Abstract

This study examines government ethics from the perspective of the core values of ASN BerAKHLAK in Indonesia. The Indonesian government has established ASN BerAKHLAK core values as a standard for civil servants to strengthen ethics in public service. This research aims to analyze the implementation of the values of Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative in government practices. A qualitative descriptive approach was used in this study. The findings reveal that as of July 2024, the total number of civil servants (ASN) in Indonesia, consisting of PNS and PPPK, has reached 4,758,730 individuals. This reflects the dynamic development of bureaucracy in terms of the number of civil servants, regional distribution, educational background, and dominant generational composition, analyzed through the lens of ASN BerAKHLAK core values. Efforts such as strict regulations, training programs, and strengthening a work culture based on integrity while optimally implementing BerAKHLAK values are expected to achieve good governance.

Abstract

Abstract This study discusses the agricultural modernization strategy carried out by the Mahakam Ulu Regency Government in responding to the challenges of limited space, extreme geographical conditions, and food security in the 3T region. The focus of the study is directed at the development of dryland rice farming and the role of spatial planning policies as development instruments. The approach used is qualitative based on literature studies, with data sources coming from regional policy documents, official reports, and academic literature. The results of the study show that the Mahakam Ulu Government has implemented a number of strategic policies such as protecting agricultural land, providing planting cost assistance, providing agricultural tools and machinery, and building road and bridge infrastructure. All of these interventions are carried out to support accessibility, production efficiency, and the welfare of farmers in border areas. In conclusion, agricultural modernization in Mahakam Ulu is a form of spatial intervention that is not only technical, but also political, with state involvement in directing the use of space in a planned manner. This approach shows a local development model that is adaptive, contextual, and oriented towards sustainability and spatial justice. Abstrak Penelitian ini membahas strategi modernisasi pertanian yang dilakukan oleh Pemerintah Kabupaten Mahakam Ulu dalam menjawab tantangan keterbatasan ruang, kondisi geografis ekstrem, dan ketahanan pangan di wilayah 3T. Fokus kajian diarahkan pada pengembangan pertanian padi lahan kering dan peran kebijakan tata ruang sebagai instrumen pembangunan. Pendekatan yang digunakan adalah kualitatif berbasis studi kepustakaan, dengan sumber data berasal dari dokumen kebijakan daerah, laporan resmi, dan literatur akademik. Hasil kajian menunjukkan bahwa Pemerintah Mahakam Ulu menerapkan sejumlah kebijakan strategis seperti perlindungan lahan pertanian, pemberian bantuan biaya tanam, penyediaan alat dan mesin pertanian, serta pembangunan infrastruktur jalan dan jembatan. Seluruh intervensi ini dilakukan untuk mendukung aksesibilitas, efisiensi produksi, dan kesejahteraan petani di wilayah perbatasan. Kesimpulannya, modernisasi pertanian di Mahakam Ulu merupakan bentuk intervensi spasial yang tidak hanya teknis, tetapi juga politis, dengan keterlibatan negara dalam mengarahkan pemanfaatan ruang secara terencana. Pendekatan ini menunjukkan model pembangunan lokal yang adaptif, kontekstual, dan berorientasi pada keberlanjutan serta keadilan spasial. Abstract

This study aims to formulate a development model for transmigration areas based on superior commodities in Muara Komam District, Paser Regency, East Kalimantan. The research employs a descriptive qualitative method, using data from document analysis, in-depth interviews, and focus group discussions with local stakeholders, and analyzes official government documents to map the existing superior commodities. The findings indicate that strengthening key commodities, such as horticulture, perennial fruits, biopharmaceutical plants, and livestock, is a major driver of economic growth and improved welfare among transmigrant communities. The proposed development model adopts spatial, regional economic, infrastructure, investment, and area management approaches, integrating an agropolitan system and regional economic networks as the main development drivers. Community-based development is identified as a key element for maintaining the region’s socio-economic sustainability through active participation, agricultural innovation, and equitable resource management. The study recommends policy directions that emphasize synergy among government, investment, and community actors to establish a self-reliant, competitive, and sustainable transmigration area in Muara Komam.

Abstract

Organic waste management remains a major challenge for Mahakam Ulu Regency, which faces limited infrastructure, inadequate waste processing facilities, and low levels of environmental literacy among its communities. This study aims to analyze the role of agricultural extension officers within the Department of Food Security and Agriculture in supporting the adoption of household-based organic waste management practices. Using a qualitative descriptive approach through in-depth interviews, field observations, and document analysis, the study identifies four key roles performed by extension officers: facilitator, communicator, motivator, and consultant. These roles are carried out through activities such as Farmer Field School training, socialization of the 3R (Reduce, Reuse, Recycle) concept, assistance in organic fertilizer production, and the provision of technical solutions to local communities. However, the effectiveness of these roles is constrained by the limited number of extension officers, the mismatch in some officers’ educational backgrounds, and the absence of essential waste management facilities such as TPS3R and TPST. The findings highlight that optimizing the role of extension officers requires strengthened institutional support, enhanced technical capacity, and cross-sectoral collaboration to ensure that organic waste management becomes a sustainable practice in Mahakam Ulu.
