Abstract

The relocation of the national capital is a major project that requires public support, information transparency, and effective communication to overcome public resistance and ensure a good understanding of the policy objectives. Using a qualitative approach, this research examines the communication strategy implemented by the government through analysis of policy documents, communication media, and interviews with relevant parties. The results show that the government implements a communication strategy that includes socialization through mass media, direct outreach to the public, and the use of digital platforms to reach a wider audience. However, there are still obstacles such as negative public perception, limited access to information in certain areas, and uncertainty of project financing. This study recommends improvements in the quality and consistency of public communications, active community involvement in planning and implementation, and strengthening transparent policy messages to build trust and support the success of the IKN transfer.

Abstract

One of the innovations implemented by the Indonesian General Election Commission (KPU) is the Recapitulation Information System (SIREKAP), a digital application designed to support the vote counting and recapitulation process directly from polling stations. This training aims to analyze the impacts and benefits of using SIREKAP technology in elections, as well as the challenges faced in its implementation. Training results show that SIREKAP increases the speed of the recapitulation process, reduces the potential for human error, and strengthens the accountability of election results. Abstract

Broadcasting is growing along with the development of communication and information technology. Broadcasting is generally carried out through electronic mass communication media, namely radio and television, which disseminate their broadcasts using radio wave frequencies. Along with the times, broadcasting uses internet-based media to disseminate its broadcasts. However, there are problems requested in the Constitutional Court Decision Number 39/PUU-XVIII/2020, where entrepreneurs engaged in the broadcasting business using the radio frequency spectrum requested that the Broadcasting Law not only be imposed on broadcasting using the frequency spectrum but also on internet-based broadcasting content service providers. In connection with this, this research is aimed at analyzing and knowing the supervisory authority between Internet-Based Broadcasting Content Service Providers and Content Services Through Television and Radio Spectrum Perspective of Positive Law and Constitutional Court Decision No. 39/PUU-XVIII/2020. The research found that the supervisory authority of internet-based broadcasting content service providers is not regulated in ITE Law nor in Broadcasting Law, so the broadcasting code of conduct regulated in Broadcasting Law and derivative regulations issued by KPI cannot reach social media platform broadcasts. Meanwhile, broadcasting content service providers through radio and TV spectrum are carried out by the Indonesian Broadcasting Commission (KPI) which is given the authority to supervise broadcasting institutions.

Abstract

Pelatihan optimalisasi teknologi dalam pemilu telah menjadi kebutuhan utama untuk meningkatkan efisiensi, akurasi, dan transparansi dalam proses rekapitulasi suara. Salah satu inovasi yang diterapkan oleh Komisi Pemilihan Umum (KPU) Indonesia adalah Sistem Informasi Rekapitulasi (SIREKAP), sebuah aplikasi digital yang dirancang untuk mendukung proses perhitungan dan rekapitulasi suara secara langsung dari Tempat Pemungutan Suara (TPS). Penelitian ini bertujuan untuk menganalisis dampak dan manfaat penggunaan teknologi SIREKAP dalam pemilu, serta tantangan yang dihadapi dalam implementasinya, terutama di daerah-daerah dengan keterbatasan infrastruktur dan akses internet. Hasil penelitian menunjukkan bahwa SIREKAP meningkatkan kecepatan proses rekapitulasi, mengurangi potensi kesalahan manusia, dan memperkuat akuntabilitas hasil pemilu. Selain itu, Pelatihan optimalisasi SIREKAP juga memudahkan pengawasan oleh publik, sehingga meningkatkan kepercayaan masyarakat terhadap hasil pemilu. Metode pelaksanaan pengabdian masyarakat kegiatan dilakukan dengan lima cara, Sosialisasi KPU Tentang Aplikasi SIREKAP, Tahap Demonstrasi Aplikasi SIREKAP KPU Kepada Petugas KPPS, Tahap Penerapan Aplikasi SIREKAP KPU Kepada Petugas KPPS, Pelaksanaan Anggota KPPS TPS 04 Hasil Perhitungan dan Rekapitulasi Suara, Evaluasi KPPS TPS 04 Hasil Perhitungan dan Rekapitulasi Suara. Proses kegiatan dievaluasi dan dijelaskan secara kualitatif. KPU Kota Serang melakukan evaluasi menyeluruh terhadap seluruh proses, dari tingkat PPK, PPS dan TPS di Kelurahan Panancangan, Kota Serang. Evaluasi ini mencakup akurasi data, kendala teknis pada aplikasi SIREKAP, pelaksanaan prosedur, dan kejadian-kejadian yang mungkin memerlukan peningkatan pada pemilu berikutnya. Laporan hasil evaluasi akan digunakan untuk memperbaiki SIREKAP, serta memperkuat prosedur untuk pemilu mendatang. Berdasarkan hasil analisis, pelatihan optimalisasi teknologi aplikasi SIREKAP direkomendasikan untuk pemilu selanjutnya untuk mempermudah dalam perhitungan dan rekapitulasi suara oleh Anggota KPPS.

