Abstract

ABSTRAKAsean Free Trade Area (AFTA) mensyaratkan tarif impor gula harus diturunkan secara bertahap hingga menjadi 0% pada tahun 2015. Penelitian ini dimaksudkan untuk mengevaluasi dampak dihapusnya tarif impor gula terhadap neraca perdagangan Indonesia. Evaluasi dilakukan dengan menggunakan data dasar Tabel I-O dan SNSE Indonesia tahun 2008 untuk menyusun model CGE. Perekonomian Indonesia diagregasi menjadi 23 sektor dengan 8 rumah tangga dan 3 input primer. Penghapusan tarif impor gula di Indonesia berdampak pada output domestik, ekspor, impor dan neraca perdagangannya. Di sektor pertanian, output domestik dan impornya meningkat, ekspornya turun, tetapi neraca perdagangannya masih surplus. Sementara sektor industri dan jasa, output domestik dan ekspornya turun, serta impornya naik, tetapi neraca perdagangannya defisit. Impor gula bahkan naik hingga 85,71%. Ini perlu diwaspadai oleh pemerintah.Indonesia dapat dikatakan belum siap menghadapi liberalisasi gula,sehingga perlu melakukan negosiasi ulang perdagangan bebas dengan negara-negara anggota FTA dan menata perekonomian domestic terlebih dahulu.ABSTRACTAsean Free Trade Area requires that sugar import tariff should be reduced gradually to 0 % in 2015. This study aimed to evaluate impact of the tariff elimination to Indonesia's trade balance. The evaluation was done using IO Table and SAM Indonesia 2008 as basis to construct CGE models. Indonesian economy was aggregated into 23 sectors, 8 households and 3 primary inputs. Elimination of the tariff in Indonesia had impact on domestic output, exports, imports and balance of trade. In agricultural sector, domestic outputs and imports increased, exports dropped, but trade balance were surplus. While industrial and service sectors, domestic output and exports decreased, imports increased, but trade balance were deficit. Even sugar imports jumped to 85.71 %. Government should be wary. Indonesia can’t be said to be ready to face sugar liberalization, so it’s necessary to re-negotiate free trade with FTA member countries and arranging the domestic economy first.

Abstract

Penelitian ini bertujuan untuk menganalisis pendapatan petani sayuran dataran tinggi dan faktor-faktor yang mempengaruhi produksi sayuran dataran tinggi. Penelitian ini menggunakan metode analisis deskriptif dan regresi linear berganda dengan model Cobb-Douglass. Hasil analisis menunjukkan bahwa: (1) usahatani sayuran dataran tinggi menguntungkan dengan nilai R/C1, (2) bibit, luas lahan, pupuk buatan, pupuk kandang, tenaga kerja, dan pestisida berpengaruh signifikan terhadap produksi sayuran.DETERMINANTS OF UPLAND AREA VEGETABLE PRODUCTION  IN SUKAPURA, PROBOLINGGOABSTRACTThis study aims to analyze the income of upland vegetable farmers and the factors-factors that effect the production of high land vegetables. This research uses descriptive analysis method and multiple linear regression with Cobb-Douglass model. The result of the analysis showed that: (1) upland vegetable farming profitable with R/C1, (2) seeds, land area, artificial fertilizer, manure, labor, pesticide have significant effect on vegetable production.

Abstract

Padi merupakan salah satu komoditas pangan penting untuk menopang kehidupan masyarakat Indonesia. Pemerintah melalui Kementerian Pertanian melaksanakan Program Upaya Khusus untuk meningkatkan produksi padi jagung dan kedelai atau Upsus Pajale. Di antara ruang lingkup program tersebut adalah bantuan benih yang ditujukan untuk meningkatkan luas tambah tanam dan luas panen. Upaya peningkatan produksi padi juga dilaksanakan pada tingkat petani penerima bantuan benih dengan memerhatikan sarana penunjang produksinya. Peningkatan produksi padi di Kabupaten Malang melalui bantuan benih Program Upsus Pajale terkena dampak refocusing anggaran sebagai akibat pengendalian Covid-19. Tujuan dari penelitian ini adalah untuk mengetahui perkembangan produksi padi di Kabupaten Malang selama pandemi Covid -19. Penelitian dilakukan di Kabupaten Malang pada Maret – Desember 2020. Data dianalisis menggunakan model fungsi produksi Cobb-Douglas. Hasil penelitian menunjukkan bahwa bantuan benih, luas tambah tanam dan luas panen secara simultan berpengaruh pada produksi padi baik sebelum maupun selama pandemi Covid-19, tetapi hanya luas panen yang berpengaruh signifikan secara parsial. Benih, pupuk ZA, pupuk kandang, dan pestisida berpengaruh pada produksi padi selama pandemi Covid-19. Bantuan pemerintah berupa benih padi melalui program Upsus Pajale tetap diperlukan karena akan menentukan luas panennya.

