Abstract

This research aimed at examining: (1) rice supply adjustment for the long-term equilibrium (2) the impact of the government’s policies on rice grain purchasing price to the rice supply, (3) and factors influencing the long-term and short-term rice supply in the rice-producing regions in Indonesia. This research used the panel data regression with the error correction model approach. The data were the yearly time series data of 1987 through 2008. The resultsshowed that (1) the rice supply adjustment for the long-term equilibrium was at 68%, (2) in the long term, the government’s policies on rice grain purchasing price reduced the rice supply, (3) in the long term, the rice retail price, the rain fall, and the technology had a positive influence on the rice supply, while the cassava and soybean prices had a negative influence. In the short term, the rice retail price and technology had a positive influence, while thecassava and soybean prices and the monetary crisis dummy had a negative influence to the rice supply in the rice-producing regions in Indonesia. KEY WORDS: rice supply, error correction model, panel data, Indonesia

Abstract

The research of technical efficiency analysis on rice Integrated Crop Management (ICM) in Bali Province had been conducted in three districts (Tabanan, Buleleng and Gianyar) involving 122 farmer samples. Simple random sampling tecnique was used to select farmer samples in two crop seasons during 2011 (wet and dry season). The research was focused to: (1) the level of technical efficiency in rice with ICM approach and (2) to analyze factors influencing its technical efficiency.

Abstract

Tourist village as a new trend of tourism that has been growing rapidly in Yogyakarta. Based on attractiveness, accessibility, facilities, community empowerment, marketing and promotion, institutional, and human resources, tourist villages are devided into growing, developing and developed categories. Wetland rice agrotourism offers attractions in tourist village that leads to increasing income of the perpetrators (main actors, supporting actors, and managers). This descriptive research aimed to compare agro-tourism perpetrators’s income contribution to household income in various categories of tourist village in Yogyakarta. This research was purposively conducted in Gabugan, Pancoh and Pentingsari Village as representation of grow, developed, and advanced tourism villages. The result depicted that the contribution of wetland rice agrotourism to household income of all agro-tourism actors was low in all tourism village categories. This indicates that the wetland rice agro-tourism has not contributed significantly in supporting the domestic economy of the perpetrators. The results of the study show that the advanced tourism villages have a higher contribution of income compared to developing and growing tourism villages.

Abstract

Several kinds of agro-tourism are managed by the community and by the private sector. However, if agro-tourism is managed by the community, can it give satisfaction to the visitors? This study aims to determine the level of customer satisfaction by Customer Satisfaction Index (CSI) and to investigate what marketing mix attributes should be improved by IPA-Kano integration analysis. The research method used was a quantitative research on community-based Salak (Salacca zalacca) Agro-tourism in each category of tourism village, namely ’growing’, ‘developing’ and ‘independent’ tourism village categories. The measurement of visitor satisfaction used the marketing mix attributes of 7Ps (price, place, product, promotion, process, people and physical evidence). Based on the results of CSI, the services provided by the community-based salak agro-tourism manager are considered ‘Satisfied’ in the Growing and Developing agro-tourisms and ‘Very Satisfied’ in the Independent agro-tourism. Priority attributes that should be improved are attributes included in the ‘Fatal’ category. Priority attributes in ‘growing’ agro-tourism are the marketing activities (publicity), availability and cleanliness toilet. Priority attributes in ‘developing’ agro-tourism are marketing activities (promotion), availability and cleanliness of toilets. Priority attributes in ‘independent’ agro-tourism are availability and cleanliness of toilets.

