Abstract

This study aims to determine the existence of bureaucracy in the era of the industrial revolution 4.0. This study used the descriptive qualitative method. The results of the study show that the industrial revolution 4.0 brought significant changes to the conditions of the bureaucracy in Indonesia. This is supported by data that Indonesia is ranked 5th in Southeast Asia with an electronic-based government system or known as e-government. E-government services in the Industry 4.0 era are very important for the government because the presence of e-government makes the service process carried out by the government have good accountability and transparency, this certainly affects the number or complexity of services in the bureaucracy. With the existence of e-government, it will improve the quality of public services from those that initially had pathology to now an innovative bureaucracy.

Abstract

AbstrakPenelitian ini bertujuan untuk memahami pemanfaatan dan sumber daya alam di Kabupaten Mahakam Ulu sebagai upaya pelestarian ekosistem hutan yang kaya akan keanekaragaman hayati. Dengan metode studi literatur, penelitian ini mengumpulkan data dari berbagai sumber, termasuk jurnal ilmiah, artikel, laporan pemerintah, dan dokumen resmi terkait. Hasil penelitian menunjukkan bahwa Kabupaten Mahakam Ulu memiliki potensi besar dalam pengelolaan sumber daya alam, terutama di sektor hutan. Hutan tropis yang mendominasi wilayah ini memberikan peluang besar untuk pengembangan wisata alam dan energi terbarukan. Masyarakat di Kabupaten Mahakam Ulu juga memanfaatkan kekayaan sungai untuk berburu ikan dan mencari pasir sungai untuk kebutuhan hidup. Hal ini akan menjadi daya tarik tersendiri, mengingat keberadaan hutan yang semakin terancam di tengah maraknya pembangunan di wilayah perkotaan.Kata kunci: Pemanfaatan, Sumber Daya Alam, Mahakam Ulu AbstractThis study aims to understand the utilization and natural resources in Mahakam Ulu Regency as an effort to preserve forest ecosystems rich in biodiversity. Using the literature study method, this study collected data from various sources, including scientific journals, articles, government reports, and related official documents. The results of the study indicate that Mahakam Ulu Regency has great potential in natural resource management, especially in the forestry sector. The tropical forests that dominate this area provide great opportunities for the development of nature tourism and renewable energy. The community in Mahakam Ulu Regency also utilizes the wealth of rivers to hunt fish and look for river sand for their daily needs. This will be a special attraction, considering the existence of forests which are increasingly threatened amidst the rampant development in urban areas.Keywords: Utilization, Natural Resources, Mahakam Ulu

Abstract

Penelitian ini bertujuan menganalisis peran Dinas Pemuda dan Olahraga Provinsi Kalimantan Timur dalam pembinaan atlet sepak bola, mengacu pada teori Gede Diva tentang pemerintah sebagai regulator, fasilitator, dan katalisator. Penelitian ini juga mengkaji faktor pendukung dan penghambat peran tersebut. Metode yang digunakan adalah deskriptif kualitatif dengan teknik observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa Dispora Kaltim telah menjalankan peran fasilitator melalui penyediaan infrastruktur dan dukungan non-teknis, sesuai Instruksi Presiden No. 3 Tahun 2019. Sebagai regulator, Dispora mendorong kebijakan pembinaan meskipun implementasinya belum merata. Peran katalisator diwujudkan lewat kolaborasi lintas sektor, meski masih terdapat kendala dalam perencanaan dan minimnya dukungan sektor swasta. Penelitian ini menyimpulkan perlunya penguatan koordinasi lintas sektor dan perencanaan berkelanjutan guna menciptakan sistem pembinaan sepak bola yang lebih inklusif dan berkeadilan di Kalimantan Timur.