Abstract

This study analyzes the social and economic impacts of the Indonesian government's policy shift regarding the transfer of subsidies for 3-kilogram Liquefied Petroleum Gas (LPG) cylinders.  The policy, aimed at increasing the accuracy and effectiveness of subsidy distribution, introduces a more targeted mechanism to ensure that only eligible low-income households receive assistance. Using a mixed-methods approach that includes qualitative interviews with affected communities and quantitative analysis of household expenditure data, the research reveals several key findings. Socially, the policy change has raised concerns among informal workers and small-scale food vendors, who rely heavily on subsidized LPG for daily operations. The transition process, marked by limited public communication and lack of comprehensive data on beneficiaries, has contributed to confusion and resistance at the grassroots level. Economically, while the policy intends to reduce state budget leakage and promote energy equity, initial findings show an increase in household energy spending among non-registered users and small businesses, potentially affecting their economic resilience. The study concludes that although the subsidy transfer policy has merit in principle, its implementation requires improved targeting systems, stronger data validation, and more inclusive public engagement. Recommendations include the adoption of digital identification systems, real-time monitoring tools, and the gradual integration of renewable energy alternatives to build long-term sustainability and social acceptance.

Abstract

This study examines the communication strategy of Choyan Garage Auto Service Car Cilegon in maintaining customer loyalty amid the increasingly competitive automotive service sector. The research applies a descriptive qualitative approach with data collected through interviews, observations, and documentation. Theoretical frameworks used include the Elaboration Likelihood Model (ELM), which explains message processing through central and peripheral routes, and Uses and Gratifications, which explores consumers’ reasons for choosing particular communication media. The findings reveal that the central route is implemented through detailed and transparent technical explanations, fulfilling customers’ cognitive needs. Meanwhile, the peripheral route is reflected in the use of social media, particularly TikTok, to present promotions, testimonials, and engaging visual content that appeals to emotional and entertainment needs. The combination of these two approaches has proven effective in building trust and sustaining customer loyalty.

Abstract

The development of digital technology and the increasing use of social media, especially Instagram, provide significant opportunities for Micro, Small, and Medium Enterprises (MSMEs) in marketing their products. The Instagram account @dinacarlaa is one example of an account that actively promotes MSME products through visual content, reviews, and customer testimonials. This study aims to analyze followers' purchasing interest in MSME products promoted through the account. The study used a quantitative approach with a positivistic paradigm, with a population of 33.4 thousand followers of the @dinacarlaa account. The sample was determined using the Slovin formula with a 10% error rate, resulting in 100 active respondents. Data were collected through an online questionnaire with a Likert scale, then analyzed using simple linear regression. The results showed a significant influence of the @dinacarlaa Instagram account on followers' purchasing interest, with a regression coefficient of 0.698 and a significance level of 0.000 (<0.05). The coefficient of determination (R²) of 0.583 indicates that 58.3% of the variation in followers' purchasing interest is influenced by the account's content, while the remainder is determined by external factors. Descriptively, the majority of respondents indicated high purchasing interest, with 88% having purchased a product after seeing a promotion, and 87% learning about MSME products from accounts' posts. These results confirm that post consistency, visual quality, and influencer credibility are crucial in shaping consumer purchasing interest and strengthening MSMEs' digital marketing strategies.

Abstract

Mass media, both print and broadcast (TV and radio), play an essential role in disseminating critical messages to the public/community. Because the media in the current era has become an economic and political commodity because of its function and ownership, which is owned by individuals (owners of capital). This positions the media and processes as disseminators of information and motivates for-profit and political interests. This article discusses the position of the local Press in Banten, namely Radar Banten and Baraya TV. In the euphoria of the gubernatorial election, these two media inevitably convey political messages. At the same time, these two media will try to make a profit just like an economic institution. How is the positioning of these two media, which have the function of disseminating information and education but simultaneously practicing economic and political activities? Abstract

Public services at the village level are the starting point for interaction between the government and the community. Problems that often arise, such as a lack of professionalism among officials, misunderstandings, and unclear information, can lead to public dissatisfaction. This study aims to identify the forms of interpersonal communication used by Terondol Village officials in public services, as well as the communication strategies used to handle complaints. Using descriptive qualitative methods through interviews, observations, and documentation with 1 key informant and 3 secondary informants, the study found that officials use friendly, open communication that is tailored to the character of the local community. Communication strategies include empathy, the use of simple language, and the delivery of clear and transparent solutions. Good communication has been proven to build trust, increase satisfaction, reduce conflict, and strengthen the image of the institution. This study confirms that interpersonal communication plays a significant role in the success and improvement of public service quality at the village level. Furthermore, the study highlights the importance of adapting communication strategies to the needs and expectations of the community. Therefore, the application of effective communication strategies that align with the characteristics of the community is a key factor in creating better and more satisfying public services. The findings suggest that strengthening communication training for village officials could further enhance service delivery and community engagement.

Abstract

The increasing number of coffee shops in the modern era, especially in developing cities such as Cilegon, has triggered increasingly competitive market conditions. Dream Coffee, as a newly established coffee shop, faces challenges in introducing its brand and attracting consumer attention amid the dominance of more established coffee shops. This study aims to examine the marketing communication strategies implemented by Dream Coffee and to identify the factors that support and hinder the process of building brand awareness among its consumers.This research employs a qualitative approach, focusing on gaining an in-depth understanding of the social phenomena occurring at Dream Coffee through descriptive data collection and direct interaction. Data were collected using structured interviews, direct observation, and documentation involving the owner, internal consultant, employees, and customers or consumers.The findings indicate that Dream Coffee utilizes various elements of Integrated Marketing Communication (IMC), including advertising, personal selling, word-of-mouth marketing, sales promotion, and events and experiences. The main supporting factors are consistent and targeted communication, internal team solidarity, and an appealing visual brand identity. Meanwhile, challenges include limited physical facilities and a market reach that has not yet been maximized. Overall, it can be concluded that Dream Coffee successfully implements effective marketing communication strategies not only digitally but also in building brand awareness and creating emotional engagement with consumers.
