Abstract

Abstract

Partnerships are instruments to overcome the inability of individual smallholders to solve the development problems associated with agricultural sectors and commodity chains. While vigorously advocated, a sustainable partnership is rare in the Indonesian cassava production and industrial sector. Knowledge of partnership from the sector is also limited. This study explores the reasons for previous partnerships in the cassava production and industrial sector discontinued and examine what factors determine farmers' willingness to partake in partnerships. The study administered a systematic random sampling to survey for 140 cassava farmers in Central and East Lampung Districts from November 2018 to April 2019. Farmers were interviewed and given a structural questionnaire. The quantitative data were analyzed by heckprobit regression. The results of the study show that the partnership ends because the two parties do not have the same vision for working together. Various variables (barriers to selling to non-industries, low prices, inaccurate weighing scales, high transaction costs, and discounted prices.) indicate the complexity of farmers' considerations for joining the partnership. This research impliesthat it is difficult to create partnerships in the future if farmers and industry have different visions and priorities.

Abstract

EnglishThe introduction of many new technologies has come up with limited success, as indicated by the low of observed rates of adoption. Furthermore, the process of   introduction until paddy farmers have willingness to adopt this new technology is not always easy. The objective of this paper is to analyze factors that drive farmers’ intention to adopt a new technology in paddy cultivation, by taking into account simultaneous effects of measured and latent variables influencing the intention. This study uses integrated technology acceptance model (TAM) and theory of planned behavior (TPB) for predicting farmers’ technology acceptance by measuring their intentions, and the ability to explain their intentions in terms of their attitudes, perceived ease of use, perceived usefulness, past experience, perceived behavioral control, and interrelated variables.  Results of this paper reveal that attitude, perceived behavioral control, perceived usefulness, resource facilitating conditions and perceived risks positively engender the intention of agricultural technology adoption.

Abstract

Sustainable standards and certification can encourage coffee farmers to adopt good agricultural practices (GAP), achieving coffee production that is economically, socially and environmentally sustainable. The Common Code for Coffee Community (4C) is a standard and certification scheme currently exists in Robusta coffee production center in Lampung Province. However, sustainable standard and certification become less relevant without farmers’ participation. Farmers’ participation in standards and certification has been relatively low and studies on the issue are relatively rare. This study aims to analyze the determinants of farmer’s participation in 4C Standards and Certification. The study was conducted in West Lampung and Tanggamus Ragency, Lampung Province from February to May 2019. The total number of respondents was 120 people (4C certified farmers and non-certified farmers) surveyed with a systematic-random-sampling method. Data was analyzed using heckprobit regression. The results showed that farmer participation in 4C was determined by the selling price of coffee, farmers’ side job, farmers' preference to replace coffee with other commodities, and the farmers’ group activity. The results indicated that 4C and coffee stakeholders at national scale need to consider policies on how to improve coffee price, optimizing the farmer organizations, and the added-value of coffee production.

Abstract

To address the problems of the distribution of subsidized fertilizers, the Government of Lampung Province implements an innovative Billing System policy through which farmer groups redeem subsidized fertilizer online. However, the impact of the policy has not been reviewed scientifically. Therefore, this study aims to answer questions (1) what are the impacts of the Billing System Policy on the quantity use and prices of subsidized fertilizer in Lampung? and (2) what are the impacts of the Billing System Policy on rice production in Lampung? The study was conducted in June 2020 until February 2021. Total respondents were 314 rice farmers surveyed with systematic random sampling in the districts of East dan South Lampung and Metro. The impacts of Billing Systems were evaluated with the Propensity Score Matching (PSM) technique, which is a credible quantitative method for correcting selection bias and other variable biases. The results showed that, at the farmer group level, the Billing System significantly increases the average use of Urea and reduces the average prices of Urea and SP36. However, the Billing System has little impact on rice production, although the production has increased after the Billing System policy. The findings further imply that enhancing the institutional capacity of farmers is still necessary.

Abstract

Standard and certification are related to the sustainable development paradigm that views agriculture as a system. However, studies on standard and certification, especially in Indonesia, rarely evaluate it as a systemic approach to agricultural development. This study aimed to analyze the parallels of the standard and certification with the premise of The Theory of Change–can contextually provide incentives for a systemic approach to sustainable coffee production in Indonesia and to examine the proper systemic approach for a sustainable system of the Indonesian coffee production. We conducted a literature review to address the study aims. Empirical and theoretical approach studies included in the review process. Findings revealed that standard and certification did not provide adequate incentives for systemic and sustainable coffee production in Indonesia. Thus, a combination of five building blocks as a conceptual systemic approach is required to encourage sustainable coffee production. These building blocks are composed of enabling environment, production and market characteristics, the availability of alternative livelihoods, and the level of competition among producers.