Abstract

ABSTRACTThe implementation of moratorium on fishing permits and transshipment prohibition caused the cessation of large-scale fishing vessels operation in Bitung City. This condition has an impact on the decline in production of the fishing sector, which was affecting the supply of raw materials for the processing industry. This negative trend indicates a trade off in fisheries management, especially in socioeconomic dimensions. This research aims to analyze the impact of that policies on the socioeconomic dimensions of the fishing industry. This research was conducted in Bitung City from October to December 2017. Descriptive-explanatory case study approach was used in this study. Data was collected through document studies, FGDs, interviews and observations. Informant was selected by purposive sampling technique. The indicators refers to the Sustainable Fisheries Development Indicator System (Liu et al. 2011), and the compilation of fisheries industry cluster sustainability indicator (Purwaningsih and Santosa, 2015). Furthermore, to describe the relationship between policy’s program operations and impacts, a policy monitoring analysis is used. The results showed that the socioeconomic dimensions of fishing industry in Bitung City from 2015 to 2017 had experienced negative growth. Economically, it is indicated by a decrease in total catch production, production per fisherman, export volume, and fisheries contribution to Gross Regional Domestic Product (GDRP). On the social dimension, there was a decrease of number of workers, both fishing and processing sector. However, there are two indicators that have increased, namely the average of fishermen exchange rate and the ratio of local fishermen/crew to foreign crew members.Keywords: fisheries management, policy monitoring, socioeconomic dimensionsABSTRAKPenerapan moratorium izin penangkapan dan larangan transshipment menyebabkan terhentinya operasional kapal-kapal ikan skala besar di Kota Bitung. Kondisi ini berdampak pada penurunan produksi sektor penangkapan, yang memengaruhi pasokan bahan baku industri pengolahan. Tren negatif tersebut menandakan trade off dalam pengelolaan perikanan, khususnya pada dimensi sosioekonomi. Penelitian ini bertujuan untuk menganalisis dampak kebijakan terhadap dimensi sosioekonomi industri perikanan. Penelitian ini dilaksanakan pada bulan Oktober–Desember 2017 berlokasi di Kota Bitung. Pendekatan studi kasus deskriptif-eksplanatoris digunakan dalam penelitian ini. Data dikumpulkan melalui studi dokumen, FGD, wawancara serta observasi. Penentuan informan dilakukan dengan teknik purposive sampling. Indikator yang digunakan mengacu pada Sustainable Fisheries Development Indicator System (Liu et al. 2011), dan kompilasi indikator keberlanjutan klaster industri perikanan (Purwaningsih dan Santosa, 2015). Selanjutnya, untuk mendeskripsikan hubungan antara operasi program kebijakan dan hasilnya (dampak), digunakan analisis monitoring kebijakan. Hasil penelitian menunjukkan bahwa dimensi sosial ekonomi industri perikanan di Kota Bitung dari 2015 hingga 2017 telah mengalami pertumbuhan negatif. Secara ekonomi ditunjukkan dengan penurunan total produksi tangkapan, produksi per nelayan, volume ekspor, dan kontribusi perikanan terhadap PDRB. Pada dimensi sosial, terjadi penurunan jumlah pekerja, baik di sektor penangkapan maupun sektor pengolahan. Namun, ada dua indikator yang mengalami peningkatan, yaitu, rata-rata nilai tukar nelayan dan rasio nelayan/kru lokal terhadap ABK/kru asing.Kata kunci:  pengelolaan perikanan, monitoring kebijakan, dimensi sosioekonomi

Abstract

ABSTRAKPenelitian ini bertujuan menganalisis tingkat efisiensi produksi, alokatif dan ekonomis petani jagung terhadap usaha tani jagung lokal, menganalisis faktor-faktor yang mempengaruhi efisiensi produksi. Analisis data yang digunakan berupa analisis fungsi produksi stochastic frontier yang diestimasi  dengan metoda maximum likelihood (MLE) dengan memakai program komputasi frontier versi 4.1 yang dikembangkan oleh Coelli (1996). Hasil penelitian menunjukkan bahwa tingkat efisiensi ekonomi komoditi jagung lokal di kecamatan Guluk-Guluk Kabupaten Sumenep sebesar 0,676. Efisiensi teknis sebesar 0,29 (belum efisien), sedangkan efisiensi alokatif/harga sebesar 3,108 (sudah efisien). Faktor yang secara nyata mempengaruhi efisiensi ekonomi adalah pengalaman usahatani dan pendidikan formal petani. The analysis of the data used in the analysis of stochastic frontier production function which is being estimated by the method of maximum likelihood (MLE) using the computing frontier version 4.1 program developed by Coelli (1996). Abstract

