Abstract

This study examines government ethics from the perspective of the core values of ASN BerAKHLAK in Indonesia. The Indonesian government has established ASN BerAKHLAK core values as a standard for civil servants to strengthen ethics in public service. This research aims to analyze the implementation of the values of Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative in government practices. A qualitative descriptive approach was used in this study. The findings reveal that as of July 2024, the total number of civil servants (ASN) in Indonesia, consisting of PNS and PPPK, has reached 4,758,730 individuals. This reflects the dynamic development of bureaucracy in terms of the number of civil servants, regional distribution, educational background, and dominant generational composition, analyzed through the lens of ASN BerAKHLAK core values. Efforts such as strict regulations, training programs, and strengthening a work culture based on integrity while optimally implementing BerAKHLAK values are expected to achieve good governance.

Abstract

Abstract This study discusses the agricultural modernization strategy carried out by the Mahakam Ulu Regency Government in responding to the challenges of limited space, extreme geographical conditions, and food security in the 3T region. The focus of the study is directed at the development of dryland rice farming and the role of spatial planning policies as development instruments. The approach used is qualitative based on literature studies, with data sources coming from regional policy documents, official reports, and academic literature. The results of the study show that the Mahakam Ulu Government has implemented a number of strategic policies such as protecting agricultural land, providing planting cost assistance, providing agricultural tools and machinery, and building road and bridge infrastructure. All of these interventions are carried out to support accessibility, production efficiency, and the welfare of farmers in border areas. In conclusion, agricultural modernization in Mahakam Ulu is a form of spatial intervention that is not only technical, but also political, with state involvement in directing the use of space in a planned manner. This approach shows a local development model that is adaptive, contextual, and oriented towards sustainability and spatial justice. Abstrak Penelitian ini membahas strategi modernisasi pertanian yang dilakukan oleh Pemerintah Kabupaten Mahakam Ulu dalam menjawab tantangan keterbatasan ruang, kondisi geografis ekstrem, dan ketahanan pangan di wilayah 3T. Fokus kajian diarahkan pada pengembangan pertanian padi lahan kering dan peran kebijakan tata ruang sebagai instrumen pembangunan. Pendekatan yang digunakan adalah kualitatif berbasis studi kepustakaan, dengan sumber data berasal dari dokumen kebijakan daerah, laporan resmi, dan literatur akademik. Hasil kajian menunjukkan bahwa Pemerintah Mahakam Ulu menerapkan sejumlah kebijakan strategis seperti perlindungan lahan pertanian, pemberian bantuan biaya tanam, penyediaan alat dan mesin pertanian, serta pembangunan infrastruktur jalan dan jembatan. Seluruh intervensi ini dilakukan untuk mendukung aksesibilitas, efisiensi produksi, dan kesejahteraan petani di wilayah perbatasan. Kesimpulannya, modernisasi pertanian di Mahakam Ulu merupakan bentuk intervensi spasial yang tidak hanya teknis, tetapi juga politis, dengan keterlibatan negara dalam mengarahkan pemanfaatan ruang secara terencana. Pendekatan ini menunjukkan model pembangunan lokal yang adaptif, kontekstual, dan berorientasi pada keberlanjutan serta keadilan spasial. Abstract

This study aims to formulate a development model for transmigration areas based on superior commodities in Muara Komam District, Paser Regency, East Kalimantan. The research employs a descriptive qualitative method, using data from document analysis, in-depth interviews, and focus group discussions with local stakeholders, and analyzes official government documents to map the existing superior commodities. The findings indicate that strengthening key commodities, such as horticulture, perennial fruits, biopharmaceutical plants, and livestock, is a major driver of economic growth and improved welfare among transmigrant communities. The proposed development model adopts spatial, regional economic, infrastructure, investment, and area management approaches, integrating an agropolitan system and regional economic networks as the main development drivers. Community-based development is identified as a key element for maintaining the region’s socio-economic sustainability through active participation, agricultural innovation, and equitable resource management. The study recommends policy directions that emphasize synergy among government, investment, and community actors to establish a self-reliant, competitive, and sustainable transmigration area in Muara Komam.

Abstract

Organic waste management remains a major challenge for Mahakam Ulu Regency, which faces limited infrastructure, inadequate waste processing facilities, and low levels of environmental literacy among its communities. This study aims to analyze the role of agricultural extension officers within the Department of Food Security and Agriculture in supporting the adoption of household-based organic waste management practices. Using a qualitative descriptive approach through in-depth interviews, field observations, and document analysis, the study identifies four key roles performed by extension officers: facilitator, communicator, motivator, and consultant. These roles are carried out through activities such as Farmer Field School training, socialization of the 3R (Reduce, Reuse, Recycle) concept, assistance in organic fertilizer production, and the provision of technical solutions to local communities. However, the effectiveness of these roles is constrained by the limited number of extension officers, the mismatch in some officers’ educational backgrounds, and the absence of essential waste management facilities such as TPS3R and TPST. The findings highlight that optimizing the role of extension officers requires strengthened institutional support, enhanced technical capacity, and cross-sectoral collaboration to ensure that organic waste management becomes a sustainable practice in Mahakam Ulu.

