Abstract

Divided government in the District isvery interesting tostudy, in addition to a new phenomenon, the government was divided (split) basically could create instability ingovernance. Divided government was originally based on the assumption that the direct election results are not always consistent and in line with the results of legislative elections. In this sense the winner of the election  is not  automatic Direct  was  the winning  party  legislative  elections  because  of  voter  behavior  in local elections tend  to be more forward  Jump candidates  (figure) rather than political party clwice.The purpose of this study  were : First, analyze the results of  theelections Direct elections to the parliament members vote on a number of districts and munidpalities in Central Java; Second, look at the dynamics of political relations between the Regional Head  Elected  to parliament members ina number of districts and munidpalities in Central Java of the year 2005 to 2006.For thepurpose of thisstudy toanalyze bylooking at the voting results  Election  of Members  of  Parliament  and  electoral vote resulted directly in a number of districts and munidpalities in Central Java.  Once  it  was  done  in-depth  observations  on  each  government Kabupten/ City in Central Java.The conclusion of this research was the result of election districts Idties in Central Java during the period 2005 - 2006 showed that of the 26 districts/ dtieswhich have beencarrying out direct elections showed 50% of thearea marked witha divided government (divided Government).This showed that the Chief Elected Regional Winners Party was not carried by the legislative elections or a majority of seats inparliament .While 50% of the marked area of government that did not split  (unified government), which was carried by theelected Head of the Regional Legislative Election Winners Party (themajority ofseats inparliament).

Abstract

The implementation of e-government aims to establish a good relationship between the government and the society as well as businesses that take place in an efficient, effective and economical. In addition, the purpose of implementing e-government is to achieve a good governance (good governance). Good governance has several elements one of which is the effectiveness and efficiency.Departing from the above conditions, this study tried to describe the general adoption of e-Government Regency/City in Central Java. In detail, this study will discuss how the implementation of E Government Regency/City in Central Java and what the barriers to implementation of the E Government.Application of E Government by Regency City in Central Java, most of the entry on stage 2 (two), but there are some districts / municipalities that have entered at step 3 (three) which apply online application for public services. For institutions, the need for clarity of authority and responsibility of all agencies in the government district / municipality. Some of Regency/City there that give's responsibility in the development of E Government Electronic Data Processing Section (PDE) in the Regional Secretariat. However there are some Regency/city that provide responsibility under the Department of Transportation, Communication and other Information. Another problem encountered is the lack of ability of the ranks of civil servants and others in the field of ICT for the conduct of government in the Regional (E-Government) and lack of budget implementation of e-government.

Abstract

Central Java Provincial Government in 2013 organized a Candidate Registration Regional Civil Servants (CPNSD) on line system. Selection is done by stages: Selection Administration and Basic Competence Test (TKD) through Computer Assisted Test (CAT) with the facilitation of the State Personnel Board (BKN) .The researchers have assumed that the acceptance CPNSD in Regional Government of Central Java Province in 2013 is better than the previous year. In general, the implementation CPNSD 2013 in Central Java Province has been implemented and run better when compared with the previous year CPNSD implementation. Indications are good transparency in the registration stage to the stage of graduation announcements. At the registration stage, the transparency shown by the use of the Internet media that can be accessed by all people. In the explanation, the public can see clearly the requirements and application procedures CPNSD. However, in the online registration is still frequently encountered obstacles such as the presence slowness internet access by prospective applicants CPNSD in Central Java. Acceptance CPNSD in Central Java in 2013 that uses CAT system has many advantages and can minimize cheating because its value can be directly known to be more objective, in addition to the basic competence test execution process faster, practical and efficient which will save costs.

Abstract

PAD demands greater increased as more and more authority delegated to local government that accompanied the transfer of personnel, equipment, financing, and documentation to the area in large numbers. Equalization funds from the center would not be a mainstay continuously. With revenues expected  dependence on the central area is reduced. In this regard, optimization of local revenue sources were necessary to increase the ability of local finance. It required the intensification of the subjct and the object of revenue.In connection with the above problems, this study analyzed the local tax identification and Semarang City government  as one of its sources of revenue. In identifying who would do it, researchers would analyze the local tax which was not optimal so that still needs to be improved by intensification or extensification, this research would also provide any recommendations for efforts that could be done by the Government of Semarang in the intensification or extensification of regional taxes and levies area.The data required for this study were collected by using observation, interview, and documentation. Through these three techniques, research results were expected to be more objective or capable of describing the situation as it was. Primary data was done by conducting interviews with the competent parties to the topic under study for example the Head of Financial Management of Semarang or with the Head Office in connection with the management of regional taxes and levies in the city of Semarang.While the secondary data used in this analysis was the realization of Semarang city budget data of 2001 – the year 2006. In addition, also be taken aggregate data from the Office of Financial management (DPKD) City of Hyderabad as well as data from other agencies that had anything to do with local taxes in the city of Semarang.Tax Research showed street lighting was the largest contributor in the local tax penermaan Semarang city which is about 52.9 % in 2006. While the tax contributor to the smallest was the Tax Collection and Processing of Mineral C which was equal to 0.07 % in 2006. Viewed from the potential tax, objects and actually there were many taxprayers who had not managed entirely as expected from the regional regulation that govern, for example : Amusement Tax, Advertisement tax. While category C minerals tax and parking tax were still less than optimal in the collection, this was because in addition to taxprayer data difficult to quantify in real also very difficult to expect the mechanism of voting by self-payment.

Abstract

Discrimination to voters with disabilities occurs recurrently although many efforts are taken to break such discrimination through regulations. This study intends to specifically describe the accessibility of voters with disabilities in the 2019 election, the obstacles, and recommendation for policy designs to improve the accessibility of voters with disabilities in elections. The simultaneous elections of 2019 which involve the legislative and presidential elections contribute to the complexity of the election, especially for the voters with disabilities. The qualitative research approach applies the analytical descriptive method. The data collection used literature studies on regulations, research results and articles related to disability. Primary data were obtained from interviews and observations (March-April 2019) in the city of Semarang. The data were also collected from documentary studies and online news searches regarding the policies/programs/activities of the General Election Commission (KPU), the General Election Supervisory Agency (Bawaslu) and organizations of disabilities, including using excerpts from their statements. The results of this study conclude that during the 2019 General Election KPU has not been able to remove social barriers to the fulfillment of the rights of disabled voters. The findings show that there is still discrimination for voters with disabilities in the 2019 elections which strengthens the findings of previous researches, although the regulatory aspect is better. The KPU policy of providing polling station (TPS) Akses at all polling stations is actually not effective in meeting their needs based on the types of disability. There are limitations on the budget and the availability to follow the topographic requirements of TPS Akses. As a recommendation, the quality of service needs to be improved by maximizing the accuracy of data for voters with disabilities, using the data as the basis for procurement and distribution of logistics and the establishment of TPS Akses, and as well as institutionalizing the synergy between KPU, local governments, and disabled community organizations/activists.
