Abstract

Regional Original Revenue (PAD) played an important role in financing the region, so a good management system was needed to realize more optimal PAD revenue. Besides taxes, the PAD component with the largest revenue was the regional levy. However, Jombang Regency's regional levy receipts decreased from 2018 to 2022. Therefore, good revenue management was needed in the scope of levy, namely market service levy. The purpose of this study was to describe the management of market service levy receipts carried out by the government to increase revenue. This research method was descriptive with a qualitative approach. The focus of this research was the basic principles of regional revenue management by Mahmudi (2020), including (1) expanding the revenue base, (2) controlling revenue, (3) improving the efficiency of revenue administration, and (4) transparency and accountability. The results of this study showed that the management of market service levy receipts had been well managed.

Abstract

The “Desa SIAP” website (Sistem Informasi Administrasi Pemerintahan Desa) is a digital platform used by the Leran Village Government to facilitate online public services. Through this website, villagers can acces information related to village government, make administrative submissions such as official papers, and see the transparency of the village budget and public information. This study aims to describe and analyze the effectiveness of e-government through the “Desa SIAP” website in Leran Village, Manyar District, Gresik Regency. The focus of this research uses Duncan's theory, including: goal achievement, integration, and adaptation. This study uses a descriptive qualitative approach with data collection techniques using interviews, documentation, and field observations. The results of the study show that the effectiveness of E-Government through the "Desa SIAP" Website in Improving Public Services in Leran Village, Manyar District, Gresik Regency has been effective and running well. The achievement of the goal has been done well, where the “Desa SIAP” website has increased the efficiency, transparency, and accessibility of services in Leran Village, but education and assistance are still needed for people who do not understand technology. The integration of the “Desa SIAP” website is quite effective with easy socialization and procedures, but further strategies are needed so that the community better understands and uses the website well. The adaptation to the implementation of the “Desa SIAP” website has gone well, supported by the ability of trained employees and adequate infrastructure.

Abstract

Retribution is a regional levy as payment for services or the granting of certain permits specifically provided or granted by the Regional Government for the benefit of individuals or entities. In a retribution there are services provided by the government. The services provided by the government or often called public services are not all running well. This article aims to explain the quality of subscription parking services in Pasuruan City from the aspect of public services. This research is important to do because there are many complaints from the public as service users regarding the services provided by the subscription parking operator. This study will focus on analyzing respondents' responses to the dimensions of public services which are divided into responsiveness, responsibility, and accountability. The method used in this research is a quantitative approach with descriptive research type survey research category. Respondents in this study amounted to 100 people who are users of subscription parking services in Pasuruan City. In this study using simple random sampling as a sampling technique. The results show that the quality of subscription parking services in Pasuruan City gets a score of 74.6% or is included in the good category.

Abstract

Pembangunan dan pengembangan potensi desa berbasis wisata pedesaan atau desa wisata saat ini menjadi daya tarik tersendiri di Indonesia. Salah satunya yaitu pengembangan Kampung Majapahit sebagai Desa Wisata di Desa Bejijong Kecamatan Trowulan Kabupaten Mojokerto. Dengan mengusung Konsep desa one village multiproduct, desa wisata ini menawarkan beragam produk wisata. Dengan konsep tersebut pula Desa Wisata Majapahit Bejijong terpilih menjadi 50 Besar Anugerah Desa Wisata Indonesia (ADWI) 2021. Tujuan penelitian ini adalah untuk mendeskripsikan dan menganalisis collaborative governance dalam pengembangan Desa Wisata di Kampung Majapahit Desa Bejijong Kecamatan Trowulan Kabupaten Mojokerto. Penelitian ini dianalisis menggunakan model collaborative governance dari Ansell and Gash yang memiliki empat variable yaitu kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, dan proses kolaborasi. Metode penelitian yang digunakan yaitu pendekatan kualitatif dengan menggunakan metode observasi dan wawancara dalampengumpulan data. Hasil penelitian ini menjelaskan bahwa model kolaborasi pengembangan Kampung Majapahit sebagai Desa Wisata di Desa Bejijong melibatkan beberapa pihak, diantaranya Pemerintah Desa Bejijong, Pemerintah Kabupaten Mojokerto, masyarakat, dan pihak swasta yaitu dari Yayasan Lumbini Buddha Parini Bana. Dalam penelitian ini juga dijelaskan bahwa proses kolaborasi telah dilaksanakan dengan baik meskipun masih ada beberapa kekurangan dan kendala, namun hal tersebut dapat diatasi dengan baik dan tidak mengganggu proses kolaborasi.

