Abstract

ABSTRACTE-Learning is a learning process electronically and remotely can be done without face to face  interactions  informally  with  a simpler,  for example  by means of  mailing lists,  e-newsletters  or  personal  websites,  organizations  and  companies that  want to  socialize services,  programs,  knowledge  or  particular  skills  in  societies.This study  was to determine the  e-learning  teaching system,  determine the effect of  the transformation of  e-learning system  to  students,  and  students'  interest in learning  to know  the  e-learning system. This  research  using  quantitative methods  with a  sample of  60  students.  Data collected through  questionnaires.  Analysis of  the data  using  product moment  The results showed  that the  learning  system  of e-learning  considered less  effective  as  face-to-face communication  is still  used  only  used  to  provide  enrichment  and  test  materials.  Effect of the transformation of  the system  of e-learning  relatively new,  so it is still  weak  and  the students  themselves have not  understood  in depth.  Student interest  to  study e-learning systems  is still  low because  of e-learning is still  in the  introduction  stage.  Effect of  the transformation of e-learning system  on  student interest  is very  weak  because it  is still using the system dependence learn face to face with the teacher.Key Words: E-Learning, Communication, Student

Abstract

ABSTRACT Socialization qualitatif study and communication program of rural  internet services through focus discussion group for community development in provinci of Bengkulu. The aims of this research was:  To determine the extent of coordination and cross-level communication (Bappeda, Dinas Kominfo, Dinas Kesehatan, Dinas Pendidikan, Dinas Koperasi  dan Usaha Kecil  Menengah, Dinas Perhubungan, Perguruan Tinggi dan Tokoh  masyarakat) in optimizing  the program of internet services district (PLIK). The research design was qualitative descriptive. A sample of this research using two or more cluster gradually. Collected data are primary and secondary data. Techniques used in this research were interviews, focus group discussion, observation and documentation. Data analysis in this research was a qualitative analysis. Qualitative analysis reached by applying content analysis techniques. The result showed that: (1) The lack of socialization and cross-level communication about PLIK (internet service district program); (2) Performance of provincial coordinators, facilitators, and manager was not optimal in optimizing PLIK; (3) The persistence of corruption and the status of several computer devices “off” and (4) Socialization, communication, and a good IT training can be to the participants, advocates in the province of Bengkulu, if in accordance with the concept that has been selected by expert team. Abstract

ABSTRAK Tujuan dari pada penelitian ini adalah memperoleh bentuk konsep program pendampingan dalam pemberdayaan layanan jasa akses telekomunikasi USO, memberikan pendampingan dalam penerapan konsep yang telah terseleksi, merancang modul pelatihan ITC kepada pendamping, mengetahui peran, pengelola ITC, dan mengetahui masalah dan Hambatan yang terjadi pada program ITC. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan menggunakan “Snowball System”, yaitu pendekatan terhadap orang-orang yang dipandang mengetahui masalah ITC dengan cara mendatangi key person, kemudian key person akan memberitahukan person lain yang mengetahui ITC di tingkat Kecamatan.Hasil wawancara menunjukan bahwa segmen sosial yang paling banyak mengunjungi ITC adalah siswa SLP dan SLA. Siswi dan siswi sebagian besar bermain game dan facebook, sedangkan sebagian kecil mengakses pengetahuan dan mengetik tugas yang diberikan dari sekolah. Sementara itu, segmen orang dewasa lebih banyak mengetik keperluan pribadi dan mengakes infoirmasi penting seperti informasi bisnis, informasi produk harga penjualan misalnya harga sepeda motor, dan lain-lain. Hasil wawancara juga menunjukan bahwa ada hal-hal negatif dan positif muncul di lapangan atau pengelola. Yaitu  terjadinya penyimpangan yaitu korupsi di tingkat kecamatan, dimana ada pengelola ITC yang ditagih secara ilegal oleh  Jasindo dengan berbagai variasi harga mulai dari 5 juta sampai 20 juta dengan pembicaraan bahwa uang disetor baru alat di drop. Celakanya uang ditransfer ke rekening bukan atas nama yang meminta secara ilegal tadi tetapi atas nama orang lain, sementara pengelola yang bersangkutan memegang surat perjanjian yang isinya bahwa peralatan tersebut adalah gratis. Selain wawancara juga dilakukan observasi terutama memahami realitas ITC. Hasil observasi menunjukan bahwa sejumlah lokasi ITC ternyata ada yang menggunakan program “LINUX” dan ada pula yang menggunakan program “WINDOWS” karena masyarakat berpendapat bahwa program “LINUX” lebih sulit jika dibandingkan dengan program “WINDOWS”. Di lokasi observasi ternyata sebagian besar unit komputer dalam keadaan aktif, sedangkan sebagian kecil tidak aktif. Key Words: USO, Pendampingan, ITC, Pemberdayaan

