Abstract

The infrastructure of Malang City is currently being directed towards the eastern and southeastern parts, Kedungkandang District. Infrastructure plays an important role in the aspect of land cover change, which raises the complexity of the emergence of urban forms and dynamics. This study compares three models, Artificial Neural Network (ANN), Logistic Regression (LR), and Multi-Criteria Evaluation (MCE), to predict changes in land cover in the Kedungkandang District using the Cellular Automata (CA) approach. The prediction results indicate that the ANN and MCE models have the highest overall Kappa values (prediction accuracy), while the ANN and LR models have the highest location-specific Kappa values. However, overall, the ANN model demonstrates the highest accuracy and performance among the other two models. This research makes a significant contribution to urban planning by highlighting the importance of using machine learning-based technology to predict land cover changes in Malang City, particularly in the Kedungkandang District. Stakeholders can leverage this technology to design more effective and sustainable infrastructure policies and implement preventive measures to mitigate the negative impacts of uncontrolled urban growth.

Abstract

The Community-Based Water Supply and Sanitation Program (PAMSIMAS) is one of the government's concrete actions to meet water needs in the community. However, implementing the PAMSIMAS program in Kebonagung Village needs more community involvement.  Therefore, this study is conducted to identify the level of community participation using frequency distribution calculations based on Arnstein's participation ladder. Data collection was conducted through a primary survey with 41 respondents using a simple random sampling method, using random respondents who would be used as research samples. The results showed that the level of participation in the PAMSIMAS program in Kebonagung Village was on the fourth ladder of participation, namely consultation with classification into tokenism, which means that the community participates in obtaining information and has the opportunity to argue for decision improvement but is often not accommodated or ignored. It is necessary to increase community participation by paying more attention to community needs so that the sustainability of the PAMSIMAS program continues.

Abstract

Pekanbaru - Dumai toll road is one of the segments of the Trans Sumatra toll roads built by PT Hutama Karya. The Pekanbaru - Dumai toll road connects economic centers in Riau Province, including Dumai-Duri-Kandis-Petapahan-Minas-Pekanbaru. On the Pekanbaru-Dumai toll road, problems with service quality were found. This research has two objectives: to analyze the quality of service and level of satisfaction of the toll road users assessed from the toll road users. The second objective is to formulate referral recommendations to fix and improve the quality of toll road services in terms of the needs and expectations of toll road users. This study employs IPA analysis to identify the degree of performance and the level of importance of service qualities, CSI analysis to determine the level of satisfaction of toll road users, and QFD analysis to define the development priorities for the Pekanbaru-Dumai toll road. The results of this study obtained that the satisfaction level of the Pekanbaru-Dumai toll road was 0.63, with the category quite satisfied. The priority is toll road surface maintenance regularly, the second priority is toll road lighting facility maintenance regularly, the third priority is toll road safety facility maintenance regularly, the fourth priority is to improve rest area facilities, the fifth priority is to expand parking in the rest area, and the absolute priority is to enforce electronic fines or (e-ticket) for traffic violations.

Abstract

Urbanization is caused by a drastic increase in population in an area, thus spurring high demand for space or land, leading to land conversion. The phenomenon of land conversion in rural areas is a reciprocal relationship between urban and rural areas influencing the spread of urbanization to rural areas. Mulyoagung Village, one of the villages in Malang, experiencing significant agricultural land conversion. This research aims to identify the classification of area based on the land conversion. Discussion also made on the beliefs and the demographics that played a role in influencing decisions regarding land conversion. The result revealed that Mulyoagung Village is a secondary rural peri-urban classification located between Malang City and Batu City, experienced a conversion of 24.01% of non-built-up land to built-up land within a period of 20 years (2002-2022). The conversion led to a change from initially rural fringe to urban-rural fringe. This results also supported by SEM-PLS analysis which showed that community demographics are the central construct influencing the decision of farming communities to convert their agricultural land.

