Abstract

Accurate capture fishery production data at the fishing ports is crucial, especially for planning the development of capture fisheries and fishing ports. This research aims to analyze the mechanism and accuracy in collecting capture fishery data at the fishing port, especially Cilacap Ocean Fishing Port (OFP). The data collection mechanism of capture fishery production is analyzed through a qualitative descriptive method, while the accuracy of the data was analyzed with a comparative quantitative descriptive method. The results showed three steps in the data collection mechanism at Cilacap OFP: data collection, data recapitulation, and data reporting. The values of deviation and accuracy level of the data on capture fishery were 3,4%-62,1% and 37,9%-96,6%, respectively. This result concluded that the data recorded by the enumerator were more accurate than those in the logbook classified as inaccurate.Keywords:CilacapDataFishAccurateFishing Port

HighlightThe main facilities in Cilacap oceanic fishing port were identified and analyzed.Provide crucial information for the managers of the Cilacap oceanic fishing port with regards to developing the facilities.The predictions for the production of capture fisheries until 2027 in Cilacap oceanic fishing port have been analyzed to give the information to develop facilities capacity of the fishing port.AbstractFishing ports are an important factor in supporting various capture fisheries activ- ities in Indonesia. The number of vessels that landed fish at Oceanic Fishing Port (PPS) Cilacap during 2005-2013 increased by an average of 1.33% annually, which has implications for port capacity. It is important to know the capacity requirements for the basic facilities of the dock, and port pond at PPS, therefore that the activity of landing fish catches can take place properly. The purpose of this research is to not only get an overview of the current condition, and capacity of the main facil- ities at PPS Cilacap, but also to predict the production of fish caught until 2027. The research method is a case study. The data used in this study are primary, and secondary data obtained from PPS Cilacap. The results showed that the length of the landing dock in 2016 was 648.8m with the area, and depth of the port pool of 155,000 m2 and -2.5 m. The predicted requirement for the length of the landing dock until 2027 is 1,380.1 m, with the area and depth of the harbor pool of 239,612 m2 and -4.1 m. Based on the results, it shows that PPS Cilacap requires additional capacity of the dock, and port pool. Predictions of fish catch in 2022, and 2027 are 20,104,259 tons and 25,407,506 tons.

Abstract

Keberadaan pelabuhan perikanan diharapkan dapat mendukung sistem logistik ikan nasional yaitu mulai dari produksi, penyimpanan, dan distribusi sehingga dapat mengendalikan harga ikan dan memenuhi kebutuhan bahan baku industri pengolahan dan konsumsi ikan di dalam negeri. Namun dalam pengembangannya, keberadaan pelabuhan perikanan di Indonesia belum menjadi daya tarik sebagai tempat pendaratan ikan hasil tangkapan karena akses pasar yang terbatas, sehingga produksi ikan yang didaratkan dan dijual di pelabuhan perikanan lebih rendah dari yang di luar pelabuhan perikanan. Metode penelitian yang diterapkan adalah kuantitatif menggunakan indeks produksi dan nilai produksi ikan, konsentrasi produksi, pangsa ekspor dan shift share analisis, dan indeks produktivitas. Tujuan penelitian adalah mengukur kemajuan pelabuhan perikanan secara makro. Hasil penelitian yang diperoleh menunjukkan bahwa jumlah produksi dan nilai produksi ikan yang didaratkan fuktuasi. Hal ini menunjukkan ketidakpastian jumlah produksi ikan yang didaratkan di pelabuhan perikanan di Indonesia. Indeks kenaikan produksi dan nilai produksi rata-rata per jenis ikan masing-masing sebesar 49,26 dan 96,52 persen. Volume produksi ikan yang didaratkan terkonsentrasi di pelabuhan perikanan tipe C dan D. Pangsa pasar ekspor untuk komoditas ikan segar dingin didominasi pasar negara Malaysia, Singapura, Jepang, dan Tiongkok. Dari sisi efisiensi teknis dan biaya diperoleh nilai kurang dari satu. Kesimpulan penelitian adalah pelabuhan perikanan di Indonesia tidak mengalami perkembangan atau stagnan, dan cenderung mengalami kemunduran.

Abstract

Produksi ikan yang tinggi dan mutu yang baik adalah sangat diharapkan oleh pelaku perikanan, termasuk di Teluk Jakarta. Namun hal ini bisa terkendala bila wilayah perairan yang menjadi tempat menangkap ikan (fishing ground) berada dalam status tercemar. Penelitian ini bertujuan mengidentifikasi status pencemaran fishing ground dan kondisi operasi penangkapan ikan, serta menganalisis dampak pencemaran tersebut terhadap jumlah produksi dan mutu ikan yang tertangkap. Metode analisis yang digunakan terdiri dari analisis fisiko-kimia, diagram pareto, dan analisis model.Hasil penelitian menunjukkan bahwa perairan di sekitar fishing ground Teluk Jakarta tercemar kuat oleh bau, kekeruhan, sampah, dan logam Hg. Operasi penangkapan ikan di Teluk Jakarta umumnya menggunakan kapal < 5 GT, berlangsung 1-2 hari/trip, dengan hasiltangkapan dominan berupa ikan tongkol, layang, dan layur. Pencemaran fishing ground telah secara signifikan menurunkan jumlah produksi ikan di Teluk Jakarta (KP = -0,42, P = 0,00). Penurunan nyata terjadi pada produksi ikan layur (kelompok ikan demersal) dan ikan layang (kelompok ikan pelagis kecil). Mutu ikan yang tertangkap juga turun secara signifikan akibat pencemaran fishing ground (KP = -0,81, P = 0,00). Cacat mutu yang secara nyata meresahkan pelaku perikanan adalah insang kotor dan sisik berlendir. Kata kunci : mutu, fishing ground, Hg, pencemaran, ikan ABSTRACT THE IMPACT OF CONTAMINATION OF FISHING GROUND TO PRODUCTION AND QUALITY OF FISH CAUGHT IN JAKARTA BAY. High production and quality of fish are very expected by fishery stakeholders, inclusive in Bay Jakarta. But this matter can be burdened if territorial water with becoming fishing ground have contaminated status. The research aims to identify the contaminated status of fishing ground and operating conditions of fishing, and also to analyse the impact of its contamination to production and quality of fish caught. This research methods are physics and chemical analysis, diagram pareto, and model analysis. Research result shows that fishing ground in Bay Jakarta have been contaminated by aroma, turbidity, garbage, and Hg metal. Fishing operations in the Jakarta bay generally boat <5 GT, lasts 1-2 days / trip, with dominant catches form of tuna fish, float fish, and sword fish. The contamination of fishing ground have degraded significantlythe production amount of fish in Jakarta Bay (KP = -0,42, P = 0,00). The real degradationsare in production of sword fish (group of demersal fish) and float fish (group of small pelagic fish). The quality of fish caught also have droped significantly as impact by the contamination of fishing ground (KP = -9,81, P = 0,00). Quality defect freting clearly to fishery stakeholders are dirty gills and muccous of fish scales.
