Abstract

Penelitian ini membahas mengenai proses collaborative governance dalam memecahkan masalah masyarakat sebagai bentuk upaya percepatan penurunan angka stunting di Desa Winduaji Kecamatan Pauyangan Kabupaten Brebes. Permasalahan stunting terhadap perkembangan anak dan balita saat ini menjadi salah satu perhatian khusus dimasyarakat yang dihadapi secara berkelanjutan oleh pemerintah baik di level pemerintah daerah sampai pemerintah pusat. Kabupaten Brebes khususnya Desa Winduaji Kecamatan Paguyangan merupakan salah satu daerah yang memiliki komitmen dalam upaya menanggulangi dan percepatan terhadap penurunan angka stunting saat ini yang terbilang masih tinggi ditas standart rata-rata nasinal maupun internasional. Tujuan dari penelitian ini adalah untuk melihat bagimana proses collaborative governance yang dilakukan antara pemerintah daerah, kelompok masyarakat, dan pihak swasta dalam bekerjasama dan bersinergi untuk menanggulangi dan menurunkan angka stunting di lingkungan masyarakat. Penelitian ini tertuju pada masing-masing pihak yang berperan dan saling bertanggungjawab satu sama lain yang tertuang dalam satu komitmen bersama yang dibentuk berdasarkan kesepakatan bersama. Penelitian ini menggunakan metode penelitian deskriptif melalui pendekatan kualitatif dan teknik analisis data menggunakan triangulasi data dan sumber, sedangkan pemilihan informan dipilih berdasarkan kemampuan sesuai dengan kaidah purposive sampling. Hasil penelitian ini terbagi atas beberapa aspek yang meliputi kondisi awal dalam proses collaborative governance dengan melihat situasi dan kondisi masyarakat yang tergolong dalam pemasalahan stunting di Desa Winduaji Kecamatan Paguyangan Kabupaten Brebes. Aspek kepemimpinan dan forum komunikasi yang terjaring dalam masyarakat mulai dari level pemerintah desa, kelurahan, sampai tingkat kabupaten dan bersama para pihak-pihak swasta yang terjalin dalam penanggulangan stunting. Forum yang digunakan koordinasi melalui kelompok posyandu dan Tim Percepatan Penurunan Stunting yang selama ini tersebar di masing-masing desa dan kelurahan. Hasil dari proses collaborative governance ini mampu berjalan dengan prinsip dan nilai-nilai dalam proses kerjasama, sehingga secara bertahap pemerintah mampu mengurangi angka stunting dan mengembangkan model jaringan sosialisasi dan edukasi kesehatan meliputi pola makan dan pola asuh anak dalam upaya penanggulangan dan percepatan penuruanan stunting di Desa Winduaji Kecamatan Paguyangan Kabupaten Brebes.

Abstract

Village development can be improved by developing the village's economic potential and becoming a forum for rural communities to develop themselves and their environment independently and participatively. One new approach that is expected to be able to drive development and drive the village economy is through the establishment of village community economic institutions called Village-Owned Enterprises (BUMDes) as one of the mainstay programs in increasing village economic independence. This service activity aims to analyze and describe in depth the management of village-owned enterprises (BUMDes) in Tumiyang Village, Kebasen District, Banyumas Regency. After analyzing the problem, aspects of BUMDes institutional assistance activities can be determined. Asepk, which is the focus of implementing this service, focuses on organizational management and governance which looks at BUMDes development from the aspects of planning, organizing, and directing in carrying out the functions and responsibilities of managing village-owned enterprises (BUMDes).

Abstract

The role and duties of the government in providing public services must be able to build patterns and principles of justice. Fair public services are one of the efforts made by the Sragen Regency government to create services that are responsive to all levels of society. Integrated services in poverty alleviation are one of the efforts so that poor people can quickly get public services from the government. The implementation of public administration from a social justice perspective is where administrators, in carrying out their duties, have standards for assessing and testing government decisions. Government policy must ensure community agreement in obtaining legal protection, health protection, education, the economy, and basic community needs that are regulated in a definite, legal manner. Public Services Through the Integrated Poverty Reduction Unit (UPT-PK) in Sragen Regency, is one of the innovations carried out to optimize pro-poor based services in various integrated services for the poor which include Saraswati Card Issuance services, Jamkesda Referral Recommendations, Sintawati Card Issuance, Providing scholarships for poor families with achievements, PPA PKH Recommendations, Recommendations for non-formal education costs, Grief Compensation, Repairing uninhabitable houses, Providing Raskin assistance, Providing assistance with wheelchairs for the disabled, Clinics, Free Ambulance. With the establishment of UPT PK in Sragen Regency, it is hoped that all poor people can be served in various basic services such as education, health, and economic services. This aligns with the public service model with a new public service approach that prioritizes social justice.

