Abstract

One aspect of birth control in demography dynamics is a restraint of marital age. As mentioned in UU No. 1/1974, normatively, marital age of male is 19 years old, while female is 16. However, empiric study indicated that indonesian culture (i.e. to have their children get married at a very early age) is a major factor in discourage the implementation of the regulations. Further study and action must be taken to overcome this reality due to the achievement of national policy in demography.

Abstract

Prosedur dan Persyaratan penerbitan izin lingkungan telah di atur dalam Undang-Undang Perlindungan dan Pengelolaan Lingkungan Hidup. Hal ini penting, karena akan memberikan gambaran kepada seseorang atau badan hukum apa saja yang harus dipenuhi apabila ingin mengajukan izin lingkungan. Dengan dijelaskannya prosedur dan persyaratan tersebut, maka pejabat yang berwenang telah diberi rambu-rambu dalam menerbitkan izin lingkungan.Procedures and Requirements for the issuance of an environmental permit has been regulated in Law-Law Protection and Environmental Management. This is important, because it will give an overview to the person or any legal entity that must be fulfilled if you want to submit an environmental permit. With the procedures and requirements are explained, the authorities had given the signs-signs in issuing permits.

Abstract

Korupsi di Indonesia saat ini mengindikasikan sistemik, endemik, dan dianggap  mengancam terhadap kepercayaan publik (public trust) terhadap kinerja pemerintahan, sehingga upaya pemberantasannya telah dilakukan melalui cara-cara yang istimewa (extra-ordinary measures). Belum optimalnya perbaikan komponen legal substance dan legal structure mendorong Presiden untuk mengintervensi perbaikan legal culture terhadap aspek perilaku dan performen pejabat publik dalam bentuk Pakta integritas dengan digulirkannya Instruksi Presiden Nomor 5 Tahun 2004. Namun demikian kebijakan Presiden yang terkesan sporadis, dan tidak konsisten dalam penerapan dan penegakannya telah memperpanjang problem pemberantasan korupsi di Indonesia.Corruption in Indonesia is currently systemic, endemic, and considered threatening to public trust (public trust) on the performance of government, so that eradication efforts have been made through special ways (extra-ordinary measures.) Component repair is not optimum legal structure and legal substance to encourage the President to intervene in the improvement of legal culture and performen behavioral aspects of public officials in the form of integrity pact with Instruki No. 5 of 2004. The policies of President who impressed sporadic, and inconsistent in application and enforcement has extended the problem of combating corruption in Indonesia.

Abstract

Kuatnya arus demokratisasi sangat berpengaruh terhadap tuntutan good governance dalam tata kelola pemerintahan. Salah satu segi positif dari tuntutan tersebut adalah dengan telah diadopsinya prinsip akuntabilitas dalam Undang-Undang Perlindungan dan Pengelolaan Lingkungan Hidup bagi pejabat atas tindakan mal-administratif dalam penerbitan izin di bidang lingkungan. Atas dasar prinsip ini warga masyarakat yang menjadi korban pencemaran dan/atau perusakan lingkungan dapat mempersoalkan legalitas perizinan dan sekaligus meminta pertanggungjawaban hukum (pidana) kepada pejabat atas kerugian yang dideritanya.The democratic strengthen is very influencing to the demand of good governance in managing the government. One of the positive demand is it has been adopted the principle of accountability of the constitution of protection and management of environment for official functionary on the act of mal administration in establishing permit of environment field, Based on the principle community who become sacrifice of pollution of environment can appeal the legal permit and the responsibility of criminal case towards the official functionary of disadvantages they have got.

Abstract

Kemandirian Kekuasaan Kehakiman merupakan prasyarat yang harus dipenuhi dalam rangka bekerjanya negara hukum (materiil) atau demokratis. Negara hukum yang konsolidasi demokrasinya masih lemah menyebabkan prinsip kemandirian kekuasaan kehakiman tersebut sering disalahgunakan sehingga memicu terjadinya “mafia peradilan”. Seiring dengan momentum reformasi, maka dengan mempertimbangkan pengalaman dan praktek peradilan di masa lalu, upaya pengembangan dan reformasi lembaga peradilan harus diarahkan pada administrasi peradilan yang transparan, ketat dalam pengawasan serta tegas dalam penindakan, sehingga akan mampu melahirkan lembaga peradilan yang akuntabel dan bermartabat. Kemandirian Kekuasaan Kehakiman harus diimbangi dengan prinsip akuntabilitas sebagai manifestasi sebagai negara yang demokratis.Judicial independence is a prerequisite that must be met in the context of the operation of democratic state. State laws which the consolidated democracies are weak could cause the independence of judicial power principle became so often misused and thus causing “judicial mafia”. Along with the reformation momentum, then by considering the experience and practice of justice in the past, the development and reformation of the judiciary should be directed to the administration of justice in a transparent, rigorous oversight and resolute in action, so it will be able to bring the judiciary accountable and dignified. Judicial independence must be balanced with the accountability principle as a manifestation of a democratic state.