Abstract

This study examines the impact of the SiPanjol Mobile application on tax compliance among trestaurant taxpayers in Mojokerto Regency. The digital tax payment service helps address common issues in manual systems, such as delayed reporting and lack of transparency. Using a qualitative descriptive approach, data were gathered through interviews and field observations. The findings indicate that the application simplifies reporting and payment processes while promoting voluntary compliance. Overall, SiPanjol Mobile contributes to a more accessible and transparent local tax system.

Abstract

This research aims to determine, analyze, dan describe the strategy taken by the Surabaya City Transportation Agency in optimizing public roadside parking levy revenue. Regional Original Revenuee (ROR) is vital for the Regional Government in implementing regional autonomy and setting a budget to carry out development programs in the region. One source of ROR comes from regional levies. One type of regional levy is a levy on public roadside parking services. The city of Surabaya as the capital city of East Java Province as well as the center of the economy in East Java Province is expected to receive public roadside parking levies that reach the target, one of the factors that is considered is because the total number of residents and motorized vehicles is increasing every year. The Technical Implementtation Unit (TIU) for Public Roadside Parking is a TIU under the Transportation Agency which is tasked with managing public roadside parking levies. The research method used are observation, interviews, and documentation. This study uses Fred R. David strategic management theory which consists of Strategy Formulation, Strategy Implementation, and Strategy Evaluation. The results of this study indicate that the strategic management of the Transportation Agency in optimizing revenue from public roadside parking fees was less than succesfull.

Abstract

Melalui strategi pemantauan dan pengendalian kualitas udara yang dilakukan oleh Dinas Lingkungan Hidup Kota Surabaya menjadi upaya untuk mencegah, menanggulangi, dan memulihkan kualitas udara agar senantiasa pada kondisi layak hirup. Tujuan penelitian ini untuk mengetahui dan menganalisis strategi Dinas Lingkungan Hidup Kota Surabaya dalam pemantauan dan pengendalian kualitas udara. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teori manajemen strategi oleh Fred R. David yang berdasar pada tiga indikator fokus, yaitu perumusan strategi, implementasi strategi, dan evaluasi strategi. Hasil penelitian ini menunjukkan bahwa strategi DLH Kota Surabaya dalam pemantauan dan pengendalian kualitas udara dapat dikatakan berhasil karena capaian nilai Indeks Standar Pencemaran Udara (ISPU) yang senantiasa berada pada kategori sedang dan baik sehingga dapat dikatakan layak hirup. Strategi ini dilakukan melalui program kegiatan pemantauan pada Stasiun Pemantau Kualitas Udara Ambien (SPKUA) dan pengendalian melalui pengawasan kegiatan usaha, pelaksanaan car free day, serta yustisi terkait pembakaran sampah.

