Abstract

Artikel ini membahas peran Standar Pelayanan Minimal (SPM) dalam meningkatkan pembangunan infrastruktur di Kota Surabaya. Standar Pelayanan Minimal yang diatur dalam Peraturan Pemerintah Nomor 2 Tahun 2018, berfungsi sebagai acuan bagi pemerintah daerah dalam merencanakan, melaksanakan, dan mengevaluasi proyek infrastruktur. Penerapan SPM di bidang pekerjaan umum diharapkan dapat menjamin kualitas dan aksesibilitas layanan publik, serta mendorong transparansi dan akuntabilitas dalam pengelolaan proyek. Namun, pembangunan infrastruktur di kota Surabaya menghadapi berbagai tantangan, termasuk pembebasan lahan, kemacetan lalu lintas, kinerja kontraktor yang kurang optimal, dan dampak lingkungan. Faktor pendukung seperti partisipasi masyarakat, dukungan finansial, dan kebijakan pemerintah yang jelas juga berperan penting dalam keberhasilan proyek. Dengan penerapan Standar Pelayanan Minimal yang efektif, diharapkan infrastruktur yang dibangun dapat memenuhi kebutuhan dasar masyarakat dan mendukung pertumbuhan ekonomi serta sosial secara berkelanjutan. Kerjasama antara pemerintah, masyarakat, dan sektor swasta sangat diperlukan untuk mengatasi kendala yang ada dan memastikan proyek infrastruktur memenuhi standar yang ditetapkan

Abstract

Artikel ini bertujuan untuk menganalisis peran Dana Kelurahan dalam mendorong pembangunan infrastruktur lokal di Kota Surabaya. Dengan pendekatan kualitatif, penelitian ini untuk mengetahui peran program Dana Kelurahan yang didanai oleh Anggaran Pendapatan dan Belanja Negara (APBN) melalui Dana Alokasi Umum (DAU) Tambahan, serta Anggaran Pendapatan dan Belanja Daerah (APBD) Kota Surabaya. Dari hasil artikel ini menunjukkan bahwa Dana Kelurahan memiliki peran strategis dalam pembangunan infrastruktur. Proses perencanaan melibatkan partisipasi aktif masyarakat melalui Musyawarah Rencana Pembangunan. Dampak program ini sangat signifikan, tidak hanya meningkatkan infrastruktur fisik tetapi juga meningkatkan pertumbuhan ekonomi, menciptakan lapangan pekerjaan, dan meningkatkan kualitas hidup warga. Melalui keterlibatan masyarakat, program Dana Kelurahan berhasil menciptakan rasa memiliki dan tanggung jawab bersama, serta mendorong pembangunan berkelanjutan dan inklusif di tingkat kelurahan. Penelitian menyimpulkan bahwa Dana Kelurahan di Kota Surabaya merupakan program pembangunan yang efektif, transparan, dan responsif terhadap kebutuhan masyarakat, yang memposisikanmasyarakat sebagai pelaku aktif dalam proses pembangunan wilayahnya.