Abstract

UU No. 5 Tahun 1974, sebagai indikator pengatur otonomi daerah tidak terlepas dari ambivalensi kepentingan. Di satu sisi hendak mengangkat kepentingan rakyat (daerah), disisi lain juga mencerminkan adanya kepentingan penguasa (pusat). Dus, tolak tarik semangat demokrasi dan birokrasi. Demokrasi merupakan sebuah konsep, ajaran sekaligus azas yang bersifat relatif, kontekstual dan dinamis. Penyelenggaraan otonomi daerah dilaksanakan secara nyata dan bertanggungjawab sesuai dengan arah pemilihan politik dan kesatuan bangsa. Kadar penerapan prinsip demokrasi dalam penyelenggaraan pemerintah di daerah dapat diukur melalui variabel fungsi, diskresi dan variabel akses.

Abstract

This research aims to examine the influence of knowledge, attitudes, perceptions, co-workers, and income on the safety riding behavior of motorbike taxi drivers at Menara Sunan Kudus. Considering the high risk of accidents faced by motorcycle taxi drivers, understanding the factors that influence safe driving behavior is very important. This research uses a quantitative approach with a survey method of 100 motorcycle taxi drivers. Data were collected through questionnaires designed to measure safety knowledge, attitudes toward safety, risk perception, co-worker influence, and income level. Data analysis was carried out using multiple linear regression to determine the influence of each independent variable on safety riding behavior. The results of the analysis show that safety knowledge, attitudes towards safety, and risk perception have a significant positive influence on safety riding behavior. Apart from that, the influence of co-workers and income did not show a significant influence on safety riding behavior. These findings provide important insights for the development of more effective training programs and safety campaigns, with an emphasis on improving safety knowledge and attitudes and strengthening the positive influence of drivers' risk perceptions. Thus, efforts to improve driving safety among motorcycle taxi drivers can be focused on aspects that are proven to significantly influence safety riding behavior.

Abstract

This study aims to investigate the psychological effects of prolonged traffic congestion on civil servants working in the Ministry of Transportation in the Greater Jakarta Area. As one of the most densely populated regions in Indonesia, Greater Jakarta experiences severe daily traffic, which has the potential to exacerbate mental health issues. The research employed a quantitative approach through a structured survey distributed to 102 respondents. The respondents were classified into three categories of mental health disorders: high, moderate, and low, based on validated psychological scales. The results indicated that 51.20% of respondents experienced severe mental health disorders, while 39.21% reported moderate disorders, and 8.82% exhibited mild symptoms. Emotional regulation difficulties, anxiety, and mood disturbances were significantly related to traffic exposure. The study recommends implementing flexible work arrangements, improving public transportation infrastructure, and providing mental health support programs to mitigate the adverse effects of traffic congestion on civil servants. These findings highlight the need for urgent policy interventions to promote the well-being of public servants in urban settings, particularly those affected by chronic congestion.

Abstract

Penelitian ini menganalisis faktor-faktor yang mempengaruhi pemilihan becak motor sebagai alat transportasi umum di Kota Pasuruan dan penilaian terhadap tingkat keselamatannya. Penelitian menggunakan metode deskriptif kuantitaif dengan analisis regresi linier berganda dan analisis guttman. Hasilnya menunjukkan bahwa aspek kenyamanan dan keselamatan adalah faktor utama pertimbangan masyarakat dalam memilih becak motor. Analisis skala guttman menggambarkan tingkat keselamatan becak motor berada dalam kategori buruk, dengan indeks keselamatan sebesar 39%, dan sebagian besar pernyataan dalam skala guttman menunjukkan hasil negatif dan sebagian besar pernyataan menunjukkan hasil negatif. Observasi lapangan juga menunjukkan bahwa becak motor tidak memenuhi faktor-faktor teknis keselamatan dan dianggap ilegal sebagai angkutan publik. Rekomendasi penelitian mencakup peningkatan sosialisasi keselamatan, peningkatan standar keselamatan, pemeriksaan rutin kendaraan, dan tindakan tegas dari pemerintah untuk memastikan kepatuhan terhadap standar keselamatan dari becak motor. Penelitian ini memberikan wawasan penting bagi pemerintah daerah dan pemangku kepentingan untuk meningkatkan keselamatan dan efisiensi becak motor sebagai transportasi umum.

Abstract

This study aims to analyze the effectiveness of learning media in the form of short videos and e-booklets in improving students' understanding of traffic safety among ninth-grade students at SMP Negeri 7 Samarinda. This study employs a quantitative approach using a quasi-experimental method and a pre-test and post-test control group design. Data were collected through comprehension tests administered before and after the intervention, supplemented by interviews, observations, and documentation as primary data. Additionally, secondary data were gathered through relevant literature reviews to strengthen the theoretical foundation and analysis. The population in this study consisted of 871 students, and 60 students were selected as samples using purposive sampling. The samples were divided into two equal groups, the first group using short video media and the second group using e-booklet media in learning. Data were analyzed using the Liliefors normality test and the Independent Samples T-Test. The results of the study indicate that both media contribute positively to improving student understanding. Although the difference between the two media is not statistically significant, the average understanding score of students in the short video group is higher than that of the e-booklet group. Thus, it can be concluded that short video media tends to be more effective in practice in improving students' understanding of traffic safety compared to e-booklets. Therefore, teachers and educators are advised to optimize the use of short videos as an attractive, concise, and interactive learning medium.
