Abstract

Non-Governmental Organizations (NGO), through their advocacy program, have succeeded in protecting the housemaids and their employers, both at provincial as well as national levels. Some regulations on this issue have been issued as results of their advocacy program include: SuratEdaranGubernur DIY Tahun 2003 (Governor of Yogyakarta’s Handbill 2003), Peraturan Gubernur DIY No. 48 Tahun 2010 (Governor of Yogyakarta’s Bylaw 2010), Peraturan Walikota Yogyakarta No. 31 Tahun 2011, (Mayor of Yogyakarta City’s Bylaw 2011), and Peraturan Menteri Ketenagakerjaan RI No.2 Tahun 2015 (Ministry of Labor’s Law No.2/2015). This paper discusses some difficulties in implementing those regulations, especially related to the debatable content, such as: the definition of Pembantu Rumah Tangga/PRT (Housemaids), whether they are considered as “helpers” or “labor”; deciding their working hours; having a written or oral contract; and involving the third parties in the relationship between housemaids and their employers. Some reasons are found in explaining those difficulties: in any situation, PRT (housemaids) are considered as an informal work; there is a strong notion of familial relationship, where emotional relation is preferred than formal relationship. One thing that should be noted related to the importance of legal protection for housemaids is the need of continuous advocacy in dealing with managing their relationships with others, especially employers and the third parties. Abstract

AbstractBus Rapid Transit (BRT) is a vital mode of transportation for urban communities. This study aims to determine the perceptions of TransJakarta, TransJogja, and Batik Trans Solo service users. The theory used to analyze is the risk society put forward by Ulrich Beck. The research method employed is a mixed-methods approach, involving the distribution of questionnaires to bus users, either in printed or online (Google Form) format, as well as conducting observations and interviews with respondents representing various categories. The results of the study showed that the perceptions that emerged related to the use of BRT include, the use of BRT has comfort, security, easy payment with various methods, route/lane coverage, large bus capacity, and a definite bus frequency or schedule. In its development, public transportation needs to innovate, so as to attract users. Some innovations that can be done include: repairing and comforting bus stops, improving the quality of the bus fleet, adding routes, making facilities friendly to the disabled, increasing operational hours at night, sterilizing BRT lanes, improving the BRT lane information system in real-time, adding fleets to shorten waiting times, improving the BRT lane information system in real-time and increasing the friendliness and caution of drivers in driving the fleet. BRT users are part of a society at risk related to the use of technology in driving, the emergence of congestion, accidents, and environmental pollution. This is done to minimize the risks caused by technology by innovating and prioritizing safety for all parties, both drivers and users.AbstrakPenggunaan Bus Rapid Transit (BRT) menjadi bagian penting sebagai transportasi public bagi masyarakat perkotaan. Penelitian ini bertujuan untuk mengetahui bagaimana karakteristik dan persepsi pengguna layanan TransJakarta, TransJogja dan Batik Trans Solo. Teori yang digunakan untuk menganalisis yaitu Masyarakat resiko yang dikemukana oleh Ulrich Beck, bahwa Masyarakat pengguna transportasi public tersebut merupakan bagian dari masyarakat resiko dengan berbagai macam keuntungan serta kerugian penggunaannya. Metode penelitian yang digunakan adalah mix methode, dengan melakukan observasi, wawancara serta menyebar kuisioner kepada pengguna bus, dengan kuisioner cetak yang diberikan secara langsung atau pun melalui pengisian melalui google form. Hasil penelitian menunjukan bahwa persepsi yang muncul terkait dengan penggunaan BRT diantaranya, penggunaan BRT memiliki kenyamanan, keamanan, mudahnya pembayaran dengan metode bervariasi, jangkauan rute/ jalur, kapasitas tampungan bus yang banyak serta frekuensi atau jadwal bus yang sudah pasti. Dalam perkembangannya, transportasi publik perlu melakukan inovasi, sehingga menarik masyarakat untuk menggunakannya. Beberapa inovasi yang dilakukan diantaranya: perbaikan halte, peningkatan kualitas armada bus, penambahan rute, membuat sarana ramah difabel, penambahan waktu operasional di malam hari, sterilisasi jalur BRT, peningkatan sistem informasi jalur BRT secara real time, peningkatan fasilitas untuk kenyamanan di halte, penambahan armada untuk memperpendek waktu tunggu, peningkatan sistem informasi jalur BRT secara real time, peningkatan fasilitas ramah difabel, keramahan dan kehati-hatian pengemudi dalam mengemudikan armada. Pengguna BRT ini merupakan bagian dari masyrakat beresiko terkait dengan penggunaan teknologi dalam berkendara, munculnya kemacetan, kecelakaan dan polusi lingkungan. Hal yang dilakukan untuk meminimalkan resiko dengan melakukan inovasi serta mengutamakan keselamatan bagi semua pihak, baik pengemudi atau pengguna.