Abstract

Perubahan Iklim telah meningkatkan intensitas dalam menanggulangi banjir di Kota Samarinda, Kalimantan Timur. Kondisi ini memperparah kerentanan sosial-ekologis, terutama bagi kelompok perempuan yang terpinggirkan dalam proses perencanaan kota dan kebijakan lingkungan. Studi ini bertujuan untuk mengkaji bentuk ketahanan perempuan dalam menghadapi dampak banjir akibat perubahan iklim, serta menelaah manifestasi ketidakadilan ekologis yang terjadi di wilayah perkotaan. Penelitian ini menggunakan pendekatan kualitatif dengan menggabungkan metode pengumpulan data melalui kajian literatur, diskusi kelompok (FGD) dan seminar yang dilaksanakan oleh NGO Center for Climate and Urban Resilience (CeCUR) di Kota Samarinda. Hasil penelitian menunjukkan bahwa perempuan memegang peran sentral dalam menjaga keberlangsungan rumah tangga dan komunitas saat banjir, tetapi menghadapi keterbatasan akses informasi, ruang aman, dan pengambilan keputusan, yang mencerminkan ketidakadilan ekologis dan sosial yang terstruktur. Studi ini merekomendasikan penerapan pendekatan perencanaan kota yang inklusif, partisipatif, dan responsif gender, guna mewujudkan keadilan ekologis dan sosial yang berlandaskan prinsip-prinsip ekofeminisme di Kota Samarinda.

Abstract

The deactivation of 7.39 million participants in the National Health Insurance Contribution Assistance Program (PBI-JKN) by the Ministry of Social Affairs in early 2025 sparked policy controversy, particularly regarding data accuracy and its impact on vulnerable groups. This study aims to analyze the governance of data verification and the implementation of this policy within the framework of Good Enough Governance proposed by Marlie S. Grindle. Through a case study in Central Java Province—covering Semarang, Demak, and Wonogiri—this research explores how local bureaucratic and fiscal capacity limitations influence responses to central government policies. The results reveal a mismatch between the central government's technocratic approach and the adaptive needs of local areas. While digitalization enhances efficiency, the lack of social sensitivity in implementation risks causing health exclusion. The theory of Good Enough Governance is relevant for evaluating policies contextually and realistically, where reforms do not have to be ideal but sufficiently effective in reaching people with low incomes. The study recommends improvements in data integration, public participation, and policies grounded in social justice. These findings will enrich the discourse on inclusive and adaptive social policy governance amid systemic limitations.

Abstract

This study aims to analyze the management of Solar Power Plants (PLTS) in Long Pahangai District, Mahakam Ulu Regency, East Kalimantan. The background of this research is the significant challenges related to energy access in Indonesia’s border areas, where infrastructure is limited and operational costs for conventional electricity provision are high. The research methodology used is a descriptive qualitative approach with a case study, which allows for an in-depth understanding of the implementation of renewable energy technology. The findings of the study show that the government subsidy policy for the installation of PLTS has a positive impact on increasing access to renewable energy, which in turn has led to improvements in the social and economic activities of the local community. However, limitations in human resources (HR), geographical challenges, and extreme weather conditions have been significant barriers in the management of PLTS. In addition, ineffective coordination between agencies has hindered the implementation of the program. The discussion reveals that to overcome these challenges, there is a need for increased technical training for the community, the use of communication technology to address geographical barriers, and improved coordination among the involved agencies. In conclusion, although PLTS offers long-term benefits, better collaboration between the government and the community is crucial to overcome the existing challenges, ensuring that the program runs effectively and sustainably

Abstract

The emergence of an empty column is an anomaly in the constellation of Regional Head Elections (Pilkada). The presence of the kolom kosong (none of the above/NOTA) in the local election indicates the pragmatism practiced by political parties. The purpose of this study is to determine the factors that cause the emergence of an empty column in the 2024 Pilkada in Samarinda City. The method used is descriptive qualitative by analysing government regulations on Pilkada, articles, books, news and official websites. The results showed that the empty column phenomenon in the Samarinda City Regional Election was part of the local political dynamics that displayed the pragmatism of political parties by forming a large coalition to support the incumbent. The high electability of Andi Harun and Saefuddin Zuhri was the main factor that encouraged political parties to prefer joining a large coalition rather than supporting alternative candidates. This constellation had an impact on the loss of the function of the opposition and limited political alternatives for the community, thus creating political conditions without choice.