Abstract

Persons with disabilities have equal rights to employment, including in the formal sector. However, people with disabilities often receive discriminatory treatment and experience obstacles in obtaining decent work. The government seeks to provide equal opportunities for people with disabilities by establishing a 2% quota policy for people with disabilities to work in the local government environment, as per Law 8/2016. This research aims to analyze the implementation of the 2% minimum quota policy for people with disabilities to work in the Surabaya City government, referring to the Van Meter Van Horn (1975) policy implementation theory. This research employs a qualitative case study approach, utilizing data collection techniques such as observation, interviews, and documentation. The results showed that: (1) Regarding policy standards and objectives, the Surabaya City Government has a clear legal foundation for implementing the policy; (2) Concerning resources, there are limitations in both human and financial aspects; (3) In terms of implementing organization characteristics, the government lacks a specific Standard Operating Procedure (SOP) to guide implementation; (4) Communication among implementing organizations is effective with proper policy dissemination and coordination with target groups; (5) Implementers’ attitudes are supportive, as seen from the agency's response to the acceptance of employees with disabilities; and (6) The social, economic, and political environment is generally favorable, although economic constraints remain a barrier. This research concludes that implementing the minimum 2% quota policy in the Surabaya City Government has not been fully optimal. This is primarily due to limited resources and the absence of structured procedures.

Abstract

Artikel ini membahas peran Standar Pelayanan Minimal (SPM) dalam meningkatkan pembangunan infrastruktur di Kota Surabaya. Standar Pelayanan Minimal yang diatur dalam Peraturan Pemerintah Nomor 2 Tahun 2018, berfungsi sebagai acuan bagi pemerintah daerah dalam merencanakan, melaksanakan, dan mengevaluasi proyek infrastruktur. Penerapan SPM di bidang pekerjaan umum diharapkan dapat menjamin kualitas dan aksesibilitas layanan publik, serta mendorong transparansi dan akuntabilitas dalam pengelolaan proyek. Namun, pembangunan infrastruktur di kota Surabaya menghadapi berbagai tantangan, termasuk pembebasan lahan, kemacetan lalu lintas, kinerja kontraktor yang kurang optimal, dan dampak lingkungan. Faktor pendukung seperti partisipasi masyarakat, dukungan finansial, dan kebijakan pemerintah yang jelas juga berperan penting dalam keberhasilan proyek. Dengan penerapan Standar Pelayanan Minimal yang efektif, diharapkan infrastruktur yang dibangun dapat memenuhi kebutuhan dasar masyarakat dan mendukung pertumbuhan ekonomi serta sosial secara berkelanjutan. Kerjasama antara pemerintah, masyarakat, dan sektor swasta sangat diperlukan untuk mengatasi kendala yang ada dan memastikan proyek infrastruktur memenuhi standar yang ditetapkan

Abstract

Artikel ini bertujuan untuk menganalisis peran Dana Kelurahan dalam mendorong pembangunan infrastruktur lokal di Kota Surabaya. Dengan pendekatan kualitatif, penelitian ini untuk mengetahui peran program Dana Kelurahan yang didanai oleh Anggaran Pendapatan dan Belanja Negara (APBN) melalui Dana Alokasi Umum (DAU) Tambahan, serta Anggaran Pendapatan dan Belanja Daerah (APBD) Kota Surabaya. Dari hasil artikel ini menunjukkan bahwa Dana Kelurahan memiliki peran strategis dalam pembangunan infrastruktur. Proses perencanaan melibatkan partisipasi aktif masyarakat melalui Musyawarah Rencana Pembangunan. Dampak program ini sangat signifikan, tidak hanya meningkatkan infrastruktur fisik tetapi juga meningkatkan pertumbuhan ekonomi, menciptakan lapangan pekerjaan, dan meningkatkan kualitas hidup warga. Melalui keterlibatan masyarakat, program Dana Kelurahan berhasil menciptakan rasa memiliki dan tanggung jawab bersama, serta mendorong pembangunan berkelanjutan dan inklusif di tingkat kelurahan. Penelitian menyimpulkan bahwa Dana Kelurahan di Kota Surabaya merupakan program pembangunan yang efektif, transparan, dan responsif terhadap kebutuhan masyarakat, yang memposisikanmasyarakat sebagai pelaku aktif dalam proses pembangunan wilayahnya.
