets with 17 benchmarks are covered in 4 perspectives: customer and stakeholder perspective, financial, internal business and institutional perspective. Strategic objectives include balancing utilization and conservation, continuity of production, quality, customer satisfaction, supply chain integration, partnerships, and commitment among the actors in the development of the program.Keywords: cluster industry model, Palabuhanratu, capture fisheries, strategic objective, benchmark-------ABSTRAKModel kluster industri perikanan berbasis komoditas unggulan merupakan kebijakan yang digulirkan oleh Kementerian Kelautan dan Perikanan untuk mendorong percepatan pembangunan sektor kelautan dan perikanan. Palabuhanratu merupakan salah satu lokasi yang ditetapkan sebagai kawasan pengembangan kluster industri perikanan tangkap. Keberhasilan pengembangan program perlu dievaluasi melalui indikator yang terukur. Penelitian ini bertujuan untuk memformulasikan sasaran strategis sebagai tolok ukur keberhasilan pengembangan model kluster industri perikanan tangkap di Palabuhanratu. Analisis SWOT dan balanced scorecard digunakan untuk merumuskan strategi dan tolok ukur keberhasilan program. Hasil penelitian menyatakan bahwa sasaran strategis pengembangan kluster industri perikanan tangkap di Palabuhanratu harus dapat mensinergikan kepentingan para pelaku dan kepentingan antar sektor untuk dapat menciptakan industri yang memiliki daya saing dan produktif. Faktor keberhasilan mencakup 8 sasaran strategis, dengan 17 tolok ukur keberhasilan yang tercakup dalam 4 perspektif yaitu perpektif pelanggan dan stakeholder, keuangan, bisnis internal dan perspektif kelembagaan. Abstract

ABSTRACTLampulo fishing port located in Banda Aceh. This port categorized as type C. The activity in Lampulo very dense, it is suspected due to inadequate of facilities available at the port. The aims of this study is to determine the projected increase in the production volume of the catch; determine the projected increase in the number of fishing boats; determine the needs of the dock, and harbor, for the current and future needs of 15 years. This research was conducted at the Lampulo fishing port in Banda Aceh by using a case study method. Calculation of the dock and harbour needs presently and in the next 15 years by using statistical data, namely the catch production (1), the number and size of vessel (2), direct measurement of results data objects i.e. jetty length (1), pond depth (2), ships length (3), direct observations data of the research object, namely dock facilities condition (1) port (2), the maximum draft of vessels (3) and the distance between the ship while tethered in the harbour. Based on projections of production, the total production volume in Lampulo reached 14,096 tons in 2027 or increased by 114%, but became decreased in 2028-2029 by 3,6% when compared with the production volume in 2027. The projected number of vessel fleet reached 822 units or an increase of 112% in 2029. Projected increase the size of the dock and the depth of the pool is needed for the next 15 years in the amount of 831m for landing docks and 757m for loading docks. It also required the addition of the port into a vast pool of 224.497 m2 and the depth of the pool minus 3,4 m.Keywords: development, main port facilities, vessel-------ABSTRAKPelabuhan Perikanan Pantai (PPP) Lampulo terletak di kota banda Aceh. Pelabuhan ini adalah pelabuhan perikanan tipe C. Aktivitas di Pelabuhan Lampulo sangat padat, hal ini diduga akibat kurang memadainya fasilitas yang tersedia di pelabuhan tersebut. Tujuan dari penelitian ini adalah menentukan proyeksi peningkatan volume produksi hasil tangkapan; menentukan proyeksi peningkatan jumlah kapal perikanan; menentukan kebutuhan dermaga, dan kolam pelabuhan, untuk saat ini dan kebutuhan 15 tahun kedepan. Penelitian ini dilakukan di Pelabuhan Perikanan Pantai Lampulo Banda Aceh. Metode yang digunakan adalah studi kasus. Perhitungan kebutuhan dermaga dan kolam pelabuhan saat ini dan 15 tahun kedepan menggunakan data statistik yaitu produksi hasil tangkapan (1), jumlah dan ukuran kapal (2), data hasil pengukuran langsung objek penelitian yaitu panjang dermaga (1), kedalaman kolam (2), panjang kapal (3); data hasil pengamatan langsung terhadap objek penelitian yaitu keadaan fasilitas dermaga (1), kolam pelabuhan (2), draft maksimum kapal yang paling besar (3) dan jarak antar kapal saat bertambat di pelabuhan. Berdasarkan proyeksi produksi, total volume produksi di PPP Lampulo mencapai 14,096 ton pada tahun 2027 atau meningkat sebesar 114%, namun mengalami penurunan pada tahun 2028-2029 sebesar 3,6% jika dibandingkan dengan volume produksi tahun 2027. Adapun proyeksi jumlah armada kapal penangkapan terjadi peningkatan mencapai 822 unit atau sebesar 112 % pada tahun 2029. Proyeksi penambahan ukuran dermaga dan kedalaman kolam yang dibutuhkan untuk 15 tahun mendatang yaitu sebesar 831 m untuk dermaga pendaratan dan 757 m untuk dermaga muat. Selain itu juga diperlukan penambahan luas kolam pelabuhan menjadi 224,497 m2 dan kedalaman kolam minus 3,4 m.Kata kunci: pengembangan, fasilitas pokok pelabuhan, kapal