Abstract

Success or failure depends on the goals of the organization Public Relations employee performance. Initial observation showed that the performance of employees still lower. Because the purpose of this research is (1) Want to know the organization's communication to the discipline of work, (2) Describe the influence of organizational culture on work discipline, (3) to analyze the influence of organizational communication and organizational culture simultaneously to labor discipline, (4) Want to know the effect of organizational communication on performance, (5) to analyze the influence of organizational culture on performance, (6) to analyze the influence of organizational communication and organizational culture simultaneously on performance, and (7) Want to know the discipline of work on performance. The method used is quantitative and qualitative, while the location of the research is part of Public Relations and Protocol Meanwhile time study for six months .. sample was 35 people. The data collection technique is a literature study, observation, interviews, questionnaires. Data were analyzed through path analysis and content analysis. Research shows that the effect on the organization's communications work discipline by 0,024. The influence of organizational culture on work discipline at: 0,974. The influence of organizational communication and organizational culture on work discipline influence the organization's communication of 0,000 on the performance of 0,885, the influence of organizational culture on performance of 0,740. The influence of organizational communication and organizational culture obtained F value of 55 400 with a significance level of 0.000. Work Discipline influence on the performance of statistical calculations based on the total effect on the Performance Work Discipline variable through variable Organizational Communication and Cultural Organization that is equal to -107%. These values indicate that the Work Discipline can negatively affect employee performance. Work discipline employees not as expected so do not improve employee performance optimal.Key Words: Communication, Culture, Performance Discipline, Public Relations

Abstract

Green Open Space (GOS) consist of public GOS and private GOS. Meanwhile, focus of this research is public GOS. To be precise, research aim is to know existing condition about the development of public GOS, to explore how the policy related has implemented, and to identify push factor and pull factor involved. Research method used is qualitative method. Snowball sampling is used to collect related data from public and employee of the Agency (Dinas Kebersihan dan Pertamanan). In addition, among public GOS purposively “active garden” have chosen as focus, that is 7 out of 32 active garden available.This research shows that based on regulation requirement of Perda public GOS is around 20,565 % from city area. Existing condition is not ideal, still less than 11-12 % from the ideal measure. Meanwhile, based on structured interview with chosen respondent reveal that almost 60 percent of tkem is satisfy with existing condition of public garden and almost 40 percent respond reversely. Notably, respondent show their unsatisfy respond to Taman Heulang Public Garden due to the existence of street vendor (PKL), vandalism in a certain spot, and so forth.The obstacle factor of policy implementation are the difficulties to acquire public GOS, lack of human resources, lack of coordination among local agencies, and lack of policy socialization to the public. In addition, there are conducive factor that can be boost the effective policy implementation as follows : law that induce targeted of ideal composition of public GOS, public anthusiasm to utilize existing public garden, the willingness among related parties (Central government, local government, local agency, even attentive public) to work together in implementing policy more effectively. Keywords : Green Open Space, policy implementation, public garden

Abstract

The focus of the research is the management of TPU in the city of Bogor, the purpose of this study was to determine the strategy of the City Government in the management of TPU, to investigate the implementation of the government's strategy of Bogor manage TPU and for mengetaui impact strategy Bogor city administration to the user community TPU. The method used in this study is a qualitative method by taking the informant of the two types of informants for Administrative manager of TPU and user communities TPU using techniques snow ball, TPU city of Bogor there are eight TPU, the study focused on four TPU them TPU Gunung Gadung, TPU Cipaku, TPU and TPU Dreded Blender. researchers showed that the provision of land in Bogor City TPU has not been ideal with the needs of the community cemetery. At this time the city of Bogor require five (5) hectares of TPU, the strategy of the City Government in managing the TPU results structured interview stated that the strategy pegelolaan TPU is expected to provide services to the needs of society in a cemetery that is desired and expected by the public, in the implementation of the policy as a strategy management of TPU, the management of TPU is not ideal with the regulations the City Government as the provisions of the management planned, many factors and constraints in managing TPU like availability of land in the city of Bogor is very difficult to get, quality and human resource capacity to be a factor to failure in managing the TPU, lack of socialization management policy to the community of the importance of the TPU management policy, as well as the lack of attention from the Bogor city administration for the management of TPU. the impact of management strategies TPU on society shows that the answer No 54.1% and 45.9% YES answer is public response to the TPU management policy means greater datipada answers No answer Yes to show people are not satisfied with the services provided by the City Government Bogor UPTD Funeral manage TPU.Keywords: Policies, TPU, Human Resources.