Abstract

The Family Hope Program is a community protection program organized by the Government of Indonesia since 2007. Through a system of providing sustainable assistance, this program aims to help communities meet their basic needs and stop the poverty line. Of course in its implementation can not be separated from the success and shortcomings, so evaluation must be carried out. With qualitative descriptive methods, interview data collection techniques, observation and documentation, as well as data validity triangulation techniques, this study aims to evaluate the Family Hope Program in Cipete Village, Cilongok District, Banyumas Regency. The results of the study indicate that the Family Hope Program can run well, as can be seen from the initial meeting, disbursement of aid, updating of Beneficiary data and verification of program participants' commitments. In addition, recommendations were obtained that this program is feasible to continue with improvements in the data updating process, considering that there are still underprivileged communities who have not been touched by the program, and beneficiaries who are no longer eligible to receive assistance. In this case, a better coordination and supervision system is needed so that the objectives of this program can be achieved effectively and efficiently.

Abstract

Program Keluarga Harapan merupakan suatu bentuk program yang dikeluarkan oleh pemerintah kepada masyarakat yang tergolong secara bersyarat dalam keluarga miskin berupa bantuan sosial sebagai wujud upaya perlindungan social. Pelaksanaan Program Keluarga Harapan di Indonesia secara umum memiliki tujuan terhadap permasalahan kemiskinan yang terus berkembang yang secara bertahap dapat menurunkan dan mengatasi angka kemiskinan yang terjadi dimasyarakat. Tujuan dari penelitian ini dilakukan ialah untuk menganalsis dan memastikan proses evaluasi pelaksanaan program keluarga di Desa Kotayasa Kecamatan Sumbang Kabupaten Banyumas. Penelitian ini menggunakan metode pendekatan kualitatif secara deskriptif yang dapat mendeskripsikan maslah dalam sebuah penelitian melalui jawaban dari maslah tersebut. Teknik pengumpulan data dilakukan melalui proses wawancara, observasi dan dokumentasi. Untuk menguji keabsahan data peneliti menggunakan teknik triangulasi sumber yaitu dengan cara mengecek data yang telah diperoleh melalui beberapa sumber. Dari hasil pengamatan dan analisis yang dilakukan pelaksaan Program Keluarga Harapan dapat berjalan sesuai dengan regulasi dan prosedur yang ditetapkan. Dapat terlihat dari berbagai kegiatan yang dilakukan di Desa Kotayasa Kecamatan Sumbang Kabupaten Banyumas oleh pendamping PKH, koordianor PKH dan kelompok masyarakat mulai dari pertemuan, pencairan,pemutakhiran data sampai dengan verifikasi komitmen dan terhadap Program keluara harapan. Secara umum dengan adanya program perlindungan sosial ini yang ditujukan pada level keluarga dapat membantu pemenuhan kebutuhan masyarakat yang massih minim perolehan penghasilan. Namun perlu adanya pelatihan dan sosialisai mengenai edukasi pemanfaatan bantuan program keluarga harapan untuk membangun keseejahteraan ekonomi secara mandiri tanpa ketergantungan selalu dengan bantuan pemerintah.Kata Kunci: Implementasi, Kebijakan, Program Keluarga Harapan

Abstract

Indonesia as country that has geographical diversity, regional characteristics and culture, makes it Indonesia’s potential, especially in the tourism sector. The existence of unique and interisting tourism potential in an area should be utillized through good tourism development. However, the tourism industry in Indonesia is only the stage of development countinues to encourage areas with tourism potential. One of wihich is by promiting the pokdarwis (Kelompok Sadar Wisata) Program. The penjalin reservoir is located in Winduaji village, subdistrict Paguyangan, district Brebes is an icon for the village of Winduaji which ultimately inspires the community to form a tourism awereness group. However, due to limited resources, this pokdarwis Winduaji has not been able to maximize tourism potential properly. Based on this, the presence of community service regarding “Assistance Institutional Strengthening of Tourism Awereness Group (Pokdarwis) in Winduaji Village, Paguyangan Subdistrict, Brebes District” in considered important to carry out.

Abstract

The growth and development of Islamic Financial Institutions (LKS) in Indonesia is increasing rapidly. The rapid development of Islamic banking and financial institutions has implications for the greater possibility of problems or disputes arising between service providers and the people served. Sharia Economic Dispute Resolution is a dispute in the field of Islamic economics between Islamic financing institutions and their customers. Then, Islamic Banks resolve this dispute to a litigation institution (Religious Court). But sadly, not all cases of sharia economic disputes are immediately granted by the panel of court judges. The weak content of the lawsuit filed with the religious court is a strong reason for the Religious Court to reject a case filed by an Islamic financial institution. The method used in the implementation of this community service is the method of observation and active participation. The result of the implementation of this community service is an ordinary lawsuit, and a simple lawsuit is a lawsuit that is easy to understand and easy to make. In making ordinary lawsuits and simple lawsuits, accuracy, foresight, and critical reasoning are needed in capturing and understanding sharia economic dispute cases that will be submitted to the Religious Courts. It takes a strong understanding of the substance of the contents of the lawsuit that will be submitted to the Religious Courts. Not only understanding the substance of the concept and making the contents of ordinary lawsuits and simple lawsuits that must really be mastered. But there are other substances that must also be mastered. This substance is an understanding of the concept of the financing contract that is applied along with the risks that will occur. A strong understanding of the substances that must be mastered closes the possibility of a lawsuit being rejected before a panel of judges at the Religious Court as the final decision on the sharia economic dispute at hand.