EnglishThis paper aims to describe various models and results of empirical analyses of efficiency, risk, and risk behavior of farming in the country and abroad. Efficiency analyses on food crops, horticulture, and processing industry scales show various technical efficiencies, and both economic and allocative inefficiencies. To support food self-efficiency, therefore it is necessary to improve farm business efficiency and to reduce risk farming. Government’s and non-government organizations’ aids are required to improve farm efficiencies, such as irrigation construction and maintenance, factor inputs distribution, credit access, agricultural insurance, and research results dissemination. To improve allocative and economic efficiencies, some efforts are necessary to take such as marketing infrastructure enhancement, acceleratin transport of agricultural inputs and products, and expanding farmers’ access for information. IndonesianTujuan dan ruang lingkup penulisan artikel ini adalah mendeskripsikan berbagai model dan hasil analisis empiris efisiensi, risiko, dan perilaku risiko usaha tani di dalam dan luar negeri. Metode yang digunakan adalah review hasil-hasil penelitian terkait. Analisis efisiensi pada komoditas tanaman pangan, hortikultura, dan skala usaha industri pengolahan memiliki nilai efisiensi teknis rendah hingga tinggi, dan seluruhnya kurang atau tidak efisien secara alokatif maupun ekonomi. Untuk mendukung tercapainya swasembada pangan perlu upaya dan kegiatan nyata membantu petani meningkatkan efisiensi dan mengurangi risiko usaha tani. Pemerintah maupun lembaga nonpemerintah agar lebih aktif dan intensif mendampingi serta secara terus menerus melakukan bimbingan teknis dan manajemen terkait penggunaan input, pembangunan dan perbaikan saluran irigasi, distribusi sarana produksi, pengadaan dan peningkatan akses kredit petani, serta sosialisasi hasil penelitian sampai ke tingkat petani, untuk mempertahankan efisiensi teknis yang tinggi dan meningkatkan efsiensi teknis yang rendah dan sedang. Untuk peningkatan efisiensi alokatif dan efisiensi ekonomi perlu strategi melalui pengadaan, renovasi maupun peningkatan infrastruktur penunjang pemasaran, memperlancar transportasi input dan produk dari dan ke pusat produksi maupun pasar, dan peningkatan akses informasi bagi petani serta perlunya sosialisasi kesadaran mencintai dan mengonsumsi produk pangan dan pertanian dalam negeri. Diperlukan pula sosialisasi asuransi pertanian yang telah ada secara lebih luas dan mengembangkan asuransi pertanian tidak terbatas hanya pada komoditas padi dan sapi. Memberikan bimbingan teknis dan manajemen aplikasi input juga diperlukan dalam upaya menurunkan risiko usaha tani.

Abstract

The objectives of the study are to 1) identify the income distribution among farm households, 2) identify food security of farm household level, and 3) analyze the determinants of farm household food security in Sleman district. The study was conducted in Depok and Godean sub districts, Sleman district. The location was chosen purposively by considering its characteristic. Depok subdistrict represents sub urban area, whileGodean subdistrict represents rural area. Sixty five farm households was interviewed at random. The Gini ratio was applied to measure the equality of income distribution among households. The Jonsson and Toole clasification of food security was used to identify the farm household food security. An ordinal logistic regression model was employed to analyze the determinants of farm household food security. The study shows 1) the onfarm income is high unequally distributed among farm households, 2) farm household are less secure 46.2 percent, secure 33.8 percent, vulnerable 12.3 percent and insecure 7.7 percent, 3) the determinants of farm household food security are the price of rice, price of sugar,family size, off farm income and asset.

Abstract

The phenomenon of rising food’s prices trend lead to lower of the purchasing power of society and so on have an impact on decreasing household’s demand for food. On the other hand, increase of food prices also have an impact toward household’s food accessibility, that household difficult to access food and the subsequent impact at household’s food security. Based on this phenomenon, hence this research estimates the demand of household’s food related to the level of food security in Central Java province. The source of data is the Panel of SUSENAS Consumption Module in March 2008 of the Central Bureau of Statistics, in the form of raw data. A systemic approach to the Almost Ideal Demand System (AIDS) in the form of linear approximation (LA/AIDS) was applied to analysis the data. The results of analysis show that all of the food commodities are non giffen goods, and is inelastic, except tobacco which is elastic as well as noodles for food-insecure households are unitary. Instant foods and beverages are the substitution food of rice for the food-secure, food-insecure, and food-vulnerable household, while at food-insecure households; noodles become the substitution food of rice. Most of the food commodities are the goods of daily needs, and tobacco is a luxury item. The recommended suggestions are the need of efforts to chase the total consume of tobacco, otherwise to reduce the total number of smokers, to control the quality and security of food in the food industry and to make innovation on producing noodles using local raw material (other than flour).                           Key words: household’s demand for food, Panel of SUSENAS, Almost Ideal Demand System

Abstract

Food security of the Indonesian population is threatened because climate change has the potential to reduce technical efficiency of rice production. To adapt and reduce these negative impacts, farmers implement climate change adaptation strategies. This study aims to determine how the effect of climate change adaptation on the technical efficiency of rice farming. Research data was collected through interviews with 112 rice farmers in Sleman Regency. We carried out two stages of analysis, namely stochastic frontier analysis to determine the production function and efficiency level, and tobit regression to determine the effect of adaptation strategy on technical efficiency. The findings indicate that most farmers use short-lived varieties and apply two types of adaptation strategies in one growing season. By increasing the number of adaptation strategies, the technical efficiency of rice farming will increase. These results have important policy implications for increasing the adoption of adaptation strategies by farmers. The government and farmers should collaborate to formulate adaptation strategy policies to provide farmers with a choice of adaptation strategies.
