Abstract

This study aims to analyze the development of the Bukit Tungku Wiri Doyo tourism sector in improving the local economy in Jayapura Regency. The research employs a qualitative descriptive method, with data collected through interviews and documentation. The analysis applies the Tourism Area Life Cycle (TLC) approach and SWOT analysis to identify internal and external factors. The results indicate that the tourism site has significant natural potential; however, its management remains suboptimal due to limited facilities and inadequate management systems. Recommended development strategies include improving infrastructure, strengthening management, and enhancing the involvement of government and local communities. Optimal development is expected to increase tourist visits and improve local community income. Keywords: tourism, local economy, SWOT, destination development

Abstract

This study aims to analyze the effect of economic growth, interest rates, and government expenditure on tax revenue in Papua Province during the period 2011–2021. The research employs a quantitative approach using multiple linear regression analysis based on secondary data obtained from the Directorate General of Taxes, Statistics Indonesia, and Bank Indonesia. The results show that interest rates have a negative and significant effect on tax revenue, while government expenditure has a positive and significant effect. Meanwhile, economic growth (GRDP) does not have a significant effect on tax revenue. Simultaneously, these variables significantly influence tax revenue with a contribution of 82.4%. These findings indicate that fiscal policy through government expenditure plays an important role in increasing tax revenue, while interest rate stability needs to be maintained to support optimal state revenue. Abstract

This study aims to analyze the effect of human development quality, economic growth, and unemployment on poverty levels in Keerom Regency during the period 2011–2021. The research employs a quantitative approach using path analysis based on secondary data obtained from Statistics Indonesia (BPS). The results show that economic growth has a significant effect on the Human Development Index (HDI), but does not have a significant effect on unemployment. Furthermore, both HDI and economic growth have a significant effect on poverty levels, while unemployment does not have a significant effect. Indirectly, economic growth also influences poverty through HDI as an intervening variable. These findings indicate that improving the quality of human development is a key factor in reducing poverty, therefore development policies should prioritize sustainable human resource development. Abstract

This research aims to identify leading sectors and changes in the economic structure without mining in Mimika This research aims: (1) to assess the governance of the village program implemented by the Nayaro Village POKJA (teamwork); and (2) to assess the benefits of the program that have been obtained by the community, especially the Kamoro tribe, so far. The approach used in this research is quantitative-descriptive, using a set of evaluation instruments to assess the governance and benefits of the Village Program, where the assessment is carried out using the Guttman Scale. The results of this research show that: (1) The governance of the village program implemented by the POKJA Nayaro Team is still considered poor because it is not transparent and accountable. This is mainly indicated by the failure to prepare Minutes of Agreement based on proposals from village deliberations, not publicizing the implementation of programs and activities to beneficiaries, not explaining the process and mechanism for complaints to beneficiaries, as well as the preparation of accountability reports that do not meet minimum standards; (2) Even though it is considered that the program management is still not good, in terms of the benefits of the program, the Kamoro community considers that the Village Program is very useful. However, please note that in the next stage, the focus should be more on efforts to empower the village economy and the economy of the Kamoro community. Abstract

This study generally aims to analyze the level of effectiveness of regional spending on the development of macro- and socio-economic performance in the Wilayah Adat La Pago. The macro-socio-economic performance measured is economic growth, the Human Development Index (HDI), and the poverty rate. There are two tools used to measure it: discrete elasticity and continuous elasticity. Referring to the results of the continuous elasticity analysis, it was found that regional spending in the Wilayah Adat La Pago as a whole is effective in driving economic growth. An increase in regional spending of 1% is able to increase the Gross Domestic Regional Product (GDRP) by 0.69% on average. Although regional spending has a significant effect on increasing HDI, its level of effectiveness is very low. An increase in regional spending of 1% is only able to increase HDI by 0.19%. Regional spending also has a significant effect on reducing poverty, but its level of effectiveness is very low. An increase in regional spending of 1% is only able to reduce the poverty rate by 0.13%. Specifically, this analysis also identified that Nduga, Lanny Jaya, and Yalimo Regencies have the best performance in making regional spending effective to drive economic growth. Then, for the effectiveness of regional spending on the Human Development Index, only Nduga Regency is indicated as the best. And finally, in reducing poverty, there are two regencies, namely Yalimo and Puncak Jaya. Keywords: Regional Spending, Effectiveness, Elasticity

Abstract

Penelitian ini bertujuan untuk mengetahui; 1) Pengaruh nilai asset daerah berpengaruh terhadap kinerja keuangan daerah di Kabupaten Mamberamo Tengah. 2) Pengaruh belanja modal berpengaruh terhadap kinerja keuangan daerah di Kabupaten Mamberamo Tengah. 3) Pengaruh pendapatan asli daerah berpengaruh terhadap kinerja keuangan daerah di Kabupaten Mamberamo Tengah. 4) Pengaruh nilai aset daerah, belanja modal, dan pendapatan asli daerah secara simultan terhadap kinerja keuangan daerah di Kabupaten Mamberamo Tengah. Metode Analisis yang digunakan untuk menganalisis yaitu: 1) Statistik Deskriptif; 2) Uji Asumsi Klasik; 3) Uji Regresi Berganda; 4) Koefisien Determinasi; 5) Uji F; dan 6) Uji t. Hasil dalam penelitian ini adalah : 1) Nilai signifikansi pada variabel nilai aset sebesar 0.196 > 0.05 dengan nilai koefisien beta sebesar 0.294 sehingga menunjukkan nilai aset tidak berpengaruh secara positif terhadap kinerja keuangan Kabupaten Mamberamo Tengah. 2) Nilai signifikansi pada variabel belanja modal sebesar 0.013 < 0.05 dengan nilai koefisien beta sebesar 0.711 sehingga menunjukkan belanja modal memiliki pengaruh positif dan signifikan terhadap kinerja keuangan Kabupaten Mamberamo Tengah. 3) Nilai signifikansi pada variabel belanja modal sebesar 0.027 < 0.05 dengan nilai koefisien beta sebesar 0.199 menunjukkan bahwa PAD memiliki pengaruh positif dan signifikan terhadap kinerja keuangan Kabupaten Mamberamo Tengah. Abstract