Abstract

Indonesia's cashew export potential is quite large, but its value is still very low. The purpose of this study was to analyze the influence of internal and external factors on the welfare of cashew farmers. This research was conducted at the cashew production center, namely Mata Kapore Village, which is located in Kodi Bangedo District, Southwest Sumba Regency. Data was collected from 50 farmers using interview and observation methods. Farmers were selected by a simple random method. Data analysis used structural equation modeling (SEM) based on variance, namely Partial Least Square (PLS). External factors have a very significant effect on the welfare of farmers, either directly or indirectly through internal factors. Internal factors have no significant effect on farmers' welfare. To improve farmers' welfare, it is necessary to support access to capital and price guarantees for cashew farmers.

Abstract

Upaya meningkatkan produksi dan produktivitas lahan pertanian saat ini bukan hal yang mudah karena ketersediaan lahan pertanian yang relatif tetap, bahkan cenderung berkurang karena berbagai faktor. Salah satu alternatif yang bisa dilakukan dalam jangka pendek adalah memperbaiki kesuburan lahan tandus yang selama ini digunakan masyarakat petani sebagai sumber mata pencahariannya. Tujuan dari program pengabdian kepada masyarakat bagi mitra petani adalah mengintroduksikan teknologi biochar untuk memperbaiki lahan kritis (tandus dan berbatu) dan mengevaluasi usahatan yang ada. Metode yang digunakan untuk mencapai tujuan tersebut adalah penyuluhan dan pelatihan pembuatan biochar (teknologi), pemberian bantuan alat pembuat biochar dan bibit tanaman, serta pendampingan kepada petani mitra di Desa Jetak, Kecamatan Montong, Kabupaten Tuban. Petani mulai memahami teknologi biochardan manfaatnya bagi usahatani di lahan kritis, menggunakan teknologi biochar, dan manajemen usahatani berbasis teknologi biochar. Petani telah sadar bahwa aplikasi biochar dapat menurunkan biaya usahatani karena dibuat dari limbah pertanian yang tersedia berlimpah. Alat produksi biochar relatif murah dan terjangkau bagi petani yang ingin memperbaiki kondisi lahannya yang kritis.Kata kunci: Biochar; Lahan Kritis; Teknologi Sederhana.AbstractEfforts to increase production and productivity of agricultural land at this time is not easy because the availability of agricultural land is relatively fixed, and even tends to decrease due to various factors. One alternative that can be done in the short term is to improve the fertility of the barren land that has been used by the farming community as a source of livelihood. The aim of the community service program for farmer partners is to introduce biochar technology to improve critical land (barren and rocky) and evaluate existing farming. The methods used to achieve these objectives are counseling and training in making biochar (technology), providing assisting in making biochar tools and plant seeds, as well as assistance to partner farmers in Jetak Village, Montong District, Tuban District. Farmers are beginning to understand biochar technology and its benefits for farming on degraded land, using biochar technology, and farm management based on biochar technology. Farmers are aware that biochar application can reduce farming costs because it is made from abundant available agricultural waste. Biochar production equipment is relatively inexpensive and affordable for farmers who want to improve their critical land conditions.Keywords: Appropriate Technology; Biochar; Critical Land.

Abstract

Potatoes (Solanum tuberosum L.), one of seven horticultural products targeted to be developed in 2015 by Directorate General of Horticulture. Pasuruan Regency was be able to produce potatoes up to 50% of the total potato production in East Java. Although potatoes cultivation in the Tosari District is relatively large, potatoes productivity is still a problem for the farmers. This study was aimed at analyzing the factors of production that had a dominant influence on potato production and its technical efficiency in the Tosari Village, Tosari District, Pasuruan Regency. Sample was determined by simple random sampling and amounted to 30 potato farmers. Data were analyzed with multiple linear regression models. Analysis revealed that the significant factors affecting potato production in Tosari Village were urea, SP36, ZA and manure. Application of urea, ZA and manure in potato farming in Tosari Village had not been efficient, so it can be added. Meanwhile, SP36 fertilizer was still applied inefficiently, so it must be reduced..

