Interview guidelines were tested on targets that had the same criteria with informants of 5 people. Data analysis was performed using thematic analysis. Results: The comprehension of health workforce regarding guidelines for medical and public health prompt management of COVID-19 in Indonesia is quite good, but difficult to understand for the community. On the dimension of attractiveness, these guidelines are quite attractive to health workforce but are less attractive to the community. This guideline is acceptable to both the health workforce and the community. Self-involvement of the health workforce and the commu-nity in this guideline is appropriate. This guideline persuades to change the behavior of the health work-force and the community. Conclusion: This guideline is suitable for health workers but needs some revision to make it easier to understand and attractive. This guideline is not suitable for the community because it is difficult to understand and not very attractive.

Abstract

Abstract

Public health has been demanded to search for ways to improve well-being by tackling societal and ecological factors that influence health through cooperative strategies and partnerships across various fields. More interdisciplinary, interprofessional, and action-oriented approaches toward sustainable public health programs are recommended to be made. Therefore, public health entrepreneurship is an indispensable approach to creating new interventions that address future public health problems. The Indonesian Ministry of Health conceptualized five public health entrepreneurship skills as standard competence for public health personnel. In addition, the Association of Indonesian Public Health Higher Education Institutions has identified several study materials and learning outcomes for undergraduate public health personnel. To enrich the currently available approaches, a similar concept of entrepreneurship training, including three course areas: systems of laws and regulations, advertising and public outreach, and financial oversight, consumer insights, and assessment, is presented. The Public Health Entrepreneurship and Intrapreneurship Framework is also presented in this study. Researchers, government, private sectors, experienced entrepreneurs and intrapreneurs, and other stakeholders should collaborate to formulate the best entrepreneurship curriculum for Indonesia. This curriculum can initially be piloted, evaluated, and finally adopted by public health educational institutions in the country.

Abstract

The success of Family Planning (FP) program in controlling fertility level in Indonesia over the last three decades has been associated with the role of FP field workers. A study from Rwanda indicated that activity of the FP field workers to deliver counseling has increased contraceptive prevalence rate until 29% points. However, since decentralization policy has been adopted and implemented in Indonesia in 2004, later in 2009 it was found that the total number of FP field workers has been decreased to remain two-thirds from the previous number i.e. 35 thousands workers before desentralization took place. A reflecting impact from this dynamic situation is a stagnant level of Indonesia’s total fertility rate (TFR) based on IDHS 2007 data that has been similar to that in IDHS 2002-2003, accounted for 2.6 children per woman. A stagnant TFR trend may stimulate fear of increasing TFR after then, when the FP program performance including that the performance of FP field workers are neglected. Increasing TFR would lead to a baby booming that threatens excessive utilization of natural resources that is already limited. This also worsens BKKBN efforts to achieve a zero growth population stage or replacement fertility level by year 2015. It is recommended that an optimum working climate should be pursued to yielding a maximum performance of FP field workers within these dynamic changes since decentralization policy has been applied. The recommendation includes establishing a reward system and recording reporting system with information technology basis.