This study examines the causal relationship between economic growth and poverty levels in Jayapura City. It focuses on understanding how economic growth affects poverty reduction. Using a linear regression model and statistical tests, such as the t-test and F-test, the research measures economic growth through the Regional Gross Domestic Product (PDRB) and poverty by the number of people living below the poverty line. The findings reveal that economic growth significantly reduces poverty, with a 1% increase in growth leading to a 0.28% decrease in impoverished individuals. Approximately 80.14% of the variation in poverty levels is explained by economic growth. The study recommends that the Jayapura City government implement inclusive growth policies, such as creating quality jobs and promoting micro, small, and medium enterprises (MSMEs), while ensuring that the benefits reach all societal segments, especially vulnerable groups. Further research is suggested to explore additional factors affecting poverty reduction. Key Words : Economic Growth, Poverty, Linear Regression

Abstract

This study aims to analyze the potential of the creative industry sector in economic development in Papua Province. Through a quantitative approach using secondary data from the Central Statistics Agency (BPS) and literature studies, this study explores the development of the creative industry in Papua Province from 2018 to 2021, including the number of business units, workforce, capital, income, and challenges faced. The analytical methods used are descriptive statistics, panel data regression, R/C Ratio, and 4-quadrant analysis. The results of the analysis show that the creative industries that have developed in Papua Province so far, if detailed according to the KLBI (Indonesian National Economic and Trade Association), are the Ready-to-Wear Industry; Leather, Leather Goods, and Footwear Industry; Wood Processing, Wood and Cork Products, and Woven Products; Printing and Reproduction of Recorded Media; Furniture Industry; and Other Processing Industries. The trend of the creative industry in Papua over the past 10 years has always fluctuated, both in the number of business units, workforce, and income, with a significant increase in 2021, reflecting the optimism of creative industry players amidst challenges in access to capital and infrastructure. The research also found that the number of business units and revenue, both partially and simultaneously, had a very significant influence on employment. The creative apparel industry has the greatest potential in Papua Province. This is evident in its high labor absorption capacity and above-average R/C (Revenue-to-Cost) ratio. This sector is capable of absorbing a significant workforce, creating employment opportunities for many people and supporting the local economy. The policy implications of this research recommend the need for government support in the form of better access to financing, improved infrastructure, and skills training programs to strengthen the competitiveness of the creative industry sector. Abstract

This study aims to analyze the influence of budget planning, budget implementation, and monitoring and evaluation on the level of budget absorption in the Mimika Regency Regional Secretariat. The problem of low budget absorption that often occurs at the end of the fiscal year is an important background, because it can cause suboptimal utilization of public funds and hinder the achievement of development targets. The research method used is a descriptive quantitative method with a survey approach through a questionnaire. The population in this study were all employees of the Mimika Regency Regional Secretariat involved in the process of budget planning, implementation, and monitoring. Data analysis was carried out using multiple linear regression analysis to test the effect of independent variables on the dependent variable. The R-Square (R²) on the Budget Absorption variable (Y) of 0.786 indicates that 78.6% of the variation in budget absorption can be explained by three independent variables, namely Budget Planning (X1), Budget Implementation (X2), and Monitoring & Evaluation (X3). The Adjusted R-Square value (0.765) which is close to R² indicates that the model does not experience overfitting, so that the three variables collectively have a significant influence on budget absorption. Theoretically, this research strengthens the literature in the field of public financial management, particularly regarding performance-based management models and the principles of good governance. Practically, the research findings provide recommendations for local governments to improve planning systems, increase implementation capacity, and strengthen oversight to promote effective regional budget utilization. Abstract

This study aims to identify base sectors and analyze the magnitude of the multiplier effect of these sectors on the economy of Biak Numfor Regency during the 2019–2023 period. The study employs a quantitative approach using secondary data in the form of Gross Regional Domestic Product (GRDP) of Biak Numfor Regency and Papua Province. The analysis applies the Location Quotient (LQ) method to determine base and non-base sectors, as well as multiplier effect analysis to measure the impact of base sectors on the regional economy. The results indicate that there are nine base sectors, namely agriculture, forestry and fisheries; mining and quarrying; manufacturing; electricity and gas supply; water supply and waste management; trade; transportation; financial services; and government administration. Meanwhile, eight sectors are classified as non-base sectors, including construction; accommodation and food services; information and communication; real estate; business services; education; health services; and other services. The average multiplier effect value of 1.3059 implies that every one-unit increase in base sector output contributes to an increase in total regional economic output. However, the declining trend of the multiplier effect during the 2020–2023 period indicates weak linkages between base and non-base sectors. Therefore, local governments need to promote the development of fishery-based processing industries and enhance the capacity of non-base sectors, particularly construction, education, and health services, in order to optimize the multiplier effect and support regional economic growth.
