Abstract

Optimalisasi keterbukaan informasi publik di lembaga pemerintah dilakukan dengan pengimplementasian Undang-Undang nomor 14 tahun 2008 tentang Keterbukaan Informasi Publik (KIP) harus terealisasi hingga ke tingkat desa, di Provinsi Sumatera Barat istilah desa dikenal dengan nagari. Implementasi UU KIP ini bertujuan untuk menjamin hak masyarakat dalam mengetahui apa yang dilakukan oleh pemerintah. Bentuk konkrit dari penerapan UU KIP di tingkat nagari adalah pembentukan PPID nagari, sebagai badan eksekutif yang berada dilevel paling bawah. Kegiatan pengabdian kepada masyarakat ini dilakukan di dua nagari yang ada di Kabupaten Tanah Datar, Sumatera Barat, yaitu Nagari Tabek dan Nagari Sawah Tangah. Kedua nagari ini memiliki permasalahan relatif hampir sama, 1) perangkat nagari belum memahami dengan baik implementasi dari UU KIP tahun 2008, 2) belum terbentuknya PPID Nagari sebagai bagian perangkat nagari yang bertugas mengelola informasi nagari, 3) tidak terkelolanya website nagari oleh perangkat nagari, terlihat dari design/ tampilan website nagari pada tampilan default. Adapun, metode pendekatan yang digunakan adalah metode Focus Group Discussion (FGD), sosialisasi, presentasi dan pelatihan. Kegiatan ini melibatkan perangkat nagari, BPRN, KAN, dan tokoh adat. Hasil yang diperoleh dari kegiatan pengabdian kepada masyarakat ini, 1) aparatur nagari sudah memahami amanat dari UU nomor 14 tahun 2008 tentang keterbukaan informasi publik, bahwa masyarakat nagari berhak tahu tentang segala sesuatu terkait dengan nagarinya, 2) terbentuknya PPID nagari, 3) meningkatnya kemampuan perangkat nagari dalam mengelola website nagari.

Abstract

Nagari Salimpaung memiliki rencana untuk mengembangkan potensi wisatanya. Namun sayangnya, beberapa masalah membuat pengembangan pariwisata menjadi stagnan. Permasalahan yang mereka hadapi adalah 1) Belum adanya komitmen bersama antar stakeholders yang ada, 2) Belum adanya pemetaan potensi dan permasalahan dalam pengembangan pariwisata, dan 3) Belum optimalnya kelembagaan/aktor penggerak pengembangan pariwisata. Oleh karena itu, PKM ini bertujuan untuk membantu mitra dalam mengembangkan pariwisata dengan melibatkan pemangku kepentingan (elemen terkait) di nagari. Kegiatan yang telah dilaksanakan adalah: 1) Melakukan pretest untuk mengetahui tingkat pemahaman stakeholders dalam pengembangan wisata nagari, 2) Memberikan materi untuk memperkuat pemahaman stakeholders terhadap pengembangan desa wisata, dan 3) Menggali potensi wisata dengan menggali informasi dari pemangku kepentingan dengan menggunakan Participatory Rural Appraisal. Hasil kegiatan menunjukkan bahwa tingkat pengetahuan dan pemahaman pemangku kepentingan mengenai pengembangan wisata nagari masih rendah. Dengan demikian, para pemangku kepentingan harus meningkatkan pengetahuan dan pemahamannya, terutama dalam mencapai komitmen bersama untuk pengembangan pariwisata di Nagari Salimpaung.

Abstract

Health is a fundamental thing in human life. Healthy development is an investment for the development of Indonesian communities, therefore increasing community awareness, willingness, and abilities is a must. Benchmarking of success in health development is the creation of quality public health services. Increasing challenges in health development, impacting on public health services become less optimal. The government tries to improve the quality of public health services by creating various innovations through digital technology. Andalas Community Health Center as part of the government improves the quality of health services through Ayo Ceting Program, which aims to prevent stunting in the District of East Padang. Ayo Ceting consists of three program packages namely, WhatsApp Group for Pregnant Mothers, Rumah Gizi and Digital Education: The Ayo Ceting Android-based application. This study aims to determine the implementation of Ayo Ceting innovation at Andalas Public Health Center, Padang City. This research uses a qualitative descriptive approach, where research is conducted to obtain and collect in-depth data directly from the research location regarding the use of Ayo Ceting applications. The informants in this study were health workers responsible for the stunting prevention innovation program at the Andalas Public Health Center in Padang. Based on the explanation from sources, Ayo Ceting innovation increasing people's knowledge and understanding of Stunting and it prevention and empowering the community itself to actively report their health data. Furthermore, it provides more effective and efficient public services, and finally, the community can obtain information with access and a more attractive appearance

