Abstract

After the enactment of Law Number 6 of 2014 concerning Villages on 15 January 2014, the Republic of Indonesia now has laws specifically regulating the administration of village governance. A very important part is the arrangement of village regulations. Village regulations are set by the village head after obtaining approval with the Village Consultative Body. In the process of establishing village regulations, community participation is needed, so that the output of village regulations can fulfil aspects of local community needs that are conveyed through the Village Consultative Body. The aspirations of the local community in the form of input and contribution ideas are more effective, because community complaints and opinions are taken into consideration in decision making. Related to this matter, the formulation of the problem in this study is how is community participation in the process of establishing Village Regulations in Koto Masjid Village, District XIII, Koto Kampar, Kampar Regency? There are still very many village organizers (Village Heads and Village Consultative Bodies) and village communities who do not yet have the knowledge and expertise in the field of legislation. This has the potential to affect the success of the implementation of the Law on Villages, and even does not rule out the possibility of creating legal chaos, among others, the occurrence of conflicts and overlapping laws and regulations. So that in the future knowledge of the establishment of legislation is needed which is able to encourage people to participate in the formation of village regulations, realize Village Regulations that are aspirational, responsive, obedient, harmonious and harmonious vertically and horizontally in the framework of developing national legal systems based on The 1945 Constitution of the Republic of Indonesia, and produced a Draft Law and Regulations that could be accounted for philosophically, juridically and sociologically. Knowledge can be obtained through legal counselling, especially legal counselling related to community participation in the process of establishing village regulations in Koto Masjid Village, District XIII Koto Kampar, Kampar District.

Abstract

Naumbai Village is a village located in Kampar District, Kampar Regency, Riau Province. Naumbai Village was formed and designated as a preparatory village in 2003. The people of Naumbai Village come from the indigenous Malay tribe, the majority of whom work as farmers. With 1,017 women, Naumbai village is well known for its residents' skills in making various kinds of traditional foods such as galopuong, bomban leaf lopek, sarikayo, and leaf palito. Palito daun is very well known and famous among the people of Kampar, because several years ago it was used as a traditional food icon by the Kampar regional government on the anniversary of the district which is known as the veranda of the Mecca of Riau. A business marketing development strategy can be the key to success or even failure in a company. Determining the right target and which business development strategy should be used to achieve business goals can be a risky decision. When a business has a strong strategy, aligned with business goals, and implemented well, the strategy has the potential to increase growth and high profitability.

Abstract

This community service activity aims to strengthen regional competitiveness by promoting the traditional culinary specialty Palito Daun as a cultural identity and economic potential in Kampar Regency, Riau. Palito Daun culinary delights possess high local wisdom and offer the potential to be developed as a superior regional product. The activity included outreach, branding strategy training, digital-based promotional assistance, and facilitation of business legality for culinary MSMEs. The results demonstrated improved participant skills in more attractive product packaging, utilizing social media for promotion, and understanding the importance of legality in expanding the market. Furthermore, this activity fostered collective community awareness of the importance of preserving traditional recipes while simultaneously developing them to suit modern market tastes. This community service activity is expected to be a strategic step in strengthening Kampar Regency's image as a region with distinctive culinary delights capable of competing locally, nationally, and internationally.