Abstract

Pembangunan infrastruktur perdesaan tidak hanya berorientasi pada dana desa, lebih dari itu diperlukan dukungan dari masyarakat. Masyarakat selaku aktor utama dalam pembangunan yang harus dilibatkan, baik itu dalam proses perencanaan, pelaksanaan, evaluasi, maupun pengambilan keputusan. Dalam konteks pengambilan keputusan, modal sosial yang baik diperlukan. Modal sosial menjadi modal tidak berwujud yang mendorong keterlibatan masyarakat untuk berpartisipasi. Adapun pada penelitian ini berlokasi di Desa Kuniran, Kecamatan Purwosari, Kabupaten Bojonegoro. Desa ini setiap tahunya melakukan pembangunan infrastruktur dari Dana Desa (DD), namun masih terdapat masyarakat yang kurang mendukung pembangunan ini. Oleh karena itu penelitian ini mengkaji modal sosial dan partisipasi masyarakat dalam tahap pengambilan keputusan. Sampel penelitian ini adalah masyarakat yang tinggal di Dusun Kuniran dan Dusun Besulu dengan jumlah 90 KK. Analisis SEM-PLS digunakan untuk menganalisis keterkaitan atau pengaruh modal sosial dan partisipasi. Hasil utama menunjukkan bahwa modal sosial berpengaruh terhadap partisipasi masyarakat sebesar 49.7%. Keinginan masyarakat untuk bekerja sama, mengambil bagian dalam pembangunan desa, dan menghadiri pertemuan dengan membawa rekomendasi merupakan indikasi dari hasil-hasil tersebut. Masyarakat menghadiri rapat RKPDes di Desa dan memberikan usulan pembangunan infrastruktur, yang berarti masyarakat ikut serta dalam pengambilan keputusan, berkat potensi modal sosial tersebut. Secara keseluruhan hasil penelitian ini menunjukkan bahwa peningkatan modal sosial akan meningkatkan partisipasi masyarakat. Oleh karena itu, diperlukan dukungan pemerintah dalam bentuk program yang dapat memperkuat modal sosial serta meningkatkan kolaborasi dan partisipasi masyarakat. Sehingga diharapkan pemerintah menetapkan kebijakan yang sesuai dengan kondisi dan kebutuhan masyarakat agar pembangunan infrastruktur desa berkelanjutan.

Abstract

This study emphasizes the importance of careful planning and effective implementation to achieve a balance between economic development and environmental sustainability. Careful planning and effective implementation will ensure that IKN can become a symbol of Indonesia's progress and innovation in the international arena, and drive inclusive and sustainable economic growth.This study explores Indonesia's geopolitical role in the development of the Capital City of the Archipelago (IKN) in the Asia Pacific region. This study uses a qualitative approach with PESTO analysis, triangulation analysis, and paradigm shift analysis to validate data obtained from various sources, such as national policies, economic reports from international institutions such as the World Bank and IMF, as well as academic research from institutions such as CSIS and LIPI. This analysis identifies that the development of IKN in East Kalimantan has great potential to improve Indonesia's geopolitical position in the Asia Pacific region. The successful development of IKN will change international perceptions of Indonesia, strengthen national resilience through an integrated approach that covers economic, social, and environmental aspects, and improve economic competitiveness through modern infrastructure and better connectivity. The development of IKN is also expected to encourage more equitable regional integration and reduce the development gap between the western and eastern regions of Indonesia. The results of this study show that the development of IKN is not just an infrastructure project, but also a geopolitical strategy that can strengthen Indonesia's position on the world stage, improve people's welfare, and ensure sustainable development for future generations.

Abstract

The Maloy Batuta Trans Kalimantan (MBTK) Special Economic Zone (SEZ) in East Kutai Regency has significant potential for developing industries based on natural resources, particularly in palm oil and minerals. This study aims to assess the potential of leading sectors and evaluate the effectiveness of the MBTK SEZ development policy using a policy analysis approach, Location Quotient (LQ), and Shift Share analysis. The findings indicate that both national and regional policies have supported the growth of local resource-based industries; however, their implementation has not been optimal due to low investment levels and inadequate infrastructure. This study recommends aligning cross-sector policies, accelerating the provision of essential infrastructure, and implementing industrial clustering strategies to enhance the competitiveness of the MBTK SEZ.

Abstract

This study aims to analyze the factors influencing trip attraction to the Among Tani Main Market in Batu City and to develop a trip attraction model that can support transportation planning and market management. Primary data were collected through a questionnaire survey of 404 respondents, while secondary data were obtained from relevant agencies. Descriptive statistics were used to describe visitors’ socio-economic and travel behavior, and multiple linear regression analysis was applied to identify the dominant variables affecting visit frequency. The results show that most visitors are female, aged 31–40, with senior high school education, self-employed, and earning IDR 1–2.5 million per month. The majority use motorcycles, travel an average distance of 5–10 km, and spend 15–30 minutes to reach the market. Of the 20 independent variables tested, five were significant: travel distance, travel time, shop area, parking area, and building size. Distance and time negatively affect visit frequency, while the three infrastructure-related variables have positive effects, with shop area being the most dominant factor. The study concludes that accessibility and infrastructure capacity are more influential than socio-economic factors. These findings provide practical implications for market management and transportation planning in Batu City to enhance visit attraction and support sustainable urban development.