Abstract

Abstract This study aims to analyze a CSR governance model based on local wisdom through a collaborative approach between mining companies and indigenous communities in Kampung Tukul, West Kutai. The approach used is descriptive qualitative, with data obtained through in-depth interviews, participatory observation, and documentation studies. The analysis was conducted using the Collaborative Governance theory. The results show that CSR practices in Kampung Tukul have transformed from symbolic to participatory. Cross-actor collaboration has formed deliberative forums, mapped indigenous territories, and developed CSR programs tailored to local cultural values. This process has enhanced social legitimacy, strengthened community institutions, and minimized conflicts. The implication is that a collaborative CSR model based on local wisdom can serve as a sustainable development strategy in indigenous territories, while also being replicated in similar communities with contextual adaptations. Pendekatan yang digunakan adalah kualitatif deskriptif, dengan data diperoleh melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Analisis dilakukan menggunakan teori Collaborative Governance (Emerson et al., 2012). Hasil menunjukkan bahwa praktik CSR di Kampung Tukul telah bertransformasi dari simbolik menjadi partisipatif. Kolaborasi lintas aktor membentuk forum deliberatif, pemetaan wilayah adat, dan program CSR yang disesuaikan dengan nilai budaya lokal. Proses ini meningkatkan legitimasi sosial, memperkuat kelembagaan masyarakat, serta meminimalkan konflik. Implikasinya, model CSR kolaboratif berbasis kearifan lokal dapat menjadi strategi pembangunan berkelanjutan di wilayah adat, sekaligus direplikasi di komunitas serupa dengan adaptasi kontekstual. Abstract

This research examines the exploration of ecofeminism in the resistance of women in Batu Kajang Village and indigenous people in Muara Kate Komam against the hauling activities of PT Mantimin Coal Mining (MCM). This resistance was triggered by Batu Kajang women's concerns about the potential negative impacts of hauling, such as threats to children's safety, infrastructure damage, and increased ecological damage. The initial phase of this resistance was marked by local women's establishment of guard posts, aiming to safeguard the surrounding environment. Subsequently, the indigenous people of Muara Kate reinforced the border guard of East Kalimantan and South Kalimantan in response to the growing number of casualties resulting from the hauling activities of the company above. This research employs a qualitative approach, incorporating a phenomenological analysis and drawing upon event documentation, articles, news, journals, books, and in-depth interviews. The results suggest that ecofeminism is gaining traction as a significant motivating factor in the resistance to coal mining. Indigenous women play a pivotal role in integrating environmental concerns with their efforts to defend their social and cultural rights, which are inextricably linked to their customary lands. These communal lands hold immense economic, social, and cultural value for indigenous communities, and their destruction poses a serious threat to their survival. It is recommended that the government consider ways to support Indigenous women, such as by creating opportunities for their involvement in decision-making processes and ensuring the protection of their rights through responsive and equitable policies. The recognition of Indigenous women's role in this resistance and support from the government could contribute to strengthening efforts to protect their environment and cultural sustainability.

Abstract

AbstractThe purpose of this research is to describe the Implementation of PT's CSR Program. Pertamina Hulu Mahakam towards the Empowerment of Women Farmer Groups in Muara Sembilang Village, Kutai Kartanegara Regency. This research uses qualitative research techniques, which is a research method to obtain descriptive data results in the form of describing observation results through words and verbally from objects and subjects. The research results show that PT Pertamina Hulu Mahakam cares in providing assistance and assistance to the Women's Farmer Group (KWT) in Muara Sembilang Village. Empowerment is carried out as a proof of social responsibility carried out by PHM to create citizens who are empowered and utilize family medicinal plants (toga) for their daily living needs. Apart from that, PHM is also committed to providing assistance and monitoring of the program, at least once every 3 months PHM always comes to supervise by collaborating with LPM.Keywords: CSR, Pertamina Hulu Mahakam, Women Farmers GroupÂ