Abstract

Public transportation is an alternative to overcoming traffic problems, ranging from reducing congestion, accidents, pollution, and gas emissions. Trans Jatim is a Dinas Perhubungan Provinsi Jawa Timur program with a buy the service system in the Gerbangkertosusila region. This research aims to describe the pattern of collaboration in realizing the service in the Trans Jatim program, to increase the load factor of Trans Jatim Corridor III. The research method used is descriptive qualitative with observation, interviews, and documentation, which is analyzed using Creswell's data analysis technique. Interview activities were conducted with three informants from the East Java Provincial Transportation Office, three informants from PT Yukida Multi Sinergy, and seven informants from Trans Jatim Corridor III service users. The research results show that the collaborative governance process has been implemented to realize the service in the Trans Jatim program by increasing the load factor of Trans Jatim Corridor III. The collaborative governance process has three stages: dynamics, action, impact, and adaptation. In the dynamics of collaboration, there is an operational evaluation forum for Trans Jatim, which presents the government and operators with the results of the policy decision to transfer six bus units from the third corridor to the first corridor. Collaborative action on the policy was implemented since January 1, 2025, with adjustments to bus units and operators assigned to corridors I and III. The impact of the action realizes Trans Jatim services that are right on target, with no bus units operating empty, and the load factor of corridor III is more than 70% which means it has met the target. However, the policy led to public complaints about bus waiting times becoming increasingly long, so adaptation is needed from service stakeholders to evaluate the new policy.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas penerapan website "Desa SIAP" dalam pelayanan publik di Desa Leran, Kecamatan Manyar, Kabupaten Gresik. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data menggunakan wawancara, dokumentasi, dan observasi lapangan. Hasil penelitian menunjukkan bahwa Efektivitas E-Governmentmelalui Website “Desa SIAP” dalam Pelayanan Publik di Desa Leran Kecamatan Manyar Kabupaten Gresik belum efektif. Penelitian ini menunjukkan bahwa penerapan website "Desa SIAP" di Desa Leran menghadapi tantangan dalam mencapai tujuan yang ditetapkan, terutama terkait dengan pemahaman masyarakat, khususnya kelompok usia lanjut. Sebagian masyarakat masih bergantung pada bantuan aparat desa untuk mengakses layanan digital. Sosialisasi yang dilakukan juga belum efektif, dengan informasi yang tidak merata kepada seluruh lapisan masyarakat. Masyarakat yang tidak terlibat dalam musyawarah desa kurang mendapatkan pemahaman menyeluruh tentang manfaat dan fungsi website. Di sisi lain, adaptasi website oleh pegawai desa sudah berjalan efektif, dengan pengetahuan yang cukup dan kemampuan penyampaian informasi yang jelas. Infrastruktur yang mendukung operasional pelayanan publik juga sudah memadai. Penelitian ini menyarankan perlunya edukasi digital, pelatihan berbasis komunitas, dan pendekatan sosialisasi yang lebih inklusif untuk meningkatkan pemanfaatan website "Desa SIAP" oleh seluruh warga desa

Abstract

General Background: Village-Owned Enterprises (BUMDes) serve as key instruments for advancing local economic development and community welfare within Indonesia’s rural governance system. Specific Background: Despite their strategic role, many BUMDes—including BUMDes Raharja in Bohar Village—struggle to fully implement good governance principles due to challenges in financial independence, human resource capacity, and digital transparency. Knowledge Gap: Previous studies have emphasized the economic contributions of BUMDes but have insufficiently explored the integrated application of cooperative, participatory, emancipatory, transparent, accountable, and sustainable governance principles in shaping inclusive and resilient village economies. Aims: This study analyzes the implementation of good governance principles in BUMDes Raharja and evaluates their effects on community welfare and institutional sustainability. Results: Findings reveal that while BUMDes Raharja successfully fosters cooperation, participation, and transparency, limitations persist in financial autonomy, digital management, and inclusivity. Novelty: The study integrates six governance dimensions within a unified analytical framework, offering a comprehensive perspective on governance-driven rural empowerment. Implications: Strengthening human resources, promoting digital transformation, and establishing inclusive policies are crucial for enhancing accountability, participation, and long-term sustainability in village economic governance. Abstract

The purpose of this study was to examine in depth the implementation of the boarding pass system service policy at Purabaya Terminal. This study used a qualitative method and obtained the following results: (1) The standards and targets of the policy indicate that the division of passenger zones has complied with the Minister of Transportation Regulation No. 24 of 2021; (2) Resources have been implemented through adequate availability of staff, although a consistent attitude in realizing the boarding pass service system needs to be enforced; (3) The characteristics of the implementing organization are well-structured and scheduled; (4) Communication between organizations is not fully implemented as some bus company parties reject it; (5) The attitudes of the implementers overall demonstrate knowledge of the new system; (6) The socio-economic and political environment is able to implement the boarding pass system socially by meeting passengers’ security needs, economically by increasing company revenue, and politically by cooperating with government agencies. Therefore, the boarding pass system implementation has not been fully successful. To ensure the boarding pass system can run according to plan, BPTD Class II East Java is recommended to undertake several measures to improve public service transformation, such as: (1) Establishing a special organizational structure that is directly responsible for boarding pass system implementation; (2) Emphasizing the role of staff at Purabaya Terminal to provide more structured and consistent service according to the established schedule; and (3) Intensifying socialization efforts to bus companies to mandate the transition to the e-ticket system.