Abstract

Jalan nasional di perkotaan Kabupaten Trenggalek adalah jalan kolektor primer 1 yang melayani angkutan jarak jauh dan jarak pendek sehingga kondisi kemantapan jalan yang prima sangat penting untuk melayani penggunanya. Penanganan jalan nasional yang dilaksanakan berdasarkan hasil inspeksi teknis perlu diimbangi dengan memperhatikan persepsi masyarakat sehingga tepat sasaran. Oleh karenanya penelitian ini mengukur tingkat kepuasan pengguna jalan nasional di perkotaan Kabupaten Trenggalek menggunakan metode Customer Satisfaction Index (CSI) dan Importance-Performance Analysis (IPA). Pengambilan data dilakukan dengan metode survei kepada 216 responden pengguna jalan nasional di perkotaan dan diluar perkotaan menggunakan google form dan blanko kuesioner pada Bulan Oktober Tahun 2023. Hasil perhitungan menunjukkan nilai CSI jalan nasional diperkotaan adalah 76,6271%, lebih besar 6,8173% dibandingkan CSI jalan nasional diluar perkotaan dengan nilai 69,8098%, keduanya masuk dalam kriteria puas. CSI juga menunjukkan bahwa pengguna jalan nasional memiliki persepsi yang sama mengenai elemen yang paling tidak memuaskan adalah elemen Faktor Sosial (SF), namun berbeda persepsi mengenai  elemen yang paling memuaskan yaitu elemen manajemen lalu lintas (TM) untuk jalan nasional di perkotaan dan elemen dampak lingkungan (EI) untuk jalan nasional diluar perkotaan. Hasil analisis IPA menunjukkan bahwa berdasarkan persepsi pengguna jalan nasional terdapat atribut/variabel yang harus ditingkatkan karena tingkat kepentingannya tinggi tetapi kinerjanya rendah (berkedudukan di Kuadran I) yaitu 9 atribut/variabel untuk jalan nasional diperkotaan dan 19 atribut/variabel untuk jalan nasional di luar perkotaan, dimana 4 atribut/variabel diantara keduanya  beririsan yaitu  RS8 kondisi jalan mendukung keselamatan dan kenyamanan pejalan kaki, RF2 Permukaan jalan yang halus, RF7 reflektor marka jalan untuk mengatasi cuaca gelap, dan EI7 tingkat sistem drainase jalan lingkungan sekitar baik. 5 (lima) atribut/variabel lainnya yang perlu ditingkatkan untuk jalan nasional di perkotaan adalah RS 15 Sistem drainase jalan berfungsi baik, RF11 Halte untuk pemberhentian bis atau angkutan umum tersedia dan berfungsi baik, RF16 Lajur untuk pengendara sepeda tersedia, SRU2 tingkat pelayanan parkir kendaraan on street baik, dan TM10 adanya pengaturan sistem parkir. Adapun 15 (limabelas) atribut/variabel lainnya yang perlu ditingkatkan untuk jalan nasional di luar perkotaan adalah RS5 lampu penerangan jalan jumlahnya mencukupi dan berfungsi dengan baik, RS6 adanya polisi yang mengatur lalu lintas jalan, RS7 tingkat kecepatan kendaraan sesuai aturan, RS14 kebersihan bahu jalan dari PKL, RS16 adanya usaha penyelenggara jalan dalam memperbaiki black spot, RF10 lampu penerangan jalan tersedia dan berfungsi baik, EI2 tingkat kebisingan lalu lintas rendah, EI6 tingkat pembuangan sampah di jalan rendah, SRU1 tingkat pelayanan pejalan kaki (akses penyeberangan, kondisi trotoar dll) sesuai standart, SRU6 pelayanan polisi untuk keamanan dan kenyamanan, SF4 adanya kendaraan bergerak lambat, TM2 kemudahan bagi disabilitas, TM5 pengaturan kecepatan kendaraan, TM7 ada petugas yang mengatur lalu lintas akibat perbaikan jalan atau faktor lainnya. Penentuan prioritas penanganan jalan nasional dengan cara menyandingkan semua prioritas yang diperoleh dari analisis CSI dan analisis IPA, selanjutnya dipetakan atribut/ variabel yang beririsan satu sama lain, sehingga dihasilkan prioritas utama penaganan jalan nasional baik di perkotaan maupun diluar perkotaan Kabupaten Trenggalek.

Abstract

The decreasing number of tourists in Padangan Village highlights issues among policymakers. One of the commonly used models to analyze the role of policymakers is the Penta Helix Model. This study aimed to identify the role of Penta Helix actors in developing the tourism sector of Padangan Village. The research employed a descriptive-qualitative approach with a focus on policymakers. Data were collected through in-depth interviews using the snowball sampling method to identify respondents. The findings showed that the most critical role in tourism development in Padangan Village was played by the government, including the Village Head of Padangan, the Department of Tourism and Culture of Bojonegoro, and the Department of Public Works and Housing of Bojonegoro. The roles of media actors and business actors were relatively minor, and collaboration between the government and these groups had not yet been established. Their lack of interest led to the non-involvement of community actors and academics. Meanwhile, tourism development efforts by the actors primarily focused on enhancing attraction components and tourism activities, without paying enough attention to amenities, accessibility, and accommodations.