Abstract

Nagari Situmbuk and Nagari Tabek Patah, our activity partners, do not yet have regulations governing the protection of public spaces that are suitable for children. Whereas Law No. 23/2002 requires every city/regency and village to have a child-friendly environment, also Law_No._35 of 2014 concerning_child_protection demands the same thing. The urgency was also emphasized by the issuance of the_Regulation_of_the_Minister_of Women_Empowerment and Child_Protection of the Republic of Indonesia No 13 of 2010 Technical Guidelines for Eligible Districts / Cities in Children / Villages and Regional Regulation of Tanah Datar District No. 6 of 2018 concerning Implementation of Child Protection. Therefore, the existence of the Nagari Rule on Child-Friendly Nagari as important as participatory and collaborative policy formulation capabilities is held at the nagari level. It was marked by the involvement of stakeholders aiming that the policy would get full commitment from all parties. This activity is carried out using a participatory and collaborative training approach method. The results of devotion show that the involvement of stakeholders is still low in the formulation of policies in both of our partner villages. This is caused by 1) their lack of knowledge about children's rights and 2) communication, interaction, and exchange of information among stakeholders that is low so that it fails to form a policy network..

Abstract

Di era digital saat ini mampu menciptakan berbagai teknologi digital yang memberikan manfaat paling penting yaitu menghubungkan antara warga negara dengan pemerintah dalam cara baru yang efisien dan efektif. Paradigma pelayanan pemerintah yang bercirikan pelayanan pegawai yang lamban, prosedur yang berbelit, dan tidak ada upaya yang dapat diatasi melalui penerapan digital atau yang lebih dikenal dengan e-government. Badan Pendapatan Daerah Provinsi Jawa Barat sebagai instansi pemerintah telah mengambil langkah untuk menerapkan digitalisasi atau e-government dalam pelayanan pajak kendaraan bermotor dan pengesahan STNK dalam rangka meningkatkan mutu pelayanan publik kepada masyarakat.Pada Sesungguhnya Badan Daerah Provinsi Jawa Barat masih ada penemuan permasalahan yang terjadi dalam Pelaksanaan E-Samsat antara lain dalam bentuk implementasi kebijakan, sistem, efektivitas program, dan kualitas pelayanannya. Penelitian ini bertujuan untuk mengetahui dan menganalisis secara lebih rinci mengenai Kebijakan Pelaksanaan E-Samsat Di Badan Pendapatan Daerah Provinsi Jawa Barat. Metode dan pendekatan penelitian yang dilakukan dengan metode penelitian kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data melalui metode observasi, wawancara semistruktur dan dokumentasi.Guna memperoleh tingkat kepercayaan data hasil penelitian atau tingkat kebermaknaan suatu penelitian ini, dilakukan langkah-langkah uji keabsahan data antara lain melalui triangulasi data dengan triangulasi sumber, triangulasi teknik dan triangulasi waktu. Teori yang digunakan adalah Dimensi-Dimensi Jaringan Kebijakan oleh Frans Van Waarden (1992), yaitu Aktor , Fungsi, Struktur, Kelembagaan, Aturan Perilaku, Hubungan Kekuasaan dan Strategi Aktor .

Abstract

The Indonesian government has declared a new order to live side by side with COVID-19, through the idea of a "new normal". An interesting study to see how the Indonesian people respond to this new normal policy, especially in rural communities. So far, most discussions about the new normal have only been in the context of urban society. This study aims to identify the resilience of rural communities in facing the new normal situation. The method used is qualitative with a phenomenological approach. Data was collected using in-depth interview techniques with key actors. The research was conducted in Pulo Pitu Marihat Village, Ujung Padang District, Simalungun Regency, North Sumatra Province. This area was a red zone location when the pandemic took place, and most of the population worked in the informal sector which tended to be economically and socially vulnerable. The results show that people's ability to survive in the face of changes in the new normal transition period is influenced by individual resilience, social capital, natural resource environment, and social institutions.

