Abstract

ABSTRACT This research aims to analyzeGerman’s national interests in Kalimantan Forest by FORCLIME in 2010-2016. Germany as an Annex I country has an obligation to reduce emissions resulting from its industrial activities. REDD+ mechanism allows Germany to reduce its emissions by cooperating with other countries and also maintaining its economic stability resulting from domestic industrial activities. In 2009, Germany reached an agreement with Indonesia of REDD+ implementation by FORCLIME in Kalimantan Forest, which had the highest deforestation rate compared to other forests in Indonesia. FORCLIME has an impact on changing the policies of forest management in Kalimantan. The Regional Government of Kalimantan no longer has full authority over forest management after the establishment of a Forest Management Unit (KPH). Abstract

ABSTRACT This research aims to describes describes China's efforts in the development of the China Pakistan Economic Corridor (CPEC) as China's energy security strategy using qualitative research methods. This study uses two concepts, namely the concept of energy security to see the urgency of China in securing oil imports and China's grand strategy which explains that increased cooperation is carried out by China to achieve its interests. The results of this study indicate that the benefits obtained by Pakistan in the CPEC are China's efforts to suppress the emergence of problems in building an alternative routes for China's oil imports. Abstract

ABSTRACT The Chagos Archipelago is one of the British territories in the Indian Ocean and play a role in safeguarding the security interests of Britain in the region. The British government in safeguarding its security interests in the Chagos Islands has designated the archipelago as a no-take Marine Protected Area (MPA). This was done to safeguard the security interests of a joint military bases between Britain and the United States. The military base is located on one of the islands in the Chagos Islands named Diego Garcia. Britain's decision to establish the Chagos Archipelago as a no-take MPA was taken after protests from indigenous people of the Chagos Islands and Mauritius who wanted to return to their territory. This study analyzes the security interests of British in protecting its military bases by implementing environmental policies. The Theoritical Framework used in this study is National Security and Military-Environmentalism. Keywords: Marine Protected Area, military base, national security, military environmentalism

Abstract

ABSTRACT Russia's involvement in the Nagorno-Karabakh conflict has its own implications especially with its capacity as a mediator of conflict. Mediation efforts continue to be carried out by Russia both independently and collectively within the OSCE Minsk Group framework. On the contrary, Russia's role as a mediator failed to bring a peace agreement and the Nagorno-Karabakh conflict escalated. This situation raises the assumption that Russia acts as a mediator solely not to achieve conflict resolution but to fulfill its interests in the region. Based on the above idea, the emergence of this research is to analyze Russia's foreign policy determinants as mediator in the Nagorno-Karabakh conflict, especially in the period 2012 - 2016. This research is a qualitative-descriptive study using the concept of mediators, national interest and determinants of foreign policy as instruments of analysis. Abstract

ABSTRACT The United States and Canada have established bilateral cooperation since 1988 in CUSFTA. This research will use a rational actor model by Alex Mintz. The author's hypothesis is the United States rejects the construction of the Keystone XL oil pipeline because the Keystone XL pipeline will negatively affect the economy, environment and politics of the United States. This decision was taken in connection with the decision of the United States during the Obama administration to concentrate on the environment, therefore a state that is rational actor would reject the construction of the Keystone XL pipeline which would bring domestic opposition to the population of the United States. This research then tries to analyze domestic politics that influence policy making and policy making processes on the basis of profit and loss. Abstract

ABSTRACT Delimitation problem between Indonesia and Philippines lasted for 20 years. The location of Indonesia boundaries ‘Miangas Island’ which is closer to the Philippines, becomes one of the key issues. This study will describe the factors that play a role in case resolution of ZEE delimitation between Indonesia and the Philippines. A country will strive to keep its outermost point. The debate over Indonesia's outer perimeter is seen from UNCLOS or Treaty of Paris 1898. However later in 2011 the Philippines agreed on UNCLOS understanding, and accepted Miangas Island as Indonesia's outermost point. This study was made for a change of attitude in the issue of ZEE delimitation settlement caused by several factors in it. This research will be descriptive qualitative research method and using the concept of determinant on foreign policy. Keywords : Miangas Island, Delimitation ZEE , Indonesia, Philippines.

Abstract

ABSTRACT This research aimed to find out China's interests behind the Tibet Tourism Master Plan policy. Data was obtained through library methods such as books, scientific journals, e-books, official state documents, and related websites. Afterwards the collected data is described with descriptive qualitative method, which means the answer to research questions is explained in form of words rather than numeric. Research analysis used the concept of internal colonialism and national interests. The concept of internal colonialism helped explain the process of changing the Tibetan region into a Chinese colony and the concept of national interest analyzed China's interests behind the policy of the Tibet Tourism Master Plan. Both of these concepts have a correlation, China conditions Tibet as a colony because there are several interests that need to be achieved. The result obtained was that there are economic and hegemony interests that China wants to achieve in developing tourism in Tibet. Abstract

ABSTRACT Nuclear policy under the Xi Jinping administration has become a contradiction. Under previous administration, the logic behind its use was centered on the need for cheap electricity and low emissions, but under-utilization of existing reactors and the slowing of economic growth have made that no longer sufficient explanation. Add to these factors, the popular opposition of nuclear development following the Fukushima disaster, and a new explanation becomes necessary. An explanation rooted in China’s current, absolute leader, Xi Jinping. Xi Jinping’s personality offers an analytic approach with the capacity to explain this, because of the large role he plays in making policy in China. This research aims to describe the effect of Xi Jinping’s personality on China’s nuclear development. This research was analyzed by Cognitive Approach concept with Operational Code Framework. Abstract

ABSTRACT The construction of Trans-Caspian gas pipeline, a new promising pipeline in Caspian region triggered Russia’s opposition. The opposition came up as geopolitic importance of the region and the economic interest of Russia will be significantly harmed due to the construction. Based on that idea, this research analyzes the policies that Russia took as an effort to declare it opposition and stop the contruction of the pipeline. Data in this research were collected from various sources including official website, journals, books, news and reports. To analyze, the research used foreign policy concept and rational actor model. The research shows that the policy decided by Russia is the most rational policy that successfully postponed and possibly stopping the contruction of Trans-Caspian Gas Pipeline. Abstract

ABSTRACT The process of desecuritization of Islamic terrorism becomes an interesting thing to be studied in the study of International Relations. This study attempted to analyze the process of Obama in conducting the desecuritization of terrorism through his speech to the Islamic community and the world. The research used descriptive qualitative research method with two concepts, namely: speech act from Nicholus Onuf which is explain the built process of rules through language construction and desecuritization by Barry Buzan that’s explain how threats transfer into the public sphere. Both concepts can help to analyze the process of Obama conducting Islamic terrorism desecuritization. This desexuritization is related to Obama identity that’s close by the culture and environment of third world countries. This makes him have a better understanding of Islam than his predecessor. The analytical technique used in this study is to interpret the data through focusing Obama's discourse or speech. Keywords: Terrorism, Desecuritization, Speech Act, United States