Abstract

The development of the Teritip Small Industrial Center in Balikpapan continues to fase several challenges, particularly in optimizing the empowerment of business actors. This study aims to aims to analyze the implementation of industrial center development. The research employed a descriptive qualitative approach, with data collected through interviews, field observations, and decument analysis. The findings reveal three key poins: (1) capacity building for business actors has been carried out through training and facility provision, yet it has not been evenly accessed by micro-scale enterprises; (2) community participation in utilizing the industrial center is relatively active, although marketing and product innovation remain persistent abstacles; and (3) the economic independence of business actors has shown positive progress, despite issues related tp the sustainability of building rental schemes and the affective use of available facilities. In conclusion, the development of the Teritip Small Industrial Center requires strengthened menagement, improved human resource quality, and a review of rental policies to support sustainable local economic empowerment.

Abstract

The purpose of this study is to provide a more comprehensive understanding of K-Popers activities on social media against the framing of the 2020 Omnibus Law on Job Creation. This type of research applies qualitative approach. The method used is framing analysis with the Entman model to observe framing in two main dimensions, namely the collection and evaluation of problems or the importance of some aspects of reality/issues. The results of the research show that there have been widespread rejection of such a Job Creation Law in various regions in Indonesia, and K-Popers have emerged as supporting actors in the resistance movement. Several hashtags that later become trending topics cannot be separated from the role of fans of the South Korean music industry. K-popers play their role through social media in this issue by paying attention to what is happening (trending) in Indonesia.

Abstract

This study aims to determine the existence of bureaucracy in the era of the industrial revolution 4.0. This study used the descriptive qualitative method. The results of the study show that the industrial revolution 4.0 brought significant changes to the conditions of the bureaucracy in Indonesia. This is supported by data that Indonesia is ranked 5th in Southeast Asia with an electronic-based government system or known as e-government. E-government services in the Industry 4.0 era are very important for the government because the presence of e-government makes the service process carried out by the government have good accountability and transparency, this certainly affects the number or complexity of services in the bureaucracy. With the existence of e-government, it will improve the quality of public services from those that initially had pathology to now an innovative bureaucracy.

Abstract

Abstract This study aims to analyze community local wisdom in preserving customary forests within Batu Majang Tourism, Mahakam Ulu Regency. A qualitative approach was employed through observation, in-depth interviews, and documentation techniques. The findings indicate that the Dayak Kenyah community possesses a structured customary value system in maintaining the sustainability of the Tana Ulen customary forest. This system includes prohibitions against indiscriminate tree cutting, regulated hunting practices, restrictions on farming within the core forest area, agrarian rituals such as Mecaq Undat and Uman Jenai, the ethical norm of pamali governing behavior in forest areas, and the central role of customary leaders in supervision and enforcement. Such local wisdom functions as a culturally based conservation mechanism that sustains ecological balance while strengthening social cohesion. The integration of customary values and ecological functions forms a crucial foundation for sustainable community-based tourism in Batu Majang. Keywords: Local Wisdom, Customary Forest, Batu Majang Tourism.   Abstrak Penelitian ini bertujuan untuk menganalisis kearifan lokal masyarakat dalam melestarikan hutan adat pada Wisata Batu Majang Kabupaten Mahakam Ulu. Penelitian menggunakan pendekatan kualitatif dengan teknik observasi, wawancara mendalam, dan dokumentasi. Hasil penelitian menunjukkan bahwa masyarakat Dayak Kenyah memiliki sistem nilai dan aturan adat yang terstruktur dalam menjaga keberlanjutan Hutan Adat Tana Ulen. Sistem tersebut meliputi larangan menebang pohon sembarangan, pengaturan perburuan satwa, larangan membuka ladang di kawasan inti hutan, praktik ritual agraris seperti Mecaq Undat dan Uman Jenai, norma pamali dalam berperilaku di kawasan hutan, serta peran sentral tokoh adat dalam pengawasan dan penegakan aturan. Kearifan lokal tersebut berfungsi sebagai mekanisme konservasi berbasis budaya yang menjaga keseimbangan ekologis sekaligus memperkuat kohesi sosial masyarakat. Integrasi nilai adat dan fungsi ekologis ini menjadi fondasi penting dalam mendukung keberlanjutan wisata berbasis komunitas di Batu Majang. Abstract

This article examines the democratic backsliding in Indonesia by analysing the consolidation of execu-tive power during the first year of Prabowo Subianto’s administration. Using the democratic backslid-ing framework proposed by Haggard and Kaufman, this study focuses on three analytical dimensions: protection of freedoms, horizontal checks and balances, and elections. Using a qualitative process-tracing methodology, this article traces the institutional changes, elite strategies and legal interven-tions that have reshaped Indonesia’s democratic landscape. The findings indicate that democratic backsliding in Indonesia has not occurred through the dismantling of formal democratic institutions, but rather through the gradual repurposing of institutional functions to stabilise executive dominance while maintaining procedural legitimacy. This continuity across successive administrations suggests that Indonesia is moving toward a form of procedural democracy with declining substantive quality, highlighting the structural limitations of electoral competition in constraining executive power.
