Abstract

Australia is one of the countries with the highest solar PV capacity in the world. The capacity of solar PV installed in Australia has reached 16,319 MW and 600 W per capita at the end of 2019, making Australia the country with the highest per-capita capacity in the world. The Australian Government has established policies, regulations, and budgets as commitments to support the achievement of the solar PV capacity. This paper reviews and analyzes policies, regulations, and funds in Australia from federal to state levels on the side of solar PV development. Analysis showed that policies and regulations supported by the suitability of the government budget have a consequential effect on increasing the capacity of solar PV to implement and realize renewable energy targets in Australia. Several policies aforementioned as Feed-in Tariff, RET, NSSP, and budgets that focus on R&D have a significant impact on increasing the capacity of solar PV installed. Thus, realistic targets that are phased in, structured policy and regulatory support, budget compliance, and continuous education to the public are essential aspects that could be adopted in Indonesia to accelerate the realization of the national solar PV capacity target.

Abstract

Abstract

Indonesia is located along the equator so that it has a huge potential for solar energy, but it has not been able to be utilized optimally to reduce the use of fossil energy that is not environmentally friendly. In order to increase the use of new and renewable energy by 23% in 2025 where the target for the utilization of solar energy is 6.5 GW, the Government through the National Energy Council issued a policy to encourage each region to accelerate the utilization of solar energy in accordance with the mandate of the General National Energy Plan which requires the use of a minimum of 30% of the roofs of government buildings for the use of solar PV rooftop. The Denpasar City Government in implementing the Bali Provincial Energy General Plan can implement solar PV rooftop system at the Denpasar Mayor's Office Building as a pilot project for government buildings in Denpasar City. From the results of technical studies that have been carried out, the Denpasar Mayor's Office Building has a total roof area of ??1,732.14 m2. However, based on the Minister of Energy and Mineral Resources No. 49/2018, in this study designed solar PV rooftop with a capacity of 112.5 kWp. Solar PV rooftop simulation with PVSyst produces an average annual performance potential of 81.6% with an annual energy production of 175 kWh. Solar PV rooftop which is designed can save the use of PLN's electrical energy by 72.12% in a year. The results of the design are then tested economically using the NPV, IRR, BCR, PI and PP methods. NPV is positive at discount rates of 6%, 10%, and 15%. The IRR test is worth 20.12%, the BCR test is 14.57, the PI test is 7.31 and the PP test states that this investment requires a period of 3.4 years to return the initial capital. Based on the technical and economic analysis, the design of solar PV rooftop on the roof of the Denpasar Mayor's Office is very feasible because it is able to produce electrical energy that can save significant use of PLN's electrical energy and meet the investment eligibility criteria.

Abstract

The Telkomsel Renon Building serves as the regional telecommunications service office for the Bali and Nusa Tenggara area, covering an area of 5072 m2 with a PLN power capacity of 555 kVA. PT Telkom is committed to reducing energy consumption by implementing ISO 50001 energy management. Despite this, the use of 14 smart meters is still manually conducted, leading to a lack of real-time energy usage information. PLN data indicates an average energy consumption from 2017 to 2023 of 628.271 kWh, with an average annual cost of Rp. 696.915.017. Factors such as electrical equipment, room size, activities within, and building insulation affect the building's energy consumption. Inappropriate activities relative to room capacity can lead to energy wastage. One solution proposed for accurately monitoring energy usage in real-time involves the development of an Internet of Things (IoT) based application using Blynk. IoT is implemented in large meeting rooms with Central Split Duct AC and small meeting rooms with Split Wall AC. Measurement results indicate significantly higher energy consumption in large meeting rooms, reaching 4207.83 kWh, compared to only 467.06 kWh in small meeting rooms for similar activities. Discussions with users of small meeting rooms revealed their comfort and successful achievement of meeting objectives. By utilizing small meeting rooms, energy consumption can be reduced by up to 88.9%. Based on these findings, recommendations for room usage SOPs have been formulated for the Telkomsel Renon Building to realize energy-efficient practices towards green building standards.