Abstract

Government Regulation No. 53 of 2010 Concerning Servants Discipline is the legal basis to ensure civil servants and can be made the basis for the preparation of State apparatus that is good and right. Within the Civil Service Police Unit Bogor itself often occur pelanggaranber relation to breaches of discipline of civil servants, such as doing things that can degrade the honor or dignity of the State, the Government, or Civil Servants in this case many civil servants are absent from duty as law enforcement, entering places that can pollute the honor or dignity of civil servants, except for the sake of office, but violations are frequent delays often occur in the office of civil servants and absent without information on working hours Based on this background and the many issues concerning the discipline of civil servants. The authors formulate the problem of how the implementation of regulations under PP PNS Discipline 53 of 2010 on the Civil Service Police Unit in the city of Bogor, how sanctions applied against civil servants who do not obey the rules of discipline of civil servants, under PP 53 Year 2010 on the Civil Service Police Unit Bogor. Obstacles that arise in the implementation of the Disciplinary Code of civil servants under PP 53 Year 2010 on the Civil Service Police Unit Bogor. Research methods and approach used in the study was descriptive, with respect to the subject matter to be discussed is associated with the practice in the field in order to solve a problem by collecting and analyzing the data. The results of the field which penlis get is that the Civil Service Police Unit Bogor has been carried out since the PP is applied, until now, only one case relating to violations of discipline that PNS. In connection with the sanction given by the Civil Service Police Unit Bogor related violations by PNS \ PP 53 in 2010. While the constraints on the field in the context of the discipline of civil servants within the scope of the Civil Service Police Unit Bogor authors see it because it is influenced by several factors, such as lack of infrastructure, lack of awareness of the civil servants concerned, the lack of device and the rules of discipline and lack of guidance that is given by the Civil Service Police Unit Bogor. Abstract

The purpose of this study are to describe the discipline of motor vehicle drivers in traffic and the level of traffic safety in Bogor City, to analyze the effect of discipline motorists against motor vehicle safety in Bogor, to describes the efforts undertaken Bogor City Government cq. DLLAJ city of Bogor in improving discipline of motorists against motor vehicle safety in Bogor. Methods used are descriptive and associative method. The data used are primary data and secondary data. Primary data is collected by distributing a questionnaire, and supported by the observations and interviews. The collection of secondary data sourced from documents, literature and related research. The sampling technique is simple random sampling that amounted to 56 motorists on the three streets are: Jl.Raya Tajur as many as 20 riders, 16 riders from Jl.KS Tubun, and 20 riders from Jl.Jalak Harupat. Based on the correlation coefficient between the disciplines of motor vehicles with safety in traffic amounted to 0.513 and the interpretation is quite strong, and the positive direction indicates that the variable of riders discipline with variable of safety is significant correlation, means that the higher discipline the higher the level of safety. That correlation between the variable X (Discipline) with Y (Safety) is significant at an error rate of 0.01 (1%) and 99% confidence. Based on the conclusion, the author recommend: the Department of Transportation in Bogor through the Section of Communication, Information, Education and Communications-Section Guidance and Safety in order to continue disseminating safety riding, and equipping of road infrastructure such as mounting traffic signs, road markers, tool of speed limit, a safety device road users to improve road safety. Abstract

The increasing number of enthusiasts accessing the BPJS card does not seem to be accompanied with the service of obtaining JKN card (National Health Insurance). Reality people start waiting in front of the office around 6 am just to get early queue. Not to mention the readiness of very minimal service, limited staff and counter and various facilities that do not support the comfort during the wait. Even every day is limited to 90 people. This shows that the quality of service on the manufacture of JKN card in BPJS office has not function properly. The purpose of this study is to know the influence between the quality of service to public satisfaction in the manufacture of JKN card in the office of BPJS Bogor City. The theory used in this research is using the service quality theory of Zeithaml, Parasuraman, & Berry in Ratminto and Atik Septi Winarsih and also the theory of public satisfaction by Boediono which states that to measure a quality of service and a community satisfaction can be measured through five dimensions namely: Tangibles, Empathy, Reliability, Responsiveness, and Assurance (TERRA). The method used is associative with Rank Spearman correlation test. From the correlation coefficient results there are two indicators of the level of influence is very strong that is serving properly and have knowledge while the level of influence on indicators to complete the needs is very low. The results of the contribution of service quality variable to the variable of community satisfaction by 54% are influenced or determined by BPJS service quality variable by 46%. So it can be concluded that Based on the results of associative statistical hypothesis that H0: p = 0 (no relationship) means there is no effect of service quality on community satisfaction.Keywords: Quality of service BPJS, JKN-BPJS program, and community satisfactioncard maker JKN-BPJS.

Abstract

This study aims to determine the role of guidance and supervision in groundwater exploitation in the Technical Implementation Unit of the Department of Energy and Mineral Resources (UPTDESDM) West Java Province Service Area I Cianjur. With working areas including: Cianjur, Sukabumi, Sukabumi, Bogor, Bogor and Depok.According to Pratowo (2001) the success of groundwater management is highly dependent on supervisory and control functions, including coaching function. Ivancevich put forward a number of important points, namely, coaching is a systematic process to change the work behavior of a / group of employees in an effort to improve organizational performance. Georgr R.Terry (2006: 395) defines oversight as disseminating what has been done.  That is to evaluate work performance and if necessary apply corrective action action so that the result of work according to the plan has been determined. Business is the process, the way, the act of cultivating and organizing. Groundwater or so-called ground water is-water located beneath the soil surface in the zone or water-saturated layer. Methodology This research uses descriptive research design with qualitative approach method. The analyst unit in this research is in the form of individual / informant. The research informants were chosen by purposive sampling, while the technique technique used in this research are: Observation, Interview, and Documentation. Results and discussion: 1. Checking / analysis of groundwater quality, 2. Groundwater retrieval data, 3. Ground water tax, 4.
