Abstract

This research is motivated by the condition of elementary schools in Kutawaluya District, Karawang Regency, most of which have minimal facilities and infrastructure, seen from the damaged school room. This is very influential on teaching and learning activities (KBM), that the fulfillment of facilities and infrastructure is the responsibility of the Regional Coordinator for Education (Korwilcambidik) Kutawaluya as a government organization at the forefront of providing services to all primary school (SD) needs both in physical and administrative terms. The purpose of this study was to determine the performance of the Kutawaluya Regional Coordinator for Education (Korwilcambidik) in the provision of facilities and infrastructure in public elementary schools in Kutwaluya District, Karawang Regency. This study uses a descriptive method with a qualitative approach, by obtaining information from predetermined informants. This study uses the basis of analysis in measuring organizational performance from Soesilo (2014) which consists of aspects of organizational structure, management policies, human resources (HR), management information systems, and facilities and infrastructure. The results showed that the performance of the Korwilcambidik Kutawaluya organization in the service of facilities and infrastructure for public elementary schools in Kutawaluya District, Karawang Regency has not been optimally implemented. This can be seen from the lack of ability of the apparatus in carrying out work according to their main duties and functions, constraints on synchronization of accurate data regarding real needs related to facilities and infrastructure in 26 elementary schools (SD), not using the principle of the right man on the right pleace in organizations, In addition to the minimal mastery of information and communication technology due to the weak skills of the apparatus, this condition is exacerbated by the absence of operational vehicles, which results from the suboptimal performance of the Kutawaluya Korwilcambidik.

Abstract

The research is motivated by the problem of obtaining advertisement tax revenue in Bekasi City from 2015 to 2018 which did not reach the predetermined targets, referring to the above problems, this research aims as follows: (1) To identify and analyze the performance of employees of the Bekasi City Regional Revenue Agency ( 2) Knowing and analyzing the role of leaders (3) To identify and analyze inter-agency coordination (4) To know and analyze work systems, regulations, and facilities (5) To identify and analyze external and internal pressures in the Regional Revenue Board of Bekasi City. In this research, the research method that the researcher uses is descriptive with a qualitative approach with data collection techniques including: observation, interviews, documentation, and audio visual as well as the sampling technique used by researchers is purposive sampling. The results show that, the performance of the Bekasi City Regional Revenue Agency in collecting advertisement tax has not been optimal. For a long time, the system factor of Bekasi Mayor Regulation Number 48 of 2012 concerning Implementation Guidelines for Bekasi City Regional Regulation Number 14 of 2012 concerning Advertising Tax is no longer relevant to be applied.

Abstract

Kehidupan yang layak dan kesejahteraan sosial pada dasarnya berhak untuk dimiliki oleh setiap individu.  Namun pada kenyataannya, terdapat masyarakat yang berada di bawah garis kemiskinan, terutama di Kota Bekasi. Itulah salah satu penyebab adanya Tuna Sosial di Kota Bekasi. Keberadaan Tuna Sosial tersebut, menimbulkan dampak dan polemik. Penelitian ini bertujuan agar dapat mengetahui manajemen strategi Dinas Sosial Kota Bekasi dalam menangani permasalahan Tuna Sosial di Kota Bekasi. Penelitian ini menggunakan teori manajemen strategi dengan indikator Formulasi Strategi, Implementasi Strategi dan Evaluasi Strategi. Metode penelitian ini menggunakan studi kasus dengan pendekatan kualitatif. Observasi, wawancara, dan dokumentasi menjadi teknik pengumpulan data yang digunakan. Teknik uji keabsahan data yang digunakan adalah teknik triangulasi dengan jenis triangulasi teknik. Hasil Penelitian menunjukan bahwa formulasi strategi Dinas Sosial Kota Bekasi berlandaskan Peraturan Menteri Sosial Republik Indonesia No. 9 Tahun 2018 Tentang Standar Teknis Pelayanan Dasar Pada Standar Pelayanan Minimal Bidang Sosial Di Daerah Provinsi Dan Di Daerah Kabupaten/Kota, Implementasi strategi dari Dinas Sosial Kota Bekasi yaitu dengan menjalankan standar pelayanan minimal berupa rehabilitasi sosial dasar Tuna Sosial di luar panti sosial, dan Evaluasi strategi dalam menangani Tuna Sosial yaitu perbaikan dalam melakukan rehabilitasi dan memberikan pelatihan-pelatihan kepada Tuna Sosial.