Abstract

Registration for the 2024 presidential candidates began at the end of 2023, but the euphoria of the supporters of the 2024 presidential candidates began to be felt from the beginning of 2022. Several survey institutions released public opinions regarding several prospective 2024 presidential candidates. One of the approaches taken in the survey was by conducting direct interviews with the public. However, political dynamics can change the results of political surveys at great expense. Public opinion about the 2024 presidential candidates cannot only be acquired through direct interviews. Public opinion acquisition can also be done through social media such as Twitter. This article aims to find out public opinion on the candidates for the 2024 presidential candidate on Twitter social media. This article uses a Twitter dataset and data analysis tools using orange data mining. The crawling dataset was carried out using the hashtags #capres2024 and #presiden2024 and the keywords anies baswedan, prabowo subianto and ganjar pranowo with 10,000 tweet data in content written in Indonesian. Text preprocessing includes transformation, tokenization, filtering and normalization applied to data before analysis is carried out with topic modeling and sentiment towards the presidential candidates. The results of the word cloud analysis show a very high level of popularity for candidate Ganjar Pranowo, but the results of the sentiment analysis show that Ganjar Pranowo has a negative sentiment.

Abstract

Penelitian ini dilakukan guna mengkaji bagaimana proses serta dampak dari tansformasi penyampaian pelayanan publik yang terjadi di Dinas Kependudukan dan Pencatatan Sipil Kota Padang. Tipe riset ini adalah riset Kualitatif. Studi ini memperoleh beberapa temuan yakni 1) Sasaran pada proses terjadinya perubahan layanan ini yaitu masyarakat Kota Padang yang memiliki keterbatasan waktu untuk langsung datang ke kantor yang dapat memakan waktu yang cukup lama dapat menghambat aktivitas pemohon kini dapat terbantu semenjak adanya transformasi layanan digital tersebut. Kehadiran layanan digital (Si Rancak) dapat dikatakan efektif terlihat sekali perbedaanya dari sisi konsultasi, standar layanan, akses, kesopanan, informasi, keterbukaan dan transparansi, ganti rugi, nilai untuk uang ; 2) perubahan mulai terlihat dan sudah banyak menikmati layanan digital ini. Mereka yang sudah mengetahuinya senang melihat efesiensi dan transparansi dari digital elektronik program (Si Rancak) ini. Namun pembiasaan harus terus berlajut dan dukungan di atas pemerintah Kota harus mendukung rencana transformasi layanan digital yang digagas pemerintah Kota Padang ini untuk menularkan layanan digital (Si Rancak) serupa lainnya di Indonesia.

Abstract

This study analyzes empirically the Supervision of Local Government in the Provicion of Clean Water by PDAM Padang Panjang City. The data analysis thecnique using MAXQDA software application.  This research uses qualitatif methods with a descriptive approach. With a location in Padang Panjang City. Data collected by interview and documentation. The results of this study indicate thet supervision is carried out by means of indirect supervision where the PDAM reports the results of its to the Regional Government.

Abstract

There are 167 million social media users in Indonesia. Some of these users express their opinions on social media known as public opinion. Public sentiment is the classification of public opinion into several classes. Understanding public sentiment through some public policies can benefit the government. Publication trends can be a stepping stone to deeply understanding a research topic. No research was conducted on the publication trend of public sentiment toward Indonesian government policies on social media. This study aims to explore publication trends in the area of public sentiment toward Indonesia government policies on social media using bibliometric analysis. The Scopus database is used to gather abstracts and keywords, funding details, citation information, bibliographical information, and other information. Search document terms used are "public", "sentiment", "social media", "government", governance," and "policy" rolled within the article title, abstract, and keywords. Research publication trends were visualized using VOSViewer co-occurrence keyword analysis, which resulted in seven clusters from all the collected literature. The research trend is climbing significantly in 2018–2021, but decreasing in 2022. The University of Indonesia is the institution that produces the most documents and IOP Conference Series on Earth and Environmental Science is the publication place that publishes the most documents. Decision trees, random forests, logistic regression, naïve bayes, support vector machines and long-short-term memory are part of the machine learning algorithms recycled and Twitter is the most used social media platform.