Abstract

Rice consumption in Indonesia has risen as the population increasing rapidly. The structure of the young age population will influence the amount of per capita of rice consumption. The rice cultivating and production will also determine whether or not it will fulfil the needs. The present research aimed at analyzing Indonesian rice import within the last decade (2010 – 2019). The research method used was a literature review. The research result shows that within the last 10 years, the width of the rice cultivating and production area have been declining as much as 1,8% and 1.6% respectively. However, the rice productivity rate is still in positive number at 2.0%. Eventhough the household consumption declined as much as 2% annually, apparently this was not enough for Indonesia to fulfil the needs internally. In short term period, an import would be a solution to fulfil the needs for domestic rice consumption. On the other hand, for a longer term, an import can be a problem because the rice trade balance with be disrupted. A small number of rice export volume will result in a rice trade balance deficit in Indonesia.

Abstract

Oro-Oro Ombo Wetan Village in Rembang District was an area that produce the highest mango commodity in Pasuruan Regency with a productivity level of 72.95 kg/tree in 2017. The high productivity level didn’t correlate positively with the income. This situation affected by the mango commodity price on the farmer level, investment cost, and production infrastructure cost. The mango production and price in this village relatively fluctuated. Therefore, it important to assess the feasibility and sensitivity of the mango farming agribusiness in this village. This study aimed to know the mango farming agribusiness feasibility in Oro Oro Ombo Wetan Village, Rembang District, Pasuruan Regency, and its sensitivity to the price and production volume change. The survey technique conducted to collect the data. The agribusiness farming feasibility analyzed in the interest level of 8% with the investment criteria of: gross B/C, net B/C, break-even point, payback period, NPV and IRR. The sensitivity analysis used to know the feasibility percentage when the price decrease as much as 10% and the mango production decrease as much as 20%. The result showed that the mango farming agribusiness in Oro-Oro Ombo Wetan village feasible to be conducted. This agribusiness was not sensitive to the decrease of the 10% price and 20% mango volume production.

Abstract

The global demand for food is consistently increasing. However, the agricultural land area tends to decline in size. It would pose serious and strenuous issues in the future. The utilization of the house yard area through the Kawasan Rumah Pangan Lestari Program (KRPL/Sustainable Food House Area Program) offered a resolution for this issue. The objective of this study was to investigate the sustainability of the KRPL program in Pasuruan Regency from its ecological, social, and economic aspects, and most influential attributes. Interviews sessions arranged with 18 participants who funded by the National and Regional Revenues and Expenditures Budget. The data collected were analyzed using the Multi-Dimensional Scaling (MDS) approach and RAPFISH software. Findings revealed that the KRPL program classified into the moderate category, which indicated it could be executed sustainably in Pasuruan Regency. The economic aspect had the lowest sustainability index compared to the ecological and social aspects. The most influential attributes identified were the utilization of kitchen waste, pest control and irrigation (ecological), cooperation between group members, utilization of village nursery house, interests and benefits for other members (social aspect), cost savings, fulfillment of household consumption, user fees and visits, and product sales processed products (economic). To ensure the sustainability of the program, we need to address some issues and work in several areas: 1) community knowledge, attitudes, and skills improvement; 2) consumptive to productive thinking behavior transition; 3) intensive guidance from the creative and innovative workers, and 4) KRPL promotion

Abstract

This study aims to describe the human resource management model in managing food barns during the Covid-19 pandemic in Malang Regency. The research method uses a literature review study design or a comparison of various literatures including journals, books, and other sources. The data analyzed using a qualitative descriptive approach. The results of the study indicate that there is a human resource management model in the management of food barns based on information technology, by integrating 4 elements such as the government, the private sector, farmers, as well as local communities and customs. The integration and involvement of 4 elements with Information Technoogy is very important in realizing a good human resource management model in the management of barns at Covid-19 era in Malang Regency.