Abstract

Nowadays technological developments have given birth to many innovations, especially in the government sector. Through Presidential Regulation No. 95 of 2018, it explains that government schemes must be based on the use of digital technology. Public services in village government are often faced with various problems such as queues of applicants. Sabdopalon is an innovation by the Jombang district government in answering this problem, with the Sabdopalon application, online-based services shorten the online service time that the public gets. The aim of the research is to identify the effectiveness of the Sabdopalon application. The method used in the research is descriptive qualitative with an observation and interview approach. The research results show that the Sabdopalon application is considered quite effective for the people of Jombang, people can make requests anywhere and at any time. However, there are some people who still have limited access to facilities such as smartphones and unstable networks. It can be concluded that the quality of public services using digital-based services through the Sabdopalon application has been effective in speeding up requests requested by the public.

Abstract

The Service Network for Persons with Disabilities (Jalan Pintas) program is a program created by the Pasuruan Regency Dispendukcapil because of the direction from the Director General of Dukcapil to create a ball pick-up program movement for persons with disabilities in population administration services. The purpose of this study was to determine the implementation of the Disability Service Network (Jalan Pintas) program in population administration services at the Dispendukcapil of Pasuruan Regency. This research uses descriptive qualitative research with the technique of determining informants through purposive and snowball sampling. The theory used is the implementation theory according to David C. Korten cited by (Christianingrum & Djumiarti, 2019) which has 3 indicators including the suitability of the program to the target group, the suitability of the program to the implementing organization, and the suitability of the target group to the implementing organization. The results showed that the implementation of the Jalan Pintas program in population administration services had gone well. This is evidenced by the dozens of times of picking up the ball which indicates that the Jalan Pintas program is the right program and is needed by people with disabilities. However, on the indicator of the suitability of the target group with the implementing organization, it was found that the Jalan Pintas program was classified as passive because it waited for a report from the village government, community, or Social Services Office so that the program could be implemented.

Abstract

This research aims to find out the extent of the implementation of Perwali Policy number 106 of 2022 in the City of Surabaya. This research uses descriptive qualitative research methods. The communication contained in policy implementation is two-way communication from the Social Service to the community and to the relevant SKPD in the Surabaya area. Resource factor, from this indicator it can be seen that the existing resources in the sub-districts, Surabaya City Social Service, RW and RT in the Krembangan District area include staff, information, authority and facilities which are quite good. Disposition factor, from this indicator it can be concluded that the disposition carried out by the sub-district in Krembangan District and the Surabaya City Social Service includes cognition, direction and response which is quite good with employee responses being quite responsive. From this indicator it can be concluded that the sub-districts in Krembangan District, the Surabaya City Social Service, RT and RW in the Krembangan District area have implemented Standard Operating Procedures (SOP) for the implementation of data collection on the Poor (GAKIN).

Abstract

This research is motivated by the work responsibilities of employees at the East Java DPRD Secretariat in the Sub Public Relations Protocol section which is seen from how government administrators exercise their authority. Responsibility is a crucial foundation for government performance and legitimacy. The DPRD Secretariat is a government institution that supports all activities of the East Java DPRD. The Protocol Sub Public Relations role is to facilitate and publicize the activities of the East Java Province DPRD. The aim of this research is to find out how responsive the Sub-Public Relations Protocol is in carrying out its duties and obligations, realizing quality and responsible performance so that it can achieve the desired goals and support the DPRD's duties optimally. This research uses a qualitative method with a descriptive approach. This research uses the Responsibility Parameter theory according to Jabra and Dwivedi, namely understanding responsibility, granting authority in accordance with responsibility, performance evaluation, accurate, fair, timely actions, and commitment from the leader. The results of this research found that the responsibility and responsibility of the Protocol Sub Public Relations section was very good. This can be seen from the results of the work achievements in that section, which has carried out its main duties and tasks well.