Abstract

Political branding is part of broader political marketing. Political branding is a way for politicians or political parties to build a public image of themselves to influence voters, gain political support and win elections. The urgency of the main problem in comparing the political branding of the two includes the combination of their contrasting characters and backgrounds, Jokowi is known as a popular and modern leader, while Ma'ruf Amin brings a religious and conservative image, this pair's attempt to overcome social polarization by offering a balance between modernization and traditions, responses to external challenges, such as globalization and the digital economy, Jokowi is more proactive and Ma'ruf Amin is more focused on maintaining national values, the potential for synergy and conflict in their leadership, which can affect the stability and effectiveness of government, the role of the media and perceptions public that greatly influences political image and election results.

Abstract

The threshold thatdetermines by obtaining "20% of seats in the DPR or at least 25% of the votes in the general election" is based on a comparison of the Constitutional Court Decision of the Republic of Indonesia 59 / PUU-XV / 2017 with Paragraph 1 of Article 222 of Law Number 7 of 2017 which can affect the political attitude of the community that can encourage the alliance of young parties to reach the threshold requirement. This research is to understand policies that affect people's attitudes and participation as one of the requirements in the presidential threshold.  The research method used is a literature study based on political attitude theory. The results of this discussion represent the problem of determining the threshold for a new party coalition ahead of the general election. There are reconstructive views that can serve as a threshold strategy for party alliances. In conclusion, there is no valid threshold decision, so the party alliance has the right to nominate a pair of candidates and it depends on the attitude of voters as political parties who support the spouses in the party.

Abstract

Indonesia and Malaysia are two developing countries in the Asean region with similarities in adopting a democratic system for their government. A democratic system that implements the division of power into three parts according to Montesquieu's theory, namely legislative, judicial and executive. Malaysia is a federal country and Indonesia is a republic. The application of democracy is also demonstrated by delegation through general elections, in this case the community is involved in making decisions regarding who has the right to represent them and elect the head of state. The research was carried out through a qualitative literature study approach using linear references to research literatur from various scientific articles to methodically compile or obtain scientific knowledge. The results of this study found that there are various differences in leadership applications even though both adhere to a democratic system. This is motivated by various factors including, background, form of country, ideology and philosophy.

Abstract

This research discusses the role of the government in resolving labor disputes in Indonesia, with a focus on issues related to age, education, and experience criteria in the context of employment. This research uses a descriptive research method with a qualitative approach. The data collection technique used in this research is adjusted to the research objective, which is Literature Study or Library Study. According to Zed and Merfianora (2019), Library Research, which is the literature search, is not the initial step in preparing the research framework, but rather simultaneously utilizes several library sources. In this research, the theory of international organizations is used. International organizations can be defined as a continuous formal structure whose formation is based on agreements among its members. (Archer et al., 1893). Labor disputes are conflicts between workers and employers that arise due to differences in opinion regarding rights, obligations, and working conditions. The government plays an important role in handling labor disputes to achieve justice in the workplace. However, various issues arise related to age and education criteria in the resolution of labor disputes. First, age criteria become an obstacle in assessing workers' rights and responsibilities. Some policies that do not align with the dynamics of workers' ages can lead to inequality and injustice. Therefore, it is necessary to develop guidelines that are more inclusive of age differences in the workplace. Secondly, education is a factor that influences workers' understanding of their rights and obligations. The government needs to improve labor law literacy among workers. The government needs to establish a fair and transparent mechanism to assess work experience and prevent discrimination. By understanding the issues related to age, education, and experience criteria in labor dispute resolution, the government can develop more effective and inclusive policies. These steps are expected to enhance fairness, harmony, and productivity in the Indonesian labor market.

Abstract

The emergence of slum settlements in Bekasi City is caused by the rapiddevelopment of the city and high urbanization, which causes population density to Housing, Settlement Areas and Land, is committed to overcoming this problem andimproving the conditions of these settlements. The aim of this research is todetermine the strategy for handling slum areas by the Bekasi City Housing,Settlement and Land Services Department. This research adopts the StrategyTheory proposed by Geoff Mulgan (2009) which includes goals, environment,direction, action and learning. The method used is a qualitative research methodwith data collection techniques using interviews, direct observation, documentationand physical devices. The research results show that the Department of Housing,Settlement Areas and Land is committed to creating slum-free areas by 2030through various activities such as building environmental roads, repairing canals,providing clean water facilities, building septic tanks, and providing rutilahuassistance. This research also shows that the Department of Housing, SettlementAreas and Land has succeeded in taking into account external and internal factorsin handling slum settlements, including challenges such as limited resources andcoordination between related parties. These obstacles were successfully overcomethrough synergy with various institutions involved in the program.
